2011 – 2012
Program Goals are to:
Develop leadership and build character.
Create informed, patriotic, and responsible citizens.
Develop responsible young adults who are physically, mentally, and morally fit.
Develop informed and civic-minded young adults prepared for higher education, civilian
careers, and public service.
Instill discipline, respect, and responsibility through military-related subjects and
activities.
Course Length: One to Four years.
Course Objective: Leadership Education, more commonly referred to as Marine Corps Junior
Reserve Officer Training Corps (MCJROTC), is a four-year academic program. Enrollment does
not obligate a student to join the Marine Corps or any other branch of the service. Cadets,
however, must accept Marine Corps standards of discipline, appearance and training. It is a
nationally recognized program that has received accreditation by The Commission on
International and Trans-Regional Accreditation (CITA). The CITA Alliance includes the
Southern Association of Colleges and Schools (SACS-CEMS and SACS-CSMS). It is designed
to instill in high school students a value of citizenship, service to the United States, personal
responsibility and a sense of ethics and honor. Gaining popularity among the top students in the
Hickman Mills school district, the Hickman Mills MCJROTC Program has produced several
graduates who have attended the service academies, received college ROTC scholarships, or are
serving in the various branches of the Armed Forces. The majorities of former MCJROTC
students has advanced to college or are working in the civilian community- applying the
leadership skills learned and developed while in this program.
The primary purpose of the MCJROTC Program is Leadership Education. It prepares high
school students for responsible leadership roles while making them aware of their rights,
responsibilities, and privileges as American citizens. In order to be a good leader, one must first
learn to be a good follower. As a cadet gains experience and knowledge, he or she will be given
active, hands-on leadership responsibilities within the JROTC Program.
MCJROTC Syllabus Page 2
The Marine Corps JROTC Leadership Education Program emphasizes the development of self-
discipline, leadership, honor, integrity, and the value of community service. Citizenship training
is emphasized throughout the program and reinforced by using current events and activities
occurring in the Kansas City area, the state of Missouri, our nation and the entire world. In
addition, students are acquainted with basic military subjects and Marine Corps traditions,
customs and courtesies.
The success each student achieves while in the Marine Corps JROTC Program depends to a large
extent on their willingness to get involved and participate in the program. Satisfactory
performance within the program will result in the cadet receiving passing grades during the
academic reporting period. However, since the MCJROTC Program is structured to function
much like a military organization, there will also be opportunities for cadets to develop
leadership skills and to progress in rank. Promotions, especially those to the senior enlisted and
officer rank, are based on a cadet’s overall performance and their demonstrated capability to
assume greater responsibility. A great deal is expected from the cadets promoted to leadership
positions. Cadets who accept top-level promotions also accept the additional duties and
responsibilities that go along with the promotion. Conversely, top-level promotions may be
rescinded if a cadet, once promoted and assigned to a leadership position, demonstrates that
he/she is incapable or unwilling to put forth the time and effort to successfully meet the
obligations of the grade and billet assigned.
The Hickman Mills Junior High School, Marine Corps JROTC Program continues to seek top
students who excel both academically and athletically to ensure that the high caliber of
leadership is maintained within the program. We strongly feel that the Marine Corps JROTC
Program is a complement to the leadership development of honor students and athletes as well as
service clubs within Ruskin and Hickman Mills Public Schools.
Satisfactory performance within the program will result in the cadet receiving passing grades
during the academic reporting period. However, since the MCJROTC Program is structured to
function much like a military organization, there will also be opportunities for cadets to develop
leadership skills and to progress in rank.
Satisfactory completion of the program can lead to preferential consideration for a service
academy appointment, advanced placement credit in the Senior ROTC program or advanced
rank in the Armed Forces. The Marine Corps JROTC program is one of the Marine Corps’
contributions to assisting America’s youth to become better citizens and future leaders of
America. The program produces successful students and productive adults, while fostering in
each school a more constructive and disciplined learning environment. This program makes
substantial contributions to many communities and ultimately to the nation’s future. It is the

centerpiece of the Department of Defense’s commitment to America’s Promise for Youth
through its emphasis on community service and teen anti-drug efforts.

The Marine Corps Youth Physical Fitness Program (YPF):
MCJROTC Syllabus Page 4
All cadets that qualify to perform physical training will be required to participate in the YPF
program. Many of the youth in this country are not physically able to meet the physical
challenges of everyday life. Poor eating habits, lack of physical exercise and low self-esteem
contribute to this desperate condition. Through the National Youth Physical Fitness Program and
the National High School Physical Fitness Championships, the Foundation has been able to help
thousands of kids turn their lives around. Many of the young men and women who participate in
these programs are exposed to positive role models for the first time in their lives. Many have
never had to meet a challenge, attain a goal, or have the opportunity to dream a dream. The
United States Marines Corps Youth Foundation, Inc. is keeping those dreams alive one school
and one child at a time.
The National Youth Physical Fitness Program encompasses students from kindergarten and
elementary school, through junior and senior high school and college. The program is designed
to complement, not replace, existing curriculum and to be easily implemented in any school
situation. Students are tested in five basic exercises and are awarded scores indicative of their
general fitness level. Students can earn one beautiful full-color certificate for each year of
participation...up to 17 totals.
This program provides a means for adult leaders to actually measure the fitness level of
participating students throughout the school year. More importantly though, this program,
provides hope and offers our youth an opportunity to become part of something bigger than
themselves, an opportunity to be challenged, and an opportunity to grow as individuals. It
teaches students to respect their bodies and helps them build and maintain a personal resistance
to drugs, alcohol and tobacco.
The program provides a mental, moral and physical challenge and establishes reachable
goals. The fitness program also provides important recognition, which leads to pride in
one's self and is in many cases a building block for future self-improvement. This
program, which is recognized and endorsed by the President's Council on Physical
Fitness and personally endorsed by Arnold Schwarzenegger, is offered to every school
and youth organization.
All cadets participating in high adventure training through the Venture Crew will be required to
complete a crew membership application to include a class 1 and 2 physical examination. The
crew application accompanied by the sports physical will suffice for satisfying individual
physical requirements

Conduct and leadership are evaluated each day. Classroom distracters such as tardiness, talking,
inappropriate language or gestures, violations of school policies and regulations will negatively
impact on a cadet’s leadership evaluation. The rubric below is an example of what might affect a
cadet’s leadership grade during a six-week reporting period. This is provided as an example and
not intended to be binding to the instructor’s subjective evaluation. If a cadet receives a failing

Leadership grade, it will be up to the discretion of the MI and the Principal as whether the
cadet will be allowed to continue in the program; even if he/she has an overall passing
grade in MCJROTC.

Comment/Text
Text: MCJROTC Leadership Education I, II, III and IV. Restitution for lost or damaged
textbooks will be made to Hickman Mills MCJROTC. The cost of each text is $25.00.
Uniforms: Male and Female cadets will be issued uniforms identified in the uniform cost list.
Costs of replacement and cleaning are also noted. Uniforms are to be maintained in a clean and
serviceable condition. Upon termination in the program or at the end of the school year, all
uniforms will be returned in a clean and serviceable condition. Restitution will be made to
Ruskin HS MCJROTC in the event that a uniform article is lost, or presented unserviceable.
Uniforms that are returned unclean will also require restitution for the cleaning bill.
Varsity Sport and Extracurricular Opportunities: Drill practice for all Marine Corps JROTC
drill disciplines will commence on the 11th of September. . Those desiring to participate in the
extra-curricular activities, MCJROTC Drill and Color Guard Teams, Physical Fitness Team and
Orienteering Teams, will also need parental consent and a sports physical prior to practicing or
competing. After school training for these events will begin during the first week of school. A
schedule for each of the above will be published and placed on our website. Participation or
non-participation in extra-curricular activities will not directly impact or influence a
cadet’s academic grade.
MCJROTC Syllabus Page 8
Scholarship Opportunities: There are many benefits to the program. The most obvious is the
leadership training. The self-confidence and discipline obtained will give the cadet a decided
advantage, not only in high school, but in college, the job market, or if desired, when joining the
military service. Some specific advantages are:
ROTC COLLEGE SCHOLARSHIPS- Chances for obtaining a college ROTC scholarship,
worth approximately $150,000 are improved if a student has had MCJROTC. In addition,
colleges may also give ROTC credit for MCJROTC, reducing the overall requirement for
graduation.
NAVAL ACADEMY NOMINATIONS- Each Senior Marine Instructor of the MCJROTC unit
is allowed to nominate outstanding cadets for appointment to the U.S. Naval Academy. This
privilege allows a cadet to circumvent competition with civilian applicants for the limited
number of congressional appointments.
HIGHER RANK FOR ENLISTMENT- If a cadet decides to enlist directly into the armed
forces following high school graduation; he or she enters at a higher rank by virtue of having
completed at least three years of MCJROTC.
Closing Comments- The MCJROTC instructors will treat all MCJROTC cadets with the utmost
respect and dignity. In turn, cadets must make every effort to conduct themselves in a manner so
as not to bring discredit upon themselves, their families and school, or to the MCJROTC
Program. If you have any questions regarding the program, please feel free to contact the Marine
Instructor, First Sergeant Robert Gray at (816) 316-7295.
MCJROTC EXTRA-CURRICULAR ACTIVITIES AND LETTERING
OPPORTUNITIES
The Leadership Education classroom work will determine the cadet’s grade in the class. There
are also extra-curricular opportunities that will further develop, in a practical sense, those
leadership skill sets learned in the classroom. Extra-curricular involvement also provides each
cadet the opportunity to earn a letter in MCJROTC.
Community Service and Support to Hickman Mills Junior High School: In addition to Rifle
and Drill, there are other opportunities for each cadet to earn a varsity letter. This may be
accomplished by dedicating time to community service and supporting Hickman Mills Junior
High School official functions. Cadets are needed to help control the parking of cars at home
football games and provide security at home basketball games. Cadets are also needed to provide
directional assistance to visiting students the morning of SAT testing and in the evenings during
orientations and open houses. MCJROTC has also adopted 3 Trails Park to ensure that
cleanliness of the park is maintained. There are several other opportunities to perform
community service, of which the Kansas City Community Park clean-up, Toys for Tots and Feed
the Veterans on Veteran’s Day are some examples where cadets have provided community
service in the past. Our MCJROTC Color Guard is requested to perform throughout the county
several times each year. The above is just an example of how cadets may involve themselves to
earn points toward a varsity letter in MCJROTC. A matrix will be distributed by separate
correspondence that more clearly outlines the lettering requirements and the points associated
with cadet participation at each extracurricular activity.
MCJROTC Syllabus Page 9
Annual Budget: The annual budget will be distributed by separate correspondence. An annual
fee will be required to support each extra-curricular discipline. The cost to each cadet is as
follows: PT gear of $35.00. These fees will fund the majority of the expenses for the year. In
order to reduce the cost or earn credit toward other adventure training trips or Regional and
National competitions, MCJROTC schedules several fundraising activities throughout the year.
Cadets who participate will receive a monetary credit toward upcoming activities. If a cadet
drops the activity, the initial fee is non-refundable.
Summary: The MCJROTC curriculum is an excellent tool to reinforce the character
development that begins at home and the leadership skills required in the world. Additionally,
cadets are able to develop a basic understanding for the importance of community service.
Strong emphasis is placed on respecting others and learning excellent leadership skills.
Conceptual mastery of the traits and principles of leadership will be evaluated academically in
the classroom. The character development and practical leadership skill development are
enhanced by participation in those extracurricular opportunities outlined above. We encourage
all parents to support their cadet in every way possible to ensure that they get the full benefit of
the MCJROTC experience.
MORE ABOUT MCJROTC
Organization: Each Leadership Education class, or period, is organized as a platoon. This
ensures that upper-level cadet leadership actively mentors the junior cadets. This is the first year
that we have downsized from a battalion structure to a company structure. There are special
staffs positions identified to be filled by upper-level cadets due to the higher-level coordination
that must take place in order to make things happen within the Corps of Cadets. We have a
designated Commanding Officer who has a staff of officers and enlisted who each handle a
specific functional area. The Commanding Officer is the leader is responsible for everything the
unit does or fails to do. The senior enlisted cadet, the rank of First Sergeant, is responsible for the
morale and welfare of all enlisted cadets and is the advisor to the commanding officer on all
issues. The First Sergeant also ensures that personnel records are kept up-to-date and also files
and produces correspondence internally and to outside agencies. The Executive Officer, second
in command, is responsible for producing a monthly training schedule and oversees all
operations that the unit is tasked to support. The Logistics Chief, a special staff position, is
responsible for the logistical support for all the operations and also oversees the maintenance of
the cadet supply warehouse. The Public Affairs Chief, another special staff position, is
responsible for reporting on all cadet activities and providing draft articles and pictures for
publication in the MCJROTC Panther Newsletter. This newsletter will be published every six
months.
Chain of Command: Each period has a designated platoon leader, and platoon sergeant, that
provide direct leadership to their respective class during the period of instruction. They are
directly responsible to the Commanding Officer and the First Sergeant respectively for all that
the platoon does or fails to do. It is important that first year cadets understand that the chain of
command is there to provide requisite leadership and facilitate the flow of information and
instruction. Clearly stated, the class leaders are not on an ego trip. They are merely carrying out
the orders given them to the best of their abilities given their level of experience.
MCJROTC Syllabus Page 10
Promotions and Rank Structure: Promotions are scheduled during the ninth or tenth week of
each semester. All first year cadets will start out as cadet privates in the Corps of Cadets. If a
cadet performs exceptionally, he or she may receive a meritorious promotion to the next rank and
could achieve a higher rank by the end of the first year. Promotions are not automatic and may
be temporary if the cadet does not perform to the expected level nor does something to bring
discredit to himself/herself, the Corps of Cadets, or the school. The rank of Staff Sergeant and
above, as well as Second Lieutenant and above, requires extracurricular participation in activities
after school.

Cadets may be promoted at any time during the year in accordance with the MCJROTC unit’s
need and cadet’s performance. However, regular promotion will be conducted every 10 weeks or
four times per school year. Cadets may lose their rank if either instructor considers it necessary.

APPLICATION AND AGREEMENT FOR ENROLLMENT IN THE MARINE CORPS
JUNIOR RESERVE OFFICERS’ TRAINING CORPS PROGRAM
INTRODUCTION. The MCJROTC program is a four year, four level, one credit per year elective offered at Hickman Mills Junior High School. It is
a unique course of instruction because the Marine Corps has established certain enrollment requirements that must be met before academic credit is
awarded. This agreement serves to communicate general guidelines concerning requirements and encourages a commitment to develop self-discipline
and responsibility for personal actions.
It is understood that participation in the MCJROTC program does not commit or obligate any student to military service. It does not guarantee special
consideration if a student chooses to enter military service. However, a cadet who successfully completes two or more years in the MCJROTC program
does qualify for advanced rank upon enlistment in the military.
APPLICATION
I, (Cadet’s printed name) ______________________________________, hereby apply for
enrollment in the MCJROTC program at Ruskin/Hickman Mills Junior High School.

because of their behavior may lose their cadet rank and/or position. Further disciplinary

program. Cadets who are suspended from school for involvement with alcohol, controlled
substances (drugs), or gang or school related violence may be removed from the program.
f. Maintain an acceptable standard of attendance and academic achievement in the MCJROTC
program. An overall “C” or better and no derogatory comments from Ruskin/Hickman Mills
Junior High School staff is required in order to participate in MCJROTC extracurricular
activities.
g. Meet the objectives of the MCJROTC program which are to: become an informed and
responsible citizen, strengthen and develop character and leadership abilities, promote
patriotism, develop habits of self-discipline and personal responsibility, develop and display
basic military skills, and develop respect for constituted authority wherever it may be found.
h. To respond positively to other cadets who have been appointed to leadership positions in the
Corps of Cadets. Cadets in leadership positions are expected to conduct themselves properly
when in charge of other cadets. Abuse of cadet authority will not be tolerated and is to be
reported to the MCJROTC instructional staff.
i. Strive to meet the minimum Youth Physical Fitness Test standards.
j. To represent the Ruskin/Hickman Mills High School and the MCJROTC unit and program

PART THREE: PARENT/GUARDIAN CONSENT
1. I, (print your name) _______________________________________, hereby give
permission for my son/daughter/ward (print child’s name)
_________________________________ to enroll in the MCJROTC program and will encourage
his/her active participation. I understand that this is a unique program of instruction, and that
attendance, behavior, and attitude standards exist. I also understand that there is no military
service commitment because of participation in the MCJROTC program. I also understand my
child or ward will be required to participate in the following activities unless deemed incapable
due to documented medical condition:
a. Physical fitness program
b. Field Meet
c. Local parades or similar community/civic activities
d. Close order drill (marching)
2. In addition, all students have the opportunity to participate in numerous school and
community activities, field trips off the school campus, and physical fitness competitions. By
participating in these activities, my child/ward will be representing Ruskin/Hickman Mills High
School and the MCJROTC program.
3. As the parent or guardian of the aforementioned child, it is understood that each child in the
MCJROTC program must be covered by adequate medical insurance. This insurance should
cover any and all injuries that may occur on or off the school campus while participating in a
MCJROTC activity.

FORM #2
MCJROTC UNIFORM POLICY
1. A significant part of the MCJROTC program is the wearing of the Marine Corps uniform.
Before your child becomes a cadet in the MCJROTC program, parents/guardians must read,
sign, and have this consent form returned to the MCJROTC instructional staff within the
first two weeks of school.
a. Cadets will be issued a Marine Corps uniform within the first month of school. Uniforms
are issued on a recoverable basis to cadets at no cost to the cadet. Cadets are responsible
for the care and cleaning of the uniform they are issued.
b. Cadets are required to wear the uniform one day each week, and only when prescribed by
the MCJROTC instructional staff. Cadets will wear the uniform to school, during the
school day, and from school.
c. The wearing of the uniform is a significant part of the cadet’s MCJROTC grade. Cadets
will be required to wear their uniform at least one day per week. The SMI/MI will
prescribe which day is uniform day for each class. Cadets are required to know uniform
wear assignments, and will wear the prescribed uniform accordingly. The MCJROTC
uniform will be worn to and from school, and throughout the day while at school, on
assigned uniform days. Changing out of uniform for physical education or
extracurricular activities is permissible. Unless there are exceptional circumstances,
Cadets must request permission from the SMI/MI to modify their uniform day prior to the
scheduled date to wear the uniform in order to receive an excused uniform day and
schedule a make-up uniform wear date. Cadets who receive an excused uniform day will
make-up the uniform day during the same week of the excused uniform day. Exceptions
to a cadet’s weekly uniform day will be handled on a case-by-case basis. Cadets are
usually inspected in their uniform on uniform day, and since this is a graded event, if a
cadet fails to make-up the uniform day during the same week, he/she will receive
uniform/inspection grades of zero. Three uniform grades of zero during a marking
period may result in the failure of the MCJROTC Leadership Education class for the
marking period.
d. Federal law imposes certain restrictions on the wearing of a military uniform. Your
son/daughter or ward will be given detailed instruction on when, where, and how to
properly wear the MCJROTC uniform. Unauthorized use of and the improper wearing of
the issued uniform could result in disenrollment from the MCJROTC program.
e. Cadets will usually be inspected weekly on their assigned uniform day. They are
expected to keep the uniform clean, pressed, and in good repair. Seasonal Service
Uniforms and Dress Blue Uniforms require dry cleaning while the Utility Uniform and t-
shirts may be laundered.
MCJROTC Syllabus Page 18
f. The MCJROTC instructional staff should be able to fit most cadets without the need for
major alterations. The Marine Corps will pay for major alterations to the uniform. Minor
alterations such as hemming of trousers and of skirts will be the responsibility of the cadet
but will not be done without the prior approval of a member of the MCJROTC
instructional staff.
g. One of the objectives of the MCJROTC program is to develop a sense of personal
responsibility. If the issued uniform or parts of it are lost, damaged, or stolen, the
cadet will be held responsible for the monetary reimbursement to the U.S. Marine
Corps of all/any items lost/damaged/stolen at the current uniform replacement cost.
2. FOR YOUR INFORMATION, if we see your cadet for the Monday - Wednesday
instructional periods, their normal day to wear their uniform is on Thursdays. If your cadet
misses, Thursday uniform day, their uniform day will normally be on Friday.
3. As we strive to instill self-discipline and a sense of responsibility in each of our cadets, we
would appreciate the assistance of parents in getting each cadet to wear their uniform
appropriately, and in accordance with the above guidelines.
PARENT/GUARDIAN CONSENT
