State Homeless Programs

The Homeless Programs Office is Located in the Department of 

Human Services, Benefit, Employment and Support Services Division 

Mission: Provide homeless and at-risk homeless familiesand individuals opportunities to stabilize their housing,health, employment and social issues to achieve longterm stability and economic independence.

Function: Maximize State, Federal and other resources forprograms that target the homeless and at-risk homeless,utilizing national best practices to develop programs incollaboration with community-driven strategies.

• State Government - $14 million annually

• TANF - $4.5 million annually

• Federal Housing and UrbanDevelopment (HUD) – Approximately$16 million total for the City and County

of Honolulu and for the State on behalfof the three rural counties. State share:$2.5 million.

TANF-Funded HousingPrograms

• Housing Placement Program – Agenciescultivate landlords to make affordable rentalunits available to credit-risky homeless andhomeless at-risk persons/families who arecase managed to be responsible renters. Theprogram also provides initial rental and/ordeposit assistance plus ongoing clientvisitation and mentoring

**841 families (3,465 individuals) were placed inpermanent housing in FY 2010, through this program

• Some TANF funds are also used tosupplement funding for the Homeless ShelterPrograms

HUD - Homelessness Preventionand Rapid Rehousing (ARRA)

The rural Counties were awarded

$2,166,888 in HPRP funding and theCity and County of Honolulu receivedan award of $4,016,074.

The funding was for a period of no morethan three years, but the funds will beexhausted by the end of 2011. To

date, the impact has been substantialin keeping the homeless-at-riskhoused and rapidly re-housing thosewho become homeless.

• Residency: 61% of the sheltered and 67% of theunsheltered have been Hawaii residents for 10 or more

years.• Veteran Status: 10% of the sheltered and 12 % of the

unsheltered are veterans.

• Ethnicity: Sheltered - 29% Hawaiian or part Hawaiian,26 % Other Pacific Islander and 21% Caucasian.Unsheltered – 46% Caucasian and 27% Hawaiian orpart Hawaiian.

• Employment: 28% of the sheltered and 12% of theunsheltered are employed.

• Education: 70% of the sheltered had a high schooldiploma through college.75% of the unsheltered had a high school diplomathrough college.

The Joint Committees asked HHFDC to provide the following information to help thecommittee members and the public understand where Hawaii is in terms of theavailability of affordable rentals and for sale homes and the current and projected needfor such housing, including, specifically:

1. The current inventory of housing stock in Hawaii, the current and future demandfor housing in the various categories of income range, age range, family type;

2. How many projects are currently underway, could be underway if more fundswere made available in the Rental Housing Trust Fund (RHTF) and the DwellingUnit Revolving Fund (DURF); and

3. The timeline for these units to be available for those who do not currently havehomes of their own including the number, type, location, etc. of affordable rentalhousing and for sale housing units.

OVERVIEW OF HOUSING SUPPLY AND DEMAND

This section provides general housing information on the:• Housing Supply

o Total housing inventory in Hawaii

o Inventory of government assisted rental housingo HUD assisted housing

• Housing Demando Affordable rental housingo Affordable housing need by income group

Housing Supply

According to the 2006 Hawaii Housing Policy Study, there were an estimated 475,863total housing units in the State of Hawaii in 2006. As shown in the chart, below, singlefamily homes comprise the majority of housing units (57.2%), followed by condominium(27.4%), apartment (10.8%), and military and other housing. A breakdown of the

housing units by county and housing type is shown in Appendix A.

An inventory of state and county-assisted rental housing by county and type of unit(e.g., elderly, family, public housing, special needs) is provided in Appendix B and may

be viewed on the Hawaii Housing Finance and Development Corporation’s website athttp://hawaii.gov/dbedt/hhfdc/resources/Affordable-Housing-Inventory.pdf . About 69percent of the nearly 21,000 permanent rental housing units are for families;approximately 44 percent are owned by state or county government agencies.

A directory of HUD assisted rental housing projects is attached at Appendix C. Ofthe total of 109 Hawaii rental projects in this directory, 91 projects have HUD contractexpiration dates within the next 5 years. Most of these 91 projects are owned bygovernment agencies or non-profit corporations with affordable housing missions.However, 14 projects comprising a total of 1,098 units are owned by for-profit entities

and could exit from the affordable rental housing inventory over the next 5 years.

Housing DemandThe number of families on the public housing waiting list is an indicator of the need foraffordable rental housing opportunities. As reported in the State of Hawaii ConsolidatedPlan for Program Years 2010 – 2014, there were 8,834 households on the waiting listfor federal low-rent public housing statewide as of January 1, 2009.

The number of families on the Section 8 Housing Choice Voucher waiting lists is also anindicator of the need for affordable rental housing opportunities. The State and each ofthe four counties administer Section 8 tenant-based assistance programs and maintain

waiting lists for the program. In 2009, approximately 17,020 households were on theSection 8 waiting lists statewide. (Households on the wait list for Section 8 tenant-based assistance may also be on the public housing wait list.) Demographicinformation for households on the public housing and Section 8 waiting lists are shownin Appendix D.

Privately-owned rental housing projects that were assisted with low-income housing taxcredit or RHTF financing have a weighted average vacancy rate of 2.4 percent. Thereare approximately 7,217 households on the waiting lists, with an average wait time of1-3 years.

Estimates of housing need by 2015 by county and income group are shown in the tableon the following page. The estimates are based on data from the 2006 Hawaii HousingPolicy Study prepared by SMS Research for HHFDC and other state and countyhousing agencies. (HHFDC, in conjunction with the Department of Hawaiian HomeLands, Department of Human Services – BESSD, and the Counties of Honolulu, Hawaii,Kauai, and Maui, recently commissioned a new study, which should be completed inSeptember 2011.)

• Approximately 17,400 rental units for households with incomes at 80% and belowthe HUD median income are projected to be needed by 2015.

An additional 6,800 for-sale units for households with incomes between 80% and140% of the HUD area median are projected to be needed by 2015.

HHFDC RESOURCES FOR HOUSING DEVELOPMENT

HHFDC’s mission is “to increase and preserve the supply of workforce or affordable housing statewide by providing leadership, tools, and resources to facilitate housing development.”  Our major development tools are the provision of land and the Chapter201H development program which provides for expedited processing of land use/zoningrequests and flexibility in the design of housing projects.

Major financing tools include interim construction loans, tax credits, and equity gap

loans.

The Rental Housing Trust Fund (RHTF) is an important financing tool to increase thesupply of rental housing for low income households. It is funded with a share (currently25 percent) of conveyance tax collections and legislative appropriations. The RHTFprovides equity gap low-interest loans to qualified owners and developers for thedevelopment or preservation of affordable rental housing. HHFDC has awarded trustfunds to assist in the development or preservation of 4,094 rental housing units sincethe establishment of the RHTF in 1992. Most RHTF awards are made to projectsaffordable to families at or below 60 percent of the area median income. Information onthe RHTF is posted on HHFDC’s website at the following link -

 In addition to these commitments, HHFDC recently received new project applications forRHTF funds totaling an additional $28,384,443, which are under staff review. Withoutinfusions of continued conveyance tax revenues and legislative appropriations, theHHFDC will not be able to fund any of these new affordable rental projects. Theexecutive budget includes a request for $20,000,000 for the RHTF over the biennium

($10M for FY2012 and $10M for FY2013).

Information on rental housing projects financed through the RHTF is included inAppendix E.

The Dwelling Unit Revolving Fund (DURF), which was established in 1970, is asuccessful financing tool for the development of affordable housing. Funds may beused for the acquisition of real property; development and construction of for-sale andrental project and commercial and industrial properties that are integral to residentialdevelopment; and all things necessary to carry out the purposes of the HousingDevelopment Program, including administrative expenses. Since DURF is a revolving

fund, it is primarily used for interim construction financing vs. long-term, permanentfinancing. From 1972 to 2010, DURF has helped to finance the development orpreservation of nearly 15,000 for-sale and rental housing units statewide.

As of January 31, 2011, the DURF uncommitted/unencumbered balance was$9,897,426.40. DURF's cash balance was $107,887,736.86, with a state investmentpool cash write-down to fair market value of $6,155,866, and outstanding loanagreements and restricted funds totaling $91,834,444.41 for projects listed on the nextpage.

Chairpersons and Members of the Senate, thank you for the opportunity to provide youwith comments regarding housing and homelessness in the State of Hawaii.

The Hawaii Public Housing Authority (HPHA) has been asked to provide informationregarding several important factors that relate to the State of Hawaii’s continuum of affordable housing and the agency’s participation as a provider within that continuum.

First, the agency will explain to the Legislature certain background facts concerningfinancial and demographic information used by the agency in carrying out our mission.Second, we will provide information concerning our unit counts, vacancy rates, andvacant unit turnaround time. We will discuss current and future plans for unitmodernization and potential new construction of additional units. Finally, we willdescribe plans for increasing efficiency in the use of our properties.

The HPHA’s current inventory of stock houses over 15,000 people in 6,195 publichousing units (both State and Federal). As of February 2011, there were 423 vacant,non-rent ready units in the agency’s portfolio, constituting approximately 93%occupancy rate for the State. This gap in occupancy is a direct result of the ongoing

furloughs, hiring freezes, and reductions in force, which have resulted in a smaller number of staff handling a growing maintenance backlog as well as routine unitturnover. These budget impacts have also led to an increased vacated unit turnaroundtime exceeding three weeks per unit, far higher than the agency’s stated target policy of 7 days.

The HPHA’s primary mission is to provide affordable housing to this State’s mostvulnerable populations, such as those earning less than thirty percent of the AreaMedian Income (AMI), the disabled, and the elderly. Our definition of “affordable

housing” differs from other participants in this market because we only serve thoseearning less than 30% AMI, and by federal law, rents charged cannot exceed thirtypercent of a family’s adjusted gross income. Rents charged by the HPHA are income-based, and are limited to 30% of the tenant family’s adjusted gross income by law. Incalculating adjusted gross income, qualified tenant expenses are deducted from their net income, and rents are assessed at the reduced amount and may not exceed 30%.

 Area Median Income is determined by HUD annually and it varies nationally based onfamily size and metropolitan statistical area (MSA). The chart below illustrates theHonolulu MSA’s AMI as determined by HUD for Fiscal Year 2010 and shows what a30% rent for that income level would be:

The Department of Housing and Urban Development (HUD) also provides guidelinesannually regarding fair market rents (FMR) that are instructive in assessing affordability

for low and very low income populations. According to HUD, Fiscal Year 2011 Fair Market Rents for the State of Hawaii are as follows:

It is apparent by comparing the two tables that even families earning as much as 80% AMI are unable to afford market rents in Honolulu County for the appropriate sized unit.

 A 2-person family earning $50,514 should be limited to $1,260 in rent, but the FMR for a1 bedroom in Honolulu is $1,396. According to data compiled in 2010 from the NationalLow-Income Housing Coalition (NLIHC), 65% of renters in the Honolulu MSA wereunable to afford a two bedroom unit at fair market rent.1 

The HPHA currently has a waitlist containing over 9,800 families, and of these, over 97% earn between zero and 30% AMI. The majority of these families have incomesbased on fixed incomes, such as social security and disability benefits. According to theNLIHC dataset, supplemental security income payments for the State of Hawaii in 2010were $674 per month, translating to a maximum affordable monthly rent of $202,assuming no allowable deductions to adjusted gross income.

This agency currently has an unmet capital needs backlog in excess of $350 million,which was discovered in a 2007 Physical Needs Assessment. The modernization of our units is underway at several developments, notably at Kalihi Valley Homes, and isscheduled to begin at properties on Maui, and at Palolo Valley Homes and PuahalaHomes. Despite the goal of complete modernization of all of our aging units, we havehad difficulty meeting the capital need due to the budget constraints mentioned above,which have impacted staffing, as well as static capital improvement funding from theState. While the HPHA is planning new unit construction in the long term capitalplanning horizon (four to five years out), it would be irresponsible to undertake suchdevelopments in light of the current maintenance backlog. Within the short term capitalplanning horizon (less than three years), all capital funds are expected to be consumedby necessary modernization improvements.

The HPHA is also evaluating its property portfolio in order to determine locations for more efficient use of State property for public and affordable housing opportunities.While this would also be part of the agency’s longer term planning horizon, an initial

assessment indicates potential for at least one mixed use development containingcommercial, mixed use, and government offices at the HPHA’s administrative offices at1002 North School Street. Further study will be required in terms of property andmarket evaluation.

The HPHA appreciates the opportunity to provide the Senate with information regardingour role in the affordable housing market in the State of Hawaii.
