Root causeLarge environmental damages remained in several areas as a heritage of the past.
Oil sludge catch pits are spread in the regions around oil refineries and extraction areas. These environmental burdens resulting from40 years state controlled ownership of the means of production were transferred to new private owners. Responsible remediation of millions of tons of sludge in these sites will be a long-term challenge for the state and the owners.

Temporary solution: storage in compliant catch pits
According to the National Waste Management Plan and Strategy, starting by 31.12.2006, land filling in non compliant catch pits will be ceased. As temporary solution until a disposal method will be identified, storage in compliant catch pits will be allowed

Environmental Friendly Solutions Should Be Found for the Waste Problem
Various specific techniques of the remediation are available in the countries where old ecological burdens from oil industry exist. Some innovative techniques became a standard in the European Union, which insist on recovery rather than on disposal of waste.
Following the waste management hierarchy principles serves the society by offering alternative solutions to traditional and less ecological waste disposal techniques

Prevention of generation
Material recovery
Energy recovery
Elimination
The burden of waste should not be passed to the future generation!

WBCSD - Cement Sustainability Initiative6 key areas where the cement industry can significantly contribute for a sustainable society:
Reduce polluting emissions (dust, NOx, SO2): using of Best
Available Techniques (BAT)
Preserve non-renewable resources: co-processing wastes into
Alternative Fuels and Raw materials (AFR)
Climate change reduce the emission of CO2/ ton of cement
Local Impact: active engagement of all stakeholders (authorities,
local communities, other industries, NGOs etc)
Work safety: improve of health and safety of the employees
Internal business process : management systems

What Does the Co-processing Waste into AFR Mean?
Recovery of waste by the partial substitution of:
Traditional fuels - wastes with calorific content (AF).Raw materials - wastes with similar mineralogical content (AR).
A safe treatment of waste due to the advantages offered by the unique conditions from the cement plants
Quality control, emissions monitoringVery high temperatures (2000°C)Long residence timeNo residues (ashes or similar)

Next stepsIdentify and evaluate sources of co-processable wastes andcoordinate the actions with all the stakeholders in order to find sustainable solutions for the waste problem.
Extend the waste co-processing activities in Campulung and Alesd and start also in Turda plants, by using flexible installations, adapted to the Romanian needs (no regular collection and pre-treatment in place)
Implement the best practices of our international group for compliance with European Union standards and directives:
Quality (Construction Directive)
Environment protection: Integrated Pollution Preventing and Control, Waste incineration, Packaging, Emission Trading etcOccupational health and safety
