Hope everyone had a Great Holiday season – time for fami-lies, but also many, many memo-
ries. We can only wish that more people could have the community spirit that is here in Sierra Vista. Lucinda and I have been most fortunate to settle here, enjoy the area, but most importantly, you, the members of our Chapter. As a representative of our Chapter, we have traveled and met so many abso-lutely top class people, who are sincerely dedicated to our military and our military families. And, lead-ers of all ranks and services, who are committed to ensuring that this country remains strong and free. As I assume my new duties as Colors Sergeant for the Chapter, I do so with thanks to the friend-ships formed within our Chapter, across our commu-nity, and across other Chapters. I have said before, Your/Our Chapter is special – MOAA Levels of Ex-cellence Awards, or leadership across our commu-nity, or AZ Veterans Hall of Fame awardees, or support to Fort Huachuca, and the strength and depth of experience and commitment of our Board of Di-rectors – we are fortunate! 2012 National Defense Authori-zation Act (NDAA) Some good news and some bad news.
THE GOOD NEWS: House and Senate leaders fi-nally worked out an agreement on the FY 2012 NDAA (H.R. 1540) that was passed on 15 Dec. And, due in part to our petitioning, Senator McCain had pulled his proposed amendment that would have First; barred under age 65 retirees from participation in TRICARE Prime. Second; it would have imposed an annual en-rollment fee for TRICARE Standard – that looked like about $1,500 for a single retiree and $3,500 for a re-tired family. Third; it would have also prevented TRI-CARE from being a secondary payer for beneficiaries who have civilian employer coverage. And Finally; it would have raised the annual catastrophic cap on out-of-pocket expenses to $7,500 per family vs. the current $3,000. Unfortunately, there will probably be an ef-fort to introduce it in some variation again in 2012.
AND ALSO ON THE GOOD SIDE, the bill places a limit on the percentage increase in TRICARE Prime enrollment fee in any year to the percentage growth in military retired pay.
THE BAD NEWS is that the amendment that would eliminate the SBP-DIC offset was dropped from the bill. We will try again in 2012.
AND IN SEPARATE ACTION, Congress has until 31 Dec to stop or again defer the projected 27% cut in Medicare and military TRICARE payments that are now scheduled to be implemented on 1 Jan 2012.

The National Personnel Records Center (NPRC) has provided the following website for veterans to gain access to their DD-214s online: http://vetrecs.archives.gov/
This may be particularly helpful when a veteran needs a copy of his DD-214 for employment purposes. NPRC is working to make it easier for veterans with computers and Internet access to obtain copies of documents from their military files.
MEDICARE INCREASES FOR 2012
The per person Medicare insurance premium will in-crease from the present monthly fee of $96.40, rising to: $104.20 in 2012; $120.20 in 2013; And$247.00 in 2014.

And finally, thanks to support from many of you this year and in particular in the past month, the Military Family Relief Fund contributions jumped from $172,492 on 8 November to $799,000 by 20 De-cember in its reach for the $1,000,000 cap in dona-tions by 31 December. At that rate, hopefully the goal will be reached by the time you see this arti-cle.
However, if you haven’t made a tax credit dona-tion this year, that costs you nothing, check the status of donations when you see this article by calling (602) 234-8403. If the cap has not been reached; copy, cut out, or make a facsimile of the format below to make a donation. Fill it out and mail to the address below with a check made out to “Military Family Relief Fund”, and show at “For” on your check: “2011 tax credit donation”.
