Vision

We aim:

To end long term homelessness and the need to rough sleep by 2020.

To reduce the risk of homelessness through effective preventative measures.

To enhance inter agency cooperation and services to vulnerable homeless households.

4 Strategic Objectives:

1. To place homelessness prevention at the forefront of service delivery

2. To reduce the length of time households and individuals experience homelessness by improving access to affordable housing

3. To remove the need to sleep rough

4. To improve services to vulnerable households and individuals

Objective 1 Prevention:• Research into hidden homelessness• Multi agency intervention on repeat

homelessness• Multi Agency Holistic Assessment• Advice & Assistance (CHAP/ HANI/ Housing Options/ RGS)

• NIHE tenancy Support• Floating Support services

Reducing the length of time in temporary accommodation:

• “Pathway models” to longer term housing• Review of temporary accommodation provision• Examine the impact of Welfare Reform on

homelessness• Introduce a Private rented Sector Access

Scheme.

• Review service delivery with providers• A new Belfast Rough Sleeper strategy• Introduce a “Housing led” model• Referral mechanisms for homeless clients

to Health Trust Addiction Services.
