Strategy

An assessment of the market, region and population is necessary to provide health services with a picture of their community, target population cohorts that may have additional needs, or require a more personalised approach to prevention and/or intervention earlier in the care continuum. To better understand population needs, we undertake traditional needs assessments; understand the Whole of Care Economy Cost; and how a population may be stratified based on risk to assess interventions and services based on maximising impact.

Operationalconsiderations

The PwC Capital Projects team manages the definition and delivery of major social infrastructure projects through the entire project lifecycle. From feasibility and business case development, through facility planning, design, and delivery. We specialise in the project definition, procurement, contract management, and facility commissioning in order to successfully deliver a value for money, and outcome focused health facility. Successful project delivery depends on better understanding stakeholder needs to deliver a facility which is completely aligned to the efficient operational requirements of the facility operators and users. PwC works closely with each Local Health District to ensure operational readiness; and transition of health services to ensure the integration of contemporary health service delivery models within new, purpose built facilities.

This is delivered via implementing innovative models of care; efficient service delivery approaches through operational innovation; and applying digital hospital technology to enhance the opportunities for sustainable health services.

Operations and models of careOur Infrastructure A dvisory team specialises

in outcomes-based procurement of service-enabling infrastructure - providing commercial, financial and strategic advice to ensure optimal outcomes are achieved . This extends through the full project lifecycle - from project inception (to determine the optimal funding and procurement model and commercial structure), into procurement (to provide robust commercial, financial and risk allocation advice to ensure that the best value-for-money solution is reached), and to ensuring that quality outputs are maintained throughout any operational changes in circumstances.

PwC are able to support its clients in realising the benefits of its contractual arrangements, by putting in place processes to translate complex contractual requirements into practical terms relevant to project delivery personnel.

Contract management

PwC have a long history of supporting the design and delivery of health infrastructure across Australia and AsiaPacific - we have supported the successful planning and delivery of over 13 significant projects in the last 6 years. We approach our client’s needs from a whole-of-firm perspective bringing a full suite of capabilities that are needed across the lifecycle of a health infrastructure project. We also bring unique IP and methods including value creating modelling, benefits and economic modelling and a tailor made clinical commissioning management approach.

A benefits realisation framework identifies stakeholders and how they contribute to costs and benefits, and quantifies them. PwC’s unique benefits framework identifies stakeholders, capabilities, benefits, and costs (disbenefits) as independent dimensions. Drawing on a program logic approach, PwC can more effectively pinpoint specific capabilities and benefits/costs for stakeholder groups and provide an understanding of who generates and receives benefits, which can be an important input to policy decision making.PwC also coordinates, documents and develop robust business cases, incorporating economic analysis and a range of other inputs, and ensuring progress through government assurance processes.

Economic analysis and business case development

Findings from the population needs assessment benefits realisation and/or evaluation findings are used to develop a business case outlining the expected costs and benefits (financial and non financial) through proposed interventions and/or services. A business case incorporating local and international evidence; the needs of the population and region; and an understanding of gaps in the market can be more impactful and contribute the foundations for program development and implementation.

Benefits model andongoing evaluation

PwC’s Productivity approach is based on three elements which, depending on your needs, can be provided separately or as a package to improve productivity within your organisation. Firstly, we optimise performance by helping you to prioritise your service portfolio to ensure efforts are focused on the most important activities for patients, and are financially affordable. Secondly, we bring approaches to tackle performance improvement comprehensively across all key operations of your organisation. We use a combination of quantitative and qualitative information to rapidly assess issues - in conjunction with your staff - to develop and implement meaningful solutions. Thirdly, we bring reporting and analysis tools so you can understand and act on the key drivers of your performance, and robust management frameworks to sustainably manage productive performance.

Operational considerations are driven by understanding the “current state” of services and service delivery against the “future state”. This may include conducting a review of how services are currently provided (and funded) and by whom against how these relate to the desired future state. This view would need to consider the whole continnum of care and reform against future state strategic objectives.
