HIGHLIGHTS OF ACCOMPLISHMENTS
As of October, 2016
I. THE PHILIPPINE DAIRY INDUSTRY PERFORMANCE
Among the livestock sector, dairy registered the highest increase in value of
production at 7.32% and the second highest in volume of production at 2.75%
behind hog.
Total dairy production reached 15.72 thousand MT-level and grossed more than
P523 million at current prices.

II. AGENCY PERFORMANCE
1. NDA SCORECARD
NDA-assisted areas registered increasing growth rates in dairy herd and milk
production from January to October 2016.
The increase in inventory can be attributed to the build-up of existing local
animals and animal infusion in dairy areas.

2. SIGNIFICANT GROWTH IN THE DAIRY GOAT SECTOR
The dairy goat sector has shown significant growth as total herd increased by 25%
and milk production by 6% respectively.

Total goat inventory of 12,372 is 28% of the total dairy herd inventory in NDA-assisted
areas of 44,895, surpassing the number of dairy carabaos and now ranks next to
cattle.

3. CAPACITY BUILDING - TRAININGS COMPLETED
A total of 2,285 individuals were trained as of
October, 2016 particularly on Animal Health and
Nutrition, Dairy Herd Management, Milk Handling
Hygiene and Sanitation, Improvement of Feeding
Systems, Business Opportunities in Dairy and Dairy
orientation seminars.
4. TECHNICAL SERVICES RENDERED
A total of 6,588 animals were bred and 4,441 animals were upgraded into dairy
breed. Previous breeding and upgrading activities led to the production of 4,750
calves (3,014 calves dropped from regular breeding services and 1,736 calves
dropped from upgrading services) in addition to current dairy animal population.
Animals tested for tuberculosis numbered to 3,096 heads, tested for brucellosis is
2,883 and vaccinated for hemosept is 3,633 as of October, 2016.

III. HERD BUILD-UP PROGRAM
1. DAIRY MULTIPLIER FARMS (DMF) OPERATION UPDATE
Dairy multiplier farms reached 95 in all with current stocks of 10,019 heads
doubling the beginning stocks provided. These standing stocks comprised
almost 22% of the total dairy herd coverage of NDA and almost 40% of total
dairy cows.
DMFs’ combined milk production stood at 5.06 million liters which constituted
almost 40% of the total milk produced of NDA assisted farms as of October, 2016.
Out of the 4,684 dams in the total herd, 2,899 heads or 62% are on the milk line.
This is almost 31% of the total milking animals in the NDA assisted farms.

2. INFUSION OF DAIRY ANIMALS
a. INFUSION OF DAIRY ANIMALS THROUGH THE PHILIPPINE-NEW ZEALAND DAIRY
PROJECT (PNZDP)
Through the PNZDP, a total of
285 heads of Holstein Friesian x
Jersey breed dairy cattle were
imported from New Zealand. The
animals arrived in Mactan
International Airport last April 19,
2016 and were transported to
Lanisi, Misamis Oriental for
quarantine.
Some 80% of dairy animals imported are pregnant which were impregnated
through the use of sexed semen. The said animals were distributed to existing
and new dairy farms all over the Philippines:

The PNZDP is a five (5) year collaborative program between the Philippines
and New Zealand which aims to assist in the development of a profitable,
equitable and sustainable Philippine dairy industry. The project will benefit the
dairy farmers by providing technical and farm management interventions to
enhance farmers’ productivity through improved dairy animal nutrition which
eventually will result to increased dairy animal reproductive performance
and milk yields.
b. INFUSION OF DAIRY ANIMALS IN MINDANAO
A total of 500 heads of imported Holstein Friesian
sahiwal cattle arrived in Maramag, Bukidnon last
5June2016. These animals were purchased by the
Universal Harvester Dairy Farm, Incorporated with
the assistance of the NDA. The farm is expected to
be one of the future sources of locally born dairy
animals in the country.
c. INFUSION OF DAIRY ANIMALS IN SOUTH LUZON
One of the NDA-assisted dairy farms, the Benacorn Corporation, recently
imported a total of 240 heads of breedable Holstein cross Jersey heifers from
Australia. Said farm is located in San Cristobal, San Pablo, Laguna. These
animals arrived last 14 June 2016 at the Ninoy Aquino International Airport
(NAIA). This farm is also a future source of locally born dairy animals in the
country.
3. BUY-BACK ENGAGEMENT
The NDA continuously implements the buyback
program and makes local animals available for other
interested dairy farmers. Since the program started, a
total of 3,561 heads of dairy cattle were already
procured valued at Php157.8 million. From January to
October of 2016, 113 heads were bought and distributed
to new and existing dairy farmers and cooperatives
nationwide.

IV. DAIRY FOOD SAFETY REGULATION
Out of 359 dairy farms assisted by NDA, almost 70%
(or 248 farms) were pre-assessed as to
readiness/compliance with good farming practices,
milk handling practices and the like. The
receptiveness of the dairy farm operators to comply
with the safety regulations was quite remarkable.
V. CLIMATE CHANGE INITIATIVES
More than 196 tons of corn silage were produced,
sold and distributed to existing dairy farms in
Mindanao. Four (4) dairy farms contributed in the
production of said corn silage. The Corn Silage
Production Project is one of NDA’s activities that
address problems on poor animal production
performance in times of drought, typhoons and other
disastrous event by ensuring the availability of food
for the animals.
VI. MILESTONES TOWARDS ISO CERTIFICATION
In line with NDA's vision towards a stronger and vibrant agency focused on
consistently meeting customer requirements and enhancing their satisfaction
through the implementation of the Quality
Management System, series of activities were
conducted to fulfill requirements for the ISO
certification. The following activities were
conducted during the first quarter:
a. A four (4) day training for Internal Quality
Auditors was held last 16-19 February 2016
facilitated by the Development Academy
of the Philippines and participated by twenty six (26) selected NDA
personnel. Trained auditors shall form part of the Internal Quality Audit Team
who are expected to perform internal audit of the agency's processes,
policies and procedures required in the QMS standards. Essentially, the
training course increases the efficiency and effectiveness of both NDA
employees and the organization.
b. A General Employees Orientation on QMS was also conducted last 14
March 2016 to introduce the ISO 9001:2008 QMS to all NDA employees.
Regional Offices participated in the orientation through Skype. A speaker
from DAP discussed the objectives, principles, requirements, benefits, and
structure of the ISO 9001:2008 QMS and responsibilities of each employee in
the QMS.

c. A DAP technical assistance meeting was conducted last 22 March 2016.
The meeting aimed at discussing the NDA compliance to DAP comments
on the QMS manual, drafting of the Mandatory Procedures and
preparation of the Audit Plan.
d. The QMS Manual along with the six (6) Mandatory Procedures have been
technically cleared by DAP and NDA Management.
e. QMS orientation was conducted in Visayas and Mindanao. For Cebu City, it
was conducted last September 1-2, 2016, Sept. 13-14 for Cagayan de Oro
City and Sept. 21-22 for Davao City.
f. The first Internal Quality Audit (IQA) was conducted last 27-29 September
2016. Nine (9) processes were audited which includes:

Procurement of Goods and Services
Transportation, Building and Utilities Maintenance
Management Information Services

VII. LOCAL COOPERATION ON MILK PROMOTION
MILK FEEDING ACTIVITY AT THE PHILIPPINE CHILDREN'S MEDICAL CENTER
The National Dairy Authority celebrated its 21st
Anniversary with children patients of the
Philippine Children's Medical Center (PCMC)
by conducting a milk feeding activity last
March 15, 2016.
Some 300 in and out-patients at the hospital
were treated/given with bottles of fresh milk,
boiled eggs and bananas and hygiene kits
containing hygienic supplies like soap, face
towel, alcohol and set of masks for the
children plus colouring books with crayons.
The NDA Administrator introduced the Milk feeding Program to the audience
and encouraged the children to drink fresh milk and the parents to buy local
dairy products produced by our dairy farmers. She engaged the children to a
question and answer portion where the children happily participated.

VII. ORGANIZATIONAL DEVELOPMENT
1. NDA INSTALLATION OF CCTVs
The National Dairy Authority (NDA) has installed a Closed Circuit Television
(CCTV) in support of its commitment to ensure the safety of its staff, guests and
the security of its buildings, equipment and facilities. An appropriate CCTV Policy
was also prepared for effective monitoring of both the internal and external
environs of NDA premises.
The CCTV system comprises of 30 units dome type Internet Protocol (IP) cameras
that were installed at strategic places in the NDA building.
2. NEW EMPLOYEES HIRED
To continuously provide quality services to dairy stakeholders all over the country,
the NDA started filling in vacant regular positions under the approved
rationalization plan. As of September 2016, a total of 44 positions were filled out
by newly hired employees in the central office and all its regional offices.
3. 19TH DAIRY CONGRESS AND EXPO
The National Dairy Authority,
together with the Dairy
Confederation of the Philippines
led the 19th Dairy Congress and
Expo held in Dumaguete City
last 13-15April2016.
The Negros Oriental Federation of Dairy Cooperatives hosted the 19th Dairy
Congress and Expo that gathered more than 600 dairy farmers, industry players,
academe, suppliers and foreign counterparts in the US and Thailand.
With the theme: "Gatas Pinoy ,Tangkilikin, Paunlarin, Palaganapin!" , the three-
day Congress proceeded with aplomb with no less than Senator Cynthia A. Villar
as the guest speaker.
The occasion offered a platform for dairy stakeholders and allied sectors to build
synergy among themselves and know the latest innovations and breakthroughs
in the areas of dairy production, processing, marketing and cooperative
development.

4. 1ST NORTH LUZON GATAS FESTIVAL CARAVAN
The North Luzon Field Office conducted its 1st North
Luzon Gatas Festival Caravan last 18-19 February
2016 with the theme "Lakas ng Bayan, Maunlad na
Industriyang Pagatasan". The said event was
conducted in partnership with the municipality of
Sta. Maria, Bulacan.
The activity addressed the issue of poverty and
malnutrition in the country through the
implementation of the programs in the NDA as its
advocacy. The event was participated by 169
individuals from seven (7) cooperatives, SMB-LGUs,
PVO of Zambales, private farm owners, trainees and students. Mrs. Evelyn
Mendoza, a dairy farmer partner, inspired the attendees with her testimony on
how dairying made her financially stable and how it enhanced her and her
family's well-being.
Twenty (20) pre-schoolers from a Barangay Day Care Center in Sta. Maria,
Bulacan were milk fed in the said milk toast. Other highlights include the
conduct of a lecture on the Food Safety Act, a demonstration on product
development specifically on Basic Milk Processing of White Cheese and a
seminar on Business Opportunity in Dairy. The event ended with "On the Spot Milk
Labelling", a drawing competition participated by students from four (4) selected
public schools in Sta. Maria, Bulacan.
5. NDA WELCOMES NEW ADMINISTRATOR
The National Dairy Authority
(NDA) warmly welcomed Ms.
Marilyn B. Mabale as its new
Administrator in a simple
ceremony held on 23 August
2016 at NDA Central Office,
Quezon City. The agency also
bid adieu to former
Administrator Grace J. Cenas as
she ends her six-year term.
In her keynote speech, OIC,
Administrator Mabale focused
on the idea of unity within the organization.
Ms. Mabale was the former Regional Manager of the NDA Southern Mindanao
Department and the OIC, Regional Manager of the NDA Northern Mindanao
Department.
