The Water Management Plan is a requirement for the Higaturu Oil Palms Management
Systems. The plan is written in line with the requirements of ISO 14001 and RSPO Principle –
4.4.1 on Water Quality, Surface and Underground Waters. The body of this plan is written by
respective HOP Sustainability Department officers.

Introduction
The Water Management Plan covers water extraction for industrial and domestic uses
and wastewater discharges. The plan has been developed in compliance to the
regulatory requirements of Environment (Amended) Act 2014 and the provisions of
RSPO – Principal 4.4.1 on Water Quality, Surface and Ground Water Management
action.
The primary purpose of the Water Management Plan is to ensure best practices are in
place to maintain water quality and long term availability of surface and ground water
and ensure water extraction and waste water discharges are within the regulatory
standards and the impacts are monitored and relevant corrective actions are
undertaken. The plan includes water extraction, water quality monitoring, water quality
criteria and wastewater monitoring program. .
2.0 Objectives
The objective of the Water Management Plan is to;
Control the quality and quantity of water so that it is sustainably safe for use now
and available in the future.
Ensure that this objective is achieved; HOP will carry out its operations within the
relevant regulatory requirements and mechanisms so that the water resources
are of quality standard and are available for use for now and in the future.

3.1 Legal Requirement
HOP has been issued with conditional Environment Permit (Water Extraction) for water
use as required by the provisions of the Environment (Amended) Act 2014 and its
relevant regulations (Environment regulations list). The conditional environment permit
(water extraction) is specified in the permits issued to HOP (refer to HOP List of
Environment Permits attached). The conditional environment permit for water extraction
requires HOP to comply with the following conditions. HOP among other provisions
shall;
1.0 ensure that its water well is permanently cased to prevent contamination of the ground
water aquifer by surface water runoff.
2.0 ensure that the volume of water extracted is monitored and a report to be
submitted to the Managing Director of CEPA at the end of each calendar year,
3.0 ensure that there are good irrigation practices to minimize rainfall run off ( if any)
which may contain fertilizer and /or pesticides
4.0 ensure that the quality of its bore water complies with the Public Health (Drinking)
water quality criteria as outlined in Table 18 of this plan
5.0 Conduct monthly water quality monitoring with respect to parameters specified in
table 18 of this plan. Results generated from the water quality monitoring program
shall be submitted to the Managing Director of CEPA annually, at the end of
December of each calendar year when reporting on the annual environmental
performance of HOP. A copy of the monitoring data should also be provided to
relevant authorities upon request.
6.0 Ensure that any significant increase in the volume of abstraction as specified by the
environment permit for the extraction of water shall require an amendment application to

be submitted to the Managing Director of CEPA for approval prior to increase volume of
extraction

To supply safer drinking water to all HOP families

Responsibilities
Location managers are responsible to ensure adequate water supply is made
available at all respective sites.
Construction Dept are responsible to do maintenance work at each locations
when required,
Sustainability department is responsible for water quality monitoring,
Sustainability department is responsible to check and ensure that the water
quality analytical results are within legal limits as specified.
Village wardens are responsible to do inspections at each respective site and
report any deficiencies identified.

4.0 Domestic Water Tank Cleaning Procedure
1.0 Give one day advance notice to tenants before cleaning
2.0 Fill relevant permits and get it approved
3.0 Give adequate PPEs to the worker before assigning them to the cleaning job
4.0 Empty water tanks during the time set for tank cleaning
5.0 Simple cleaning using buckets & brushes
6.0 Clean the tank surface using chlorine to remove algae & bacteria
7.0 Hose down the surface of the tank
8.0 Direct waste water from tanks to appropriate drainage system
9.0 Once cleaned, ensure workers and equipments removed
10.0 Fill the tank with water and flush it out using drain pipe
11.0 Continue flushing till you get all dirt and mud out of the tank and visibly dirt free.
12.0 Close outlet drain valve.
13.0 Fill the tank and distribute water to the houses.
5.0 Domestic Water Supply Criteria
1.0 Daily water usage to be monitored by village warden. In future HOP is planning to
install flow meters to monitor volume of water usage.

2.0 Drinking water sampling shall be done monthly and results to be monitored by the
Sustainability department
6.0 Water extraction for Nursery Use
Aim: To supply sufficient water to nursery and to minimize water wastage.
Scope: This management plan covers the following areas

Responsibilities
Location managers & nursery supervisor are responsible to:
ensure that there is sufficient supply of water to the nursery for irrigation
purposes,
organize repair and maintenance in consultation with Construction Department
do regular inspections and report any deficiencies to management.
7.0 Water Extraction for Mill Uses
Aim: To ensure adequate water is supplied to the mill to meet mill production demand
and other mill uses.

Mill Managers are responsible to ensure that adequate water is supplied to the
mill to meet daily production demand
Mill Managers are responsible to provide adequate resources
Mill Maintenance in liaison with Construction Department is responsible to do
maintenance work according to the plan at each location
Laboratory Supervisors / laboratory assistants for each Mill are responsible to
carry out quality control checks on water entering Mill boiler at regular intervals.
Laboratory Supervisors /laboratory assistants for each Mill are responsible to
ensure the water treatment plant for the mill is producing quality water at the right
quantity in given time frames
Mill Managers are responsible to do inspections according to the inspection
program at each Mill locations & monitor mill water usages

8.1 Legal Requirement
HOP was issued with Environment Permits to discharge wastes into the environment as
required under the Environment (Amended) Act 2014, and as outlined in the Waste
Discharge Permit with the following conditions which are minimum requirements to be
met by HOP;

1.0 HOP shall carry out routine inspection and maintenance of the waste water
treatment facilities
2.0 HOP shall carry out water quality monitoring in accordance with the requirements set
out in Table 19 & 20 of this plan and with respect to the parameters in condition 3 of
waste discharge permit
3.0 HOP shall ensure that the data obtained from the water (waste) quality monitoring
program referred to in condition 2 of the waste discharge permit does not exceed the
limits specified in column 2 in Table 3 of the waste discharge permit. The data shall
be recorded and submitted to the Managing Director CEPA at the end of each
calendar year
4.0 HOP shall notify the Managing Director of CEPA of any significant environmental
incident or issue that occur in relation to this activity
5.0 Any significant increase in the volume of discharge as outlined in each waste
discharge permit shall require an amendment application to be submitted to the
Managing Director of CEPA for approval before increase volume of discharge can
occur.
8.2 Palm Oil Mill Effluent (POME)
Aim: Ensuring that POME discharge meets the regulatory discharge requirements and
does not endanger the environment and human health

The following monitoring programs should be in place in order to meet the regulatory
requirements. The water and effluent quality monitoring program should include the following;
1. Drinking water quality testing results and trending.
2. Palm Oil Mill Effluent (POME) quality results and trending.
3. Sewage treatment plant effluent testing results.
4. Oil traps outlets testing results.
5. Rivers & creeks testing results.
6. Water consumption records and trending.
