Lourensia Park residents are sign-ing a petition to express their un-happiness with homeowners whoare renting out their houses.

A group of disgruntled residentsgathered inprotest lastweekMonday.Joyce Mzamo, chairperson of the

beneficiary committee at LourensiaPark, said the community gathered toprotest against a homeowner who al-legedly owns a house in Strand and isrenting outherLourensiaParkhome.“Whydidsomeoneapply forahouse

if they already have one?” asked oneof the protesters, who requested to re-main anonymous. “We moved in ayearago,andthehousehasstoodemp-ty this whole time. These people don’tneed houses, and there are so manypeople who do need homes.”Residents protested in September

Bonginkosi Madikizela, the WesternCape MEC for Human Settlements,said: “Whenpeople are considered forhouses, we try and make sure thatthey are the people who most needhouses.”Applications are run through the

a property, current-ly owns a propertyor has previouslyreceived a subsidy.“If theyregisterpos-itive on any of theabove, they are noteligible for a subsi-dy.” However, hesaid a beneficiarycould unofficiallyown a property notregistered in theirname, or for whichthey have not re-ceived a subsidy.Lourensia Park

residents claimthey signed anagreement with theCity of Cape Townthat the homeowners would not be al-lowedtorentouttheirproperty.Whilethe city could not confirm this, Coun-cillor Ernest Sonnenberg, the city’sMayoral Committee Member for Hu-manSettlements, said thecity’shandsare tied. “TheCity of CapeTown’sHu-man Settlements Directorate suppor-ted the Lourensia Park community’ssuggestion thatpropertynotberentedout. However, this is not a legal re-quirement as national government al-lows for the possibility of rental.”Oom said: “One of the difficulties

faced is that when a property is given

to a beneficiary, then it’s really theirstodowithas theyplease. It’sverydiffi-cult to stop them from renting outtheir properties.”Residents cannot legally sell their

properties within eight years, butthey are allowed to rent out the pro-perty. “While the government makesevery effort to ensure that the rightpeople get houses, some beneficiariesdo end up renting out their houses inorder to create an income stream, orfor other reasons,” Oom said.The petition will be signed and sent

to local government this week.

With the festive season upon us,Helderberg residentswill be spend-ingmore on gifts and holidays. TheGazette spoke to readers aboutwhat they splash out on during thesilly season.

Charles Krunn of Strand says he preparesfor the festive season. “I save up rightthrough the year. I spend money on foodand gifts, but I never go away on holiday.”

Thomas Mehlomakulu of Nom-zamo saves up in anticipationof festive season spending. “Iput away money every month,but only spend around R500more than usual. I buy clothesandgifts formy family, but don’tgo away or throw parties.”

“I spend much more money in Decem-ber,” says Gibson Masara. “But I earn itfrom my work making beaded decora-tions. People request orders closer toChristmas. I spend the money on family,buying things for Christmas, and stockingup on books for school in January.”

Step into new shoesNICOLE MCCAIN

Lwandle and Nomzamopupils will step into thenew year with a new pairof shoes, thanks to theStep Out Project.

The project, which wasstartedbyRadioHelderbergpresenter Annelia Preiss,collected 362 pairs of shoesfrom matrics from Hotten-tots Holland High, ParelVallei High and StrandHigh, and donated them topupils who are unable to af-fordnewschool shoesatKh-anyolwethu and Simany-ene High Schools.Simanyene High School

teacher Phumza Peter says,

“This is some-thing we needvery much.“Many of our

pupils are frompoor families orare orphans,and depend ongrants whichare just notenough.‘This is going

to be such a bigsurprise tothem.“They won’t

even mind thatthe shoes havebeen worn before.”Annelia says that next

year the project also hopesto include sport shoes.

Who gives Department of LabourWho gives Department of Labourthe right to enter my home?the right to enter my home?My letter is in response to thearticle titled “Domestic workersto get wage increases” publishedin the Helderberg Gazette of 27November.

I have some problems with thespot inspections of the labour de-partment.

Do they assume the power toinspect my house?

In a democratic society suchpowers are granted only to thepolice on probable cause, and tothe law courts to order such in-spection.

If the department, however,would concentrate on theirmathematics principles under-

lying the released figures first,the learning process wouldcome to embrace the Constitu-tion eventually.

In the meantime, the depart-ment is forbidden to do such spot(house) inspections.

This might fall under “break-ing and entering”!

‘Arson’: families left homelessNICOLE MCCAIN

The almost 40 people displaced in afire in Pholile Park have started torebuild their homes, but they havelittle justice to comfort them.

Almost 20 informal homes wereturned to ashes in the fire that brokeout on Saturday 1 December at about23:38.

Lwandle police spokesperson, Con-stable Mthokozisi Gama, said a man sethis girlfriend’s home alight after theyhad an argument. He then fled thescene, and the fire quickly spread to theneighbouring houses.

Pholile Park resident SiphiweMfadu, said he was asleep in his home,along with his wife and two children,aged 9 and 12, at the time.

He was woken by frantic screams ofpeople, and found the area around himin flames. The fire brigade and policesoon arrived on the scene.

TheoLayne,spokespersonfortheCityofCapeTown’s Fire and Rescue Services said it tookfirefighters an hour and a half to extinguish theblaze.

However, by then the neighbouring familieshad lost everything. “My house was burnt to

ashes,” said Mfadu. “I lost everything. I’m un-employed, and I have two children to care for.”

Mfadu is currently rebuilding his home withonly the emergency kit provided by the City’sDisaster Risk Management.

Gama says this is the fourth case of arson in

the last six months. According to Gama this isthe only case where the suspect is still at largeand an arrest has not been made. Gama says aninvestigation is under way, and anyone with in-formation can phone the Lwandle Police at 0218452060.Donationsforthefamiliesarewelcome.

REPORT ABUSE: The Lwandle Library held an awareness day yesterday (Monday) to mark the end of the 16 Days of Activism Campaignfor No Violence Against Women and Children. Ealier this year Lwandle Police, Station Commander Lieutenant Colonel Bongani Mtakati,estimated that domestic violence is reported to the station almost daily. The police has also dealt with numerous cases of childneglect. Zoliswa Kanuka, the event organiser, invited (from left) Patricia Thakholi (Patch), police spokesperson Constable MthokozisiGama and Nandipha Mantini (Department: Social Development) who encouraged the women and children who attended the eventto report abuse and also informed them of organisations that offer support to victims of violence.
