Following is the Executive Director's assessment of the place against the tests set out in The Victorian Heritage Register Criteria and Thresholds Guidelines (2014).

Importance to the course, or pattern, of Victoria’s cultural history.

Executive Director’s Response

Forres has an association with the development of suburban Melbourne in the early twentieth century. This association is evident in the physical fabric of the place and in documentary sources. This phase made a strong contribution to the development of Victoria.

Criterion A is likely to be satisfied.

STEP 2: A BASIC TEST FOR DETERMINING STATE LEVEL SIGNIFICANCE FOR CRITERION A

The place/object allows the clear association with the event, phase etc. of historical importance to be UNDERSTOOD BETTER THAN MOST OTHER PLACES OR OBJECTS IN VICTORIA WITH

Executive Director’s Response

There are substantial numbers of houses which illustrate the development of suburban Melbourne in the early twentieth century. Forres does not allow the clear association with this development to be understood any better than a great number of places in Victoria.

Forres contains elements typical of both the Federation Queen Anne and Federation Bungalow style house. As an example of these architectural movements it is large in size and of a standard design typical of the period in which it was built. It has been altered since construction but still demonstrates the principal characteristics of these classes of architectural design.

Criterion D is likely to be satisfied.

Executive Director’s Response

As a typical and modified transitional Federation Queen Anne and Federation Bungalow house, Forres is not a notable example of this class of place in Victoria. It is not an influential, pivotal or highly intact example of this class. Although it displays a number of characteristics that are typical of this class of place, they are not of a higher quality than are typical of places in this class.

Criterion D is not likely to be satisfied at the State level.

CRITERION E

Importance in exhibiting particular aesthetic characteristics.

Executive Director’s Response

Architect Arthur W Purnell (1878-1964) designed a large body of work during a long career from 1910, however his contribution to architecture could not be considered strong or influential to the course of Victoria’s history.

Edward Laycock and his family, owned Forres from c1919 until the late 1950s. He was a member of the Laycock family, which established and owned Laycock, Son & Company. This company was well known for its involvement in the wool industry in Victoria, however Edward was not a pivotal member of the Laycock family or the company.

ASSESSMENT OF CULTURAL HERITAGE SIGNIFICANCE EXECUTIVE DIRECTOR’S ASSESSMENT OF CULTURAL HERITAGE SIGNIFICANCE [s.34A(2)(d)]

Forres, 9 Edward Street, Kew is a good and typical example of a large residence designed in a transitional Federation Queen Anne and Bungalow style, but does not possess the qualities, significance or rarity that elevate the building to a threshold of State significance.

DESCRIPTION Forres is a substantial red brick house which is prominently sited on a large corner site at the intersection of Edward and Rowland Streets, Kew. The front elevation faces Edward Street to the east. A swimming pool is located to the north east of the site, a tennis court to the north and carport to the south west.

The house contains elements typical of the Federation Queen Anne and Federation Bungalow styles. Typical of the Federation Queen Anne style is the complex and dominant terracotta tiled roof with multiple hipped and gabled sections, the terracotta ridging and finials and half-timbered (later stuccoed) gable ends. More typical of the Federation Bungalow style are the rendered masonry verandah piers and low, curved entrance walls. Red brick chimneys have banded render and crowning flat plates and similar detailing can be seen in a number of houses built at a similar time. The main entrance to the house is flanked by an open porch to the north and built-in verandah to the south.

Various later additions have been made to the house and these have been executed in a style sympathetic to the original house. This includes a polygonal bay extension to the south and hipped roof additions to the north and west of the house.

HISTORY

History of Place

The land occupied by Forres at 9 Edward Street, Kew was part of a large land holding, Crown Allotment 82. This allotment was acquired by Captain Edward Dumaresq of Launceston at a land sale conducted in October 1851. It was a large tract of land of c110 acres (44.5 hectares) which was

situated at the north-east corner of the present Cotham and Burke Roads in Kew in the Parish of Boroondara.

Closer subdivision of this area occurred in the 1880s and in 1881 the land upon which Forres was built became part of allotment 16. Several streets in this subdivision were named after Dumaresq family members - Alfred, Edward, John, Thomas and Rowland. Development along Edward Street did not occur until the early decades of the twentieth century.

Forres was constructed in 1914-15 to a design by architect Arthur W Purnell. This is verified by:

a drawing for a ‘Proposed Residence at Deepdene for Ekersall’, dated 6 December 1913, which is held at the University of Melbourne Archives and

an entry in the Sands and McDougall Directory which includes a new listing for Arthur W Eckersall [sic] in Edward Street in 1916.

The only reference to the house as Forres appears to be in the Real Property Annual in 1915. This included a photograph of this house with the description ‘Picturesque Villa, with Fine Verandah Treatment – ‘Forres’, Roland [sic] Street, Kew.’

By 1919 Edward L Laycock was listed as the occupant of Forres and this family owned the property until the late 1950s. As owners of Laycock, Son & Company, this family was well known for its involvement in the wool industry in Victoria.

Arthur W Purnell (1878-1964) was born and educated in Geelong and from 1900 to 1910 lived and worked in China. In 1904 he established a highly successful architectural practice in Guangzhou with an engineer from the United States, Charles S Paget. Together they designed a number of major buildings, generally in a classical style. Buildings included the Imperial Maritime Customs House (1904), South China Cement Factory (1907), Imperial Chinese Post Office (undated), China Light & Power Company (undated) and the Arnhold Karberg & Company Building (1908).

On his return to Australia in 1910, Arthur Purnell established himself as an architect in Melbourne and continued pursuing this career until the mid-1950s. From 1915 to 1925 Purnell worked in partnership with Isadore George Beaver who was nineteen years his senior.

Purnell designed hundreds of buildings throughout his long career. His work comprised a substantial number of flats and houses as well as factories, offices, shops and warehouses. Some of his commissions were for local Chinese clients, including shops in Little Bourke Street and factories in Punch Lane, Melbourne. He was however best known for his residential work and designed substantial numbers of large houses which combined characteristics from both the Federation Queen Anne and Federation Bungalow styles.

Purnell’s most interesting and unusual designs were those that incorporated Chinese motifs, clearly showing the influence of his years spent in China. A particularly interesting example by Beaver and Purnell is ‘Tsohshaan Mansions’ (HO79) which is a three storey apartment building constructed in Toorak in 1918-22. With concave eaves and a Chinese pavilion-style upper floor, this building shows a strong oriental influence.

Purnell designed two houses for himself (1914 and 1916) which he named Shameen, after the island where he lived in China. The first of these, at 17 Munro Street, Armadale, was designed in a Federation Queen Anne style with sweeping high-pitched roofs, half-timbered gable ends and circular bays. The second Shameen, built in Malvern Road, Malvern (demolished) was of very different design. With a low profile, dominant brick columns and timber rafters, the house showed strong characteristics of the American Bungalow style. It is recorded that Purnell designed a third house for himself in 1928. Known as Shen Teng, 492 Punt Road, South Yarra, it has a Chinese temple roof and sweeping chimney tops. This appears to be his last overtly Chinese-style building.

Purnell’s residential work has been well recorded with many of his early designs illustrated in the Real Property Annual from 1914 until 1921. Additionally a collection of photographs of houses by Purnell are held at the State Library of Victoria. The majority of these were designed in a Federation Queen Anne style, a Federation Bungalow style or a combination of the two.

Other buildings designed by Purnell include Michael’s office building, corner Elizabeth and Lonsdale Streets, Melbourne (1915) and a variety of sporting facilities including St Moritz Ice Skating Rink (1922, demolished), Clifton Springs Golf Club (1926), Western Oval Grandstand (1929), Southern Stand at the Melbourne Cricket Ground (1937), Rosebud Yacht Club (1939) and the Olympic Stand at the Melbourne Cricket Ground (1953-55).

INTEGRITY/INTACTNESS

A number of changes have been made to Forres since construction in 1914-15, including alterations to the main east and south elevations. This becomes clearly apparent when comparison is made between photographs of the house in 1915 and 2015.

The main roof form was originally punctuated by three gabled hips on the east side and the largest of these has been replaced with a large hip. This change had occurred by 1963. The remaining gable and gable-hip have been modified with half timbering presently set into a textured stucco surface. Half timbering was originally set well forward from the wall. The verandah at the south-east corner of the house has been infilled and the roof modified. The original columns have been removed and replaced with thick rectangular piers between altered fenestration. The original arched entrance porch has been changed to a pier and beam arrangement.

A number of other alterations have been made. A projecting addition with hipped tiled roof and canted bay had been added to the south side by 1963 and in that year a set of alterations were made to the rear of the house to designs by the architect Gordon Duck. Externally these additions were a series of plain brick and hipped roof additions to the north and west. In 1990 a freestanding carport was added to the west of the site and a canted bay was added to the north west corner. Both of these additions borrowed detailing from the house. Other additions in 1990 included a swimming pool and high brick and metal fencing to both frontages with gates placed diagonally at the Edward and Rowland Street corner. A curving gravel driveway has replaced the original gravel entry pathway.

The heritage values of the place remain evident however close examination indicates that many changes have been made to the original fabric.

It should be noted that access to Forres, beyond viewing through the front gate, has not been possible. The interiors of the place have not been inspected and parts of the exterior have not been viewed closely, or at all. Repeated attempts were made by Heritage Victoria to contact the owners and visit the property. The assessment has been based on the exterior of the place and interior photographs taken from www.domain.com.au and www.heraldsun.com.au (24 November 2015).

Myrniong, Hamilton was built in 1906-07 as a country residence for Melbourne businessman Leslie Jenner. The house is constructed of red brick, with half timbering and rough cast detailing and a dominant, complex roof of asymmetrical composition. It consists of hips, gables, tower-like elements, dormers and tall chimneys. The grounds, inspired by the 'gardenesque' style of garden design, contain several remnant elements such as brick fences, brick and stone walls and a cast iron arbour.

Myrniong is of architectural significance as an essentially intact, large domestic complex designed in the Queen Anne style and situated on the outskirts of a wealthy provincial centre. The interiors, which are influenced by the Arts and Crafts movement, are important for the fine Art Nouveau-inspired elements such as leadlight windows, door furniture, stair balustrading and light fittings. The extensive and outstanding collection of stained and carved timbers fittings and finishes throughout the house, particularly wall panelling, ceiling linings, fire surrounds and built-in furniture, is also of note.

Warra, 3 Murdoch Road, Wangaratta, VHR H0521

Warra, Wangaratta was erected in 1908 for Wangaratta solicitor, Harold A Murdoch who lived there until his death in 1935. Designed in the Queen Anne style, it is a red brick house with terracotta tiled roof and a variety of bays and projections, half-timbering and rough cast rendering.

Warra is of architectural significance as an intact example of the Federation Queen Anne style. The interior of the house is substantially intact with coffered ceilings, a simple medieval timber staircase, dark timber veneered dadoes, Art Nouveau-inspired windows, a collection of wallpapers , door furniture and bathroom fittings. The most distinctive features of the interior are two mantelpieces in the living rooms carved by Robert Prenzel, one of the greatest exponents of the gum-nut Art Nouveau style of decoration during the Federation years.

Auld Reekie, 511 Royal Parade, Parkville VHR H0483

Auld Reekie, Parkville was built in 1910 (possibly incorporating an earlier house) in a picturesque Federation Queen Anne style. It is a red brick house with hipped-gable Marseilles tile roof, tall chimneys, ridging, scroll and dragon finials and a belvedere, attic with balcony and verandah. It retains a distinctive marble and iron fence and many interior features including leadlighting, Art Nouveau ceiling decoration, elaborate joinery and a marble floor.

Auld Reekie is architecturally significant as an intact example of the distinctive Australian Federation Queen Anne style. The belvedere to 'Auld Reekie' and the first floor balcony with gum leaf pattern balustrading are significant, unusual and distinctive features of the style. The intact interiors with original decoration, and the fence, add to the stylistic importance of the building.

creating outdoor "rooms". Marathon is of architectural significance as an intact Arts and Crafts house with associated garden.

Marathon also has a strong association with the Grimwade family, who were prominent in Melbourne commercial, social and intellectual circles. Originally built for them as their summer residence, it was used more recently as a permanent residence. It remained in the Grimwade family ownership until the 1990s.

Other places designed by Arthur W Purnell

Arthur W Purnell was involved in the original design of the Regent Picture Theatre, Ballarat (VHR H2221) and this is the only place included in the Victorian Heritage Register with which he has an association. When he designed the original theatre in conjunction with Cedric Ballantyne in 1927, it was amongst the largest in rural Victoria. Architects Cowper, Murphy and Appleford re-designed sections of this theatre after a fire in 1943.

Purnell is best known for his residential work and he designed a large number of houses and flats during his long career as an architect. This included many large but not outstanding variations of Federation Queen Anne and Bungalow designs which were produced after his return to Melbourne from China in 1910 and through the 1920s. From 1915 to 1925 he worked in partnership with Isadore Beaver.

Examples of Purnell’s work in Victoria after his return in 1910

Purnell’s most interesting work shows the influence of the time he spent in China. This can be clearly seen in a number of his proposals for buildings and in at least two intact buildings in Melbourne. The most interesting is Tsoshaan Flats, corner Irving and Malvern Roads, Toorak which were built in 1918 and extended in 1922. As one of the earliest purpose-built blocks of flats this building has concave eaves and a Chinese pavilion-style upper floor and pagoda roofed entry porch. This place is included in the Schedule to the Heritage Overlay of the City of Stonnington Heritage Overlay (HO79) and remains highly intact. In c1928 Purnell designed the house Shan Teng, Punt Road, South Yarra, which also exhibits Chinese-inspired detailing.

Conclusion

Forres is not presently included in the Schedule to the Heritage Overlay of the Boroondara Planning Scheme. In 1988 it was identified by Pru Sanderson Design Pty Ltd in the ‘Kew Conservation Study’ and recommended for inclusion in the forerunner of the Victorian Heritage Register. This report suggested that the place was important as a major work of architect Arthur Purnell and for its reference (in the flat chimney plates) to Purnell’s Chinese work. This report provided no comparison to other designs from his extensive body of work or to his Chinese-influenced designs to justify these claims. It should be noted that other properties, including those in the area, also have flat chimney plates which is form not necessarily associated with Chinese design.

In 2005 Lovell Chen undertook a review of buildings which were classified B for the City of Boroondara. Forres was included in this review. Assessment resulted in a downgrading of the place to a C classification and it was not recommended for inclusion in the Schedule to the Heritage Overlay of the Boroondara Planning Scheme at this time. This was based on the extent of alterations made to the place and the resulting significant loss of the ‘elegant and distinctive qualities of the original design’.

There is a group of houses which are included in the VHR as good and intact examples of the Federation styles of the 1910s and 1920s in Victoria. These retain fine and intact interiors and/or gardens which add to their significance at a state level. These include Myrniong, Hamilton (VHR

H1178); Warra, Wangaratta (VHR H0521) and Auld Reekie, Parkville (VHR H0483) which all retain fine interiors and Marathon, Mt Eliza (VHR H0946) which retains an important associated garden.

Forres is not an outstanding, or particularly intact, example of Arthur Purnell’s residential design work. It is one of a large body of residential work undertaken by Purnell over his long career. The most interesting of his designs show a Chinese influence. This is not clearly evident at Forres.

There are vast numbers of houses which were built in a Federation Queen Anne style and Federation Bungalow style in Victoria. These are well represented in Schedules to the Heritage Overlays of various city and shire councils in Victoria.
