Mission Need & Capability Gap •  SupportoftheATLAS&CMSdetectorupgradesattheHL-LHCwouldenabletheU.S.

communitytoremainattheforefrontofscienceandthecontinuedpursuitoftheprimemissionofHEPattheworld’spremiercollideraccelerator.

–  IftheU.S.failstocontributetotheHL-LHCupgrades,theirabilitytoparticipateinfuturephysicswouldbeimpaired.

•  Aftertheplannedshutdownin2024-2025,toincreasetheLHCluminosity,eachdetectorisexpectedtointegrate3,000fb-1ofdataperrun,comparedto300fb-1ofdataduringtherunimmediatelypriortotheHL-LHCupgrades.

–  Thepile-upconditionsareexpectedtobefactorsof5–8timeshigherthanthosepresentlyseenattheLHC.

•  InordertooperateforanadditionaldecadewithinthischallengingphysicalenvironmenttheATLAS&CMSdetectorsrequiresupgradesto:

–  Trackerdetectors,–  Calorimeterdetectorsystems–  Triggeranddataacquisitionsystems

•  AdditionallynoveltimingdetectorsareaddedtobothCMS&ATLAS

•  Theproposedupgradesaredesignedtoaddresstheseneeds.

•  WeredoneinapartnershipwithNSF–  Thecostsharingwasapproximately75%HEPand25%NSF

•  Suppliedseveralkeyelementsofthedetector–  TheUSsupplied~25%ofthetotaldetector

–  DOE/NSFJOGstillactive

•  Option2:HEPengageinapartialandindependentsupportoftheUpgrade–  Thescopeoftheupgradewouldbereducedand/ortheschedulewouldbe

impacted–  ThiswouldimpactthefutureparticipationofUSscientistsinCMS

•  Option3:DoNothing–  ThiswouldGREATLYimpactthefutureparticipationofUSscientistsinCMS

US Involvement in HL-LHC •  TheprincipallaboratoryfortheLHCprogramisCERN,whichassumesthe

ultimateresponsibilityformountingandguidingtheLHCprogram

CERN Upgrade Project Approval TheapprovalprocessfortheHL-LHCCMSDetectorUpgradehasfoursteps:•  Step1:overallscopeandcostfortheentireupgradeprogramisdefined,withthepossibility

tomaintaindifferentoptions,whichmaydependontechnicalissuesand/oronfundingavailability.April2015

•  Step2:thedetailedTechnicalDesignReports(TDR)forthevarioussubsystemsarereviewedindividually,withtherequirementthateachfitsintheoverallapprovedplanforscopeandcost(ProjectBaseline).April/October2018

•  Step3:thefinaldesignandconstructionreadinessofthemajordetectorcomponentsis

reviewed.Someatdifferenttimes,withtherequirementthattheyarecompatiblewiththeoverallconstructionandinstallationplan(StartofConstruction).

•  Step4:assub-systemsarecomingtogetherintheexperiment,anoperationsreadinessreviewshouldbeheldtoevaluatethecapabilityofthecompleteddetectorstoprovidetheexpectedperformanceandmarktheendoftheupgradesconstructionproject
