Castro, all the delegates from different Chapters and Affiliates, all the Regional Coordinators, the host Chapter, Mandaue and Cebu Dental Chapter, and of course all the HOD organizing committee members who had been very helpful with their undying support to make this HOD Mid-Year Session possible, ladies and gentlemen, good afternoon. It is my pleasure to welcome you all in our 50th Mid-Year Session and it is worth mentioning that we have 213 delegates that will mark the historic task of addressing different, but relevant issues that our association is facing right now. In behalf of all the HOD Officers, we welcome you all and we hope and pray that we all join hands to address all the problems, and we will have our new PDA and this Mid-Year Session will be fruitful & successful. Thank you and magandang hapon uli. DR. PRECIOSA TANAGON: Thank you very much Dr. Joan Carbonell, and now may we call on Mr. Ramoncito Sta. Maria, Vice President of the Professional Relations Management Division of United Laboratories for his cordial greetings. A round of applause, please! MR. RAMONCITO STA. MARIA (VP-PRMD, United Laboratories, Inc.): Speaker of the House, Dr. Clarissa Pe, PDA President Dean Arturo De Leon, the Hon. Dr. Sergio Restauro, representing good governor, Hon. Gwendolyn Garcia, all the officers, members, Past Presidents, Past Speakers, and delegates to this year’s convention, magandang tangali po sa inyong lahat! Welcome to Cebu! As I was talking to your Speaker, nabanggit niya 50 years na, actually this is the 51st because again since the early 60’s, 1961 to be exact, the first By-laws, set of By-laws were filled up and crafted, the policy making and legislative work were actively pursued by the leadership of the Philippine Dental Association in more than half a century. Later today, the House of Delegates will make a regulatory work even stronger and more attuned to present times. It was also around this time for us in Unilab, that Unilab really started working very closely with the Filipino dentist, practically in all its 67 years of existence in pharmaceutical industry. Well, I am proud again to be standing here once again before you, marching with the dignitaries with all the special people of the HOD and the PDA during the entrance ceremony, and sitting alongside with these people, and of course we miss the good governor. This gives me an opportunity once again to force another year of tight partnership with the Philippine Dental Association specifically the House of Delegates and if I may just call on the people behind this or the people behind me in trying to trim up this activity before you, I would like the people to please stand up to be recognized, Mr. Alex Chua, Mon de Castro and Carlo of Biomedis, Chona, Leo, Vangie and of course Ms. Joy Ong. Sila po ang katuwang natin kaya andito tayong maghapon, hanggang bukas, hanggang Sabado making sure everything goes well in the Mid-year Session. And for as long as infections are arrested by Amox Dofenal, well of course matutuwa si Alex dito and for as long as bleeding is arrested by Hemostan ---- and ----- Happy as we keep our breath always with Swish. Unilab will be by HOD’s side through thick and thin ho ito and we certainly recognize the efforts the judicious, consciencous and productive policy making activity of the body, for indeed the House of Delegates of the Philippine Dental Association is the future of Philippine Dentistry. Maraming salamat po! Congratulations on your 51st at magandang hapon po ulit!

We also would like to present a Plaque of Appreciation to Innovitelle but we will be awarding that tomorrow during Fellowship Night kasi sila po yung ating sponsor for the Fellowship Night. DR. GERARDO CABAHUG: Ok, congratulations and thank you for all the support that you have given us through the years! With your kind indulgence, allow me to try my Tagalog for this next portion of our program. Ladies and gentlemen, let us all welcome our vagrant PDA President, Dean Arturo “Turing” de Leon. DEAN ARTURO DE LEON (PDA President): Thank you very much Dr. Cabahug for being truthful, except for the last one. Of course I would like to acknowledge the dignitaries in the table headed by our Hon. Sergio Restauro, Executive Governor, our House Speaker, who is very much behind this preparation and design for this session together with the organizing committee of this Mid-Year House Session, Dr. Clarissa Pe, to our Parliamentarian, Past President, and Past Speaker, Dr. Luis Uy, to our corporate partner, Unilab represented by Dr. Chito Sta. Maria, and members of PMRD and subsidiary companies, to the Officers of the House of Delegates, to the member of the Executive Board, to the men and women of this PDA House of Delegates, to the Affiliate Societies Presidents, to the Council of Past Presidents, to the Council of Past Speakers, friends, ladies and gentlemen, a pleasant good afternoon to all of you. Magandang hapon po sa inyong lahat! I prepared 101 slides for this talumpati, however, due to the essence of time, I just reduced this one piece speech into 4 demonics. The first one tells about what you have? HOD, House of Delegates, now representing it the way you feel for our profession, the way you feel, for our association. As I see it right now and as we feel, everyone feels right now HOD would

mean, ”Heavy on Dedication”. To me, everyone, every member of this institution deserves the acronyms of all the men and women of Philippine Dentistry. You will not be here if you do not have that dedication. In fact, you will use that dedication to share your prospective as you define the 4 documents that will depict the collection of Philippine Dentistry. Without such dedication, you cannot contribute to this outmost success. This again is an opportunity to show it, to underscore such feeling towards to our profession, and you can only do that if you are going to put the name of this institution again to its highest ultimate level. For this institution represents the very essence of what we have and what we are enjoying right now, this is the essence of democracy. Yes my colleagues the second demonic is HOD, House of Democracy. Democracy would actually tell us that everyone who has all equal rights and all privileges, here walang Past Presidents, walang Past Speakers, walang President, walang ordinaryong member, lahat tayo ay pantay, pantay. This democratic process is the penultimate to what has been prepared for you to be processed through the efforts of the technical working group and its members headed by Dr. Arlissa Aguiluz. What you are going to have right now is the product of their labours, their timeless dedication in making sure that everything pertains to the 4 documents that we are going to post right now with you and possibly amend, would have its right ingredients, right components. We feel that without your approval, everything might not be in its proper prospective. The Executive board requirements the process of exercising its policy making mandates, it is you the men and women of the House of Delegates which should finally put a seal of approval on these 4 documents, and we cannot do this one not unless we are united. Yes, we can agree, we can disagree, but once we agree on one thing, let us be one to see that same picture in going towards that goal. Magiging maaring emotional, maaring maging unheated argumentations, but at the end of the day we all belong to one association, we need to define one direction that leads to the third demonic HOD, you will be given that lead opportunity to shout to the board that here we are HOD, Having one Direction. It is very important for us to see the same picture as we move as to unity towards that goal, but we can only do that one if we first have the panoramic view on everything and of course with due respect to everyone. Walang mali o walang tamang pananaw. In the end we will be going home with the thought that we contributed towards a meaningful journey of our association. Tita Precy, you gave a very nice demonic of Cebu I would like to use that one Cebu demonic to put everything in its prospective in abbreviation C-E-B-U, Come Everyone Be United. Good afternoon to all of you. Marami pong salamat! DR. PRECIOSA TANAGON: Maraming salamat po, Dean Arturo De Leon! And now we would like to call on our Speaker of the House of Delegates to give her own message for all of us, a round of applause for Dr. Clarissa Jane Pe. DR. CLARISSA JANE PE (HOD Speaker): It’s been going over and over my head the many things that I want to say today and in the end I can only say a few words. First of all, I would like to acknowledge our partner who has

been there through thick and thin. Thank you from the bottom of our heart, Mr. Chito Sta. Maria and United Laboratories! To our Dean, to our President for his support, his push for positive change, his inspiring criticism for things that you have yet to accomplish, we thank you for that, Sir! To our Parliamentary, Dr. Luis Uy, for bringing us back to the right road, we still have a long way to go, but yet we will not be alone, we will all be together. And for our Keynote Speaker, a doctor in profession, a DMD specialist, the Chair of Provincial Board of the province of Cebu, Dr. Sergio Restauro, and to all the men and women of the Executive Board, you will be acknowledged individually later in the roll call, to the Past President and Past Speakers, I am humbled by your presence because in the 50 years of existence of the House of Delegates we haven’t had this number of Past Speakers and Past Presidents in one mid-year session. Thank you very much! To the delegates who are called here today, we thank you from the bottom of our heart for responding to our invitation! A few months ago during the annual session in November 2011, there was a strong clamour for mid-year session to be held in Cebu, it was a big challenge, and it is a big challenge to bring you here. We beg your kind indulgence, our apologies for whatever little inconveniences that you may have experienced! There are things that are beyond our control, we can ask only for kind understanding with that. We are all here called for a mission. 50 years of existence of House of Delegates is something that we owe to our Past Speakers, Past Presidents, all the men and women who had been here also like us today seated with one goal to make the Philippine Dental Association achieve its goal in proving dental help to the nation through our respective practices, through our individual Chapters where we come from. There is so much in the history of the House of Delegates, today, we start another 50 years. By then, most of us may not be here anymore, but let us leave a legacy. I am challenging you. Let us leave a legacy that will guide those who will come after us, after all this is our house. Let us put it in order so that those who will follow our footsteps will find it in order. Let us be united in our direction, let us all understand that we can all be one in the achievement of our goals that we have set. It is not an easy task to amend, to change the 4 documents: the Constitution and By-laws, the Code of Dental Ethics, the Republic Act 9484, and the establishment of the Standard of Care. It is a challenge to all of us. It is not just a challenge to the House of Delegates Officers but for each and every one of us who are here today. We have prepared our committees; our Technical Working Group has laboured. I urge you to keep an open mind, think not of your own personal interest, but for the good of the Philippine Dental Association. Tomorrow, we will break the whole group into 3 clusters. Here, we’ll be able to find a cluster for you to go. It doesn’t mean that you will only stay with one cluster. We have set aside 2 hours per cluster and we will rotate. The documents have been sent to you electronically, it was “kinda” ambitious on our part to go electronic, but nowadays we cannot afford to spend on paper printing and shipping these documents and it will be too heavy for you to carry over here in Cebu in that way, long after you go back to your own respective Chapters you will still have a copy and it can be forwarded to your respective members. Tomorrow, we will have an open meeting. That is why we invited you to bring your laptops, your PD and we would just like to encourage everyone to refrain from going into social networking. The PDA spent so much money to bring you here, if you have other business we will understand but kindly step out from the session hall. We are here to legislate and this is serious matter. Do not be offended if we find that you are working other ways and you are using the networking instrument, we will kindly ask you to step out of the Session Hall. It is not a joke, the committee have laboured so hard and with that I would like to acknowledge our Technical Working Group, as well as the Officers, the appointed and elected Officers of the House of Delegates to please rise. Those who have laboured to make this, without you, thank you very much! Without the dedication of these men and women

who are here as your servant leaders, please let us treat each other the respect that we all deserve. They are not your personal servants. We are one. We have the same calling and I urge you if you have any concerns, let us not make a big fun out of it. You know things are not perfect all the time as much as we are not also perfect. And tomorrow on the very first hour, you will be broken into clusters. We will have one cluster outside this hall, one cluster will stay here and the other cluster will stay in the Mediterranean room. We have our Chairs; we have our facilitators, our consultants, and the technical committee. During the plenary at the end of 6 hours you will convene, whatever will be the output of the clusters we will present it in the plenary for the approval of the body. So we urge you tonight if you have a chance to go over the documents that we have e-mailed to you please find time to study them. We will ask you to put your opinion on certain provisions of the Constitution that needs amendments. To save time, we will only have limited discussions in the clusters to a few people. Everybody is welcome to put in their contributions by writing your opinion or recommendation in the beta cards that you will find in the cluster. Then the committees, the Technical Working Group will then summarize it and present it in the plenary. If you have recommendations that were not identified by the cluster, please you are still welcome to make your revision, but we also ask you to respect the decision of the committee Chair if they think that your recommendations are not as urgent as they would mean then, we thank you in advance for your kind understanding! And with that I would like to personally thank Ms. Joy Ong for the sacrifice, for quite understanding, for the patience that she has extended to the working committees, and also to different partners, Unilab, Westmont, Biomedis, Innovitelle, these are sponsors on tomorrows Fellowship. Tomorrow at the end of a long day, we will also party hard and enjoy with our Luau Retro theme and with that ladies and gentlemen as I have said there is so much to say, but there is not much time to say. Thank you and have a pleasant afternoon! DR. PRECIOSA TANAGON: Thank you very much Madam Speaker. May we request to please remain on the center stage and may we invite our PDA Dean Arturo De Leon to join the Speaker to award the plaque to the PDA-HOD life members. DR. GERARDO CABAHUG: Our first awardee is the Immediate Past President of the PDA, Dr. Roberto M. Tajonera, Life time member. DR. PRECIOSA TANAGON: (Read the Plaque of the life time member to Dr. Roberto M. Tajonera). Congratulations, Dr. Tajonera! DR. GERARDO CABAHUG: Our next awardee for Life Time Member is no other than our Immediate Past Speaker of the House of Delegates, ladies and gentlemen, Col. Ramon Hebron.

DR. LIBERTAD NOLIDO: Thank you, Dr. Precy! Good looking gentlemen and beautiful women dignitaries at the presidential table and sub-presidential table. Past and Present Officers of both branches the executive and the legislative of the Philippine Dental Association, fellow dentists, good afternoon. We request that today, we will have with us Cebu’s pride itself, the first woman governor with 443 year history of the province of Cebu, Gov. Gwendolyn Garcia. She is in Manila with some business, urgent business. However, she sent a representative who is equally as dedicated government service worker as she is. He is a medical doctor, specializing in Ears, Eyes, Nose and Throat, and likewise serving as a Board Member of the first district of the province of Cebu, and who knows he might also become the governor himself? Only God knows. Let’s put our hands together for Doctor, the Honorable Board Member, Dr. Sergio Bacus Restauro. HON. SERGIO B. RESTAURO: Please sit down! To Dr. Libertad Nolido, thank you for that wonderful introduction. I appreciate it very much. To Dr. Clarissa Jane Pe, and to Mr. Ramoncito O. Sta. Maayong hapon, sa inyong tanan! At this very moment I am very thankful and flattered to have been asked to speak in this momentous gathering in lieu of our beloved Governor, the Honorable Gwen F. Garcia, who is currently undertaking a number of previous commitments, in line with her local functions as responsible Chief Executive of the province of Cebu. Nevertheless, she is conveying her great pride and honor for the reason that your prestigious organization chose to hold the

51st Philippine Dental Association, House of Delegates Mid-Year Session in our beloved province. Remember, it is more fun in Cebu. First of all, she wants to express her full support in this event and granted me this unique opportunity to speak before you in her behalf. I would gladly say that I am overwhelmed with so much joy and pleasure for I am speaking in front of very noble professionals, who are very vigilant and have great concern in maintaining the present high professional standard of dental profession, and it is always a practice that leadership will always be in harmony with the persons concerned: the dental health providers both here and abroad. Again I truly realize the fact that each one of you has temporarily left your family and work. For some of you came here from very distant places. You came here not just because you want to find or rekindle friendships, which for me is also a good intent, however, if you have come for more noble cause that is to share each other experiences and expertise in order to cope with the dental health care services in this country in a higher, if not in a highest level of standard. I would also like to humbly state that I have also done my part as member of the Sanguniang Panglalawigan in the province of Cebu concerning improvement and upliftment of health care by passing legislations that I would someday listen to our people particularly in maintaining good health services and facilities. Moreover, I continuously advocate and fully support all the provisions and guidelines set forth by the Department of Health in providing quality health care services for our fellow constituents. Incidentally, aside from being member of the provincial board, this representation, also served as a community Chairman of public health and social services in the province of Cebu. My fervent wish is that due to our continuing efforts, the government and private sector will come up with a long term plan, strategy and system that would create and join impact that would deem not only the entire health provider but also its recipients as well. To all our dear delegates and participants may you fully achieve what you have been expecting for these three (3) days activities and I expect camaraderie within you to continue to flourish and to reach for the highest standard in serving our people. All these will remain in your hearts evermore. Lastly, I would like to commend all the men and women who have contributed so much of their time and efforts in order to make this event possible and successful one. I hope your stay in Cebu will be productive, pleasant and favourable one. God bless us all, daghang salamat sa inyong tanan. DR. PRECIOSA TANAGON: Thank you very much, Honourable Sergio Restauro for relating the message of the Governor to all of us here today! Now we would like to request you to please occupy the center stage and we would like to call our Speaker of the House of Delegates, as well as our PDA President to award the Token of Appreciation for our Keynote Speaker. Thank you very much, Hon. Sergio Restauro! We would like to call the President of Mandaue Dental Chapter, Dr. Gina Amador to receive the Plaque of Appreciation from the House of Delegates to Mandaue Dental Chapter. (Read the Plaque of Appreciation) DR. GERARDO CABAHUG: Short reminders for tonight’s activity. After this, we will have a roll call and for tonight the government of Cebu prepared a dinner for us at the Capitol Social Hall. So, please be ready! We will leave at 6:30. Also on Saturday morning, 2 days from now, the Governor herself approved a special show to be performed by the dancing inmates, the world renowned dancing inmates. The special show will be at 9:30 in the morning.

Just to remind you that the agenda was actually e-mailed to you and also in the USB that will be distributed to you together with the actual printed version. Sir, the Committee is distributing the USB, so because of these changes in the agenda there is a slight delay in the distribution of the USB. Anyway, po the purpose really is to approve the agenda for today, everything in the agenda is in the USB, it is more of the general program. So shall we still have printed copy, kindly raise your placards? Ok, so may I direct the Secretary to please prepare at least 20 and distribute or claim. The Secretariat is directed to print and distribute to the delegates who wants to have a printed copy of the agenda. In the meantime the Chair calls for the approval of the agenda as presented. There being none, the agenda presented is hereby approved. Delegate from Endodontic Society is that a privilege motion? What is your motion, Sir? DR. ROLANDO GONZALES (ENDODONTICS SOCIETY): Since we have 6:00 o’clock dinner at the provincial hall, I move for adjournment at 5:00 or 5:30? DR. CLARISSA JANE PE (HOD Speaker): So there is a privilege motion to adjourn, the motion presented by our gentleman from Endodontic is 5:00, I need to have a second to the motion so that we can discuss. Any

second? Seconded by Kaloocan and General Dentistry. Discussion? Motion to amend the one that is being discussed, the time, yes delegate from Laguna. DR. CORAZON FLORES (PDA VP Luzon-South/OD Laguna Chapter): I would like to manifest my observation that PDA has given so much money to have this session, can we please half of the resolution be discussed before adjournment. Is it possible Madam Chair to please move the appointment at the provincial hall, the dinner; is it possible, Madam Chair? DR. CLARISSA JANE PE (HOD Speaker): Thank you, delegate from Laguna, our invitation for dinner at the capitol social hall is at 7:00 o’clock, so we have to travel by bus, it is about 20 to 30 minutes given the traffic situation. So if we move fast and shorten our interpolation then we can for sure cover a lot within one hour, but that may mean that the delegates could not have to change to their casual attire and as you are we will proceed to the capitol social hall. So shall we set the time? Can anyone set a motion for amendment for the time that we can go on recess? Yes, delegate from Bulacan. DR. MARIA ARLISSA AGUILUZ (HOD Past Speaker/OD Bulacan Chapter): Madam Speaker, I move to amend the time of recess up to around 6:15. DR. CLARISSA JANE PE (HOD Speaker): Any second to the motion as amended? Duly seconded. Any discussion? Objection? Hearing none, the motion to have a recess at 6:15 is hereby approved. Mr. Floor Leader, what is the next order of business? The next order of business is the Adoption of House Rules by our HOD Secretariat, Dr. Amry Jane Chavez. DR. process by which we arrived at the TWG as it is properly called or as we are called by our leader who actually envisioned and planned all of these thinkers with guts. So the Technical Working Group was presented and approved as an AD hoc committee to the Executive Board on January early this year. It is actually envisioned and a project of our incumbent PDA President, Dr. Arturo De Leon, and his vision is to document and amend all four (4) documents effective in our practice of profession and our PDA in general. Apat po ang dokumento na kailangan natin na sunud-sunod at sabay-sabay na talakayin, sana ang natirang mga oras at araw ay ating harapin kasama po dito ang Code of Ethics, ang Republic Act 9484, ang ating PDA Constitution and By-laws, at ang hindi pa successful na natalakay na Standard of Care and Guidelines to put into practice in dentistry. Yours truly was very generously approved by the Executive Board as Chair of the TWG in March of 2012. Among the objectives of our Technical Working Group Clusters as we call them is to formulate the Standard of Practice or put into practice in dentistry or then we call it the TGCD. This is headed by someone whom I am proud to admit as one of the rising stars and icons of Philippine Dentistry particularly in the field of academe, my very own dean at the UP College of Dentistry, Dean Vicente Medina III, Sir, please stand up to be recognized. Remember, the SOC will not cater to the specialist, iyan po ang aking pinakadiin-diin ngayon pa lamang. One of them is, Sen. Joey Lina. Limang taon is limang taon. We are now entitled to agitate as professional organization to change and amend RA 9484 and the Code of Ethics that includes if it no longer serves our needs particularly on the issue of integration. Every single day that we are here, existing as accredited professional

organization we are not actually able to implement the full measure of the law to the intent that is indebted. Bakit po? Hindi ho tayo talaga integrated number 1. (2) Kaya ba natin to integrate di ba? Sir, I wish to recognize your group, can you please all stand up they are here as observers and participants. That question I will leave up to you. Remember, kami pong mga cluster leaders ninyo ay hindi nandito para pilitin kayo na sumangayon sa ano mang legend na aming ihaharap rather, we are your voice to the PDA and to the government. You in turn as CD and OD should be voices of your Chapters and Affiliates society. Do not take this task that we are about to do tomorrow very likely. If you do, I really want tayo pa rin sa pancitan pag ito ay hindi natin naayos sa ating kagustuhan. This is our chance now five (5) years otherwise, we will continue all in all that we are not implementing the full measure of the law and PRC is already looking at us at why we are not able to do so. We are not accepting any excuses or alibis for that matter. Another objective is to add provisions that would benefit both public and accredited profession organization of dentists. Ito yung tungkol sa mga new provisions, so kung wala doon sa ihaharap namin sa inyo yung nasa isipan ninyo at nasa konsiyensya ninyo ay maaari kayong magsalita, di ba? Sabi nga nung teacher at yung ating mga lecturers hindi kayo nandito para mag-init ang inyong mga upuan, you are not bench warmers here. I wish that you will open up your mind, your heart and your mouth in order to speak otherwise we would not hear what you have to say. Wala namang maling opinion, ok lang ho kung hindi kayo makapag English ng tama, who cares, it is the thought and the concept and the substance and the thought that counts not the actual words that you use, but rather the thought that you’ve said with sincerity, honesty and above all with integrity. To revise the Code of Ethics, yan din po ang kailangan nating harapin. Keep an open mind about this. Ang akin hong cluster is Standard of Care and Good Clinical Practice of Dentistry, na aking nabanggit ay pinangungunahan ng aking dekanong UP College of Dentistry Dr. Vicente Medina III, kung walang the Third hindi daw siya yon kaya kailangan bangitin yung the Third and of course the Cluster PDA Constitutions and By-laws headed by an icon and a personal idol of mine in Philippine Dentistry, Dr. Diampo Lim, please stand up.

We are very honoured to be with us, Sir. 3C ang ating gagawin (1) we must consult the proper stakeholders and that means identify who the stakeholders are? Kasama at kabilang kayo diyan, kayong mga PDA members, you represent your members from your Chapter from your area of practice, kasama ng ating mga Affiliates dami, daming Affiliates. Ano ba ang inyong mga concerns? Try to voice out, auxiliary, hygienist, and technologist and in my case in the Republic Act 9484, yes, I have to consult the unlicensed dental graduates. Dahil sa kanilang hindi matapos tapos na hinagpis tungkol sa refresher course na yan, so kasama po sila sa stakeholders for the Republic Act 9484. The second scene, concur or not concur with the proposed amendments offered by each participants. Ang bilin pong maigi ng ating Speaker of the House, do it with courtesy, hindi po tayo kailangang magbastusan dito sa House of Delegates para lang maipadinig or para lang maiparating ang inyong nais maparating, you can do so calmly, gently, using the right words. Please let us observe professional courtesy with each other at all times. And lastly, the House of Delegates must concur with all the amendments. This is the particular power that is given to us by our Constitution and By-laws; no one can take it away from us, tayo lang po ang pu-pwedeng magpalit ng Constitution and By-laws at pag nabuo po natin ang SOC at saka ang amended RA 9484 tayo po ang magfo-forward nito sa ating PRC. The Mid-year Session is only but one venue wherein we can do this. Ang mga accredited Affiliates natin, I asked you if you have time tonight please consult your members regarding your declaration. If you want a particular concern especially in the Standard of Care, I understand na kayo ay mga dalubhasa sa inyong mga siyensa, pero tandaan po natin yung mga dental practitioners na hindi kasing dalubhasa ninyo, does not necessarily make them bad dentists if they did not do the techniques that you do? If they did not use the same equipment that you do, are they necessarily doing bad dentistry? So although almost all of you are specialists, keep in mind, the Standard of Care is for the general practitioner. Diyan ho natin aasahan ang ating mga ODs and CDs ng mga GT and if I present the PDA RGTs, insist and demand for your rights and privilege. Magbaliktaktakan tayo dito malinaw at maliwanag para sa ikabubuti ng lahat, and this will always subject, as the Speaker said, to the usual debate and discussion during the House of Delegates. All our concerns will also be published in our PDA website headed by our PDA Website Master Dr. Charlie Atienza. I wonder if he has arrived here in Cebu City. He will be available as a reference person to our Chapter and Affiliates ODs and CDs should we have any concern about posting on the PDA website. Ok and that is it, that is all my report, Madam Speaker. Where is Madam Speaker? DR. EMILIANO YUMANG (HOD Past Speaker/OD Agusan del Norte Chapter): Will the Speaker or the Deputy Protempore entertain? Speaker Protempore must entertain my interpolation supposedly. DR. MARIA ARLISSA AGUILUZ (HOD Past Speaker/OD Bulacan Chapter): Thank you, Madam Speaker Protempore that ends my report.

DR. JOAN CARBONELL (HOD Speaker Protempore/OD Muntinlupa City): Dr. Yumang? DR. EMILIANO YUMANG (HOD Past Speaker/OD Agusan del Norte Chapter): My interpolation Madam Speaker Protempore, the Chairman just made mention at tinanong kung payag ba tayong mag-integrate itong prinesenta kanina. I would just like to ask the said Officer, the Chairperson, the approved resolution is way back in Fontana, May 29, 2011. Approved Resolution No. 8, Resolution bringing the Philippine Dental Association to perform its insurgents, to perform its ministerial duty to integrate the National Integrated Association of the duly licensed of the member of the Dental Technology and Dental Hygienist Profession as mandated in Sec. 30 Republic Act 9484. That is why I don’t know why the Chairperson is asking payag ba kayong i-integrate? It is mandated in that Board Resolution, Madam Speaker Protempore. DR. MARIA ARLISSA AGUILUZ (HOD Past Speaker/OD Bulacan Chapter): May I answer the question Madam Speaker? DR. CLARISSA JANE PE (HOD Speaker): Yes, Madam Chair, please answer! DR. MARIA ARLISSA AGUILUZ (HOD Past Speaker/OD Bulacan Chapter): I think the question of the Former Speaker strikes the very core of why we are doing this at all when he gently reminded me that there was indeed an approved resolution in the House way back last year, exactly the concerns, Sir. It is time now to review, are we really able to integrate? Because it is now time to take a look inside you and mentally exercise if we were able to interpret the law or should the law be interpreted to serve us. I do not need to question the men of the House, the will of the House has already been expressed, what I am saying this is our chance to amend the Dental law. We do not have to sit still for another 5 years or 6 years before we agitate and move as a body in order to demand the changes due to us as a professional. I hope I am quite clear. DR. CLARISSA JANE PE (HOD Speaker): Thank you, Madam Chair! Dr. Yumang? DR. EMILIANO YUMANG (HOD Past Speaker/OD Agusan del Norte Chapter): Yes, to rebut. DR. CLARISSA JANE PE (HOD Speaker): Please proceed! DR. EMILIANO YUMANG (HOD Past Speaker/OD Agusan del Norte Chapter): As I have said, it is mandated, ministerial duty, it is a notification for the PDA per the PRC’s order and this has been right or wrong for us to do this, but the House or in Congress about this. That is all Madam Speaker.

DR. CLARISSA JANE PE (HOD Speaker): Thank you, Dr. Yumang! I think our Chair understands the point that is being raised by our Past Speaker. Madam Chair, could you please continue the presentation or? DR. MARIA ARLISSA AGUILUZ (HOD Past Speaker/OD Bulacan Chapter): Madam Chair, I am done with the presentation. DR. CLARISSA JANE PE (HOD Speaker): Ok, Dr. Lim? DR. DIAMPO LIM (PDA Past President/HOD Past Speaker): Thank you, Madam Speaker. Just to answer the question of our good friend, Past Speaker, Dr. Yumang. That is the reason why we are going to have a cluster for tomorrow. It is because of the fact that we cannot do anything for the reason that the law states clearly that the dental technologist and dental hygienist will be integrated with the Philippine Dental Association, and so therefore, the reason why we are here is to find out how we will be able to integrate them? The solution that we are going to find out, how to integrate them? Are we going to integrate them in the same manner with that of the dental profession or whatever it is? That is now the role of the clustering of the committee that is initiated by the President of the Philippine Dental Association. Thank you, Madam Chairman! DR. CLARISSA JANE PE (HOD Speaker): Thank you very much, Dr. Lim! Now that the Chair has presented how the Technical Working Group was created and what it aim to achieve during this Mid-year Session, I would like to solicit for the acceptance of the presentation of our Technical Working Group Chair. Yes, General Dentistry. DR. MELINDA GONZALEZ (OD PAGD): I move for the acceptance of the report of our Chairman. Thank you! DR. DR. CLARISSA JANE PE (HOD Speaker): Please proceed! DR. ARIEL GO (OD Kalookan City Chapter): Ma’am, you mentioned a while ago regarding the implementing rules and regulations the House did sometime in 2007. Could there be a possibility na maretrieve natin yung file na yon? Kasi, I think we’ve worked for that for 3 to 4 days. The implementing rules that was not accepted by the PRC. I think during that time, ma’am, we imposed on it how to accredit and how to integrate the 2 other organizations in our organization. DR. MARIA ARLISSA AGUILUZ (HOD Past Speaker/OD Bulacan Chapter): May I answer Madam Speaker the delegate? DR. CLARISSA JANE PE (HOD Speaker): Yes, Madam Chair you may. DR. MARIA ARLISSA AGUILUZ (HOD Past Speaker/OD Bulacan Chapter): Yes, I remember the IRR and I remember that both of us worked very hard on it. Thank you, Sir! I still have to thank you after all these years. I would try my best to look for my files, Sir or the then House Secretary, Thea Peralta, but please be informed that since 2007 I have undergone several floodings already in Bulacan particularly Ondoy and Habagat. I will do my best to retrieve the file. I hope you can try to retrieve yours and perhaps we can sit together and try to work out, but that is a pleasant problem Mr. Delegate, our task really is to go through the entire Republic Act, the existing law as is, correct what is needed to be corrected and you know that there are a lot to be corrected. Yung mga nanggagalaiti sa inis, sa kamalian ng dental law na ito, now is your chance, speak out please and we will all do our best. DR. CLARISSA JANE PE (HOD Speaker): Thank you, Madam Chair! Any objection to the report of the Technical Working Group as presented? Hearing none, the report of the Technical Working Group Chair is hereby approved. stand? Is he going to be an administrative interpreter or Comelec member? That is all Madam Speaker. DR. CLARISSA JANE PE (HOD Speaker): Thank you very much, Dr. Ariel Go! The Chair would like to seek the opinion of the Parliamentarian of this issue that has just been raised. DR. LUIS UY (HOD Parliamentarian): Thank you, Madam Speaker! I think there is no problem being an adviser, he can always ask somebody to do the job, Dr. Hebron and we do not even know that Dr. Ramon Hebron would be the Chairman of the Council of Past Speakers. I think there is no problem with that. DR. CLARISSA JANE PE (HOD Speaker): May I remind the body that Dr. Hebron’s position as Adviser is appointive in nature and not elective position. So, thank you very much for that concern. Any more discussion on the conferment of the position as Third Member of the Comelec, Dr. Yumang? DR. EMILIANO YUMANG (HOD Past Speaker/OD Agusan del Norte Chapter): As to my desire to make it clear for our young delegates it is not appointed, it is embodied in the Constitution that automatically the Speaker becomes the Adviser of the House particularly these people, so you need not appoint him, but it is embodied to make it clear for everybody especially the young delegates that it is embodied in the Constitution and By-laws House of Delegates that the immediate Past Speaker automatically will be the Adviser of the House of Delegates. DR. CLARISSA JANE PE (HOD Speaker): Thank you very much, Dr. Yumang! I stand corrected on that matter. So any more discussion, last discussant? The Chair now calls for any objection to the conferment of Dr. Ramon Hebron as Third Member? Hearing none, Dr. Ramon N. Hebron is hereby appointed as Third Member of the Comelec. May we request Dr. Hebron to please come forward? May we call on our President Dean Turing to please come forward for the induction of our Third Member of the Comelec? DR. ARTURO DE LEON (PDA President): Madam Speaker, before the august body of the House of Delegate, as part of my ministerial duty I would like to officially administer the oath of office. May we request the member of the House to please rise as we administer the Oath of Office for Dr . Ramon Hebron? Please raise your right hand and repeat after me. (Citing the Oath of Office). DR. CLARISSA JANE PE (HOD Speaker): Thank you very much, Mr. President and again congratulations to our new Third Member of the Comelec Dr. Ramon N. Hebron. Mr. Floor Leader, what is the next calendar of business? Ok, can we ask our Third Member Dr. Ramon Hebron to please come forward and say a few words?

I’ve noticed that our dollar account has 3 deposits on different banks of which MayBank has a bigger deposits in dollar account, may we know for what reason Madam Treasurer, is it because of the interest rate or what? DR. CLARISSA JANE PE (HOD Speaker): Yes Madam Chair, please answer the query of our delegate from Zamboanga.

DR. IRAIDA DE LEON (PDA Treasurer): That is the interest rate, Sir, but the bank ito kasi medyo kilala na natin yung banko at madali tayong magtransact sa kanila although, last Board meeting we have already approved na all those accounts will be consolidated po, we are just waiting for the maturity of the dollar of the time deposit. DR. ROMEO DELA CRUZ (OD Zamboanga City Chapter): So the plan Madam Chair is to consolidate all the accounts into just one bank? DR. CLARISSA JANE PE (HOD Speaker): Please address the Chair? DR. ROMEO DELA CRUZ (OD Zamboanga City Chapter): Yes, Madam Chair, may I know if the intention is to consolidate the whole account into one bank deposit? DR. CLARISSA JANE PE (HOD Speaker): Madam Treasurer, please answer the query? DR. IRAIDA DE LEON (PDA Treasurer): Not in one account, but the Board approved to have it at 4 accounts, for Fiduciary Fund and for General Fund. DR. CLARISSA JANE PE (HOD Speaker): Does that answer your query delegate from Zamboanga? DR. ROMEO DELA CRUZ (OD Zamboanga City Chapter): I am not well clarified with the answer, Madam Chair. DR. DR. CLARISSA JANE PE (HOD Speaker): Does that answer your query gentleman from Zamboanga?

DR. ROMEO DELA CRUZ (OD Zamboanga City Chapter): Still malabo, Madam Speaker. I’m sorry. DR. CLARISSA JANE PE (HOD Speaker): Ok, can you please expound? DR. DIAMPO LIM (PDA Past President/HOD Past Speaker): I think the gentleman from Zamboanga is asking are all our money deposited in one bank or several banks not the account that is what he is asking. DR. CLARISSA JANE PE (HOD Speaker): I think that is not the gist of the query from the gentleman? Can you please restate your query? DR. ROMEO DELA CRUZ (OD Zamboanga City Chapter): Madam Speaker, my point of observation was that we have 3 different dollar accounts of which MayBank has a bigger dollar account, for what reason, kung bakit malaki yung dollar account sa MayBank compared to the 2 banks Security Bank and the other one. DR. CLARISSA JANE PE (HOD Speaker): Ok, Madam Treasurer please answer the query? DR. DR. CLARISSA JANE PE (HOD Speaker): Ok, thank you very much! I think I can expound a little bit more. I was with the Board last night. For the information of everybody, the Board noticed the same query of the gentleman and it was decided that upon maturity of said accounts, it will be consolidated, but not into one single account po, it will be transferred to another bank but it will be consolidated upon the maturity. Hindi siya sabay-sabay kasi po may mga charges pagwinidraw natin before the maturity date. So the Treasurer will advice the Board when each of these accounts are due to mature saka lang po ita-transfer, in the meantime, we

LUIS UY (HOD Parliamentarian): This is not an opinion but I want to ask the Madam Treasurer. DR. So we are in the period of discussion, we just finished answering the query of the gentleman from Zamboanga. You have a query to the Treasurer. DR. LUIS UY (HOD Parliamentarian): Madam Treasurer, last year kayo yung Treasurer di ba? This year kayo rin ang Treasurer. Now was there a formal turnover of all the records of the PDA from one administration to the other? DR. IRAIDA DE LEON (PDA Treasurer): Yes, Sir! DR. LUIS UY (HOD Parliamentarian): You know on the first Board meeting, there is a portion there wherein the previous administration will turn over all the records of the PDA including the payables, receivables and everything, this is a turnover to the new administration, was there such an event that happened? DR. IRAIDA DE LEON (PDA Treasurer): Such an event happened, Sir. DR. CLARISSA JANE PE (HOD Speaker): What is the response of Madam Treasurer? Was there a formal turnover? DR. IRAIDA DE LEON (PDA Treasurer): Yes. DR. CLARISSA JANE PE (HOD Speaker): Considering that you are still the incumbent Treasurer of the previous administration you were the Treasurer also. So the query of the Parliamentarian was, was there a turnover of all the properties, money, receivables and obligations of the previous administration to the incumbent administration? DR. IRAIDA DE LEON (PDA Treasurer): During the first Board meeting there was a turnover.

DR. CLARISSA JANE PE (HOD Speaker): Ok. DR. LUIS UY (HOD Parliamentarian): Just a follow up question. I understand, I just heard this that yung previous administration nag-iisue pa ng payables even after their term? I heard that mayroon payment issued by the previous administration way past your administrative year? DR. IRAIDA DE LEON (PDA Treasurer): Mayroon pong isang transaction yung payment po sa ating auditor. DR. CLARISSA JANE PE (HOD Speaker): What is the date of the payment? The query is about whether there was a transaction from the previous administration after the turnover of the money and properties to the incumbent? DR. IRAIDA DE LEON (PDA Treasurer): Yes, ma’am. DR. CLARISSA JANE PE (HOD Speaker): The Treasurer is answering in a positive response that means that there was one transaction of which it involves the payment for the Auditor po. Ok. DR. LUIS UY (HOD Parliamentarian): Now since it is already being turned over, so the signatory now will be the incumbent President, how come you still issue payment to that effect, because the turnover you have to turn over to the new administration all the payables, receivables, and everything, so the previous administration will just inform the incumbent administration that there is such payment to be paid, so it will now be the incumbent president that will now issue the payment, why is it that you still issued even after the term? DR. IRAIDA DE LEON (PDA Treasurer): Ms. Marilyn told me that by phone lang November Ms. Marilyn? DR. CLARISSA JANE PE (HOD Speaker): Ok, I would like to acknowledge the PCOMS delegate and the Immediate Past President Dr. Robert Tajonera to expound on the issue.

DR. ROBERT TAJONERA (PDA Immediate Past President/OD PCOMS): Thank you, Madam Chair! Privilege Madam Chair as Immediate Past President. It is true that there was a payment of a certain expenses that occurred during our last part of my administration because it is tradition that the external auditor be paid on the last usually on December or January or February of the previous administration and has been the pattern, but that payment is the payment of the auditing of the 3 previous administration. Ang nangyayari po parating huli talaga binabayaran, in fact on this year ang payment po niyan ay sa sususnod na taon kay Dr. Andy Fernandez. But the fact is the billing was given on November to our Treasurer and the payment was done a little bit late. There was a formal turnover, yes during the first board meeting but the payment was given December or February or January. Ang ibig ko pong sabihin the actual expense was due because of the past years ------------------ DR. CLARISSA JANE PE (HOD Speaker): Does that answer your query Dr. Parliamentarian. DR. LUIS UY (HOD Parliamentarian): Sabi po ninyo kanina there is a grace period parang ganyan 6 months wherein the past administration or the Past President can still sign check, ano ba yon? what is that? DR. IRAIDA DE LEON (PDA Treasurer): Can sign check, Sir. DR. LUIS UY (HOD Parliamentarian): What is this 6 months? DR. IRAIDA DE LEON (PDA Treasurer): Para i-close po yung book, to end all the transaction para maclose, kasi minsan po kasi paghindi nacheche-check hindi pa po nadedeposit ng ibang isuhan, so mayroon daw po na 6 months na period pa. DR. CLARISSA JANE PE (HOD Speaker): Does that answer your query? We will entertain 2 more discussant and then the Chair will rule because it is already 6:18, we are are supposed to adjourn as 6:30. So just 2 discussant and then the Chair will proceed with the ruling. Yes IAO and then Ilocos Norte. DR. ALFREDO VALERA (OD IAO): Madam Chair, this question is with regards to the report, IAO donated P50,000.00 for the---, (sorry po, I do not know what is being said ABT THIS. they have raise the reward money for the acclamation of the hold upper and the money went through with 2:20:25------- but I could not find it? DR. CLARISSA JANE PE (HOD Speaker): Thank you delegate from IAO! May we inquire from the Treasurer where the donation of the IAO for the acclamation of the hold upper intended? DR. IRAIDA DE LEON (PDA Treasurer): Sir, nareport ko na po last session, it is included in the last session. DR. CLARISSA JANE PE (HOD Speaker): May I remind our delegates that the Treasurer is reporting for the last quarter of the year, so perhaps the query was covered already in the first 3 quarters of the year last November. So, may I advise our delegate from IAO to please review and sit down with the Treasurer where that part of the donation is reflected in the Treasurer’s report. So Dr. Caluya of Ilocos Norte last discussant. DR. FRANCISCA CALUYA (OD Ilocos Norte Chapter): Madam Speaker, may the Treasurer subject to a question? DR. CLARISSA JANE PE (HOD Speaker): Please proceed. DR. FRANCISCA CALUYA (OD Ilocos Norte Chapter): I would just like to know Madam Treasurer, why Madam Speaker, why the Treasurer does not intend to put all the dollar accounts into one so that it will earn a higher interest. I know they may not mature all at the same time, but even as early part of the year they must have made a plan to the effect that they should put that all together so that it will earn higher interest. DR. CLARISSA JANE PE (HOD Speaker): Thank you delegate Caluya, Madam Treasurer please answer the query of the delegate from Ilocos Norte! DR. IRAIDA DE LEON (PDA Treasurer): As I have mentioned a while ago that during the last Board meeting we already planned to consolidate all the accounts so we are just waiting for the maturity of the dollar accounts and we will transfer it into one account. DR. CLARISSA JANE PE (HOD Speaker): Ok, I think that sufficiently answers the query of our delegate. Ok, one last discussion from our Speaker Libertad Nolido. DR. LIBERTAD NOLIDO (HOD Past Speaker): Madam Speaker, I feel that we -----miss straighten -----our procedures in our financial aspect. At the end of each term, all assets, liabilities including accounts payable and account

receivables should be turned over to the next administration and it now becomes the responsibility of the new signatories to disburse the money for accounts payables, there should be a cut off, it cannot be just because there are accounts payable the old administration after its term will still continue to disburse that is a big no, no, I think. That is all Madam Speaker. DR. CLARISSA JANE PE (HOD Speaker): Thank you very much, Past Speaker Nolido. So, after a period of discussion the Chair now calls if there are any objections to the acceptance of the report of the Treasurer? We have an objection from the delegate from Bulacan. The Chair now rules that we will divide the house rather to approve the Treasurer’s report or not. May I request our secretariat Dr. Amry, Dr. Renzy, Dr. Jen Yalung, to please do the head counts? The objection is against the approval of the Treasurer’s Report. DR. MARIA ARLISSA AGUILUZ (HOD Past Speaker/OD Bulacan Chapter): Point of Inquiry, Madam? DR. CLARISSA JANE PE (HOD Speaker): Yes, delegate from Bulacan. DR. MARIA ARLISSA AGUILUZ (HOD Past Speaker/OD Bulacan Chapter): Would the approval, point of inquiry po ito Madam Speaker, would the term approval of the Treasurer’s Report mean that there will be an end to inquiry and that report is immediately accepted as factual and realistic? Would that encompass the term approving the report? We would no longer be able to ask the Treasurer certain relevant questions regarding the conduct of disrespect. DR. CLARISSA JANE PE (HOD Speaker): Yes, that is correct delegate from Bulacan. When the Treasurer’s Report is approved, therefore all queries will not be entertained anymore and that means it is accepted en toto. DR. MARIA ARLISSA AGUILUZ (HOD Past Speaker/OD Bulacan Chapter): May I continue with due respect with my fellow delegates. May I continue with another clarification? DR. CLARISSA JANE PE (HOD Speaker): Yes proceed. DR. MARIA ARLISSA AGUILUZ (HOD Past Speaker/OD Bulacan Chapter): Would such an approval by the House, of the Treasurer’s report accept certain parties from further action by the House of Delegates in the future, Madam Speaker?

DR. CLARISSA JANE PE (HOD Speaker): May I be clarified on what certain actions in the future are you saying Madam Delegate from Bulacan in particular? Or what kind of action in the future because acceptance of the report means that, the approval of the report means that the report are factual and has been accepted and approved by the delegates, and therefore, it doesn’t mean that you cannot make inquiries, but that the House has accepted the report as factual report. DR. MARIA ARLISSA AGUILUZ (HOD Past Speaker/OD Bulacan Chapter): Madam, I beg your indulgence! By means of making further inquiries would that mean that on the next session of the House, the Treasurer will still be available to continue answering certain questions that are still very much in our minds or will that close the window and would mean to seek another systems by which we can address our query? DR. EMILIANO YUMANG (HOD Past Speaker/OD Agusan del Norte Chapter): Madam Speaker, point of inquiry. DR. CLARISSA JANE PE (HOD Speaker): Delegate from Agusan please, I would like to yield first for the Parliamentarian before I acknowledge you. DR. EMILIANO YUMANG (HOD Past Speaker/OD Agusan del Norte Chapter): This is point of information. This needs to be attended to as protocol procedure. DR. CLARISSA JANE PE (HOD Speaker): Yes proceed. DR. EMILIANO YUMANG (HOD Past Speaker/OD Agusan del Norte Chapter): I would just like to remind the Chair whatever will be the ruling of the Chair can be appealed whatever the result so we can go on with the decision. DR. CLARISSA JANE PE (HOD Speaker): So noted. Thank you very much, Delegate from Agusan! Ok I would like first to yield to our Parliamentarian before the Chair will proceed with the division of the House. DR. LUIS UY (HOD Parliamentarian): Madam Speaker if only we have enough time sana we can discuss this we cannot close case in this report yaon ang dapat nating gawin, but if you have objection to this report and we have to divide the house. DR. CLARISSA JANE PE (HOD Speaker): The Chair rules that we will proceed with the division of the House.

DR. MARIA ARLISSA AGUILUZ (HOD Past Speaker/OD Bulacan Chapter): Madam Speaker, excuse me but I am still on the floor and I have not received an answer to my query. DR. RONNIE NUÑEZ (OD APODAP): Madam Speaker point of order? DR. CLARISSA JANE PE (HOD Speaker): What is the point of order? DR. RONNIE NUÑEZ (OD APODAP): Just a while ago Madam Speaker, I moved for the acceptance of the Treasurer’s Report for 2011, is there any motion for the approval? Because we are in the process of acceptance of the report, we are not yet the fact that we have not received any motion for the approval of the Treasurer’s Report Madam Speaker? DR. CLARISSA JANE PE (HOD Speaker): We already accepted earlier and there was already a motion for approval, we were in the period of discussion. DR. RONNIE NUÑEZ (OD APODAP): Madam Chair, may I know then who moved the motion for approval? It must be on the report. DR. CLARISSA JANE PE (HOD Speaker): May I request our Secretary Dr. Bem? DR. MARIA ARLISSA AGUILUZ (HOD Past Speaker/OD Bulacan Chapter): Madam Chair, point of order. We would have not gone in the period of asking if there is an objection if there is no motion for approval, and so I objected. DR. CLARISSA JANE PE (HOD Speaker): Let us clarify from our Recording Secretary to set the records straight. Delegate from APODAP is asking if we already finished the acceptance and we are now on the process of approval. DR. RONNIE NUÑEZ (OD APODAP): Madam Speaker, if I remember it right we are in the process of questioning the Treasurer and then suddenly there was a division of the house, I would just like to have a query on the motion for the approval.

DR. MARIA ARLISSA AGUILUZ (HOD Past Speaker/OD Bulacan Chapter): Madam Speaker, may I with your kind approval? DR. CLARISSA JANE PE (HOD Speaker): Hold on please we are in the process of reviewing. Ok, based on the report of our Recording Secretary, Dr. Bem we are still in the period of acceptance and discussion and I called for an objection therefore it was not an approval that we are in, so that was only for the period of acceptance. So the Chair stands corrected. So, in as much as there is an objection in the acceptance of the report, the Chair now calls for the division of the house whether the report of the Treasurer is accepted. If the report is accepted, if there is no objection sana we will go to approval but we have to back track we are still in the period of acceptance and there is an objection, now the house will go into division whether to accept the report of the Treasurer or not, malinaw po ba? I will now direct our officers, 2 Secretaries and our Floor Leader and our Peace Officer, only the Chapter CD and OD will get one vote each, Affiliates will only be entitled to one vote. Look at your ID only those with stickers. DR. ---------: Madam Speaker, Point of clarification. DR. CLARISSA JANE PE (HOD Speaker): Sir, we are in the point of division of the house. DR. ---------: (?) I would just like to inquire Madam Speaker, acceptance po ba or approval? DR. CLARISSA JANE PE (HOD Speaker): Acceptance, Sir. Thank you! R. CHERYL DEL ROSARIO (PDA Board of Trustee/OD Cavite Chapter): Privilege motion, Madam? DR. CLARISSA JANE PE (HOD Speaker): What is your privilege motion? DR. CHERYL DEL ROSARIO (PDA Board of Trustee/OD Cavite Chapter): Where are the white and black voting cards? DR. CLARISSA JANE PE (HOD Speaker): We will not use that, in your ID there is a cover, Madam Secretary, what is the color of the voting delegates? Yellow sticker on your ID po, iyon po ang gagamitin to signify yong yellow iyon po ang bibilangin natin. Only delegates with yellow sticker are allowed to vote on the motion. Ok may I repeat the motion that we are dividing the house for? To accept or not to accept the report of the Treasurer. Those who are in favor, please raise your ID with a

yellow sticker? Acceptance po, those who are in favor of the acceptance of the Treasurer’s Report? May I remind the delegates after the Chair has ruled on this we will have to go on recess. DR. CHERYL DEL ROSARIO (PDA Board of Trustee/OD Cavite Chapter): Privilege motion Madam Chair? DR. CLARISSA JANE PE (HOD Speaker): We are in the period of division? What is your privilege motion? DR. CHERYL DEL ROSARIO (PDA Board of Trustee/OD Cavite Chapter): Madam Chair just to remind the Secretary or those who counts, Madam Chair sa Affiliates dalawa din ang sticker. DR. CLARISSA JANE PE (HOD Speaker): Isa lang po yung yellow. DR. CHERYL DEL ROSARIO (PDA Board of Trustee/OD Cavite Chapter): Dito po dalawa po silang may sticker na yellow, so ang ibig sabihin puwede silang mag-vote pero isa lang dapat. DR. CLARISSA JANE PE (HOD Speaker): Isa lang for the Affiliates. Yes, only one will be counted. DR. MARI JENNIFER YALUNG (HOD Peace Officer/OD Mandaluyong Chapter): Madam Speaker 90 voted to accept the Treasurer’s Report. DR. CLARISSA JANE PE (HOD Speaker): For those who are against please count record purpose, those who are against the acceptance of the Treasurer’s Report? DR. MARI JENNIFER YALUNG (HOD Peace Officer/OD Mandaluyong Chapter): 50 are against. DR. CLARISSA JANE PE (HOD Speaker): So out of 209 accredited and delegates present 90 voted for the acceptance of the Treasurer’s Report, 50 are against so I presume that 69 have abstained in the votation. DR. JOAN CARBONELL (HOD Speaker Protempore/OD Muntinlupa Chapter): Point of inquiry.

JOAN CARBONELL (HOD Speaker Protempore/OD Muntinlupa Chapter): E kasi parang hindi na interesado yung iba e? DR. CLARISSA JANE PE (HOD Speaker): Hindi po with 209 present delegates. DR. ---------: (?) Madam Chair we have to deduct the number of Affiliates. DR. CLARISSA JANE PE (HOD Speaker): Yes, we will deduct the number of Affiliates present. Can we have the number of the Affiliates present? Dr. Del Castillo, how many Affiliates are present? DR. ROLANDO JAIME ALDECOA (Alternate PCOMS): Madam Chair, can I make a point of order please? DR. CLARISSA JANE PE (HOD Speaker): What is your point of order? DR. ROLANDO JAIME ALDECOA (Alternate PCOMS): I think we should respect the result of the votation, to those who have abstained to vote. I think that is out of order because they made a decision not to vote, I think we have to respect their decision. DR. CLARISSA JANE PE (HOD Speaker): We are not forcing them to vote we are just getting the numbers right. It is just to get it right. We are not forcing them to vote because we have to deduct the number of Affiliates, so do we have the number Dr. Del? How many Affiliates present? For the record 90 voted for the acceptance of the Treasurer’s Report and 50 voted against and counting only one per Affiliate Chapter, those that abstained, so 53 abstained, therefore, the report is accepted. Now since we have gone past the time for recess, the Chair rules that the motion to approve will be postponed until tomorrow. We will reconvene at 8:00 a.m. May I urge
