Heritage at Risk in Essex 2013

The Heritage at Risk Register contains details of Heritage Assets known to be ‘at risk’ through neglect and decay, or vulnerable to becoming so. Although the main focus remains on buildings, the whole of the historic environment is now encompassed in the register. The objective of the Register is to highlight the plight of heritage assets which are at risk, and initiate action towards securing their long-term conservation. In many cases, such action would be best brought about by a change of owner, and any individual or group seriously contemplating acquiring a building listed as ‘For Sale’ in the Register should contact the relevant conservation officer listed under ‘Contact’. The Register is not, however, intended as a marketing document and those who wish to acquire an “old building” to restore may be best served by contacting local estate agents. There are a number reasons why a heritage asset becomes ‘at risk’, and whilst each individual case is unique, there are some recurring factors. While willful neglect and the refusal to repair are the most obvious causes, changes in industry, technology, demography and governmental legislation can lead to buildings becoming functionally redundant and ‘at risk’. Location can be another cause of a heritage asset becoming ‘at risk’. A heritage asset may be blighted by its surroundings, through changes in economy or as a result of insensitive development. Re-use of buildings within the curtilage of a larger building on private land can present problems, particularly if restrictions in access onto or within the site preclude a change of ownership. The repair and reuse of historic buildings situated within areas classed as economically deprived can act as a catalyst for regeneration. There are many examples where run-down buildings within such areas have been transformed into desirable living and working spaces, securing the future of the building and providing social and economic benefits to the wider community. As such, these restorations can play an important role in sustainability and contribute through sympathetic schemes, quality and character to the local environment. When a new use for a redundant building is identified, proposals should be sustainable and sympathetic to the buildings historic and architectural integrity. Conservation staff listed in the Contacts will be able to advise on how to conserve and best repair these vulnerable historic structures and bring them back into use.

The 2013 Register The number of ‘heritage assets ‘at risk’ in 2013 is given in Table 1, along with the 2011 and 2010 figures for comparison. It should be borne in mind that the Register addresses a ‘moving target’ and as some heritage assets are repaired and taken off, others become ‘at risk’ and are added. (Table 2). The tables displayed below provide a useful ‘snapshot’ of the present situation within the county.

The Essex statistics show that 224 or 2.2% of the 14314 grade I, II* & II listed buildings in the county are currently ‘at risk’. This figure falls just over the 1.8% to 2.1% figure published for the East of England, South-East and South

West, and is considerably lower than the national statistic of 3.1%. The total number of heritage assets ‘at risk’ has stayed the same during the period 2011 to 2013. The number of heritage assets added to the list and deemed ‘newly at risk’ during this period is 16 with 16 entries deleted.

Water Tower Rochford World War II Heavy Anti-Aircraft Gunsite, Sutton Advice on the repair and reuse of historic buildings is available from the district council/unitary authority conservation officers, whose contact details are given in the individual building entries. The County Council also produce leaflets giving guidance on the appropriate use of materials and techniques for the repair and maintenance of historic buildings and run a number of traditional building skills courses and seminars throughout the year at Cressing Temple (near Braintree) which are aimed both at professionals and interested historic building owners. The Register is compiled and produced by the Historic Environment Record. It is made possible through consultation with local planning authorities and conservation staff at Essex County Council, to whom many thanks are due. The County Council also welcomes information from members of the public about historic buildings under threat, although it should be noted that the inclusion of a building in the Register does not imply any public right of access, so please respect the privacy of the owners and occupiers. Please note that whilst all efforts are made to ensure that the information contained in the Register is correct and up-to-date, it is given in good faith and Essex County Council cannot be held responsible for its accuracy.

Key to entries Criteria for inclusion Heritage Assets are deemed to be ‘at risk’ on the basis of their condition, and in the case of buildings, occupancy. Heritage assets capable of beneficial use are ‘at risk’ if they are in very bad or poor condition or in fair condition and vacant. Buildings partially occupied or about to be vacated as a result of functional redundancy, for example a hospital being run-down prior to closure, are also included. Heritage assets not capable of beneficial use are ‘at risk’ if they are in very bad or poor condition, or in fair condition but lacking management to ensure their maintenance. A ruined church, for example, is not ‘at risk’ if the surviving fabric is consolidated, but would become ‘at risk’ if significant maintenance to this fabric is required. Heritage assets ‘at risk’ will remain on the Register until the repairs are completed and their future secured. Although the majority of heritage assets on the Register are listed, or lie within conservation areas, these are not essential criteria for inclusion.

Photographs Whilst efforts are made to secure the most up-to-date photographs, please note that some photographs used in the Register are archive images taken from the County Council’s Historic Environment Record, and may not necessarily depict the building’s current state. The photographs have either been taken by Essex County Council or have been kindly provided by conservation staff from the District Councils or Unitary Authorities. Category The classification of a building takes account of not only the 'static' attributes of condition and occupancy, but also the 'dynamic' one of the rate of deterioration. For example, a building in fair condition whose roof is beginning to fail is a greater priority for action, than one whose roof fell in many years ago and is now subject to slow erosion of its masonry. Priority for action is graded as follows: A Immediate risk of further rapid deterioration or loss of fabric; no solution agreed B Immediate risk of further rapid deterioration or loss of fabric; solution

agreed but not yet implemented C Slow decay; no solution agreed D Slow decay; solution agreed but not yet implemented E Under repair or in fair to good repair, but no user identified or under

threat of vacancy with no obvious new user (applicable only to buildings capable of beneficial use; often specialised buildings which have become functionally redundant)

F Repair scheme in progress and (where applicable) end use or user identified; functionally redundant buildings with new use agreed but not yet implemented Designations Grade I, II* or II A 'listed building' is a building of special architectural or historic interest. All buildings built before 1700, and most built between 1700 and 1840, that survive in anything like their original form, are listed. Between 1840 and 1900 only those of definite quality and character are listed, while post 1900 only buildings of particular importance are included. Buildings are listed by English Heritage. There are three current grades of listing: grades I and II* represent those buildings of outstanding interest, and together amount to about 7% of the total in Essex; the remaining 93% are listed as grade II. All listed buildings have statutory protection and Listed Building Consent is required for any

alterations to their fabric or works which would affect their character externally or internally. Scheduled Monuments Scheduled Monuments (SM) are not graded, but all are of national significance and are statutorily protected. Scheduled Monument Consent is normally required for works of any kind. Most have limited potential for beneficial use and in practice scheduling is usually applied to buildings which are not capable of occupation. Conservation Areas The location of the building within a Conservation Area is noted where known. A conservation area is a designated area of special architectural or historic interest, the character or appearance of which it is desirable to preserve or enhance. Registered Park or Garden Each entry also states whether the building or structure stands within a designed landscape included in the English Heritage Register of Parks and Gardens of Special Historic Interest. Although inclusion in the Register of Parks and Gardens brings no additional statutory controls, it is a material consideration in the determination of planning applications. Non-Designated Heritage Asset The register also includes non-designated heritage assets such as Locally Listed buildings and unlisted buildings in Conservation Areas. Date Registered The date the building was first entered onto the register is given. In some instances a building may well have been at risk before it came to the notice of the compilers. Condition Good Structurally sound, weather tight, no significant repairs required Fair Structurally sound, but needing minor repairs or showing signs

of a lack of general maintenance Poor Deteriorating masonry and/or leaking roof and/or defective

rainwater goods, usually accompanied by rot outbreaks and general deterioration of the building fabric, including external joinery; or where there has been a fire or other disaster which has affected part of the building

Very bad Structural failure/instability and/or loss of significant areas of roof

covering leading to major deterioration of the interior; or where

It was derelict for many years, resulting in long term deterioration of the building. Most significantly, localised leaks caused parts of the sixteenth century roof structure to decay. Following grant aid from English Heritage the roof structure was supported by a system of timber shores and props which remain in place on each floor. Internally, sixteenth century panelling and plaster finishes remain in a decayed and vulnerable condition. A caravan park surrounds the house. For the past eight years the site has been operated as a wedding venue and occasional film location with the aim of funding repair works. This has enabled ongoing maintenance of the roof to prevent leaks and the restoration of a panelled room on the ground floor in 2008.
