“Alecu Russo” State University of Balti is an institution of higher education, related to

educational system structure of the Republic of Moldova, that works according to the Constitution of the

Republic, Law of Education, legislation in force, international agreements and conventions signed by the

Government of the Republic and its own regulations.

The history of the University begins in 1945. According to the Soviet of People's Commissars

decision of U.S.S.R. no. 470 from march 14, 1945 “About measures to help schools from M.S.S.R.” and

the Soviet of People's Commissars decision of M.S.S.R. no. 532 from June 12, 1945, the Teacher Institute

was opened in Balti. There were two faculties: History and Philology and Natural Sciences and

Geography. The admission plan was for 120 persons. The Teacher Institute had one university building (

the building of the former high-school for girls “Domnita Ileana”) situated in Puskin street.

In 1947, the section of Physics and Mathematics was created.

The basic objective of the Institute was to train, in a short time, the required number of teachers

for the Educational system of the Republic.

In accordance with the order no. 9038-p dated July 10, 1953 issued by the Council of Ministers

of U.S.S.R. and the order no. 846 dated august 13, 1953 issued by the Council of Ministers of M.S.S.R.

“About the reorganization of Balti Teacher Institute and creation of Cahul Pedagogical Institute”, Balti

Teacher Institute was reformed as Pedagogical Institute, beginning with september 1953. By the same

decision the third category was assigned to Balti Pedagogical Institute.

The main objectives of the Pedagogical Institute were: a) teachers' qualified training for

secondary school; b) creating conditions for teachers and students research; c) spreading scientific and

pedagogical knowledge.

In 1954, the Council of Ministers of M.S.S.R. adopted the decision no. 762 “About measures

improving teacher training in educational institutions”. According to this decision, Soroca Teacher

Institute was merged with Balti Teacher Institute. Simultaneously, some changes occur in the institute

structure:

the section of History was transferred from the Faculty of History and Philology to Chisinau

Pedagogical Institute.

The Faculty of Natural Sciences and Geography was transferred to Tiraspol Pedagogical Institute.

The Faculty of Foreign languages was transferred from Chisinau Pedagogical Institute to Balti

Pedagogical Institute.

The section of Moldavian language and literature was transferred from Tiraspol Pedagogical

Institute to Balti Pedagogical Institute.

Therefore, three faculties were created: Philology – by joining the section of Russian language

and literature to the section of Moldavian language and literature; Physics and Mathematics – by

merging the section of mathematics with the section of physics; the third faculty was the Faculty of

Foreign Languages.

In 1955, the Faculty of Foreign Languages was merged with the Faculty of Philology, but in

1957 the faculties were again separated.

In accordance with the order of the Ministry of Education of M.S.S.R. no. 735 from october 1956,

Balti Pedagogical Institute was directed to train teachers qualified in various fields.

In 1958, a new section was created – Primary school and music under the auspices of the Faculty

of Pedagogy.

In accordance with the decision no. 169 dated april 24, 1959, issued by the Council of Ministers

of M.S.S.R., the name “Alecu Russo” was given to Balti Pedagogical Institute. At the same time, a new

speciality was created – Russian language and literature and Music.

In 1960, the Faculty of Primary School was transferred from Chisinau Pedagogical Institute to “A.

Russo” Pedagogical Institute of Balti. It was the fourth faculty of the institute. By the order of the

Ministry of Public Education of M.S.S.R. no. 212 from June 28, 1966 the Faculty of Primary School was

named Faculty of Pedagogy. The speciality Preschool Education was opened at the Faculty of

Pedagogy in 1967.

In 1976, the Faculty of Pedagogy was divided into two faculties: Faculty of Pedagogy and

primary education methodology and Faculty of Pedagogy and preschool psychology.

In February 1980, in connection with the suspension of math teachers training, the Faculty of

Physics and Mathematics was renamed as Faculty of Technical disciplines.

In august 1980, the Faculty of Pedagogy and primary education methodology was divided into

two faculties: Faculty of Pedagogy and primary education methodology and Faculty of Musical

Education. The number of faculties increases up to 6.

The Scientific Research Section was created according to the order no. 57 dated April 11, 1988

issued by the Ministry of Higher Education of M.S.S.R.

In 1991, the Faculty of Technical Disciplines was renamed Faculty of Technics and Physics.

According to the decision of the Government of the Republic of Moldova nr. 330 from May 21,

1992 “Alecu Russo” Pedagogical Institute was reorganized into “Alecu Russo” State University of Balti.

In 1992, the Faculty of Pedagogy and primary education methodology and the Faculty of Pedagogy and

preschool psychology were merged in one faculty Pedagogy and Psychology. At the same time, the

Faculty of Physics and Technics was renamed the Faculty of Technics , Physics and Mathematics.

The foundation of the classical state university in Balti had in view the following objectives:

Creation of a powerful regional centre of science and culture in Balti.

Uniform geographical location of the higher education institutions on the territory of the Republic.

Diversification of the educational offer for candidates who were forced to use the services of some

subsidiaries of Russian universities-phantoms.

Because of the opening of some new musical specialities, the Faculty of Music was changed

into Faculty of Music and musical education.

According to the order of Line Ministry no. 251 from July 14, 1995 “About the opening of the

Faculty of Economics and Law”, the first non- pedagogical faculty- Economics and Law was founded at

Balti State University.

In accordance with the decision of Ministry of Education and Science from august 24, 1998

the Faculty of Economics and Law was divided into two distinct faculties: Faculty of

Economics and Faculty of Law.

In 2002, the University was accredited by the Government of the Republic of Moldova.

According to the Ministry of Education disposal no. 05-11-2831 dated may 22, 2003 the eighth

faculty was created – the Faculty of Natural Sciences and Agroecology.

In summer 2003, an art class was opened at “Ion Creanga” High School. It was the embryo of the

future Regional High School of Arts.

In 2003, the Faculty of Technics, Physics and Mathematics was renamed the Faculty of Technics,

Physics, Mathematics and Informatics. At the same year, the Faculty of Pedagogy and

Psychology changed the name into Faculty of Pedagogy, Psychology and Social Assistance.

The Military Department was opened in 2004. The Department of Information Technology was

created in 2004.

In 2006, the University was accredited by the National Council decision for Attestation and

Accreditation at two scientific aspects: Educational Curriculum Theory and Methodology and Physical

properties of the substances in different states. The University became a member of the Academy of

Sciences of Moldova.

In autumn 2006, the subsidiary of the Academy of Sciences of Moldova was opened on the basis

of the university scientific laboratories and those of “Selectia” Scientific Research Institute.

According to the decision no. 3.2.1. dated march 27, 2008 issued by the Ministry of Education and

Youth, “About the results of evaluation and accreditation of “Alecu Russo” Balti State University” and in

accordance with the order of the Ministry of Education and Youth of Moldova no. 209 dated march 29,

2008, “Alecu Russo” State University of Balti was accredited to 31 specializations.

A new student hostel with the capacity of 180 seats was inaugurated in january 2009.

In the same year, the University received the International Certificate ISO 9001-2000 of European

Quality Management System.

The conferring ceremony of Professor Emeritus honorific title was inaugurated in 2010, at the

same time as the University was celebrating its 65th anniversary.

According to the decision of the National Council for Accreditation and Attestation nr. 581, dated

june 3, 2011, the university was accredited as an organization of science and innovation with due rights to

carry out activities of research, innovation and technology transfer in 5 research fields: Physics

and material mediums technology; Educational Curriculum Technology; Modern Philology in the context

of the dialogue of cultures; Linguistic and literary phenomena in diachronic and synchronic terms;

Socio-legal aspect of Moldova's European Integration.

University rang: Competitive organization at international level (category B).

The Agreement for establishing the Consortium of Universities of the Republic of Moldova-

Romania-Ukraine was signed in april 2011. The consortium is an organization which includes six higher

education institutions: “Alecu Russo” State University of Balti (Republic of Moldova), Moldova State

University (Republic of Moldova), “Alexandru Ioan Cuza” University of Iasi (Romania), “George

Enescu” University of Arts (Iasi, Romania), “Stefan cel Mare” University of Suceava (Romania) and

Yuriy Fedkovych Chernivtsi National University (Ukraine).

Al. Ioan Cuza University Extension at Balti, founded in 2011, offers two areas of specialization:

Technological Physics and Economics of Trade, Tourism and Services.

The Department of Quality Management was founded in september 2011. The University was

certified by certification bodies of Management Systems: IQNet (The International Certification

Network) and SRAC (Romanian Society for Quality Assurance) in the following fields: university

education activities and university academic staff training. The certificate confirms that the University

maintains the quality management system according to the international standard ISO 9001: 2008.

All students hostels are connected to internet. There are lounges where you can enjoy free internet

access (non-stop). The campus is connected to a Wi-Fi network that provides free access for students,

staff and guests.

In January 2012, the University obtains autonomy. Alecu Russo State University of Balti has the

right to manage all organizational, financial, academic activities and human resource selection. It has

been adopted a new statute of the university that declares autonomy of the university. Founder of the

university is the Ministry of Education.

In 2013-2014 a new field of study 5218 Engineering and management (automobiles) was

established at the proposal and active collaboration of the economic agent ICS DRA Draexlmaier

Automotive SRL (Germany). This is a unique collaborative project in Moldova that prepares staff for the

national economy, involving teachers from Alecu Russo State University of Balti and Technical

University of Landshut (Germany), with the financial support from the Agency DAAD (Germany) and

the above-mentioned company.

The restructuring was carried out in order to optimize human, financial and material resources, to

improve the quality of university management and ensure an efficient cooperation between faculties and

departments. The 8 faculties with 19 departments were reorganized into four faculties with 13

departments: Faculty of Philology (4 chairs); Faculty of Exact, Economic and Environmental Sciences (4

chairs); Faculty of Educational Sciences, Psychology and Arts (3 departments); Faculty of Law and

Social Sciences (2 chairs).

For the first time, the admission to the speciality 821.1 Tourism was held in 2013-2014.

From September 2013, by Government Decision, Ion Creanga Regional High School is removed

from University structure and becomes Republican High-School, keeping its location in the VI study

building of the university campus.

In 2013-2014 there has been a massive participation in a range of mobility programs, funded by

Tempus, Erasmus Mundus, AUF, DAAD, CEEPUS etc.

For the first time, 12 students and PhD students from the universities of Granada (Spain), Alicante

(Spain), Iasi (Romania), Varsavia (Poland), Berlin (Germany), Cordoba (Spain) have achieved mobility

over a period of 5-10 months in Alecu Russo State University of Balti.

A modern conference hall, equipped with a simultaneous interpretation system and modern

equipment, came into operation in 2014. Such a conference hall is unique in the north of the country.

Also this year, for the first time in Moldova, German teachers offer the possibility for the students

of the speciality "Engineering and Management" to attend online classes and seminars.

Alecu Russo State University of Balti is a member of about 30 international consortia established

in order to implement joint projects. The University has set up more than 70 cooperation agreements

with national and international institutions of higher education.

The Centre of Continuing Teacher Education aims to refresh and improve the skills of the

school teachers and social services specialists. The didactic process is provided by all the university

departments.

University faculties and departments has 86 laboratories, specialized rooms and didactic

studies.

A number of didactic substructures are financed both by the university and other organizations. So

that, Resource Centre of English Philology Department is supported by Soros Foundation in

Moldova, Centre Francosphère of French Philology Department is supported by French Alliance in

Moldova, but Werkstatt of German Philology Department is supported by German Academic Exchange

Service (DAAD) and by Goethe Institute. Polish Language Training Centre was inaugurated on the12th

of october 2014 at the Faculty of Philology by the Embassy of Poland in Moldova, British Culture

Centre was opened on the 11th of november 2005 at the Faculty of Philology by the Embassy of Great

Britain in Moldova.

The University organizes doctoral studies at eight specialities: physical chemistry; mechanical

processing equipment and methods; Romanian literature; Romanian language; Slavic languages (Russian

language); Romance languages (French language); Radio physics; Theory and methodology of training;

Informatics teaching methods.

The Scientific Specialized Council and four profile scientific seminars work in the university.

The university has 12 research laboratories and four inter-institutional research centres: three of

them are founded in collaboration with A.S.M. (Humanist Research Centre, having 3 sections; Research

Centre for Exact Sciences and Economics, having 3 sections; Research Centre for Natural Sciences), the

fourth centre is founded in collaboration with T.U.M. (Inter-institutional Centre for Innovation

“Resonance Nanotechnologies”).

The researchers work at 11 scientific research projects: international projects - 1, national

institutional projects – 10 and university projects - 2. 54 persons are involved in doctoral and

postdoctoral research studies.

The university is involved in implementing projects funded by EU: Tempus (12 projects),

Erasmus Mundus (8 projects), DAAD (1 project), Cross- border Projects (1 project), CEEPUS (1 project),

AUF (1 project).

The university is the founder of four scientific journals (“Bibliographic confluences”, “Physics

and Technics: processes, models, experiments”, “Glotodidactica”, “Speech and Context”) and the co-

founder of the other two scientific journals (“Art and art education”, “New philological Journal”).

The Scientific Library, being ranked at a higher level by the Government of the Republic of

Moldova, is the unique institution of the country that was designed and built in accordance with the

library technologies. The Scientific Library has about 277700 titles of books in 1013293 copies (in 42

languages). There are some special collections: Rare Book, Signed Book, Universitaria Legal Deposit,

Theses and abstracts, Printed Musical Documents, Electronic Documents.

About 14000 copies with 5000 titles of books, subscriptions to over 400 titles of periodicals

having access to 11 EBSCO databases are annually purchased by the library. The library counts on

average 13000 users with 500000 visits per year, with a loan over 1,5 million of documents. There are 12

reading rooms with 763 seats and 4 loan departments.

The library is computerized, connected to Internet Network and it offers a number of electronic

services (library website http://libruniv.usb.md).

The library cooperates with about 30 partners from Moldova, Romania, Ukraine, Russia,

Switzerland, USA etc.

The following centres work at the library: U.N.O. Information and Documentation

Centre (inaugurated in october 2001), Council of Europe Information Point (opened in

2007), NATO Information and Documentation Centre (inaugurated in march 2010), EU Information

Centre (founded in may 2011),Point of Information of Francophone University Agency (opened in

october 2011).

The Legal Clinic offers legal services to social vulnerable class regarding family law, civil law,

social insurance law etc. Students that work in this clinic have the possibility to test, to consolidate and to

put into practice their theoretical knowledge.

The Centre for Private Initiative provides assistance on business management and offers

services to private entrepreneurs. One of the objectives of the centre is to organize seminars and courses

for managers and private entrepreneurs, in order to improve the knowledge and the management methods

that will help them to assure a successful business.

The Publishing House of the University is endowed with a risograph GR3750, a risograph

RZ300EP, a binding machine FASTBIND, a color laser printer Conica-Minolta, a printer/ multiplier

Minolta (Di1881) and other devices that allow multiplication and publishing of didactic and scientific

works.

The Rehabilitation Centre “Sănătatea” offers medical consultations and treatment to university

staff and students.

“Speranţa” canteen has 300 seats and provides warm food to students and university staff.

“Gaudeamus” terrace was opened in 2005.

The administrative substructures of the University include the Department of Academic Affairs,

Department of Distance and Continuing Education, Research Department, Department of International

Relations and European Integration, Department of Economic Planning and Human Resources,

Accounting Office, Chancellery and Archives.

We can mention the following structures of education and entertainment: University Athenaeum,

“Alecu Russo” Museum, two conference halls, the Concert Hall of the Faculty of Educational Sciences

and Arts, 3 gyms.

Nowadays, the university has 7 university buildings and 5 student hostels. Currently, two more

university buildings are under construction.

Soroca Pedagogical College and Lipcani Pedagogical College are affiliated to “Alecu Russo”

State University of Balti.

268 academic teachers (9 Dr. Habilitate and 97 Doctors of Science; 6 University Professors and

68 associate professors) undertake their teaching activity.

the University has 54 Ph.D students (29 of them study in Alecu Russo State University of Balti).

Presently, 5292 students and MA students acquire knowledge and skills in 44 fields of study and

27 areas of specializations of the University (2174 – full-time education; 2215 – extra-mural

education and 903- MA students).

318 students pursue their studies at 4 fields at Ion Creangă Pedagogical College.
