Steering the night shelterThe Somerset WestNight Shelter has beenin business for the past26 years. Jo Swart (37)has been the Chairper-son for the last 10years,steering the shelter to-wards a constantgrowth.

Jo and her husband,Chris Swart,moved to theHelderberg 15 years agoand started the Lifechurch in Somerset Westwhere Chris is the Pastorand Jo the Executive Pas-tor. After a few years theyfound that they needed toreach outside of theirchurch and became in-volved with the SomersetWestNight shelter. For the first fouryears thechurch donated a meal every last Friday ofthe month. After some time the then board ofthe Shelter started taking note of Jo’s involve-ment and later approached her to join theboard and become the chairperson.Jo says, ‘it’s been quite a journey because

when I joined the board the shelter was closeto a closing point’. She did not let that fact de-ter her and she took the proverbial bull by thehorns and started reaching out to councillorsand made a point of networking and buildingrelationships with the City.The shelter is constantly filled with clients,

as they prefer to call the homeless. Besidesproviding them with meals and bathroom fa-cilities, there are two full-time social workerswhohelp the clients through this time in theirlives.Clients have a period of seven days where

they are evaluated and can stay for free. Afterthose seven days they are required to pay R10

per day for meals and facili-ties. According to Jo it costsR50 to feed one person forone day.Currently they are faced

with not knowing how to getcare for their elderly clients.It is Jo’s wish to start an oldage home for them but get-ting the premises is one oftheir biggest challenges.Besides being the chair-

person of the SomersetWestNight shelter Jo is also in-volved with their church’sLife foundationandistheDi-rector of the ‘Op die plaas’pre-school.She says ‘it is such a privi-

lege to be involved withthose little people’s lives’. Inbetween doing all of this, Jo

is a mother of two.Her son,Ethan is 13 andattendsParelVallei

and her 12 year old daughter attends De HoopPrimary School.When shewants to relax andregroup she takes her two ‘staffies’ for a walkat Radloff Park. Jo has now taken it upon her-self, along with four other women, to start adatabaseof the registerednonprofit organisa-tions in the Helderberg to make it easier foroutsiderswanting todonategoods ofmoneyorvolunteer with one of the organisations. De-spite all the challenges that she is faced withJo will never abandon her post.For their clients at the shelter a carols even-

Missing children a concernAlthough Christmas is a time ofenjoyment and relaxation, it isoneofthemostchallengingperi-ods of the year for the LwandlePolice.

Sergeant Mthokozisi Gama,spokesperson for the Lwandle Po-lice, says there is a significant in-crease in crime over the festiveseason, particularly regardingmissing children.He says children are regularly

neglected and left unattended todue to the high consumption of al-

cohol by parents. This leads to “ahugenumberofmissingchildren,”he says.He says they receive reports of

missing children between the agesof two and 14-years-old almost ev-ery day during the festive period.“The statistics for missing chil-

dren is not available but police canconfirm the high number of chil-dren reported missing in Lwandlebut found at a later stage,” he says.ChildrenfromLwandleareoften

left alone at the nearby Strandbeach and often get lost while try-ing to find their way back home.“Ensure that you know where

your children are at all times,”says Gama. The SAPS havewarned thatparents foundneglect-ing their children, or childrenwhoare in their care, will be arrested.Gama confirmed that children

go missing primarily in Lwandle,Nomzamo and Asanda Village.They have also asked communi-

ty members who may come acrossa lost child to immediately reportthe incident to the police and “notkeep the child,” says Gama.Police request the community to

report children found missing tothe Police by contacting021 845 2060.

Tips for a safe festive seasonLwandle Police have warnedresidents tobeextravigilantoverthe holiday period and to adhereto the following tips to ensuretheir safety:

) Reinforce all doors with aniron gate and ask neighbours tokeep an eye on your home whileyou are away. Also inform theLwandle Police that you are go-ing to be away so they can visitthe premises regularly, says Ser-geant Mthokozisi Gama, spokes-person for the Lwandle Police.

) If you suspect someone isinvolved in criminal activity, re-port it to the police immediatelyandensure thatyourememberasmanydetails about the suspect as

possible.) Never give your ATM pin to

anyone and do not punch it intothe keypad before you areprompted to. Gama warns resi-dents to never accept assistancefrom a stranger at an ATM.

) Never leave your car key inthe ignition while your car is un-attended.

) Cellphones and other valua-ble items should not be in plainsight while walking in public.

) In the event of an armedrobbery, stay calm and avoideye-contact with the perpetra-tors, saysGama.Donotchallengethe robber and listen to theirinstructions.

SmartCape offers freecomputer servicesMacassar residents are urged to use theCity of Cape Town’s SmartCape facilityat the Macassar library.

The SmartCape facilities were initiated in2002 with five facilities, but the phenomenalsuccess of the pilot project led to a Smart-Cape corner being introduced in each of themore than 100 libraries across the city.

The SmartCape facility provides comput-ers and internet facilities.

“Although the SmartCape facility is avail-ableacrossthecity,uptakeandusageisquitehigh in some areas in comparison to others.Our aim is to raise further awareness of thisfree service available to communities to helpmake progress possible by connecting ourmost vulnerable residents with opportuni-ties,” said the City’s Mayoral CommitteeMember for Corporate Services, CouncillorXanthea Limberg.

For the period July 2013 to June 2014, userstatistics have revealed that one of the areasof low SmartCape usage is Subcouncil 22,which includes the suburbs of Macassar,Eerste River and Mfuleni.

A total of only 32 573 SmartCape sessionshave been recorded for Subcouncil 22. Thesesessions are broken down into 72% by males

(23 502) and 28% by females (9 071). As is thenorm across most Subcouncils, the bulk ofthe users were in the age group of 26 yearsand older, which made up 43% (13 997), fol-lowed by the 18 to 25-year-olds making up31% or 10 153. Incidentally, 9% (3 009) of us-ers fall into the youngest group of 12 yearsand under.

The majority of users, 70% or 16 040, useSmartCape to access the internet and 13%make use of Microsoft Word. A smaller num-ber of users make use of the facility fore-mail, internet chat relay, the typing tutorand other Microsoft packages.

Registered users are allowed one sessionper day for a maximum of 45 minutes, unlessotherwise arranged with the administrator.The time limit helps to manage the high de-mand for the facilities, especially afterschool.

“Residents in the Macassar area are againreminded that the facility is available fortheir use. It is free and we would like to seeresidents making the most of the SmartCapefacility. We can help to make progress possi-ble for our residents by providing these facil-ities but we need them to seize the opportuni-ties. This is the only way we can build a sus-tainable city and economy,” said Limberg.

During the event, held in the Somerset Westtown hall, the members were addressed byProfessor Ashraf Kajee who spoke about thedifficulties that community care workers faceat work each day.

He commended all Masincedane members

for the work they do and reminded them toalso take care of themselves considering thekind of work they do.

Masincedaneisanon-profitorganisationre-sponsible for taking care of the HIV and TBpatients in the Helderberg.

The team includes: 22 counsellors, who arebased at clinics and day hospitals includingthe Helderberg Hospital, and 54 communitycare workers.

Professor Ashraf Kajee addressed the members ofMasincedane about how important the work that theydo is and how much they are appreciated.

Dorothy Abrams from the Sir Lowry’s Pass team deliv-ered a presentation about how quickly HIV and TBcan spread through communities and shared storiesfrom her own experiences working with patients whohave these illnesses.

Summer beach andswimming pool safetyThe City of Cape Town willdeploy 250 trained and ac-credited lifeguards at vari-ous beaches between 10:00and 18:00 daily this sum-mer

This service will be boostedby lifesaving clubs from theLifesaving Western Prov-ince’s volunteer services andthe National Sea Rescue Insti-tute.

In addition, there will be218 lifeguards on duty whowill oversee the City’s 36 pub-lic swimming pools over thepeak holiday season.

“Wewant toemphasise thatsafety is a shared responsibil-ity between the City and ourbeach goers and pool users.While the City does providelifeguards in conjunctionwith our partners, this ser-vice does not exist to take theplace of a parent or guardi-an’s supervision of children,”said the City’s Mayoral Com-mitteeMemberforCommuni-ty Services and Special Pro-jects, Alderman BelindaWalker.

On peak days, the highnumbers of people visitingbeaches and pools make itvery difficult for lifeguards tokeep a watchful eye on allswimmers. The lifeguardsare under constant pressure

to keep a keen eye out for any-one in distress. Parents needto be on high alert when theirchildren are playing in ornear the ocean, a river or apool. Children can also getlost on crowded beaches andparents are urged to be partic-ularly vigilant.Beach goers are urged to

take heed the followingsafety tips:

) Swim only where thereare lifeguards and wheresigns indicate that it is safe todo so.

) Make sure the lifeguardscan see you when you are inthe water.

) Always swim betweenthe red and yellow flags.These indicate safe, super-vised swimming areas. An ar-ea outside of these flags couldhave dangerous rip-currentsand tides.

) Only swim in areaswhere other people arepresent. Swim in groups andadvise friends or family whenyou go swimming.

) Do not swim when thereare marine animals such aswhales, dolphins and seals inthe area or when a marine an-imal carcass has washed uponto the beach.

) If you find yourself introuble, raise your arm andwave to attract the lifeguard’s

attention. Try not to panic, asthis will make you tired.

) If you see someone introuble in the sea, alert thelifeguards or find trainedhelp. Do not put your own lifein danger as well.Pool users are asked to

take note of the followingwhen using public pools:

) No alcohol, firearms oranimals are allowed on thepremises or in the pool.

) The use of soap and glasscontainers is prohibited.

) Ball games or frisbeegames are not allowed in thepools.

) Underwater divingequipment, inflatable mat-tresses and tubes are not al-lowed in the pools.

) The playing of loud mu-sic and the preparation offood are not allowed on thepremises.

) No running and pushingor rough play is allowed.

) Children under the age ofseven must be accompaniedand supervised by an adult.

) Children over the age ofseven are not allowed in thebaby pool.

) Any illnesses must be re-ported to staff before usingthe swimming pool.

) The superintendent’s in-structions are to be obeyed atall times.

Health care a two-way streetDiseasescaused bypoor choicesand unhealthylifestyle fac-tors is one ofthe biggest is-sues the Cityof CapeTown’s HealthDirectorate fa-ces.

This was re-ported bycouncillorBenedicta vanMinnen ofward 15 andsubcouncil 22,who is also theCity’s Mayoral CommitteeMember for Health.

“Every year we assist thou-sands of clients with tubercu-losis and other pulmonaryconditions, HIV, diabetes anddiarrhoea, tonameafew,”shesays.

She says that the range ofservices that City health sup-

plies includespre-vention throughawareness andeducation, earlydiagnosis, and ef-fective treatment.The City’s HealthDirectorate be-lieves that earlydiagnosis andtreatment is cru-cial, however pre-vention is crucial.

“However, thisis difficult with-out the coopera-tion of the pub-lic,” says vanMinnen.

“There aremany studies that highlightthe increased prevalence ofchronicdiseasesof lifestyleinthe developing world. SouthAfrica is no exception. Inspite of the overwhelmingproof of the fact that healthierlifestyles and the cessation ofhabits like smoking and ex-cessive alcohol use are cru-

cial to arresting the growingpandemic, changing behav-iour continues to be a chal-lenge,” she says.

Active screening for TBand HIV at primary healthcare facilities is one of the in-terventions the City has in-troduced to reduce infectionrates.

“We are constantly work-ing on improving the healthcare situation and providingthe best possible care to ourclients. However, I want tochallenge our clients to playa more constructive role intheir own health and well-be-ing by eliminating habits andbehaviour that have a nega-tive impact on their health,being proactive in gettingtested regularly for HIV andTB and making an effort to ad-here to their treatment regi-mens if they are diagnosedwith a disease. Reducing theburden of disease is not a gov-ernment problem – it is every-one’s problem”, she adds.

Councillor Benedicta vanMinnen, who is also the Cityof Cape Town’s MayoralCommittee member forHealth, says that health careis everyone’s responsibility.
