ANNUAL CONFERENCE

NEW YORK CONFERENCE CAMP REGULATIONS

1. Each person residing on the camp ground one night or more will be required to register.

2. All young people shall be required to attend the three main ser-vices daily and the youth services on Saturday and Sunday.

3. If it is necessary to leave the grounds at any time, young people must obtain permission from the Camp Supervisor.

Walking from the camp grounds at night is prohibited.

Those who must leave the grounds by car may do so in groups of three or more. Each member of these groups must report to the Camp Supervisor upon their return.

4. All persons shall observe a curfew of ten-thirty o’clock and lights shall be out by eleven p.m. with due exceptions to be made for any persons engaged in legitimate camp meeting ac-tivities. (All campers shall be on grounds at ten-thirty o’clock and all non-campers shall be off the grounds at the same hour.)

5. All young people are required to stay in their own rooms or cot-tage unless a change of rooms should be granted by the Camp Supervisor.

6. Camp equipment shall not be removed from dormitory room or camp cottages unless approved by Camp Supervisor.

7. All recreational activities shall be prohibited on our camp grounds.

8. All radios and televisions are prohibited.

9. The wearing of shorts and slacks shall be prohibited.

10. When coming to the dining room to work, the female help shall be required to wear hose and hair nets, and their hair shall be properly combed.

MINUTES OF THE 93RD ANNUAL CONFERENCE

SESSION 1 – Monday, July 7, 2014 –7:00 PM

1. President Paul Case, Sr. called the Ninety-Third Annual Conference of the Pilgrim Ho-liness Church of NY, Inc. to order at 7:00 p.m. in the tabernacle at Victory Grove Camp Ground. President Case opened the assembly in the prayer. Rev. Richard Owens led the congregational hymn, “God of our Fathers.”

2. Vice-President Terry Newman presented a devotional reading from Acts 12:5, 16, and 24.

3. At the request of President Case, Rev. and Mrs. Owens sang “Jesus is Walking With Me.”

4. The Conference Secretary called the roll of ordained ministers, licensed ministers, ex-officio delegate and lay delegates.

5. President Case named ushers for handling microphone: Rev. Joshua Peck, and Rev. Joel Byer; and tellers for balloting: Rev. Andrew Manley, Rev. James Hallenbeck, Pas-tor Charles Colton, Rev. Daniel Waterman, Pastor Jason Damin, and Rev. Isaac Clark.

6. President Case presented the report of his activities on behalf of the Conference. It was moved that we receive his report with a standing vote of approval and applause.

7. Vice-President Terry Newman gave his report. It was moved seconded and carried that we receive this report.

8. Sunday School Promotional Secretary, Rev Daniel Waterman reported. It was moved, seconded and carried to receive this report.

9. Youth President, Rev. Joel Byer reported. It was moved, seconded carried to receive this report.

10. In behalf of the Reception Committee, Rev. John Peabody Jr., presented the follow-ing guests: Sister Beverly Fay, Rev. and Mrs. James Brewer, Pastor and Mrs. Jason Morford, Rev. and Mrs. Jeremy Morford. Each gave their testimonies and brought greetings to the Conference. It was moved and seconded to give them honorary seats in the Conference Bar.

11. Church Extension Coordinator, Rev. Merle Hock reported. It was moved, seconded and carried to receive this report.

12. In behalf of the Memorial Committee, Sister Cindy Hock, gave a tribute to the late Rev. James Rossman and his wife, Esther. It was moved, seconded and carried to re-ceive this report.

13. President Case presented a retirement plaque to Rev. James Davis in recognition of his 22 years of service to the Conference. Rev Kenneth Sickler was presented a plaque in recognition of 40 years of service to the Conference and Rev. Asa Sherman received a plaque for 20 years of service to the Conference. Vice-President Terry Newman pre-sented President Case a retirement plaque in recognition of 47 years of service to the Pilgrim Holiness Church of NY, Inc.

14. The Conference Secretary presented a motion to dispense with regular business to allow for a special service in honor of President and Mrs. Case on the occasion of his retirement. This was seconded and carried. Family members present were then asked to sit with President and Mrs. Case on the front row as Vice-President Newman led the program.

SESSION 2 – Tuesday July 8,2014 – 9:00 AM

15. President Case called the session to order and Rev. Richard Owens led the assembly

in singing “Our Great Savior.” After requests for prayer, Rev. John Peabody, Jr. led in prayer.

16. It was moved, seconded and carried to dispense with the reading of the minutes of the first sitting. The roll call update was read by the secretary.

17. The Examining Board recommended the following for renewal of Conference license: Charles Colton, Jason Damin, Nancy Ellers, Charles Heckman and Erik Samborski. Upon the recommendation of the Examining Board, and the review for the Conference Council, the Council recommended the above for renewal of Conference license. Bal-lots were cast, and all were approved.

18. The Examining Board recommended the transfer with ordained status to Rev. James Brewer, Sr. and Rev. Jeremy Morford. Upon the recommendation of the Examining Board and review of the Conference Council, the Council found the candidates ready for transfer into the Conference with their prior ordained status. Ballots were taken and both were approved.

19. The Examining Board regretfully reported the following unsatisfactory reports:a. Due to not being submitted: Rev. Tom Kiser, Rev. Ben Orvis, Rev. John Musser,

Sr.b. Due to being non-compliant: Rev. Paul Case, Jr., Rev. Gordon Warner, Jr., Rev.

Rowan Fay 20. The Examining Board recommended Jason Morford for his first Annual License. Upon

the recommendation of the Examining Board, and the review of the Conference Coun-cil, the Council recommended Jason Morford for Annual License. Ballots were taken and he was approved.

21. Statistical Report was given by Marge DeBell. It was moved, seconded, and carried to receive this report.

22. Rev. Daniel Waterman gave the Conference Youth Treasurer’s report. It was moved, seconded, and carried to receive this report.

23. Conference Missionary Secretary, Rev. Kenneth Sickler reported. His activities of the year were enumerated, along with updates from the mission fields of Brazil, Haiti and Winnipeg, Manitoba. There was a motion to receive this report. It was seconded and carried.

24. Society of Indian Missions President, Rev. Dale Sherman, brought greetings and a re-port from the field. He then gave tribute to President Case for his support of Indian Missions by presenting and wrapping an Indian quilt around him. Sister Sherman presented Sister Case with an Indian doll. Rev. Case responded with gratitude for the gifts and the opportunity to have served them.

25. Auditor’s reports prepared by Merylin A Ellis for Binghamton and Victory Grove Camps were read by Vice-President Newman. It was moved, seconded and carried to receive these reports.

26. Auditor’s report prepared by Jeffery L. McCallus, Sr. for Adirondack Camp was read by Vice-President Newman. It was moved, seconded and carried to receive this report.

27. Rev. Jonathan Fall was recognized to give the Conference Treasurer’s report. Prior to the reading of that report, and while the tellers were distributing copies of it, Keith Wilson read his auditor’s report. A number of questions were directed to the auditor over problems in the treasurer’s report including questions about the $100,000 invest-ment. At the conclusion of this long discussion, there was a motion made to receive the auditor’s report. This was seconded and carried.

28. Jonathan Fall gave an overview of his activities this past year 2013-2014 and a summary of the treasurer’s report and problems over past few years. There were a number of questions presented for the treasurer to answer.

29. It was moved to recess for lunch. This was seconded and carried.

SESSION 3 – Tuesday, July 8, 2014 – 2:00 PM

30. The third session was opened with prayer offered by Rev. James Davis, and the song, “Joy Unspeakable,” was led by Rev. Richard Owens.

31. Mr. Stan Pekala, representing Guide One Insurance, was introduced and took the podium for a few minutes of update concerning Conference coverage and as well as responding to questions.

32. Jonathan Fall continued his answers to questions on treasurer’s report. Motion to ta-ble report and entertain motion from Council: “Whereas we have had trouble in estab-lishing a clear record of our financial standing, and our treasurer has worked with our internal auditors, and they have unanswered items, and whereas the Council was working on obtaining outside help with these matters and was unable to do so before Conference, Be it resolved to hire an outside auditor to audit our books and produce a report to disseminate to all Conference ministers and churches.” This motion was seconded and carried by voice vote.

33. Conference webmaster, Jacob Peabody, read his progress report to Conference, and made recommendations for future development of website. The former webmaster, George Johnsen, was acknowledged and thanked for his help. The Conference appre-ciates the work these men have done for the Conference.

34. The Polity Committee presented its proposal to establish a Financial Committee. “We as Polity Committee propose this as an Annual Resolution to establish a Financial Committee made up of the Conference Treasurer, and two other individuals appointed by the Conference President, one from the Board of Trustees, and one former Confer-ence Treasurer. The purpose would be to advise the Conference Treasurer regarding Conference investments,a. to report to the Council quarterly,b. to examine the investments andc. to provide a safeguard to the Conference Treasurer.”We would have presented it as a Standing Resolution, but we did not meet the time-line of January Resolutions. This resolution was moved, seconded, and carried.

35. The Ways and Means committee presented their proposal. “Whereas the Annual Con-ference adopted Resolution #1 on page 30 of the 2011 Minutes instructing the treasurer to place all funds in accounts protected by government insurance or other instruments having at least an A+ rating and whereas that resolution was apparently carried out and apparently lapsed by not being renewed.a. Be it resolved that the Conference Treasurer be instructed to place all Conference

funds in either accounts protected by government insurance or in other instru-ments having at least an A+ rating as soon as practical, but not later than Decem-ber 31, 2014.

b. Be it further resolved that the treasurer will certify to the Council that he has documentation providing that all funds are in institutions that meet this criteria.

c. Be it further resolved that the annual treasurer’s report to the Conference will list

by name all the financial institutions where Conference funds are deposited with the dollar amount shown for each institution, and the Conference Treasurer will attest in the written report that he has documentation verifying that all funds are in institutions that comply with the criteria the Conference has set, as described above.

d. Be it further resolved that the Conference Auditor shall examine this documen-tation for compliance.”

This was moved, seconded and carried.36. The Resolutions Committee reported.

a. “Be it resolved that the 2016 Ministerial Convention be held at Camp Hebron in PA.” This was moved, seconded, and carried.

b. “Be it resolved that pocket credentials be issued annually to each licensed minis-ters, and every three years to ordained ministers in good standing. We move to change this resolution from annual to a standing resolution.” This was moved, seconded, and carried.

37. Vice-President Newman read from Wesley rules for new ministers Rev. Jeremy Mor-ford, Rev. James Brewer, and Pastor Jason Morford. Rev. Paul Case, Sr. led in prayer.

38. President Case gave instructions for the assembly to prepare for election of Confer-ence President. The tellers distributed the ballots. Ballots were cast for Conference President, and there was no election. Rev. Derald Hunt requested that his name be withdrawn. On the second ballot again there was no election. Rev. Gary Mills asked that his name be withdrawn. It was moved, seconded and carried that we vote on the three high: Rev. Terry Newman, Rev. William Saxton and Rev. John Peabody, Jr. Three more ballots were cast with no election. It was moved that the delegates cast a sixth ballot and have the tellers tally while the assembly recessed for dinner. This was seconded and carried.

SESSION 4 – Tuesday, July 8, 2014 – 6:30 PM

39. Evening session was opened with the song, “Higher Ground,” led by Rev. Joshua Peck. Rev. Dale Sherman led the assembly in prayer.

40. Delegates were instructed to prepare ballots again for Conference President. After fifteen ballots and no election, Rev. Terry Newman requested that his name be with-drawn. After three more ballots and no election, Rev. William Saxton stood request-ing his name be withdrawn.

41. Again delegates prepared their ballots for Conference President and on the third at-tempt Rev. John Peabody, Jr. was elected receiving 53 of 66 votes cast on the 27th Ballot.

42. Rev. Jonathan Fall stood and asked for forgiveness for the problems with the treasur-er’s books that he had over the past year and requested that his name be removed from the nomination for Conference Treasurer.

43. Ballots were prepared for the election of Conference Vice-President. On the second ballot, Terry Newman was elected with 42 votes of the 62 ballots cast.

44. Nominations for Conference Secretary were read: Joel Byer, Timothy Montgomery and Richard Owens. On the second ballot, Timothy Montgomery was elected with 43 votes of the 62 ballots cast.

45. Nominations for Conference Treasurer were read: Charles Whitney, Richard Owens

and Daniel Shumway. Ballots were prepared and on the first ballot, Charles Whitney was elected with 50 votes of the 62 ballots cast.

46. Nominations for Conference Missionary Secretary were read: Kenneth Sickler, Gary Mills, and Jerry Lambeth. Kenneth Sickler was elected on the second ballot with 50 votes of the 59 ballots cast.

47. Ballots were prepared for the four advisory members to the Council. On the first ballot Gary Mills was elected with 45 votes of the 57 ballots cast. On the second ballot Merle Hock was elected with 44 votes of the 57 ballots cast, and Larry Major was elected with 29 votes of the 57 ballots cast. On the fourth ballot, Jonathan Fall was elected with 32 of the 51 ballots cast.

48. Nominations for Board of Trustees were read: David Fuller, Daniel Shumway, and Wesley Knapp. On the second ballot, David Fuller was elected to a three year term with 36 votes of the 53 ballots cast. On the third ballot, Daniel Shumway was elected to a one year term with 45 votes of the 54 ballots cast.

49. Nominations for Examining Board were read: James Davis, Daniel Waterman, Joshua Peck, and Stephen Smith. On the second ballot, Stephen Smith was elected with 29 votes of the 51 ballots cast, and on the third ballot, James Davis was elected with 32 of the 51 ballots cast.

50. Nominations for Polity Committee were read: Gary Mills and Merle Hock. On the first ballot, Gary Mills was elected with 32 votes of the 51 ballots cast.

51. Nominations for Sunday School Promotional Secretary were read: Jeremy Morford and William O’Connor. On the first ballot Jeremy Morford was elected with 25 votes of the 47 ballots cast.

52. Conference Youth Elections will be announced at a later date, because only one youth zone had responded.

53. It was moved, seconded, and carried for the Conference Council to complete all un-finished business.

54. Rev. Paul Case, Sr. invited the new Conference President, Rev. John Peabody, Jr., to come to the podium and give a speech of acceptance.

55. The Conference Secretary read the following proposal from the Conference Council: “With sincere appreciation for the five and one half years of service by Rev. Paul Case, Sr. as Conference President of the Pilgrim Holiness Church of NY, Inc. Be it resolved that the Conference confer a lifelong honorary position of Conference President Emer-itus on Rev. Paul Case, Sr. This honorary position grants Rev. Case a copy of the Con-ference Council Minutes, and gives the Council the privilege of seeking the counsel of Rev. Paul Case, Sr. as it deems necessary.” It was moved, seconded, and carried to adopt this resolution.

56. It was moved, second and carried to adjourn Conference at 12:10 A.M.

STANDING RESOLUTIONS — FINANCECONFERENCE FINANCES

1 Resolved, That when the Conference Council deems any licensed minister unable to meet the expense of taking the study course, they may pay all or part of the cost of such a course. The Licensee in such a case shall agree to finish a year of such course in the Conference year.

2 Resolved, That the Conference Treasurer shall maintain the following funds:

1) General Fund2) Foreign Missions Fund3) Ministerial Benevolence Fund4) Pastoral Supplemental Income Fund5) Church Extension Fund

Each church is urged to send all budget items to the Conference Treasurer each month (including all following information as currently stated in the Conference Minutes).

The General Fund shall be provided for by:1) Pastors’ tithes.2) 50% of other Ministerial members’ tithes.3) $2.00 per month per member.

This General Fund is for Conference expenses. The Foreign Missions Fund is to be provided for by:

1) Monthly offerings by the local churches.2) Self Denial offerings in November of each year.3) Offerings at camps and Missionary Conventions.

Specified gifts shall be disbursed as directed by the donor. Unspecified monies shall be disbursed under the direction of the Conference Council.

The Ministerial Benevolence Fund shall be provided for as outlined in Appendix A of the Bylaws and shall be administered by the Conference Council.

The Pastoral Supplemental Income Fund shall be provided for and administered ac-cording to †Standing Resolution No. 16, pages 26-28, 1990 Conference Minutes.

(†This is currently Standing Resolution 18, pages 18-20 of these Minutes.) The Church Extension Fund shall be provided for by:

1) Easter offerings which shall be used for Church Extension activities. The Confer-ence Council shall set a goal for each church for the Easter offering.

2) Special offerings for Church Extension activities may be taken at our camps and in the local churches.

3 Resolved, That the Conference President’s support be as follows: Salary: $475.00 per week, travel expenses (meals, lodging, tips, fees) plus automobile

mileage allowance at maximum IRS allowance, and actual expense by any other means; in addition, the Conference shall provide a parsonage furnished with telephone, elec-tricity, gas, heat and water. Be it further

Resolved, That the Ways and Means Committee review the Conference President’s salary annually. Be it further

Resolved, That in the event that the Conference President chooses to draw Social Se-curity and notifies the Council in writing of his desires, his salary shall be adjusted to become the maximum amount allowed without penalty by the IRS. These changes be retroactive to January 1, 1986. Be it further

Resolved, That the Conference President be granted an annual vacation of three weeks each year with pay and freedom to conduct two revivals outside the Conference each Conference year, and he shall be permitted to keep proceeds from the same. Be it fur-ther

Resolved, That the Conference President’s Social Security assessment shall be paid from the Conference funds.

4 Resolved, That the Conference shall provide Health and Hospitalization Insurance for the Conference President and his dependents and the premiums shall be paid from the

Conference funds.5 Whereas the Conference President is encouraged by the Conference to call upon the

Conference Vice-President or any other member of the Council to assist him, or serve in his place, as necessary and provided that his first consideration in this matter be the Vice-President whenever practical: Be it

Resolved, That the Council be authorized to provide anyone who so serves to repre-sent or assist the President in his official duties with a per diem salary of $20.00 plus expenses except that if the Vice-President or Conference Missionary Secretary is not serving a pastorate, the per diem salary shall be $40.00.

Resolved, That the Conference Missionary Secretary be reimbursed for out of the pocket travel expenses incurred in Conference Missions activity (meals, lodging, tips, fees) plus mileage by automobile and actual expense by any other means.

Resolved, That the foregoing provisions be subject to the restriction that no pastor shall be asked to spend more than 15 days per Conference year in such a capacity, without the knowledge and expressed approval of his local board.

6 Resolved, That the following persons receive annually from the Conference General Fund the amount stipulated for services rendered: Conference treasurer — $1,200.00, office editor — $600.00, Conference secretary — $800.00, Conference statistician — $200.00, Conference auditor — $100.00. Be it further

Resolved, That the Conference Missionary Secretary be granted a stipend of $1,000.00 per year for services rendered under section 5.3.7.x as well as preparing a monthly newsletter and visiting Conference churches and camps. This stipend is to be provided for through the Conference Foreign Missionary Fund.

7 Resolved, That adequate liability insurance be secured for the protection of the public and personnel involved in all activities on all Conference property.

CONFERENCE AND CAMP FINANCE

8 Resolved, That those driving to work on our camp grounds or otherwise using their cars in the interest of the Conference shall receive 30 cents per mile for the use of their cars.

9 Resolved, That in the light of the fact that Christian Law Association does not charge for its services but depends on the donations of God’s people, our Conference send an annual offering of $300.00.

LOCAL CHURCH FINANCES10 Resolved, That each local church reimburse its pastor and locally elected delegates for

their actual and reasonable travel expenses (30 cents per mile by auto) in attending Annual Conference. Be it further

Resolved, That each local church pay that actual and reasonable travel, meal and lodg-ing expenses of its pastor and spouse in attending the Conference Ministerial Conven-tion.

11 Resolved, That in order to receive due credit in the current year, any church must have all money in the mail on or before June 5th. The Conference Treasurer shall keep his books open until June 10th, so that proper credit may be given for monies mailed on or before June 5th. All monies mailed after June 5th shall be entered in the following year.

12 Inasmuch as our pastors and evangelists have no pension plan provided, be it Resolved, That we strongly urge that the churches of which they are members pay all

or part of their Social Security assessment on their salary.13 Resolved, That local churches of the Conference be encouraged to support the conser-

vative holiness Bible schools and colleges with their finances and prayers.14 Whereas, the pastors of a number of our churches are not presently covered by Social

Security, and have no other retirement fund, be it Resolved, That we strongly urge that the churches whose pastors are not presently

covered by Social Security, pay the pastor an equal amount to what his Social Security based on ministerial income would be. This amount to be placed in an Internal Reve-nue Service approved retirement fund by the pastor.

15 Whereas ministers not pastoring Conference churches are to pay 50% of their minis-terial tithe for the Conference general fund, be it resolved that it is recommended that the other 50% of their ministerial tithe be paid to the local church where they hold membership.

RECEIPTS16 Resolved, That all donations by any individual in the amount of Two Hundred Fifty

Dollars ($250.00) or more be receipted by all treasurers (churches, camps and Con-ference) as required by the IRS. Each receipt MUST include the statement: “No goods or services have been provided in exchange for your contribution. The benefit to you consists solely of what the Internal Revenue Service considers intangible religious benefit.”

CONFERENCE AUDITORS17 Whereas the present manual requires at least two and not more than four auditors

(pages 47-48, section 5.4.4) be appointed by the Conference Council, Be it Resolved, That we recommend that the Conference Council appoint four auditors as

follows:1) One auditor for each of the four camp zones.2) Each auditor to reside in their respective camp zones.3) Two of the four auditors be appointed as Conference Auditors as well as being

camp zone auditor. The duties of the Conference auditors are outlined in Disci-pline section 5.4.4.

The duties of the camp zone auditor would be as follows:1) To audit the zone camp treasurer’s report for their zone.2) To be available to audit local church financial records of any church in the zone

who desires such services. Any remuneration for these services would be between the local church and zone auditors.

18 Proposal for Pastoral Supplemental Income, to the 1989 Annual Conference of the Pil-grim Holiness Church of NY, Inc., from the Ways and Means Committee.

Inasmuch as the pastors of the Pilgrim Holiness Church of NY, Inc. generally receive a minimum of Social Security benefits at the end of their years of service, and

Inasmuch as the local churches within the Conference have generally not provided for any means of ongoing financial support to Conference pastors after their retirement, be it

Resolved, that a Pastoral Supplemental Income Fund be established by this Confer-ence to provide ongoing financial support to qualifying ministers and their spouses. Benefits paid from this Fund are not intended to be the sole support of the individual, but to be a supplement to their income. The Conference Council shall have sole re-sponsibility for the administration of the Fund.

The Pastoral Supplemental Income Fund is intended to pay benefits to those individ-uals who meet the following qualifications:1. All ordained and licensed ministers of the Pilgrim Holiness Church of NY, Inc. at

least 65 years of age, who have pastored a Conference church or a church within the New York District of the Pilgrim Holiness Church, or have held the position of Conference President, or have served as a Missionary on a Conference mission field, or have been a duly recognized Conference Evangelist, or have served in any combination of these positions for a minimum of 10 years.

2. All ordained and licensed ministers of the Pilgrim Holiness Church of NY, Inc. less than 65 years of age who qualify to receive Social Security benefits due to disability and who would otherwise qualify under A.1 except for the age requirement.

3. The unmarried, widowed spouse of those qualifying under A.1 or A.2 above, pro-vided they are eligible for Social Security benefits, maintain their membership within the Conference, and have served the Conference with their spouse for at least the minimum qualifying number of years as indicated in A.1 above.

4. When calculating service time, an individual will receive credit for a year’s service only after submission of a satisfactory Ministerial Report. See the Minutes, number 23 on page 12, for details of a change to this item in 2013.

B. BENEFITS The Conference Council shall establish the amount to be paid to those qualified under

Section A above and may change the amount of the benefits to be paid to the recipients at any time. Benefits are to be paid:1. To the qualifying individual under A.1 above beginning the first month after the

month in which the individual turns 65 and continues until the month he/she dies.2. To the qualifying individual under A.2 above beginning the first month after the

month in which the individual begins receiving Social Security benefits due to dis-ability and continues until the month the individual discontinues receiving said disability benefits from Social Security or until the month of his/her death.

3. To the qualifying individual under A.3 above beginning the first month after the month in which the spouse dies and continues until the month of their own death. Payments are to be made monthly according to the following formula: Monthly benefit equals floor rate plus longevity amount 10 years service equals floor rate base Each year of service thereafter × longevity rate = longevity amount

The Floor Rate and Longevity Rate shall be set by the Conference Council and may be adjusted or changed by them at any time. The Conference Council has the right to discontinue payments to all individuals if the balance in the fund is insufficient to pay benefits due. The Council shall review the rates annually and their decisions in this matter shall be final and binding upon all parties.

4. The Council may choose to designate the benefit as a housing allowance for li-censed or ordained ministers or as a benevolence for widows.

C. CONTRIBUTIONS The Fund is to be perpetuated by an allocation from a monthly assessment from each

Conference church in the amount of 2% of each church’s total monthly offerings less offerings received for Foreign Missions, Home Missions, Ministerial Benefit Fund, Revivals and Capital Improvements. The church’s total monthly offerings does not include offerings received for the Sunday School, Youth, or Christian Day Schools.

The Fund may also receive gifts and bequests. (Discipline Appendix C.3) Special ap-peals may be made if there are insufficient funds from other sources to cover benefits.

D. ANNUAL REPORT The Conference Treasurer shall provide a detailed financial report of this Fund to the

Annual Conference after submitting the same to the Conference auditor (Discipline 5.4.4) along with the supporting records. The Conference Treasurer shall provide pe-riodic reports of the Fund to the Conference Council. All public reports shall respect and protect the privacy of individual recipients.

The Conference Treasurer’s report shall include:1. The number of individuals receiving PSI monthly benefits.2. The dollar amounts used for the current formula of benefits (floor rate and longev-

ity amount).3. The number of future recipients anticipated.

E. REVISION/PHASEOUT1. All current participants reaching 55 years in age by May 31, 2001 shall experience

no change in the plan’s present format (see exception). EXCEPTION: All PSIF 55+ qualified individuals who have been serving under

other entities while only maintaining their license with the Conference will be removed from further PSIF participation. However, they will be credited or paid $100 per qualified service year. (Individuals desiring payout must declare within 60 days of Conference action.)

2. All other PSIF “qualified” participants less than 55 years in age and ministers pa-storing Conference churches will receive $100 credit to their 403b plan for each completed year of service.

F. MODIFICATIONS

Changes to these regulations may be adopted only in accordance with the procedures for Standing Resolutions. (Discipline 5.4.2, 5.6.2).

The Conference may distribute an allocated portion of the monthly (2%) contribu-tions from Conference churches previously restricted to perpetuate the PSI Fund. In addition, the distribution may include monies specifically earmarked for this purpose or as a result of special appeals. However, the Conference shall limit its contributory portions to active pastors/missionaries in Conference churches/fields, and full-time

1 Resolved, That Victory Grove Camp begin the last Thursday in June and Vermontville Camp begin on the second Friday after the close of Victory Grove Camp and Bingham-ton Camp begin on the first Friday of August.

2 Resolved, That there shall be a Zone Camp Board for each of the three camps. Each zone board shall be comprised of all the zone pastors with lay representation of two members appointed by the Council. The Council will also appoint a Camp Supervisor and Camp Treasurer. Be it further

Resolved, That Zone Camp Board, under the direction of the Council and Conference President shall be responsible for the material operations and maintenance of their camp. The camp boards shall be responsible for disciplinary regulations and enforce-ment. The basic rules for the camps shall be published in the Conference Minutes.

Resolved, That this Conference be informed that our ministers receive room and board at our zone camps as recompense for their labors throughout the year, work week and at their zone camp. Their meals are not free, but are tokens of appreciation for their unselfish labor on behalf of their respective camps.

3 Resolved, That we recommend all camp personnel be selected from the respective zones.

4 Resolved, That each dormitory on our Camp grounds shall have at least one resident responsible person in charge to maintain order during Camp and Conference.

5 Resolved, That in view of tendencies detrimental to the spiritual effort of our camp meetings, we recommend that the following rule be adopted for all our camps. All persons resident on the grounds shall respect a curfew hour of 10:30 o’clock and lights shall be out by 11:00 p.m. with due exceptions to be made for any person engaged in legitimate camp meeting activities.

6 Inasmuch as there is a marked disregard for the Lord’s day, and the Scripture admon-ishes us to keep it holy by doing no worldly business in it, be it

Resolved, That a contribution box for a free-will offering be properly marked and placed in our dining halls on Sunday.

7 Resolved, That a speed limit of eight miles per hour be enforced on all our camp grounds, and that signs to this effect be placed at all entrances, and be it further

Resolved, That bicycle riding on the camp grounds be prohibited during camp.8 Resolved, That the treasurers of the respective camp meetings shall, within a month

of the closing date of each camp, forward to the pastor or treasurer, (if known) of the churches concerned either the pledge cards themselves, or a list showing: name of pledger, amount pledged, and project for which pledged.

9 Resolved, That each Camp Board give serious consideration to the appointment of an additional person or persons to assist the treasurer in counting and recording all offerings.

ANNUAL CONFERENCE

10 Resolved, That the Annual Conference of the Pilgrim Holiness Church of New York, Inc., begin with a business meeting the first night. Conference Committees with busi-ness to do shall meet at 2:00 p.m. on the same day.

Resolved, That the Resolutions and the Ways and Means Committee be instructed to review annually all standing and annual Resolutions, relative to their designated business: Be it further

12 Resolved, That the two center sections of seats in the tabernacle constitute the Con-ference Bar.

13 Whereas, many conflicting schedules result from the pastors’ lack of knowledge of the yearly Conference program, be it

Resolved, That the Conference Secretary formulate a yearly calendar including all the scheduled Conference and Zone events and activities, and that this calendar be spread in the Annual Conference Minutes.

14 Resolved, That the time of 2:00 p.m. on the first day of the Ministerial Convention be recommended to the Council as the latest date for committee meetings in accordance with page 52, Section 5.6.1 of the Discipline, and be it further

Resolved, That the Council be requested to publish a reminder in the Pilgrim News of the date they set at least two months prior to that date, in addition to the required notice in the Minutes.

15 Resolved, That a Conference Ministerial Convention be held each year on Tuesday, Wednesday, and Thursday of the last full week of March, except when it falls on the week between Palm Sunday and Easter. It would then be held on the following week. The place of the convention shall always be determined by the Conference. The annual Conference vote will always be for the second Ministerial out. See the Minutes, item 23 on page 12, for details of a change to this resolution for 2013.

16 Resolved, That the Conference President shall arrange for and promote bi-monthly Prayer and Fasting services to be participated in on a Conference-wide basis; the pur-pose of which will be to promote revival and unity in the Holy Spirit in these last days.

17 Resolved, That whenever possible the final reports of the legislative committees and all financial reports be distributed to the delegates and pastors in written form before being acted upon by the Annual Conference.

18 Resolved, That our young people be informed that the Conference Camp Rules are in effect during Conference.

24 Resolved, That the May issue of the Conference Publication be used each year as a means of informing and preparing our people regarding the business to be conducted at the Annual Conference, and to urge our people to give prayerful consideration to the same. The kinds of information to be provided would include nominations, reminders about proposed legislation, reports from the Council regarding any major program of the Conference, and a reminder of those Discipline sections with which all delegates should familiarize themselves prior to Conference. 25 Whereas it is essential and desirable to maintain the Conference publication “Pilgrim News” for communicational and promotional purposes, and, whereas continuing to underwrite the total costs thereof results in a considerable drain to the General Fund, be it

Resolved, That the distribution of the “Pilgrim News” be on a subscription basis. The Conference Council shall have sole responsibility for setting the subscription rate (or rates). Derived income shall not exceed related expenses.

LOCAL CHURCH

26 Resolved, That inasmuch as the resolutions contain matters of vital importance to our lay members and inasmuch as not everyone reads the resolutions, we recommend that our pastors read the resolutions before the church as soon as possible after the distri-bution of the Minutes.

27 Resolved, That we recommend each church grant their pastor two weeks vacation with pay for the first five years of labor in such church, and three weeks for five years

Whereas, there are those among our members who believe that military service is con-trary to the teaching of the New Testament and would therefore violate their con-sciences, be it

Resolved, That this Conference lend its moral support to any of its members who re-quest exemption from military service as a sincere conscientious objector, provided that he seeks such exemption by proper legal process and is willing to serve his coun-try as a noncombatant.

30 Resolved, That the local church boards give serious consideration to the appointment of an additional person or persons to assist the treasurer in counting and recording all offerings and other income of the church and that such persons maintain a separate, accurate and complete record of all income for use in the annual audit of the treasurer’s records.

31 Resolved, That a list of Lay Ministers be compiled from our local churches and such a list be inserted in the Conference Minutes.

PASTOR

32 Whereas our church secretaries should have on record all marriages, deaths, baptisms, dedications, and church memberships, be it

Resolved, That all pastors give this information within 30 days of such occasions and that each secretary and pastor maintain a permanent record of such information.

33 Inasmuch as the heavy burden of cleaning up our camp grounds often falls upon only a few individuals, be it

Resolved, That the preachers in each camp zone shall be notified in advance of cleanup day by one of the officials of the camp, and that each one thus notified shall be expect-ed to give assistance to the task if at all possible. This applies to Vermontville Camp in the North, Victory Grove in the Central Zone and Binghamton Camp in the South.

34 Whereas, in the past, some pastors have not known or heard of the death of some min-isters of the Conference, be it

Resolved, That the death of any Conference Minister or spouse shall be reported to each church by the Conference President or his representative, preferably by phone.

STANDARDS35 Resolved, That we, the Pilgrim Holiness Church of New York, place ourselves on re-

cord as being unalterably opposed to, and deploring the present sale and use of intox-icating beverages throughout the nation, and furthermore we advise and strongly urge our people not to encourage the sale and use of liquors by patronizing such places where these intoxicating liquors are sold.

sponsibility to reach the lost of our day with the message of salvation, be it Resolved, That our Conference Sunday School Promotional Secretary and the Confer-

ence Sunday School Board, be authorized to hold regional Sunday School Conventions and Teachers’ meetings. These meetings would serve to explore, study, and share in-formation on varied Sunday School literature presentations.

38 Resolved, That the last full week of September be designated as Sunday School Em-phasis Week, and that the Sunday School Seminars, if at all possible, be held during that week, and that this date be added to the calendar in the back of the Minutes.

YOUTH39 Resolved, That the location, date, and arrangements for the Conference Youth Rally

be determined by the Conference Youth Committee and the arrangements be ready for announcement annually by May 31st.

40 Resolved, That the election of the Conference Youth Officers be held in the respective zones at the last Youth Rally before the Annual Conference. In the event there is a tie, the Conference President will cast the deciding vote.

CONFERENCE COUNCIL41 Resolved, That the Conference Council be authorized to explore the possibility of and

make arrangements, if feasible, for the utilization of our Conference camps by other Holiness groups, providing that the local camp board approves the arrangement.

42 Resolved, That the Conference Missionary Secretary, in conjunction with the Confer-ence Council and the local pastor, be directed to arrange annual deputational sched-ules to keep the work of both our Home and Foreign Missions before our people.

43 Whereas it is an objective of this Conference to achieve a full supply of pastors, mis-sionaries, and other Conference-level personnel, be it

Resolved, That the Conference President be authorized to establish a recruitment mechanism to promote the Conference at various Holiness Bible Colleges and other Holiness meeting places the Conference President deems beneficial. Such mechanism is to include the appointment of designated representatives from within the Confer-ence body to visit these colleges on a regular basis. Visits will be for the purpose of promoting our Conference and contacting Conference young people at these schools to provide them with a sense of our appreciation and their belonging. This should be further emphasized to all interested students by giving them a subscription to the Pilgrim News, and that they be included in all appropriate Conference mailings.

MOTION CONCERNING THE HAITIAN MISSION

44 Resolved, That the Pilgrim Holiness Church of New York, Inc. (“The Conference”), accept responsibility for the appointment of the International Mission Committee of Emmanuel Faith Mission which replaces the Mountain Faith Mission Association Inc. The International Mission Committee, thereby, accepts responsibility for the general support and oversight of the work previously operated by Rev. Lee Carroll and others in Haiti. Further, the Chief Executive Agency of the Pilgrim Holiness Church of New York, Inc., the Conference Council, be authorized to make whatever arrangements are necessary and appropriate to ensure the proper operation and transfer of this work.

A. The Haitian missionary work will continue to be operated by the International Mission Committee of the Pilgrim Holiness Church of New York, Inc. This board shall consist of not less than five members. Initially it shall consist of the following:1. The Conference President who shall serve as chairman.2. The Conference Missionary Secretary who shall serve as secretary.3. Three advisory members.4. The advisory members of the International Mission Committee shall be chosen

on the basis of their knowledge of Haitian missionary work and/or of the ad-ministration of foreign missionary efforts. They do not need to be members of the Conference.

B. To empower the International Mission Committee to meet at least once each year, and more often if necessary, to conduct such major business as:1. Making, reviewing, and/or terminating appointments to the field.2. Any other major decisions, such as expenditures over a ceiling amount set by

the International Mission Committee, auditing of financial records, problems on the field requiring the Committee’s action, purchase or sale of property, sal-aries, fund raising efforts, etc.

3. Appointing annually the Assermenté pastor for Emmanuel Faith Mission. The Assermenté may be dismissed by the International Mission Committee at any time deemed necessary.

C. To empower the International Mission Committee to have full authority over the work in Haiti, subject only to the following specific authority reserved to our Con-ference Council and/or the Annual Conference.1. Kendall C. Straight is the acting Field Superintendent. Any change in the ap-

pointment of the Field Superintendent shall have the prior and/or subsequent approval of our Council.

2. The Council shall annually elect the members of the International Mission Committee (other than the chairman and secretary who are ex-officio mem-bers) and fill any vacancy which occurs during the year. A Committee member may be removed during the year by the Council upon the written request of three committee members.

3. The International Mission Committee shall have no authority to levy any as-sessment against this Conference nor to make or accept any financial or legal commitment for the Conference.

D. The International Mission Committee is amenable to the Conference Council and the Annual Conference. Either the Council or the Annual Conference may review and change any action taken by this Committee.

ANNUAL RESOLUTIONS1 Be it resolved that the 2014 Ministerial Convention be held at Camp Hebron in PA.2 Pocket credentials shall be issued annually to each licensed minister and every three

years to ordained ministers in good standing. (See minutes item 56 on page 14.)

DISCIPLINE CHANGE1 Appendix F, Section F.7 — The final question on page F10 shall be replaced with this

In this day of scientific and electronic development, it is a fact that many of the films, videos, and computer software available today are totally anti-Christian and should have no place whatsoever in the homes and minds of Christians.

As members of the Pilgrim Holiness Church of New York, we are to avoid anything that cannot be done to the “glory of God.” Establishing this principle as an absolute guide for our lives will undoubtedly rule out all misuse of modern technology.

Inasmuch as we are enjoined by God’s Word and our Church Covenant “to shun the paths of sin” and to walk in the way of righteousness and true holiness all the days of our lives, we are to only fill our minds with “whatsoever things are true. . . honest. . . just. . . pure. . . lovely. . . of good report; if there be any virtue. . . praise. . . think on these things.” Phil. 4:8

Therefore, we, the Conference Council feel it is important to issue a strong warning regarding the potential dangerous misuse and subtle evil of modern technology; including films, videos, and computer software.

On page 16 of our Discipline under Sec. 3.8 of the Church Covenant, members agree “to avoid singing those songs, or reading those books, or viewing those things which tend to lessen our love for God.”

We, the Conference Council, rule that this paragraph forbids the misuse of videos, VCR’s and computer software. We believe the usage of these modern technologies for worldly amusement purposes violates the traditional position of the Conference since it unnecessarily exposes our people to the subtle control of the enemy.

I want to begin this report with a very heart-felt, “THANK YOU” to all assembled here to-night for this 93rd Conference session. Your prayers and phone calls and notes have been much appreciated and helpful in discharging the duties of Conference President through another year. We have depended upon you, to help us serve the Lord and to see the growth spiritually and numerically in our Conference. While we have looked to the Lord for the needed help we have also been thankful for each church and Pastor and congregation who have stood by and given your support in prayers and continued labor for the Lord in your respected area of service to the Lord and the community. It is of great encouragement to hear you say I or we are praying for you. We could not make it alone because we are a family in Christ working for the Kingdom of God.

My activities for the year are as follows:Preached 79 times either in Sunday services or Prayer services.Conducted 31 Annual Meetings and arranged with Pastor or Council Men to con-

duct the others.Visited most of the Conference Churches and met with numerous Church BoardsAttended the Conference Ministerial Convention and spoke in the opening session

and chaired 1 session.Chaired 7 regular Council Meetings and 1 special meeting and approved several

electronic council votes.Appointed committee’s and notified each committee person by mail of their re-

spective committee.Filled out required forms for tax exempt status for the Conference.Attended all Conference Youth Committee meetings.Was present for all HAF meetings.Was present for Camp board meetings, Victory Grove, Vermontville, & Bingham-

ton.Attended the Board Meeting of the IHC at Dayton, Ohio and two services of the

While I have not seen the growth and outreach that I feel we should have made I do not want to diminish the fact that Our God is still the leader and helper who knows the future and I believe has done for the Conference churches and pastors the best thus far. He knows the future and through prayer and a deepening of Faith we shall go forth to reach others as is commanded in the

Let us make the best possible steps in our pursuit of serving the Lord to reach a higher plane service and go out with a passionate desire to seek and to bring to Christ others that He died for. May we lift up our eyes and see God’s continued work upon this needy world about us. Jesus, “bind us together with chords of love which cannot be bro-ken” , but will make us a strong Conference.

Blessing as we continue through this 93’ year as a Conference with gains spititually as well as in number. Unite us in the Lord to continue to face a world that needs the Gospel.

To the Ninety Third Annual Conference of the Pilgrim Holiness Church of New York, Inc.

Greetings in Christ who calls us to Himself and claims us for His own. What a thrill to know we belong to Him and we are a part of the body He has purchased and cleansed by His own precious blood.

Once again I wish to thank you for allowing me to serve our Lord and you my broth-ers and sisters in Christ another year. I have tried to do my best to assist our conference president as he requested and discharge the duties associated with this office. The follow-ing is a report of my activities:

Ū Attended all council meetings but one which I missed due to sickness. Ū Communicated with Sunday School Secretary and assisted in planning the Sunday

School seminar for this fall. Ū Represented the conference at the funeral service for the father of Rev. Davis. Ū Coordinated with Rev. Case Sr. during his illness and the mission trip to Haiti. Ū Conducted the annual meeting in Archdale, NC.

These few and feeble efforts seem very little in the light of the present need, but I have tried to assist our conference president and lift the load as I could. I trust our King will bless these attempts to advance His kingdom and bless them to the furtherance of His blessed and eternal Kingdom.

and guests of the 93rd annual conference: greetings in the wonderful name of our Lord.“Therefore, my beloved brethren, be ye stedfast, unmoveable, always abounding in

the work of the Lord, forasmuch as ye know that your labour is not in vain in the Lord” (1 Corinthians 15:58).

Have you ever wondered whether or not you had done your best? Did I do everything that could possibly have been done? Is what I am doing making a difference in others — in myself? What if, after all my investment of time, talent, energy, and finance, it is all in vain? Or so it seemed to be in vain. The neighbor seems no closer to getting converted. No one I invited to camp meeting seemed moved upon by the Holy Spirit. Soon thoughts turn to whether or not it is worth it to keep going. Unconsciously you convince yourself you are a failure, no good to God, to others, to yourself. I might as well just stop trying.

And then your eyes light upon a verse of Scripture from the open Bible before you. “Therefore, my beloved brethren, be ye steadfast, unmoveable, always abounding in the work of the Lord...” You pause, stung by the shame of those most recent thoughts cascad-ing through your mind. Steadfast? Only in coming short of my expectations. Unmovable? Why, I am beginning to question my faith. Always abounding? And I’m thinking of quit-ting!!

But wait!! There is more to the verse. “Forasmuch as ye know that your labor is not in vain in the Lord.” Yes, Lord, in humble admission, I have been looking to see what I have accomplished in the Lord. It is “not by might nor by power, but by my Spirit, saith the Lord of hosts” (Zechariah 4:6). O Lord, you can take the feeble efforts of the weakest saint and move mountains to accomplish your will and plan. Lord, help me to be a willing participant in the work of fishing for men.

The Year in Review:Haiti: Thank the Lord for His abundant blessing upon our Haitian churches and con-

gregations. There have been some very significant advances in the administrative arm of our Haitian mission. Three of our young men have completed another year of study in Carrefour. They are already serving in various areas in their local churches. These men are potential leaders in the Haitian district of the Pilgrim Holiness Church of Haiti. Please pray for Bill Dawson, Felix, and Dezil.

Praise the Lord for the excellent work done by Don Mobley and his crew in replacing the roof and rafters of the Deschamps Church. The people have expressed their apprecia-tion for your generous giving to this project. Bro. Mobley reinforced the walls, patched the cracked walls and floor, and replaced all the windows in the church and made it a sturdy, earthquake secure place of worship.

The home going of Pastor Eritas this past February was a shock to our Haitian peo-ple. God’s grace has been sufficient and His wise providence has filled in the gap left by this faithful servant of the Lord. About a month ago the Lord called Maguenet Joseph home to heaven. He was 30 yrs. old and the youth leader at Saut d’Eau. Please be in prayer for his family and the church at Saut d’Eau.

The visit to Haiti last April was a time of rich camp meeting spirit, marvelous an-swers to prayer and precious fellowship among some of God’s choicest saints. A visit to the Deschamps Church gave us a firsthand view of the capable workmanship of Don Mobley and his crew. A weekend with 16 weddings, 36 baptisms, a 5 ½ hour Sunday morning service concluding with a communion service for 150 baptized believers, leaves one with a fairly good understanding of the vibrancy of faith and worship among our Haitian people. The highlight of the trip was the meeting with three men that Pastor Duvocois is mentor-ing and placing in leadership roles while he is in the States. Bro. Case and I returned from this visit convinced that the church leaders are dedicated, the tools are available and the people are ready to make the sacrifices needed to move the work towards a self governing, self supporting Holiness Haitian Conference.

Brazil: Rev. Stephen and Kezia Mills were home on their first furlough between June and January of this conference year. They visited 37 Conference churches and held a total of 43 deputational services. It was a delight to have them share the joys and vision of the work in Brazil.

The Millses returned to their land of labor and a people they dearly love this past January. Their first furlough led into their first time to return. Their anxiety over facing

so many unknowns soon became cause for joy and sorrow. They arrived with their entire luggage, including Chloe, safely preserved. Negotiating customs was not a problem. The old Toyota was at the airport to take them home. At the compound there was no guard dog to greet them. Their cooking stove had baked a large family of rats bedded down in the insulation jacket. A real positive was that their stored belongings survived the Brazilian climate. A mission-wide “welcome back” meal put them back in Brazilian mode, ready to move forward in the land of their calling.

The Training Institute offered the first classes since the departure of Rod and Cora Wells. An air conditioner was installed, the Cooley classroom was cleaned and painted. An excited group of fourteen students began classes on April 2nd with lessons on Defending your Faith taught by Bro. Mills and New Testament Survey taught by Pastor Arilson. Bro. Mills’ class was designed to prepare the students to minister to the crowds of spectators coming to Brazil for the World Cup Soccer games in June.

Ermundo, a young father began coming to the Monte Pascoal Church. He had been into drugs and alcohol and even spent time in prison for murder. A wasted life bound by Satan was set free by the blood of Christ. He and his family became an effective witness to their families and neighbors. He often requested prayer for his personal safety. He knew he was a marked man due to his criminal past. God in His wise providence lifted that veil of protection and Marcos was gunned down by an assassin’s bullet. The people of Monte Pascoal have surrounded his wife and family with love and compassion.

One goal for the Millses’ second term is to get the young people involved in church ministry. The first of that effect became a reality when they took a group of eight young people into St. Joseph’s for a two day VBS outreach. The young people experienced first-hand the commitment to make it happen, the answers to prayer for provision, protec-tion, and the joy of giving oneself to ministering the Gospel in personal evangelism. They returned to Manaus eager to start planning for the next trip expected to occur around Christmas time.

Bro. and Sr. Mills look forward to the remaining two years of their second term. There is a new church construction on the horizon for the Monte Pascoal congregation. The Bible Institute classes are scheduled to resume in August. The future holds exciting prom-ise for the work in Brazil. The Millses need our prayer and support as they labor faithfully under God’s anointing and direction.

Winnipeg: Bro. and Sr. Kurten have an interesting variety of ministries. Raymond is very handy with maintenance and has labored diligently to keep the property repaired and serviceable. This year he has finally rooted out a stubborn leak in the compound roof. He has dealt with water main breaks and aging septic systems. He has transformed one half of the first floor area into a play gym for the local children. He has employed local men to salvage copper and metal to bolster the mission funds. Sr. Kurten distributes used clothing and furniture to the needy that knock on their door. They are fully engaged in ministering to the many hurting and destitute around them. The Lord has enabled them to broaden their outreach through a cleaning service that provides financial resources as well as open doors of ministry to the affluent in their community. They rejoice in the Lord for each blessing, each answer to prayer and every step of progress experienced in their ministry to the Winnipeg community.

Personal Report:It has been an honor to serve as Missionary Secretary for Conference Missions. The

Lord has enabled me to keep the Conference informed through the monthly bulletins. The

summer camp mission services provide opportunity to connect on a Conference level. This year, with Stephen and Kezia Mills on deputation, I did not hold any Self Denial services. Self Denial giving totaled nearly $40,000.00. Thank you all for your sacrificial giving. Around $2,000.00 was received through the ‘Call to Arms’ sent out to the Minuteman Brigade members. I made a trip to Millville, New Jersey to finalize details of the return of the Millses to Brazil. On the way back north, I stopped in Philadelphia to spend some time with the Duvocois family. Your kind words of appreciation and encouragement are a blessing to me. My heart was challenged at the missionary convention sponsored by Penn View Missions. It is no secret that those who wholly follow the Lord will be wholly bless-ed. I have found that to be true. Thank you again for standing by the Conference foreign missions program.

SUNDAY SCHOOL PROMOTIONAL SECRETARY’S REPORTTo the Ninety-third Annual Conference,

How important is Sunday School? Very important? Or just marginally important? How important is a foundation under a home? Much time and finance is invested into something which is rarely ever seen, yet so necessary! How important is Sunday School? Very important! It lays the foundation upon which God can continue to build, changing a child’s life forever! How important is Sunday School? Our attitude towards Sunday School will dictate how serious we are when it is up to us to invest prayer, time and money for the Sunday School we call our own. How important is Sunday School? It is vital! Christ invited the children to Himself to show them that He loved them and that they were important to Him. Sunday School is important because it’s our opportunity to bring children, teenagers and even adults into a fuller realization of Christ’s love for them! Let’s do our best for Him!

As secretary of the SS Promotional department, I would like to express my thanks and appreciation for all the work that you do in your respective Sunday School. A big thank you is also in order to those who dedicate themselves week after week faithfully doing their duties so that the truths of God are continually taught.

As Sunday School Promotional Secretary, my activities are as follows. Ū Spoke with Conference Vice President several times regarding the upcoming Sunday

School Seminar. Ū Compiling and submitting monthly reports to the conference web-master. Ū Distributing count cards to the churches needing them. Ū Necessary correspondence with churches. Ū Spoke to the lay advisor, William O’Connor, seeking input and advice concerning the

Sunday School Seminar. Ū Wrote and distributed a letter outlining the planned SS Seminar to those present at

ministerial.As I have said in past years, thank you to the churches that faithfully submit their

reports. In the past year, I have received reports from 23 churches, but only 18 of them were relatively consistent. (18 was the number of churches reporting last year)

CONFERENCE YOUTH PRESIDENT’S REPORTGreetings to the 93rd Annual Conference of the Pilgrim Holiness Church of NY.President Case, Council Members, pastors and delegates,

Young people matter! As Conference Youth President, God has been good to us this past year as we have endeavored to impact our next generation for Jesus Christ.

This past year, we have had a great Youth Camp and Mid-Winter Youth Convention as we have challenged our young people to “Soar to Excellence”, a theme based from Philippians 1:10. I am indebted once again to a great Youth Board that has been so willing to help out in all that has been needed.

During this past year, I have conducted numerous activities as Conference Youth President. I directed the Mid-winter Youth Convention here in Albany, as well as last summer’s Youth Camp in Binghamton. I also conducted three Youth Board Meetings. I also made numerous phone calls organizing various details for Mid-Winter Youth Convention and this summer’s Youth Camp.

We are looking forward to Youth Camp at the end of this month from July 28-31. Last year we had some tremendous services at Binghamton Youth Camp. There were many seekers at the altar as well as a wonderful sense of God’s presence. There is no reason that God cannot do it again.

The theme we’re working with this year is, “My Heart United” from Psalm 86:11. “Teach me Thy way 0 Lord, I will walk in Thy truth. Unite my heart to fear Thy name.” It is our prayer that our young people would have an undivided heart towards God. There are many competing pressures and influences from the world today. Our young people are daily offered all kinds of distractions in the form of media, activities, and philosophies from this world. Unless our young people get their hearts steadfastly fixed on God, they will forever be weak and unstable.

Please pray and do all you can to support our youth! To all the pastors of this confer-ence, please let your young people know, and do all you can to encourage them to come. In many cases, you are the key. Let’s make it happen for God’s glory!Respectfully submitted,

CONFERENCE CHURCH EXTENSION COORDINATOR’S REPORTTo the 93rd Annual Conference of the Pilgrim Holiness Church of New York. Thank

the Lord for His faithfulness and His mercy. We serve a wonderful Lord. We have every reason to rejoice in Him. The Psalmist declared: I will sing of the mercies of the LORD for ever: with my mouth will I make known thy faithfulness to all generations. (Psalm 89:1) May the Lord help us to do that. I thank the Lord for this conference and I know that He

is able to help us to be the church and conference that He wants us to be. He is able to give us wisdom and direction in how to reach out to a world that is in desperate need. May He help us to see people with love and compassion the way He sees them.

At present our conference gives regular financial support to four of our pastors: Rev. Paul Baker at the Rocky Grove church in Franklin, PA, Charles Colton at the Russell church in NY, Rev. Michael Musser at the Monticello church in NY, and Rev. Asa Sherman at the Twin Rocks church in PA. (Rev. Isaac Clark has moved to a new charge and is no longer on the roll of Church Extension pastors.)

I have endeavored to keep in contact with each of the Church extension pastors throughout this past year and to pray for them as well as their prayer requests. They have submitted their monthly reports to me which I have reviewed and forwarded them on to the conference treasurer. I have reported to the conference council concerning my commu-nication with these pastors.

Please pray for these pastors that the Lord would bless them and use them in the communities in which they minister. May the Lord enlarge our vision and grant us wis-dom to know how to extend our outreach.

I would be interested in any suggestions you might have in how we can be more ef-fective. It would be wonderful if we could see a new church started in our conference. The Lord is certainly able to help us to reach new souls for Him.

In 1 Samuel 7:12 we read, “Then Samuel ...saying, Hitherto hath the LORD helped us.” As time progresses, I am learning more aspects of QuickBooks that I did not know before. When I was elected by the Conference body to take over the financial books five years ago, I knew before accepting this position that it was going to be a big job. With that being said, I have a greater appreciation for all my predecessors. The hours quickly turn into days and days into months of the amount of time spent each year in fulfilling this task. Once again, I want to express my deep appreciation for Keith Wilson, along with his wife, Mary, of Napanee, ON, in assisting me in the use of QuickBooks. Keith’s expertise in QuickBooks has been a valuable asset for me. I have been able to email or call him whenever assistance was needed throughout the year. A big “Thank You” to both of them for their many helps.

Throughout the year, many local church treasurers have written letters of appreci-ation, notes or emails, for my time and effort spent as Conference Treasurer. 6. Sent out Pilgrim News subscription lists to Country Pines and Rev. Timothy Mont-gomery for Pilgrim News printing.

7. Ordered, typed, and mailed out all the 1099 Misc., W-2, & W-3 forms in January 2014.

8. Corresponded with Camp Hebron personnel in Halifax, PA, planning for the 2014 Ministerial Convention. Filled out and submitted the annual paper work before MC.

9. Printed and mailed out the 2014 Ministerial Packets for those who would be attending Ministerial Convention.

10. For the Ministerial Convention (March 24-27) I did the following:a. Sent out 46 Ministerial Packets to Ministers and to others prior to convention.b. Made record cards for each individual and family for rooms and meals and tallied

them to pay Camp Hebron after the convention.c. Took trailer load of sound equipment, hymn books and other things for the con-

vention.d. Set up and operated the sound system during the convention.e. Assigned rooms for all the participants.

11. I extend my apologies for not sending out the 2014 Ministerial Convention invoices to all those who attended this year. This year after the convention, we’ve had to wait for Camp Hebron to decide what method they were going to use in tallying the final cost. Efforts have been made to have the invoices sent out, but I wanted to be able to send out all the invoices out at the same time. Lord willing, they will be sent out soon in the near future to be reimbursed back to the Conference treasury.

12. I corresponded several times with Erin Rodgers (Secretary to J. Pekala & Associates) concerning several conference church’s insurance policies.

13. Called and corresponded few times with the conference lawyer, Daniel Persing, con-cerning legal matters.

14. Transferred monthly field budgets to Brazil and Haiti.15. Made numerous trips throughout the year to the following for conference purpose:

Citizens Bank for deposits, Post Offices for Pilgrim News mailing, Conf. treasure and postages, Walmart & Sam’s Club for supplies.

16. Called several area florists to order floral arrangements and sent out sympathy cards when a death occurred within our conference.

17. On June 23-24, I went to Keith Wilson’s place in Napanee, Ontario, and spent 1 1/2 days to audit the conference books from the 2013-2014 fiscal year.

18. On July 3, I went to Merylin Ellis’s place in Middleburgh, NY, to audit the conference books from the 2013-2014 fiscal year.

19. Updated the minister’s “Years of Service” and ordered 4 plaques to be presented at the Annual Conference.

20. I spent the time printing this financial report in preparation for the Annual Confer-ence.

21. My wife and I prepared and printed out the bulletins for the Rev. & Mrs. Paul Case’s Retirement Service.

22. I have done my best to fulfill my responsibilities in paying all conference bills and making disbursements as directed by the Council. I’ve written many correspondences, sent out “Thank you” letters and many other conference related letters, and responded to numerous emails and phone calls.

In conclusion, I want to express my heart-felt appreciation to my wife and children for their understanding of my absence many times due to conference treasury business. It’s difficult to find a proper balance between pastoring a church full time, being a husband, being a father, and being a conference Treasurer, along with many other involvements.

Auditor’s ReportTo the 93rd Annual Conference of the Pilgrim Holiness Church of NY Inc.I met with the Conference Treasurer on June 23rd and 24th 2014 and reveiwed all bank

and investment statements, deposits, cheque stubs, transfers and reconciliation reports for the year June 1st 2013 to May 31st 2014.

I am pleased to report that the $100,000.00 has been paid back in full. The interest in the amount of $23,143.93 on the $100,000 principal has also been paid up to December 31, 2013. $18,944.45 was reflected in the 2013 Conference Financial Statement but was not received until December 31, 2013. Therefore, only $4,199.48 of the interest $23,143.93 is shwon on the June 1, 2013 - May 31, 2014 Annual Financial Statement. There is still $2,809.58 Accrued Interest owing from January 1, 2014 up to the dates in May and June 2014 when the Conference Treasurer received the $100,000.00 principal.

Two outstanding cheques dating back to 2011 which were uncashed were voided in the June 1, 2013 - May 31, 2014 Conference year which has resulted in the May 31, 2014 closing General Fund balance being increased by $1,669.79. The General Fund balance on May 31, 2013 Annual Balance Report of $69,543.29 is in error (see page 55 of the 2013 minutes). The opening balance is $71,213.08 as of June 1, 2013.

The account in the First National Commerce Bank was closed approximately June 7, 2013 and the funds in the amount of $30,563.30 were deposited into the Citizen’s Bank account and this resulted in the Conference now only having two accounts, one with the Citizen’s Bank and the other with Edward Jones for investment purposes. The Edward Jones account has earned a total of $48,664.34 in the past year and now has a total of $506,840.34 as of May 31, 2014.

During my review of the financial documents, I discovered that on September 7th, 2011 a loan was made to the Brazil Conference Council for the purchase of a parsonage in the amount of $32,250.00 but this transaction was not shown on the Annual Balance Report. I contacted the Conference Treasurer and I was advised that he did not have any documen-tation to support the loan regarding the terms and conditions for repayment but he did indicate it was recorded in the Council minutes (the minutes were not available for my review). Therefore, I instructed the Conference Treasurer that this loan must be recorded in the conference financial records and I assisted the Conference Treasurer in setting up an equity account to show the outstanding assets as of May 31, 2014.

When transferring funds from the Lindsay Fund Interest Account to another Conference Account, there is no record to which account the interest has been transferred. This past Conference year the following amounts from the Lindsay Fund Interest account have been transferred to various Conference accounts as follows:

$1,314.24 transferred to the Church Extension Fund$1,137.05 transferred to the Restricted Missions Fund$5,105.42 transferred to the Pastoral Supplemental Income Fund

the Lindsay Fund Interest account or any other internal account to another Conference Fund account be attached to the Annual Financial Statement as an Addendum indicating the amount of each transfer and the Conference Fund Account the interest was trans-ferred to.

There are a number of transfers that are incorrect and I have asked Conference Council to give me permission to go back to 2009, review the transfers and have the Conference Treasurer correct the transfers. The total balance should not change. As of May 31, 2014, the Assets Report balances agree with the Bank Statements, but the Annual Balance Report (which shows all of the individual Conference Funds) cannot be balanced with the bank statements. On two occasions I have requested to review the bank state-ments commencing June 1, 2009 in order to confirm and verify if the opening balance on June 1, 2009 is correct, but as of today the bank records and statements have not been giv-en to the Conference Treasurer so I can verify that the opening balance in 2009 is correct. The Balance Report has total assets of $674,908.80 and the Assets Report has total assets of $671,577.40, a difference of $3,331.40.

Therefore, I recommend and concur with the Conference Council’s decision that the Conference books be audited by a chartered accountant up to and including May 31, 2015 and the audit report be presented at the 2015 Annual Conference.
