Even business premises such as the Mediclinic Vergelegen in Somerset West were reported to have experi- enced flooding. According to Rian Smit, senior fore- caster at the Cape Town Weather Of- fice, the Helderberg had 84,2 mm of rainfall last week up until 08:00 on Fri- day, measured at the Strand rainfall station. Hundreds of people had to evacuate their homes in Kay’s Caravan Park in Strand after the Lourens River burst its banks on Wednesday. Several homes were destroyed and residents had to take shelter in the local Scouts hall. According to Richard Bosman, exec- utive director of Safety and Security for the City of Cape Town, the water level at Kay’s Caravan Park rose to about one metre above ground level. Shocked residents were seen carry- ing their animals and trying to salvage the few possessions they could after water levels unexpectedly rose at a sig- nificant rate. “We knew that the rain was bad, but we didn’t expect that it would flood as much as it did. The water levels started rising after the river burst its banks and suddenly our homes were flooded and our possessions destroyed,” said resident Mary Kukarg in disbelief as she trudged through the water. Kukarg added that the lights also went out as water levels reached to the level of the wall sockets. Some people struggled to drive through the water while other vehicles were stuck. Residents also carried their possessions to higher levels in or- der to reduce water damage. Some residents had to be temporari- ly housed in the Scouts hall while oth- ers went to family and friends. “The Kay’s Caravan Park manage- ment, in collaboration with the City’s Disaster Risk Management Centre, ar- ranged that the local Scouts hall be used as an emergency shelter,” says Bosman. He added that hot meals were provid- ed by faith-based organisations in the area. Donavan West, from the organi- sation Arise Billionaires, also distrib- uted bread to residents last week Thursday. “As a result of damages sustained, re- pairs and maintenance must be under- taken by the registered owner of the property as this is a private matter,” says Bosman. Other areas in the Helderberg were also hit by heavy rain and several are- as were flooded. According to statistics by the City’s Disaster Risk Management, last week’s floods affected over 700 informal homes in Strand alone. Altogether 300 homes were flooded in Rastakamp in Sir Lowry’s Pass, while Sandvlei in Macassar, amongst other areas, was also affected. “Showers will persist until Tuesday (today) with sunny conditions for Wednesday (tomorrow) and Thurs- day,” says Smit. In the wake of last week’s hard-hit-ting rains, several homes across theHelderbergwereseverelydamaged,leaving hundreds displaced.

Even business premises such as theMediclinic Vergelegen in SomersetWest were reported to have experi-enced flooding.

According to Rian Smit, senior fore-caster at the Cape Town Weather Of-fice, the Helderberg had 84,2 mm ofrainfall last week up until 08:00 on Fri-day, measured at the Strand rainfallstation.

Hundreds of people had to evacuatetheir homes in Kay’s Caravan Park inStrand after the Lourens River burstits banks on Wednesday. Severalhomes were destroyed and residentshad to take shelter in the local Scoutshall.

According to Richard Bosman, exec-utive director of Safety and Securityfor the City of Cape Town, the waterlevel at Kay’s Caravan Park rose toabout one metre above ground level.

Violence reportedduring NUM protestASHRAF BOOLEY

A group of dissatisfied construc-tion workers have been angrilyprotesting since last week Mon-day over wage disputes with theSouth African Federation of CivilEngineering Contractors(SAFCEC).

This has prevented several work-ers from going to work and has eventurned violent in some cases.

Builders, engineers, constructioncompanies and handymen were pre-vented from entering the Lwandletownship,orevengettingclose tocol-lect their workers.

Last week Wednesday the group,whoaremembersofCosatu’sNation-al Union of Mine Workers (NUM),protested on the N2 en route to Vander Stel train station where theymade their way to Bellville to handover a memorandum listing their de-mands to SAFCEC.

Edward Phibantwe, coordinator oftheprotestandmemberofNUM,says

their protest is legal and that he isnot aware of any violent actions thathave occurred during their protest.

But others disagree, with one per-son saying that he even had to be hos-pitalised after being beaten with aknopkierie over the head.

Gift Mnelpmva claims he waswalking near Van der Stel stationwhen he was attacked by protestersand hit with aknopkierieon Monday.

“I work at a construction site inBlackheath and a lot of other work-ers who were not part of the protestwere also attacked for going towork,” he says.

Amongst their list of demands,Phibantwe says they want a 13% in-crease in their salaries but are onlybeing offered 6, 5%. “We’ve been innegotiations with SAFCEC for fouryears already and we’ve always hadto compromise. We are still preparedto negotiate and our demands arereasonable,” says Phibantwe.

Other demands on their list in-clude more annual leave, fourmonths paid maternity leave, work-

ing40hoursperweekandnotthecur-rent 45 hours per week, amongst oth-ers. “Anything above 40 hoursshouldbepaidasover-time,”hesays.

SAFCEC, who represents employ-ers in the civil engineering contract-ing industry in the current wage ne-gotiations, underwent the bargain-ing process under the auspices of theBargaining Council for the Civil En-gineering Industry (BCCEI) says An-nemie Cowley, communicationsmanager at SAFCEC.

“In an effort to resolve ongoingstrikeactionandadjustwages for thelowest paid workers, SAFCEC tableda 10% wage increase for categoriesTask Grade 1 to 4 and 8% wage in-crease for categories Task Grade 5 to9. In addition, severance benefits forthe industry were also improved.

“The trade unions, the NationalUnion of Mine Workers (NUM) andthe Building Construction and Al-lied Workers Union (BCAWU), arenot formally responding to the bold

offer tabled by employers of increas-es across the board which were guar-anteed for three years,” says Cowley.

Norman Milne, president ofSAFCEC, says they are extremelydisappointed that the unions havenot formally reacted to this offerfrom employers “since it is consider-ably above both CPI and other indus-try settlements and would have alsoprovided certainty to both employ-ers and employees for the next threeyears.”

The City of Cape Town has proposed tochange the names of the Old Civic andNewCivic Centres in Macassar to HerandienCivicCentreandKuhnCivicCentrerespec-tively.

Anoticewaspublished in theHelderbergGa-zette last Tuesday, informing readers of theCity’s intention, and to invite comments frominterested and affected parties.Ward 109 councillor JohnHeuvel nominated

CecilHerandien andSidneyKuhn, councillorswhowere both builders ofMacassar, to be hon-oured in this way.“The subcouncil was involved in sourcing

the information on the background of thenames chosen.“Both Herandien and Kuhn were the first

councillors in the area. They were nominatedbecause they were known to have greatly con-tributed to the development of the Macassarcommunity,” says councillor Brett Herron,chairperson of the naming committee, City ofCape Town.However, Herron says this is still subject to

a public consultation process which will runduring September and which will include adoor-to-door campaign.

Advertisements will be placed in the localnewspapers. The public and interested partiescan lodge their objections or support from 1 to30 September.

More toilets forinformal settlementsTheCityofCapeTownhashanded out toilets andstandpipes in Lwandleand Nomzamo over thelast few weeks. Nkaninitownship received 11flush toilets and fourstandpipes while Solly’sTown received 38 fullflush toilets and eightstandpipes, according toarecent press release bythe City. “This provisionis over and above existing

provisions of various san-itation types in these are-as. Care giver networklaunched in StrandThe Oasis Training Centre inStrandhasrecentlylauncheditsnew business unit – the OasisCaring Network.This business idea was born

out of the need for their traineegraduates to be employed.After obtaining their certifi-

cates in home-based care, grad-uates struggled to find employ-ment within the care industryenvironment in theHelderberg.Through this care-giver agen-

cy, theyemploygraduatesthem-selves. Care givers are then de-ployed to the retirement centresand villages and to private indi-viduals who are in need of careat home, whether the person isdisabled, in need of frail care orin need of hospitalisation care.

“We have already found em-ployment formorethan20ofourgraduates. Through this busi-nessventurewehope to findem-ployment for as many of ourcare givers aswe can,” saysLes-lieAugust, executive director ofOasis. The 12-year-old drummajorette Ashlin Adamsfrom Strand, who wasawarded DistrictMail’sLet’s Play Sports Star ofthe Month for Augustlast year, has returnedfrom Texas where shecompeted in an interna-tional drum majorettecompetition, along withher fellow South Africanteam. The South Africanteam brought home 36out of 38 medals, saysAdams. This comes af-ter she was selected forthe South African drummajorette team, whereshe also competed inthe South African DrumMajorette Champion-ships in Pietermaritz-burg last year. She is apupil at Dr GJ JoubertPrimary and was re-warded for her out-standing individual per-formances when she re-ceived her WesternProvince colours and South African colours in 2011. Adams says herexperience in Texas was amazing as it was her first time going abroad.“I would love to go back again, but it’s a once in a lifetime opportunity.It was great performing on an international level,” says Adams.

Life skills through sportThe Helderberg Academy, a non-profit organisation based in Som-erset West, teaches several chil-dren around the Helderberg lifeskills through sports.Beth Rudge, founder of the

academy, says that after seeing alack of physical education insome communities in South Afri-ca when compared to Englandwhere she is from, she decided tostart an academy to teach young-sters valuable life skills. “Wewant to create stability and havealready seen big changes in someof the children. We especially en-courage them to set their goals.

We hope to leave this with thecommunities so that they will beabletorunit themselvesoneday,”she says.The academy trains children

from Macassar and Lwandleweekly and during school holi-days.On Thursdays they coach soc-

cer in Lwandle at the sportsfield,with a steady number of morethan 20 children that regularly at-tend.In Macassar they have rugby

coaching for up to 30 children be-tween the ages of 11 and 18 yearsat Macassar High.
