In the RBCA survey conducted last spring, we heard residents say they would like more opportunities to meet their neighbors. In response, RBCA will be offering small gatherings for people who share common interests. The cooking class described on page two is the first such get together.

Richmond Beach Community Association’s28thannualHalloweenCarnival held on October 25 was a spooktacular success, despite a power outage and a downed power line blocking access to and from the Syre parkinglot.Hundredsofchildrenand their parents scared up some old-fashioned fun enjoying timeless games

This is truly a community-building event as evidenced not only by the number of families that attend the carnival, but by the sheer number of volunteers it takes to make the carnival happen. While we try our best to keep track of all the good people who lend a hand, it is inevitable that we will miss some names. Rest assured, however, that each and every one of you is appreciated.

The Richmond Beach Community Association would like to extend its thanks to everyone who volunteered – to those who helped plan the event; to everyone who helped set up, run a booth or clean up; to everyone who brought a cake for the cake walk, to everyone who made a donation to the carnival and to those who stepped up to help manage the emergency situation. Association is recruiting for two important volunteer positions: a webmaster and a graphic designer. The husband-wife team who has been providing these services for RBCA – even following a move cross-country! – is retiring this year so the positions need to be filled immediately.

Website volunteersWith this change in volunteers

comes a move to a new content management system and redesign for the website. The RBCA wants to hear from interested volunteers with experience in Wordpress. There is also an opportunity for someone with less experience and/or time to serve as an

assistant who updates the calendar and takes care of other ongoing tasks.

Recently the Richmond Beach Community Association (RBCA) Board held a three-hour weekend retreat with one idea in mind: to improve the services offered by the RBCA Board to our community. Our primary source of ideas for discussion was the rich and diverse array of suggestions you made in the recent RBCA community survey. In short, you spoke and we listened.

As you may recall, over a year ago the RBCA Board adopted several multi-year goals aimed toward improving the many services we provide. One goal stated, “To systematically collect and then act on feedback data from community members regarding how the RBCA Board can improve our services.” To help advance the goal, we developed the community survey that over 200 of you recently completed. Now we are working on concrete steps to implement strategies that grew out of your suggestions in the survey.

Sample questions that you raised and steps that we are pondering include the following:

How can we provide more activities and events that are customized for specific age groups, such as youth or

senior citizens? We talked about having more activities for underserved age groups at the Strawberry Festival, such as more teenage activities like volleyball and a booth dedicated to health and wellness for senior community members.

How can we make our events more well-known and attractive to our growing multicultural population? We discussed ways to get announcements and fliers directly into diverse neighborhood locations. We also brainstormed how we could provide more culturally diverse entertainment at our venues.

How can we capture more neighborhood human interest stories in the RBC News? We agreed to continue the regular column featuring the rich and proud history of Richmond Beach. We discussed the possibility of publishing interviews with exciting, colorful personalities who add brightness to the fabric of our community.

These ideas just scratch the surface of the deep well of thoughts you tendered in the RBCA Survey. You can count on us to continue to take your suggestions to heart, and we will be back in touch soon as we announce specific steps to turn your ideas into actions.

TheShorelineHistoricalMuseumheldagroundbreakingceremonyon September 13 to celebrate the beginning of construction on its new Collection Facility and Research Center. Permits have been submitted for the first phase of the building, which will be located at the museum's present site at N 185th and Linden.

Community Association board and servedaspresidentinthe1980s.Heremained an active RBCA volunteer since then, earning the Marge Unruh Community Service Award the first yeartheRBCAgavethemout.HiswasafamiliarfacesellingHalloweenCarnival and Strawberry Festival tickets each year, attending meetings and participating in other RBCA events.Hisbiggestcontributionwasserving as the volunteer membership chair until he was forced to resign two years ago after being diagnosed with Amyotrophic lateral sclerosis (ALS).

Scott died October 27, 2014, from complications of ALS.

Scott’s community service didn’t stop at our neighborhood’s boundary. Hewasalsoactiveinnon-profitorganizations throughout Shoreline and was recognized with a STAR Award by the City of Shoreline. Besides serving as an elected Shoreline Fire Commissioner, Scott shared his passionforHAMradioaspartofthecommunications team for the Shoreline Emergency Management Council. Born in October 1946 in Missouri, Scott joined the Air Force during the Vietnam years and pursued a successful

career in radio and telecommunication electronics.Heretiredin2001fromhis position as Project Manager with Lucent Technologies.

While serving our country in the Air Force, Scott met his partner of over 36 years, Bob Pfeiffer. Scott and Bob lived in Seattle for a few months before moving to the Shoreline area in 1978. They then bought their Richmond Beach house in 1981. Visiting their house, you quickly see two of Scott’s other major passions: gardening and his two cats, Patches and Pounce. Scott’s love of the cats was most definitely a two-way street. They actually adopted him, starting their lives with Scott and Bob’s neighbor but permanently relocating when their original owners

adopted a golden retriever puppy.Scott is survived by Bob; his sister,

Susan; and his parents Bob and Katherine Keeny. A memorial service to celebrate his life is being planned but a date has not been set though it is likely to be in January 2015. Once available, details will be shared on the Richmond Beach Community Association’s website and Facebook page. If publication timing allows, details will also be shared in the next issue of the Richmond Beach Community News.

In lieu of flowers, donations to the Richmond Beach Community Association, Shoreline-LFP Arts Council, Shoreline-LFP Senior Center or ALS Association are encouraged.

Saltwater Park bridge and beach access closed in January for constructionRelease from the City of Shoreline

The 50-year old Saltwater Park Pedestrian Bridge that serves Richmond Beach will be closed in early January for much needed structural repairs and upgrades.

The repair work is expected to take approximately six to eight weeks and will require complete closure of the bridge and beach area, including the off-leash dog park.

The repairs are necessary to maintain a safe bridge and allow continued access for emergency and maintenance vehicles. Completion of these repairs will extend the life of the bridge 20 or more years.

The Richmond Beach community is rich in beautiful scenery, interesting historical buildings and landmarks that define our neighborhood.

Resident Kathy Shaffer recognized this asset and offered to put together a calendar full of Richmond Beach photos that could be sold to benefit the Richmond Beach community. The Richmond Beach Community Association Board enthusiastically adopted the idea and is running with it.

The RBCA will be conducting a photo contest from now through February 1 to select a variety of photos that best represent Richmond Beach. The photos will be used in an 18-month calendar covering July 2015 through December 2016. The calendars will debut for sale in May at the 2015 Strawberry Festival.

Richmond Beach, the boundaries of which are Snohomish County to the north, 8th Avenue NW to the east, Innis Arden to the south and the Puget Sound to the west.

• Close-up photos of people are discouraged.

• Only original work submitted by the photographer will be accepted. The photographer must own the free and clear copyright.

• Photos must be submitted electronically to [email protected] as individual high-resolution jpgs with the photographer's name as part of the jpg title.

• Email subject line should read "RB Calendar Photo Contest."

• Submissions must include the photographer's name, address, phone number and email in the body of the email for verification and identification purposes only.

• Entries must be received by 11:59 p.m. on February 1, 2015.

Start snapping photos now or dig through your existing photos to find those you feel best represent the Richmond Beach community and submit them for the contest.

Photographers whose photos are selected will receive credit in the calendar and a free calendar.

A good turnout at the November 1 appearance of the Puget Sound Blood Center bloodmobile in Richmond Beach put the goal of topping 1,000 donors within reach for Saturday, Dec. 27. It will take 28 registrations – something the neighborhood has produced many times. Walk-ups are welcome but appointments (at www.psbc.org) are strongly recommended. The bloodmobile ran out of beds at one point in November, when all the walk-ups walked up at the same time.

On October 7, 2014, Planning and Community Development Director Rachael Markle, Intergovernmental Relations Manager Scott MacColl, and I met with Snohomish County planning staff to discuss my notice to Snohomish County of the city’s intent to negotiate an interlocal annexation agreement for the Point Wells area. Snohomish County indicated that they would provide sample interlocal agreements and the next steps in

the process by the end of October. On Friday, Oct. 31, I received some sample interlocals, although the email stated that the examples were from various dates and some may not conform to current models.

The email went on to say “… that based on county staff research, before negotiating an annexation ILA with Snohomish County, the City of Shoreline should pursue an amendment to the Snohomish County Countywide Planning Policies (CPP) to include a Shoreline MunicipalUrbanGrowthArea(MUGA).IftheSnohomishCountyCounciladoptsaShorelineMUGAin

the Snohomish County CPPs, then the Snohomish County Comprehensive Plan could be amended to include a ShorelineMUGA,andstaffcouldnegotiate a master annexation ILA for Shoreline to annex within the ShorelineMUGA.”

I have requested that county staff provide the CPPs that were used to come to the conclusion for the process that they are requiring.

I have also contacted Cynthia Pruitt, at Snohomish County Tomorrow to seek her guidance/understanding on the process. We will be setting a face-to-face meeting with Ms. Pruitt in the next couple of weeks.

PBSC is planning to send the large capacity “big bus” as of press time. It will be parked at the Fire Safety Center at the corner of Richmond Beach Road and 20th Avenue NW from 10:00 a.m. to 4:00 p.m.100 Gallon Mark Will Be Met

The 10th pint of blood collected on December 27 will top off the 100th gallon donated in Richmond Beach. As each pint can be split up to three ways, the neighborhood has helped as many as 2,000 people and furthered blood research over the last seven years. Many thanks to all who have given.

Release from the City of ShorelineAt its November 3 meeting, the

Shoreline City Council and Recology CleanScapes recognized teachers, students, and parents from Parkwood and Syre Elementary Schools for their efforts to increase recycling and reduce waste. Recology CleanScapes also awarded each school $5,000.

Both schools have achieved Level OnestatusintheKingCountyGreenSchools program. The first level in the GreenSchoolsprogramencouragesrecycling and waste reduction, and schools that participate receive technical assistance and supplies from King County.

Syre Elementary added milk carton and juice box collection to its lunch time recycling program. They also started a food scraps collection pilot in March 2012.

Prior to the pilot, the school generated an average of 24 pounds of garbage at lunchtime. By the end of the pilot the school was generating an average of three pounds of garbage and 21 pounds of compostable food scraps and food soiled paper at lunchtime.

Syre’sstudentGreenTeamalsoinitiated three Waste Free Friday events to encourage students to pack waste-free lunches in reusable and recyclable containers. The reward for bringing a waste-free lunch was a ticket to participate in fun lunchtime activities;

Shoreline Council recognizes Syre and Parkwood for waste reduction success42 percent of students participated.

Syre’s recycling rate increased from 21 percent in May 2011 to 53 percent in May 2012. Syre was recognized as a LevelOneKingCountyGreenSchoolin May 2012.

Jeffrey Weber to star in “A Christmas Story – the Musical” at the 5th Avenue

For the second holiday season in a row, young local actor, Mark Jeffrey James Weber of Shoreline, has landed the leading role at Seattle’s magnificent 5th Avenue Theatre. Last year, theatregoers were treated to Jeffrey’s stage debut as Oliver Twist in “Oliver!” This year, the talented King’s Schools’ 8th grader will portray the infamous rascal, “Ralphie Parker” in the popular Christmas-movie-gone-Broadway, “A Christmas Story – the Musical”.

Tickets for “A Christmas Story – the Musical” are on sale now on-line and at the theatre box office. The show previews Tuesday, November 25th – Wednesday, December 3rd. Opening Night is Thursday, December 4th with a total of forty-one performances prior to the December 30 closing.

Sidewalk improvements coming to Richmond Beach soon

PartoftheCity'sCapitalImprovementPlanistheCurbRamp,Gutter,andSidewalk Maintenance Program.

This annual program addresses repairs and accessibility issues with the City'scurrentsidewalksystem.GiventhelocationofSyreElementary,12th Avenue NW's designation as is a student walking route, and existing barriers for pedestrians with disabilities to access the existing sidewalk, 12th Avenue NW has been selected for maintenance and upgrades.

First, the City will be installing curb ramps and transitional sidewalk at locations along 12th Avenue NW at the following cross streets:

• NW196th Street • NW199th Street • NW199th Place• NW201stStreet• NW202ndStreet• NW2013rdStreet Following that, the City will be replacing sidewalk panels along the west side

of 12th Avenue NW. The curb ramp/sidewalk improvements will involve travel lane and parking

lane closures on 12th Avenue NW and it is expected to create some traffic impacts during the day. With construction occurring along the sidewalk, pedestrian access will be impacted. The City will work with the contractor to provide as much access as possible during construction. Work is expected to last approximately two Why is this project needed?

There are currently no curb ramps along the 12th Avenue NW sidewalk and the existing curb creates a barrier to those with disabilities. There is also a curb ramp located at NW 199th Street that will also be replaced as it does not meet with Americans with Disabilities Act (ADA) requirements. Some sidewalk panels are also being replaced as some panels have shifted over time and have created trip hazards.
