ThefirstmeetingofthejudgingpaneltookplaceonTuesday17thDecember2013,withtheHomesforScotlandAwards2014officiallylaunchedonMonday20thJanuary2014.TheclosingdateforallentrieswasFriday28thFebruary2014.

Arecordnumberof91entrieswasreceivedintotal,witheachjudgeassessingentriesacrossseveralcategories.

Thejudgingprocesswasbysinglestageassessmentbasedonthequalityandcontentofsubmissionsreceived.Itwasfurthersupportedbytheuseofscoringmatricestoincreaseconsistencyinassessment.ThejudgescompletedtheshortlistingprocessonFriday28thMarch,withawardsandcommendationsagreedonThursday10thApril.

Ithasbeenaprivilegetochairthejudgingpanelforthisyear’sawards.MyfellowjudgesandIfoundthetaskhugelystimulatingandenjoyable.Attheoutset,Iwouldliketopaytributetotheirprofessionalismandexpertisewhichensuredthepanelwaswell-equippedtoaddressthekeycriteriainthemainelementsofthescheme.Ofcourse,wehavebeenfortunatetobedoingthisatatimewhentherearecleargroundsforcautiousoptimismaboutthefortunesofthehomebuildingindustryinScotland,withentriesincludingarangeofprojectsthatarelettingandsellingwell,andsomewithlaterphasesthatwereonholdnowcomingthrough.

Shiningthroughalltheentrieswasademonstrationthatthisisanindustrythatemploysgoodpeople,motivatesanddevelopsthemwellandhelpsthemprovideexcellentservicetocustomersineveryaspectofthebusiness.Wewerealsoveryimpressedbythequalityoftheworkthatthewholebodyofapplicationsshowed,fromhomebuildersandsupportingcompaniesalike.HousingsupplyinScotlandfallswellshortofdemand,sonewprovisionacrossallsectorsisvital;butitisequallyimportantthatdemandismetinwaysthatcontributetoarangeofobjectives,ofwhichIwouldpickoutforcomment:

• affordability-acrossthesectors,includingpublic/privatepartnerships

• qualityofdesignandbuild,includingenergyefficiency

• contributingtoplaceandcommunity,alongwithsoundplanninginbothurbanandruralcontexts

Aswellashighlightingthepositive,asjudgeswealsohadtheresponsibilitytoidentifyweakeraspects.

InastrongfieldwesawarangeofwaysofaddressingaffordabilityinBestPartnershipinAffordableHousingDelivery.Whatstoodoutforusinanumberofentrieswastheimaginationthathadgoneintothevariousformsofpartnership,withsensiblesharingofrisksandreturns,successfulattractionofprivatefunds,andthedeliveryofarangeoftenures-often“invisibly”-withinmanyoftheprojects.Wealsolookedforimaginationinthesenseofcommunitythatprojectswerecreating,andhowtheycontributedwhereappropriatetoregeneration.TurningtoBestHomeDesign,thegoodnewsisthat,acrosstheboard,wesawattentiontodetail,qualityofconstructionandrespectforenergyefficiency.Butthereweresharpcontrastsbetweentheentriesinaspectssuchassheerimagination,useofmaterialsandadaptabilityofthespacetotheuser’sneeds.Whilstsomewere,toputitsimply,goodstandardstuff,asjudgeswewantedtoseebetterthanthat!“Peopleandplace”was,forus,oneofthekeythingsinallthreecategoriesofBestDevelopment,andonceagaintherewasawiderange.Weshortlistedprojectsthatseemedtoustointegratewellwithorcomplementexistingcommunitiesorthatseemedtohavelayout,designandotherfeaturesthatwouldworkwellforthoselivingthere.Inaworldwherethereispressureformorehomebuildingofalltenures,wefeltitimportanttosendasignalaboutthesortofdevelopmentslikelytohavethemosteffectiveimpact.Thewinnersandtheprojectswecommendedareintendedtodothat.

ThisiscertainlythecaseforthespecialawardgiventoTheAthletes’Village,Dalmarnock,reflectingtheextenttowhichwefeltthatthisproject,oneofthemostsignificanturbandevelopmentsintheUK,representedsomuchofwhatwewantedtoadvocate.Itisanexemplarofplace-making,revitalisingthelocalareawiththebestofmaster-planningandurbandesignprinciples.

Withsignsofabrighterfutureahead,allinall,webelievethisisasetofawardsofwhichtheindustrycanbeproud.

Thejudgesallagreedthatthedevelopmentoutcomeofthesesixtownhousesandthreeapartmentslocatedwithinaconservationareaisofaveryhighqualityandmakesapositivecontributiontotheappearanceandcharacterofitssurroundings.
