    In Budget 2018, MOH will make a bigger push towards preventive, primary and community care.

    THREE KEY SHIFTS TO

    BETTER HEALTH

    STRENGTHEN OUR PRIMARY CARE FOUNDATION In 2018, 10 Primary Care Networks comprising more than 300 General Practitioner clinics will be offering holistic team-based care for chronic diseases.

    ENHANCING OUR INFRASTRUCTURE • 6 new polyclinics by 2020, and another 6 - 8 more by 2030, bringing total to 30 - 32 polyclinics by 2030 • 6 new hospitals to be built by 2022

  • ENHANCE COMMUNITY SUPPORT FOR THE ELDERLY

    Beyond Hospital to Community Ensuring that Singaporeans receive good healthcare closer to home and support to age well in the community

    • $100 million top-up over the next 5 years to the Seniors’ Mobility and Enabling Fund • $150 million over the next 5 years for subsidised transport services to MOH-funded eldercare and dialysis centres • $300 million top-up to the Community Silver Trust, expanded to active ageing initiatives • New forms of assisted living developments • Expand Care Close to Home programme by 4 new sites • Pilot cluster-led community nursing teams by end-2019 • Pilot community pharmaceutical care services

    Improve Accessibility to Wider Range of Care Options

    Expansion of Community Networks for Seniors (CNS) • Expand CNS nationwide by 2020 to build a senior-centric community support system to help our seniors age in place

    Formation of Silver Generation Office (SGO) • From 1 April 2018, the Pioneer Generation Office will be renamed to SGO and will reach out to seniors aged 65 and above. SGO will be housed within the Agency for Integrated Care

    Community Mental Health • Expansion of Dementia Friendly Communities to 15 in the next 3 years • Mobile application to access information on dementia and keep a lookout for lost persons with dementia

    Beyond Quality to Value

    • MOH Office for Healthcare Transformation to work with the National University Health System to re-imagine healthcare for the future and design new and innovative care models at the Alexandra Hospital site • $80 million added to the Healthcare Productivity Fund • Formation of a supply chain agency to drive care transformation by pooling healthcare clusters' resources and functions, and develop innovative procurement and supply chain models

    Raising Capabilities in the Community • New 2-year Bachelor degree programme in Nursing at NUS for mid-career entrants • New Graduate Diploma in Community Health Nursing for nurses • New Work-Learn Technical Diploma in Rehabilitation Care for therapy support staff

    SUPPORT PRODUCTIVITY AND INNOVATION

    Investing in a workforce that delivers quality healthcare

    Enabling Singaporeans to get affordable healthcare at the best value

    • Publication of fee benchmarks for common medical procedures in 2nd half of 2018 • Medisave limit for chronic diseases, vaccinations and health screenings to be raised to $500 per year from June 2018 • Lower eligible age for $200 Flexi-Medisave for outpatient treatments from 65 to 60 years old from June 2018 • Introduce co-payment for all new Integrated Shield Plan riders

    Expanding Scope of Practice to Support Community Care • Advanced Practice Nurses and Senior Pharmacists to prescribe medicines and order tests in collaboration with doctors • Community pharmacists to provide medication review services

    CONTINUING THE WAR ON DIABETES

    PREVENT MANAGE

    Building a supportive environment so Singaporeans can make healthy lifestyle choices

    • Healthier Ingredient Development Scheme grant extended to lower sugar products (e.g. beverages, desserts and sauces) • Government premises, parks, sports facilities and community clubs to serve beverages with low sugar content • Public consultation on measures to reduce sugar consumption

    • As of 11 Feb 2018, close to 30,000 Singaporeans benefitted from the enhanced Screen for Life subsidies

    • Patient Empowerment for Self-Care Framework to encourage lifestyle changes and improve treatment adherence

    • Allow Medisave use and CHAS subsidies from June 2018 for the management of pre-diabetes and Ischaemic Heart Disease under the Chronic Disease Management Programme (CDMP) • Also, extend CDMP for consumables related to blood glucose self-monitoring for eligible patients on insulin, namely lancets and test strips • National workgroup to develop a strategy to reduce lower limb and toe amputations

    INTENSIFYING TOBACCO CONTROL EFFORTS

    • Public consultation underway for proposal to introduce standardised packaging of tobacco products together with enlarged graphic health warnings. If introduced, the standardised packaging measure will be part of Singapore’s tobacco control strategy.

    • 未来5年,为乐龄助行基金 填补1亿元

    • 未来5年,以1.5亿元资助 年长者到卫生部津贴的乐龄 护理和和洗肾中心的交通费

    • 为社区乐龄基金填补3亿元 基金也将扩大到活跃乐龄活动

    • 提供新的辅助生活住宅

    • 扩展邻里关怀居家护理计划 至4个新地点

    • 在明年年底前开展 由区域医疗系统 率领的护理团队
