Holdrege & Kull specializes in hazardous materials site characterization and remedial
design. We work extensively with the California EPA and hold a federal General Services
Administration (GSA) multiple award schedule for environmental consulting and remediation
services. H&K has a strong rapport with the
Department of Toxic Substances Control (DTSC),
the Regional Water Quality Control Boards, and
local health departments. We work efficiently
with these agencies to develop cost effective
solutions that are protective of human health and
the environment. H&K’s strong presence in the
Sierra Nevada and our extensive experience with
abandoned mine lands and agricultural pesticide
residuals compliments our knowledge of the more
urban-centered environmental conditions such
as solvent and petroleum hydrocarbon release.

Our CQA services include construction
observation, special inspection, and materials
testing services, both in the laboratory and

GeoloGY & HYDRoGeoloGYThe State of California is one of the most diverse geologic settings on earth. California’s
rich history can be tied directly to geologic processes associated with the Gold Country of
the Sierra Nevada Foothills and the Gold Rush era of the mid-1800s. In the 21st century,
more dynamic geologic processes such as earthquakes, active volcanoes, and tsunamis have
defined the way we engineer projects. Following catastrophic seismic events like the 1906 San
Francisco earthquake, the 1989 Loma Prieta earthquake, and the 1994 Northridge earthquake,
building codes changed to account for lessons
learned in each event. Recent seismic events
in Haiti, Chile, and Japan have been stark
reminders of the value that geologists have
in our society. Geologic hazards evaluations
are now required for the design of schools,
universities, and hospitals.
H&K applies the understanding of geology
and geotechnical engineering to hydrogeology
issues. The interaction between groundwater
flow and geology can be quite complex.
Surface topography does not necessarily
define the flow of subsurface groundwater, and
aquifers certainly do not follow any geographic
or geopolitical boundaries. Pressure gradients,
fractures, confining layers, porous material,
and geologic structure impact groundwater flow. To best understand hydrogeology issues,
we use a combination of tools such as historical information, bore hole logging, geophysical
methods, aerial and satellite photography, fluid dynamics calculations, and computer modeling.
As water rights and water quality issues become more prevalent, the value of hydrogeology
expertise increases. H&K’s team of certified hydrogeologists, engineering geologists and
geotechnical engineers have the education and experience necessary to tackle complex
hydrogeology issues.

Jason Muir, GE, QSD, is a Project Manager and Principal at H&K’s
Nevada City corporate headquarters, is a registered Civil Engineer and
Geotechnical Engineer, and holds a Masters degree in Environmental
Engineering from the University of California at Berkeley. He manages
H&K’s Environmental Division, and has overseen the assessment
of more than 3,000 acres of abandoned mine land. Mr. Muir has

Pittsburg-Liberty Integrated Site Assessment,
Mono County, CA - H&K provided an Integrated
Site Assessment (ISA) of the Pittsburg-Liberty
Millsite and adjacent Masonic Gulch on behalf of
the USDA Forest Service. The site is located in the
Humboldt-Toiyabe National Forest approximately
10 miles northeast of Bridgeport, California.
The purpose of the ISA is to analyze site conditions
and to provide information that will be used to
determine whether a removal action should be conducted. Specifically, the ISA evaluated the
nature, extent and magnitude of the release of hazardous substances at the site; the threat
posed to human health and the environment by its release; and quantified relevant ranking
factors to determine whether a removal/remedial response is warranted. H&K prepared a

San Francisco - Oakland Bay Bridge Foundation
and Utility Tunnel Shoring (2003-2004) – As
part of seismic safety improvements, a new east
span of the San Francisco - Oakland Bay Bridge is
being constructed between Oakland and Yerba Buena
Island near San Francisco. Holdrege & Kull provided
shoring design to retain rock exposed in vertical cut
faces of the new bridge foundation excavations. H&K’s
preliminary investigations included geologic mapping,
use of stereonets, and computer modeling to determine
wedge, planar, and toppling failure potential. H&K
designed a tensioned anchoring system that prevented
slope failure and catastrophic collapse by compressing
rock exposed in the excavations. Manual scaling
dislodged loose material not secured by the anchoring
system. Maccafferi rock-fall netting was draped over the vertical faces of the excavation to
prevent material dislodged by blasting from free-falling into the hole. H&K also performed
soil sampling and testing, slope stability analysis, and shoring design for a new utilities tunnel
under Interstate 80 just below the east portal of the Yerba Buena Island tunnel.

Red Bluff Pumping Plant & Fish Screens,
Red Bluff, CA - In July 2010, West Bay
Builders (WBB) contacted H&K to help them
complete a temporary shoring plan for this
Bureau of Reclamation project near the
Sacramento River. The project required the
retention of approximately 20 feet of water
during removal of a concrete retaining wall.
Previous design for the retention system by
another civil engineer had been rejected by
the Bureau due its complexity and cost. H&K was asked to provide an alternate design in a
short period of time. H&K’s system was estimated to be 1/10 the cost of the original shoring
design, was constructed in less than a week, and eliminated the interference of steel shoring
members during wall demolition. During other phases of the project, we provided sheet pile
shoring design for excavations up to 25 feet deep. H&K also prepared a dewatering plan for
the concrete siphon beneath Red Bank Creek.
Houghton-Berry Residence Bluff Stabilization, Rubicon
Bay, CA - H&K provided geotechnical engineering services
for this private residence located on the southwest shore of
Lake Tahoe, California. The project involved redevelopment
of an approximately 5-acre parcel that included a planned
pedestrian path along a bluff that had a history of rotational
landslide failures. To help reduce the amount of disturbed
area, near vertical cut slopes were designed for the path.
The stabilization approach had to consider surface erosion
and rotational block failure of the bluff face and meet Tahoe
Regional Planning Agency (TRPA) approval. A biotechnical
solution using launched soil nails and custom pre-vegetated
mats was chosen as the stabilization and restoration
technique. H&K provided geotechnical engineering design
of soil nails used in slope stabilization as well as residential design for the redevelopment
of the property. H&K also provided construction observation and special inspection services
during bluff stabilization and redevelopment of the parcel. The project was granted the “Best
in Basin” award under the Residential Modification/Shorezone category by TRPA in February
2011, and was featured on the front cover of Geosynthetics magazine, June/July 2011 issue.

Tahoe Forest Hospital, Truckee, CA - Holdrege & Kull
provided materials testing and special inspection services
to the Office of Statewide Health Planning and Development
(OSHPD) for the Tahoe Forest Hospital Western Addition
project in Truckee. This $19 million project consisted of a
50,000 square-foot, steel frame structure supported on
conventional spread foundations and large diameter drilled
caissons. Our scope of services for this project included fill
placement testing and observation; drilled pier observation;
and special inspection of the ready-mix batch plant, reinforced
concrete, structural steel and welding, structural masonry, and
spray-applied fireproofing. We have continued to provide special inspection services during
subsequent hospital expansion projects.
Highway 65 at Sunset Boulevard Interchange - Placer County, CA - H&K provided quality
assurance (QA) services for Placer County Department of Public Works under subcontract
with the County’s construction management firm during construction of a new interchange at
the intersection of State Highway 65 with Sunset Boulevard between Roseville and Lincoln,
California. The project involved construction of an overpass over Highway 65, requiring fills
up to 22 feet on the bridge approaches, on-ramps, and abutment areas.
H&K’s QA services included density testing of fill material
during placement using Caltrans test methods, sampling and
testing of aggregate baserock to confirm compliance with
project specifications; field sampling and laboratory testing
of concrete during construction of cast-in-drilled-hole (CIDH)
piers; field sampling and laboratory testing of concrete for the
bridge girders, bridge deck, and bridge abutments; hot mix
asphalt (HMA) testing during placement; laboratory testing of
aggregate and sand products used in the HMA; and oversight
of asphalt batch plant operations. H&K also coordinated
laboratory testing of post-tensioned tendons for the bridge
and QA testing of HMA samples. To facilitate the contractor’s
expedited schedule, H&K soil and materials testers performed
laboratory tests onsite, allowing for faster turnaround time on field test results. All field and
laboratory tests were performed by Caltrans certified personnel from H&K.

Neal Road Landfill, Butte County, CA - H&K
provided construction quality assurance (CQA)
engineering services on three separate projects
involving construction of final cover, base liner,
and leachate surface impoundment at the landfill
between 2004 and 2007. H&K provided field testing
and construction quality control observations services
during placement and compaction of low permeability
clay layers; deployment of geomembrane and
geocomposite layers; placement and compaction of
the vegetative soil layer; installation of storm water
drainage and collection system; and installation of
landfill gas extraction wells, perimeter monitoring wells, and the gas flare and collection
system. Our CQA Monitor provided oversight of field testing and observation, laboratory
material testing activities, and report preparation. Following completion of the construction
activities, H&K prepared final construction certification documents.
Wildcat Dam Removal, Battle Creek Salmon and Steelhead Restoration Project,
Tehama and Shasta Counties, CA - This US Bureau of Reclamation project involved the
removal of an existing dam and approximately one mile of 30-inch diameter steel pipeline and
concrete support structures from within the steeply sloping Wildcat Canyon. H&K developed
a rock fall mitigation plan to address the potential for hazardous rock fall during demolition
and site work, and performed observation and identification of hazardous geologic conditions
throughout the project. H&K also performed hydraulic analysis and design for stream diversion
during dam removal. To address containment of lead paint and asbestos during the pipeline
removal process, we developed planning
documents and workplans and performed
construction quality control to verify the
implementation of the containment plan. H&K
performed baseline and post-construction
characterization of soil, surface water and
sediment; developed the statistical protocol
used for comparison of pre- and post-removal
analytical data, and prepared a clear, concise
and informative closure report.

Sierra College Campuses, Grass Valley
and Truckee, CA – H&K provided Phase
I and II Environmental Site Assessments,
seismic hazard evaluation and geotechnical
investigation and design, and construction
quality assurance services during Phase I
and Phase II expansion at the Grass Valley
campus. Phase I included construction
of additional classroom buildings, a
performing arts center, health and fitness
center, student service and administration
buildings, and a public safety training facility. Phase II expansion included a new multi-
purpose building, gymnasium, wellness center and corporation yard. Appurtenant construction
included underground utilities, drainage and infiltration systems, and asphalt concrete paved
parking areas and roadways. Our services included review of plans and specifications, special
inspection of engineered fill, masonry and structural steel; and field sampling and testing of
concrete and steel reinforcement. Daily field reports and correspondence were uploaded to
Constructware, a web-based construction management tool.
The Truckee campus project involved developing portions of a 70-acre, previously undeveloped
property into a college campus consisting of lecture halls, classrooms, laboratories, learning
resource centers, student service facilities, administrative offices, and housing. Other
construction included underground utilities, drainage and infiltration systems, asphalt concrete
paved parking areas, roadways, and a pedestrian bridge across Donner Creek.
H&K performed a geologic hazards study,
geotechnical investigation, Phase I
environmental site assessment, and provided
geologic input to the environmental impact
statement report for the project. H&K provided
geotechnical engineering recommendations
for the installation of micropiles for the
pedestrian bridge and provided oversight
during installation of the micropiles. We also
performed construction and materials testing
services during development.

Washington Road FHA Project, Nevada County, California - H&K provided earthwork,
concrete, and asphalt construction quality control (QC) services for the Washington Road
Rehabilitation Project, which was funded by the Federal Highway Administration (FHA) through
ARRA in 2009. The project involved rehabilitation of 5.5 miles roadway including regrading
and straightening to increase safety. H&K performed geologic mapping, prepared an asbestos
dust mitigation plan, and developed soil management
criteria that saved thousands of dollars by identifying
an area for burial of asbestiform material onsite,
rather than off-hauling the material.
H&K played a key role in coordinating between
project contractors, FHA inspectors, construction
managers, and the project QC supervisor. H&K used
AASHTO, ASTM and Caltrans test methods during
the course of the project. Services provided by H&K
included field sampling and laboratory testing fill material, density testing of fill, development
of procedural specifications for use of oversized fill material, field sampling and laboratory
testing of aggregate, concrete batch plant inspections, compressive strength testing of
concrete, testing during placement of cold, recycled asphalt, HMA testing during placement,
and laboratory testing of aggregate and sand products used in the HMA. The project required
an onsite materials testing laboratory using FHA laboratory testing equipment. Power issues
and equipment failure in the FHA laboratory necessitated using H&K’s Nevada City laboratory
for a number of laboratory tests during the course of the project.
Avenal Solar Power Plant, Kings County, CA - H&K
provided geotechnical engineering consultation on this
45-megawatt photovoltaic project, the largest solar
power plant in California. We performed a supplemental
geotechnical investigation to facilitate economical
foundation design, evaluate site seismicity, and
assess soil corrosion potential and thermal resistivity
characteristics for the design of buried electrical conduits.
We also provided engineering consultation to the contractor to support value engineering and
cost saving proposals, which included evaluation of pile installation methods, observation and
review of pile testing to reduce required pile embedment depths, and recommendations for
alternate access road treatments and sections to meet emergency response requirements.

Modesto Water Treatment Plant Levee, Modesto, CA - The Modesto Department of
Public Works contracted with Holdrege & Kull to evaluate the stability of an existing San
Joaquin River levee adjacent to their water treatment chlorination facility. During the 2006
high flood stage, excessive seepage through
the levee was observed, which caused sand
boils at the toe of the levee and settlement of
the chlorination facility and surrounding land.
H&K assisted the city with acquiring permits
from the US Bureau of Reclamation and began
a subsurface investigation of the site, which
included drilling exploratory borings, installing
nested monitoring wells and performing
cone penetrometer tests. H&K’s engineering
analyses focused on slope stability, seepage forces, liquefaction and settlement of both the
levee structure and chlorination facility. Our mitigation recommendations included chemical
grout stabilization of the levee and compaction grouting beneath foundations. H&K provided
construction quality assurance services during site mitigation, which was completed in 2011.
Caltrans Highway Projects, Northern CA - Holdrege & Kull has provided Caltrans-certified
technicians to perform daytime and nighttime testing and inspection services for several
Caltrans District 3 highway projects. H&K’s materials testers are certified to perform field
(or batch plant) sampling and sample preparation of hot mix asphalt (HMA), rapid strength
concrete (RSC), Portland cement concrete (PCC), native
soil, aggregate baserock, and aggregate. Samples are
transported to the Caltrans laboratory where H&K personnel
perform tests on soil, concrete and asphalt using Caltrans
test methods. H&K technicians have received praise from
Caltrans personnel for their competency and efficiency. We
have recently been involved with the following Caltrans
projects.

Folsom Lake Emergency Spillway, Folsom, CA - H&K was contacted to review preliminary
rock bolt design and provide an alternate design during Phase 3 of the Folsom Lake Emergency
Spillway project. Preliminary plans from the Army Corps
of Engineers (Corps) specified over 150 3-inch diameter
bolts with a 25-foot bond length and an unbonded
length of 30 feet. The Corps’ design required a 5.5-
inch diameter coupling, which in turn required a costly
7-inch diameter drilled hole. We determined that the
most likely failure mode of the bolts would be between
the grout and the bolt, rather than the rock itself. We
provided a design with a 13-foot bond length. Our
design not only reduced the bolt length (and drilling) by
12 feet, but also eliminated the need for couplings. In
the absence of couplings, the drilled hole diameter was
reduced to 5.5 inches, further reducing drilling time and
expense. H&K worked with the installation contractor
to provide a bolt testing protocol and the design of test
loading equipment for the project.

for earthwork and structural improvements, prepared a storm water pollution prevention
plan (SWPPP), and provided materials

McCourtney Road Landfill, Nevada County, CA - McCourtney Road Landfill is founded
in an extremely complex geologic and hydrogeologic region of the Sierra Nevada Foothills.
Holdrege & Kull has provided a wide variety of services at the landfill, including performing
geophysical investigations; performing
stability analyses and providing stabilization
recommendations for a 40-foot high refuse
embankment; investigating and overseeing
remediation of non-permitted waste cells; and
preparing workplans, providing construction
quality assurance during waste cell closures
and preparing closure reports. Since 1996, we
have performed monitoring and sampling of
groundwater monitoring wells, surface water
sampling locations, leachate extraction wells, surface impoundments, lysimeters, and leachate
pump stations. We have prepared quarterly, semi-annual and annual water quality reports
required by the Regional Water Quality Control Board (RWQCB). Based in part on our input
to the RWQCB, the reporting frequency was changed to semi-annually, which has resulted in
significant cost savings to the county. Our reports have received high marks from the RWQCB
for their content and format.
Cooperstown Quarry, Tuolumne County, CA - H&K prepared the reserves estimate,
reclamation plan, Surface Water Pollution Prevention Plan (SWPPP), and mining sequence
plan for this open-pit mine in Tuolumne County. The project site encompasses approximately
272 acres out of a total land holding of approximately 600 acres. This reclamation plan was
prepared to meet the requirements of the
Surface Mining and Reclamation Act (SMARA)
of 1975, California Code of Regulations
Surface Mining and Reclamation Standards
as well as Tuolumne County Surface Mining
and Reclamation Ordinance. H&K is currently
performing water quality monitoring and
evaluation of background data pre-mine
production.
