EXPORTS:

Billing option is available. All exports billing on 10 days term unless other arrangements approved by SSA. Form on website or click here.

IMPORTS:

Import containers HELD until $30.00 paid and fee includes day or night pulls, with appointment (transtainer rows)

Require check or wire transfer payments unless credit account otherwise established with SSA.

Faxed check copy accepted with original check mailed with OICT Advanced Payment Notification. Form on website or click here.

Credit card option will be available in future. $30.00 payment can only lodged when containers in SSA system;

Containers not in SSA system until ocean carriers transmits; this may be 1-5 days prior to vessel arrival.

Door moves not exempt.

Since import loads held until $30.00 paid, work with your trucking partners on who will be responsible for the payments. Recommending brokers and forwarders to facilitate the $30.00 fee.

OICT/SSA fully expect the night gates to mitigate traffic off days and to spread to night time with new appointment system. The appointment system with limited open slots by 6:05 a.m. has been unnecessarily nightmarish. The departure of Ports America required adjustment at the port and SSA is to be appreciated for being the terminal staying. The months ahead will be as challenging so please support your trucking partners through this difficult phase. CBFANC remains engaged in dialogue at the port meeting and communicating necessary updates for our members. Below are posted notices on OICT/SSA website are compiled for your reference. To: Port of Oakland Motor Carriers and Beneficial Cargo Owners REMINDER - OICT EXTENDED GATE FEE IMPLEMENTATION

As a reminder, OICT’s Extended Gate Fee of $30 is effective Monday, June 27, 2016, and will apply to all import and export loads in-gating and out-gating the Oakland International Container Terminal, both shifts (day and night). Import loads remaining on the terminal at the end of the day on June 24 will be subject to the $30 fee on Monday June 27. All OICT customers are encouraged to contact SSA Salt Lake City office (888-898-5893, option #2) or go to the website at https://b58.tideworks.com/forecast to set up a CUSTOMER ACCOUNT. OICT requests all trucking companies immediately contact your customer base to ensure your customers have an account set up. The Customer Billing form is attached and may also be found at https://b58.tideworks.com/forecast Information on Payment and Billing is also included on the website. The Customer Billing Information form needs to be completed and sent to SLC immediately. Please send the completed Customer Billing Information Form to: [email protected] The Extended Gate Fee is being implemented for a 90-day TRIAL BASIS and will be reviewed after that time.

FROM OICT/SSA, To Our Valued Customers, As previously notified, for the past few months Oakland International Container Terminal (OICT) has been sponsoring extended gates with the assistance of the Port of Oakland’s Transition Assistance Plan (TAP) which is set to expire the last week of June. In order to continue to operate four extended gates weekly, effective June 27, 2016, OICT Is implementing a $30 transaction fee for all LOADED import and export containers (dry and reefer) for both the day and night shifts. This will not apply to empty transactions. Extended gates will run Monday thru Thursday, 6:00 p.m. to 3:00 a.m. and will be open to all transactions. Import Transtainer lanes 2, 6, B & K will require appointments for pickup. With the migration of the business from PAOHT to OICT, OICT handles the majority of the business through the Port of Oakland. Extended gates have been a successful way to spread out truck transactions over longer periods of time. Single eight hour shifts servicing 5,000 to 6,000 gate transactions are simply not adequate to service the trucking community properly. A second shift is a positive step in the right direction. Listed below is information regarding payment. We will continue to keep you updated as we move closer to the implementation date. Exports:

Fees will be billed after cargo has in-gated and loaded the ships.

Exporter on record for booking will be billed unless otherwise specified to Salt Lake City

A Customer Information Form will be posted on our website , but is immediately available through Salt Lake

Forms must be filled out and an account set up for billing for all export loads.

Imports:

A constraint will be applied to the imports for “Extended Gate Fee” which will place the container on hold

Customers will be able to pay by check, money order, or wire transfer to SLC. Specific instructions are posted on our

website.

Once paid, container will show available in Forecast

Import lanes 2, 6, B & K appointments cannot be made until fee is paid and showing available

Payments can (and should) be paid prior to vessel arrival as long as the information is available in Forecast.

Appointment systems guidelines OICT

Appointment system announcement

Please be advised that effective JUNE 6, 2016 SSAT Oakland International Container Terminal (OICT) will now

require mandatory appointments for RTG(Transtainer) Delivery Import Lanes 2, 6, B & K only. No other

transactions will require appointments at this time. In an effort to improve truck wait times both on the street and

inside the terminal, we feel this is a positive step towards getting the trucks moving and import containers

delivered.

We want to take this opportunity to provide you with some basic information to answer any questions that you may

have regarding this process

Appointments must continue to be made on the web at www.emodal.com

Appointments slots will open no sooner that 6:00 a.m. 48 hours prior to pickup

Example: Appointments for Wednesday would open at 6:00 a.m. Monday morning

Exception: Openings for Tuesday appointments will begin at 6:00 a.m. Friday

OICT HOLIDAY SCHEDULE - Update

July 5th - Closed (Bloody Thursday)

Britain's looming exit from the European Union is another huge setback for negotiations on a massive U.S.-EU free trade deal that were already stalled by deeply entrenched differences and growing anti-trade sentiment on both sides of the Atlantic. The historic divorce launched by Thursday's vote will almost certainly further delay substantial progress in the Transatlantic Trade and Investment Partnership (TTIP) talks as the remaining 27 EU states sort out their own new relationship with Britain, trade experts said on Friday. With French and German officials increasingly voicing skepticism about TTIP's chances for success, the United Kingdom's departure from the deal could sink hopes of a deal before President Barack Obama leaves office in January. "This is yet another reason why TTIP will likely be postponed," said Heather Conley, European program director at the Center for Strategic and International Studies, a think tank in Washington. "But to be honest, TTIP isn't going anywhere, I believe, before 2018 at the earliest," she said. U.S. Trade Representative Michael Froman said in a statement on Friday that he was evaluating the UK decision's impact on TTIP, but would continue to engage with both European and UK counterparts. "The importance of trade and investment is indisputable in our relationships with both the European Union and the United Kingdom," Froman said. "The economic and strategic rationale for T-TIP remains strong." TTIP negotiators are still expected to meet in Brussels in mid-July as scheduled, but those talks were aimed at focusing on less controversial issues while leaving the thorniest disagreements for U.S. and EU political leaders to resolve. And it is unclear when Britain will launch formal separation proceedings, which will take at least two years. But analysts said both sides have been reluctant to put their best offers on the table with a new U.S. president due to take office in January and French and German leadership elections nearing in 2017.
