Grant Wood’s painting“American Gothic.”

Livinginatouristdesti-nation means shruggingwhen some of the 13,000annual visitors catch hermoisturizing in the nudeor sitting on the toilet. Theinterior of the house is off-limits to visitors, but How-ard’s lease with the owner,the state historical soci-

ety, includes a clause stat-ing that she has to be niceto interlopers.

The house, which hasappeared in countless par-

odies, including those fea-turing Klingons and MissPiggy, has captivatedHoward. She misses itwhen she’s away and saidthat when she went to seeWood’s painting at the ArtInstitute of Chicago, shewanted to jump into thepainting and go home (asecurity guard had to askher to step away from theartwork).

“You can smell the his-tory,” she said of heradopted home. “It’s verysoothing — I feel connect-ed to my ancestors.”

The 700-square-foothouse was built in1881andsold to Charles and Cath-erineDibble,wholost itaf-ter failing to pay taxes. Itis now creaky and old.Square nails poke out ofthe wooden floorboards,thepaint ispeeling andthestairway is so small it’s abetter fit for a child thanan adult.

It was the big gothicwindow on the second sto-ry that struck Wood in1930, when he was drivingthrough Eldon with afriend. The intricate win-dow, ordered from a Searscatalog, looked out ofplace in the modest houseon the prairie. Wood im-mediately wanted to paintthe plain house and itsfancy frill.

Although some Iowanssuspected Wood wasmocking them, the artistsaid it was just the oppo-site. “I had to go to Franceto appreciate Iowa,” hefamouslysaid.Hesoonbe-came a leader in Regional-ism, a school of Americanart that spurned cities assubjects and embracedrealistic rural scenes.

For Howard, 49, em-bracing the Midwest hasbeen a bit more of a chal-lenge. Living in a century-old house miles from thenearest city is a new expe-rience for Howard, whospent her 20s and 30s inthe faster-paced world ofthe West Coast.

Last summer, a 6-foot-long bull snake crawledinto the bathroom and

draped itself over thedoorknob.

Tourists sometimestramp into the house, ig-noring the sign that says“Privateresidence.Pleasedo not disturb.” At night,they’ll train their head-lights on the house andpose for pictures.

Then again, the rent isjust $250 a month.

“We’ve always lookedfor the right renter be-cause of the historic na-ture,” says JeromeThompson of the Histori-calSociety. “Someonewhocan stand a little bit of be-ing in the public spot-light.”

PHILADELPHIA — Dur-ing the National Associa-tion of Realtors’ midyearmeeting last month,15,000 of them gathered

in front of the Washing-ton Monument to rallyfor “the American Dreamof Homeownership.”

The Realtors wereadvocating “better ac-cess to affordable financ-ing, reform of the sec-

ondary mortgage market,improved liquidity inresidential and commer-cial lending, and preser-vation of the tax benefitsassociated with home-ownership.”

The precepts they

were advancing were notnew, but were expres-sions of concerns sharedwith others in the hous-ing industry.

Realtors, builders andothers have continuallydecried what they consid-

er “overtightening” ofcredit in the aftermath ofthe 2008 financial melt-down, saying it pushedcreditworthy borrowersinto the ranks of those forwhom mortgages are outof the question.

In addition, builderssay, they have found thecredit needed to financeeven modest residential-construction efforts im-possible to secure.

Among otherworries

» Mortgage-interesttax deductions. Althoughno formal challenge hasbeen crafted, “manylawmakers have ex-pressed a willingness toeliminate or curtail themortgage-interest deduc-tion,” the National Asso-ciation of Home Builderssays.

In an April speech inFlorida, Mitt Romney, thepresumptive Republicanpresidential candidate,said he would eliminateor limit for high earnersthe mortgage-interestdeduction for secondhomes if he is nominatedand elected.

» Appraisal standards.Both the National Associ-ations of Realtors andHome Builders accuseappraisers of using dis-tressed housing, asNAHB put it, to measurethe value of “well-keptexisting or brand-newhomes without account-ing for major differencesin condition or quality.”

The Appraisal In-stitute denies the accusa-tion. Sara W. Stephens,president of the Chicago-based organization, hascalled the finger-pointingby real estate agents andbuilders “nonsense.”

“Appraisers don’t setthe real estate market;they reflect what’s hap-pening in the market,”

she said. “Obviously, themarket is depressed —home prices have fallenfar below the values of afew years ago. Manyhomes simply aren’tworth what their ownersthink they are.”

Another sticking pointfor the housing industryis something called the“qualified residentialmortgage.”

The Dodd-Frank fi-nancial-reform act man-dates establishment of arule that would requirelenders to assume someof the risk of loans pack-aged for the secondarymarket.

The rule, proposed bythe Consumer FinancialProtection Bureau, gen-erally would requiresponsors of asset-backedsecurities to retain atleast 5 percent of thecredit risk of the assetsunderlying the securities.Sponsors would not beallowed to transfer orhedge that risk, accord-ing to federal regulators.

The proposal woulddefine qualified resi-dential mortgages as aclass of loans that wouldbe exempt from the risk-retention requirement.Criteria for those loanswould include borrowers’credit histories, paymentterms and loan-to-valueratios “designed to en-sure they are of veryhigh credit quality.”

Housing and consum-er groups, however, con-tend that the rule wouldrequire most buyers toput down a minimum of20 percent to have theirloans considered.

That, of course, wouldreduce the number ofbuyers substantially.

And that, housing-industry officials say,would put the final nail inthe coffin of the Amer-ican Dream of Homeown-ership.

We all shudder when we hear that knock on the door and the visitor says “I’m from thegovernment and I’m here to help.”

But the fact is that government is a part of all of our lives and it clearly plays a major rolefor those of us who make our living creating communities, building or remodeling homesand commercial structures, or providing products and services to the housing/constructionindustry.

At the Tallahassee Builders Association, we’ve taken a proactive approach to workingwith elected and appointed officials with the City of Tallahassee and Leon County… alwayswith the goal to streamline regulations while protecting the health, safety and welfare of ourcitizens.

Our Government Affairs Committee, chaired by Larry Wayne Strickland of Capital CityBuilders, constantly monitors the local regulatory environment, identifying obstacles tosensible growth and affordable housing. In turn, I and our TBA Senior Officers consistentlybring those issues before our City Council members and County Commissioners.

At the same time, we work closely with our local building officials, including Leon County’sDivision Director of Building Review and Inspection Ed Jarriel and the City of Tallahassee’sManager of the Building Inspection Division Dale Baker. Mr. Jarriel spoke at a recent TBAmeeting on the changes to the Florida Building Code and Mr. Baker addressed us aboutthe steps his department has taken to use new technology to expedite the building permitprocess.

When asked, we jump at the opportunity to serve on government advisory committees andcurrently TBAmembers are providing input on code enforcement, downtown redevelopment,and future transportation needs.

Along with our advocacy efforts, TBA has a Political Action Committee chaired by KarenKoelemij of Orange State Construction. Our PAC leaders will be joining our friends at theTallahassee Board of Realtors® in interviewing candidates for local offices then independentlymaking TBA endorsement decisions prior to the fall elections.

At TBA, we’ve learned that government doesn’t have to be the bad guy. We’re all in thistogether. And when private enterprise and government share the same goal of improvingthe lives of our citizens, good things will happen in the community we all love.
