Evacuation response co-ordination between CP and

Westshore needs to be improved. Had two reported

incidents where a CP employee has gone to spot a coal train in the dumper and there was no dumper operator present. It

was later determined the dumper operator had evacuated due to high readings on his carbon

monoxide sensor.

If Westshore employees need to evacuate the dumper

Westshore supervisors should communicate this to BC Rail

who can properly notify the CP employees.

July 2015

Will get an update from Corey Wolak at the next meeting

August 2015

Shane will follow up with Frank Bonanno and get him to talk to

We request to perform a mock evacuation in Coquitlam Yard to identify weak points in the

evacuation process and to ensure all employees are familiar with this process.

Earlier this month we had a false alarm where the

emergency horns on top of the carshop were activated. There was no emergency broadcast from the tower to advise that

this was a false alarm. We missed the opportunity to test

the emergency broadcast system on our digital channels.

This emergency broadcast system needs to be tested and

employees should be made aware of this information via a

bulletin and the protocol tested.

July 2015

In Progress, to implement in the near future

August 2015

Talked to Jeff Stemler at the radio shop. He said he needs a

contact in the tower to help implement the system. He has not been given a contact and he is busy working on other projects at the moment. Will need to get him a contact in the tower so we can proceed

with this initiative.

Open Discussion:

Coquitlam Cross-Functional WH&SC

Josh HillsSome reports of radio communications issues with the 5000 series locomotives. Superintendent locomotives Chad Jones said there were some issues with the radios when they came from the factory. There are some hardware upgrades that need to be done to some of these radios.

If crews have any issues with specific units please document the issues as well as the specific units numbers with a health & safety rep so they can be addressed.

Josh Hills & Warren Cowan

Received reports of a non functioning toilet and lots of black mold growing all over the toilet of the CP 1126. Chad Jones Superintendent locomotives said the toilet will be cleaned and if the toilet cannot be made functional the bathroom will be sealed off.

Collin MacIvor The blue flags at the diesel shop tracks are heavily faded, rusted and dirty. Need to

source new flags for these tracks.

Josh Hills & Warren Cowan

Two RCLS units the CP 4415 and on other unit are missing walls for the toilet compartment. These units will get walls the next time they are shopped.

Josh Hills & Warren Cowan

The committee has some concerns due a past injury associated with a crew member riding the footboard. One of the concerns we have is with large roadpower, the sightlines do not allow for good visibility of the crew members riding on the nose/footboard of the engine.

Many crews are under the impression that when “riding the footboard” they are required to ride down in the stairwell. Superintendent Roseberry has stated this is not the case. Crews may ride down in the stairwell if they choose to. But they may also ride up on the front or rear platform depending on the direction of travel.
