• Hoboken is a “young” city -25-34 year olds are the largest age group

• Hoboken leads the nation in public transit to work

• Of Hoboken residents who work and live in car-owning households, 60% do not use those cars to get to work

• 9,195 Hoboken residents drive to work outside the City

• 8,488 Hoboken employees drive in from outside

• There is high demand for parking yet most residents only use their cars occasionally

• A coordinated effort at managing supply and demand is necessary- There are too many permits- Too much parking is free- Parking is too inexpensive

• Unclear signage and policies• Lack of loading zones and/or commercial policies• Nonstandard system of driveways and curbcuts

Guest Parking Issues

• Hoboken’s residents and employees occupy parking otherwise intended for shoppers

• Garages are significantly more expensive than street spaces

• Metered spaces hard to find• Enforcement is strict with high

penalties• Signage is confusing• Double-parked cars and deliveries

create congestion and safety hazards

• Residents – all day and overnight

• Businesses – all day and late evening for employees, high turnover spots needed for customers

• Restaurants – evening long-term for employees,evening short-term for customers

• Events – long-term weekend and evening

How is parking managed today?

Parking Management TodayThe intent of the parking management program is to ensure the City’s parking inventory is utilized to the maximum capacity.

• Most blocks have residential on one side and permit/visitor on the other.

• Residential Side: Only available to residents with permits. Permits are issued after extensive residency and car registration verification.

• Visitor Side: Available to residential or other permit holders with no time limit or all others with 4-hour limit.

Parking Management Today - Violations

• Ticket- Pay on NJ Courts website or in person at

violations window in City Hall

• Boot- Given for parking in residential zone without

permit or visitor parking over 4 hours- Call a number, pay a fine over the phone,

receive unlocking code and return it to Garage D

• Tow- Conducted by 1 of 3 private towing

companies- Owner goes to tow pound directly to pay fine

& retrieve

Parking Management TodayAny violation with the City may result in an enforcement action.

Guest Parking in the City

• Guests have 4 parking options:- On-street at a metered space.

$1/hour, 2-hour limit- On-street on permit/visitor side.

FREE, 4-hour limit per day- On-street with a visitor permit.

Permit must be purchased at HPU by Hoboken resident for $5/day (21¢ per hour)

- Off-street in a public or private lot/garage. Rates variable based on time of day and day of week.

How can the Parking Master Plan Help?

“The Hoboken Parking Master Plan aims to preserve public safety and enhance Hoboken’s livability by:

- Simplifying the management of the parking system;- Streamlining information;- Increasing the productivity of what we have;- Considering limited expansion of parking supply;- Expanding alternative transportation; and - Using technology tools

to make the system easier and more welcoming for residents and visitors to use and find parking when they need it.”

Consolidated Parking Website/App

• Single-point web and app-based portal for all things parking

• Simplified language• Real-time parking garage status• Can be used for purchase of

residential permits, guest permits, business permits, etc.

City Parking On-Demand

• Convenience of parking near home without the hassle of searching for parking

• Residents pay to store their vehicles in areas of the City with less parking demand

• Option 1: Pick-up/drop-off in front of a residence or business by driver from parking operator

• Option 2: Residents drive vehicles themselves to this location and are shuttled home

Community Transportation Hubs

• Create a system of small transportation hubs scattered at key points around the City

• 6 Hubs can put nearly the entire City withina ¼ mile (5 minute) walk

• Available at these centers will be:- Small amounts of permit-based parking- Bike sharing- Car sharing- Citywide shuttles- Building shuttles- Taxis Sample walking circles in Hoboken
