Invitation of Expression of Interest and Pre-qualification (PQ) to Tender
1. Invitation for Expression of Interest
1.1 The Hong Kong Science and Technology Parks Corporation (HKSTP) is invit-
ing professional facility management firms to express their interest in under-
taking the smart-Facility Management Services (smart-FMS) for Hong Kong
Science Park Expansion Stage 1 (SPX1).
2. Description of SPX1, Hong Kong Science Park
2.1 Hong Kong Science Park (The Park) is located at Tolo-Harbour waterfront in
Pak Shek Kok, New Territories. A 22-hectare parcel of land has been allocat-
ed to the Park for its development.
2.2 SPX1 is a new extension inside the Park as located on the 11,000m2 site to the
west of Hong Kong Science Park Phase 3 with the total GFA of approximately
78,000 m2. It comprises of the followings for people connect-collaborate-
create when being completed by early 2019.
(i) Two buildings (17W and 19W) with approximate lettable floor areas
(LFA) of 50,000 m2 for the R&D office and 18,000 m
2 for dedicated la-
boratories and medical laboratories; and
(ii) Podium with shops, food and beverage outlets, carpark, organic farm land-
scape garden, Atrium-Link / Vitality Hub.
2.3 HKSTP is desirous of out-sourcing the smart-Facility Management services
(smart-FMS) of SPX1, which will be procured through this tender.
3. Scope of Services
3.1 The SPX1 is a state-of-the-art infrastructure aiming in support of our local tal-
ents in collaborating with the world-class scientific research teams, especially
the healthcare and AI/Robotics Technologies. The Facilities, including all
building services, utilities, ancillaries, fittings, fixtures, etc, are to be operated
and maintained on a round-the-clock (not necessarily with peak strength at all
times) and full-time basis meeting international standard.
3.2 HKSTP expects the appointed smart-FMS to be the single point and under-
takes full responsibilities in 3 stages, namely (I) Construction Stage, (II)
Handover Stage and (III) Operation Stage, with but not limited to the follow-
ing services.

3.3 This smart-Facility Management services (smart-FMS) assignment requires
modern systems and services of international quality, integrating all function
necessary to support the daily operations ranging from premises security,
landscaping to high-tech operations, deploying competent, suitably trained and
experienced work force under a well-structure system, and using modern man-
agement techniques. Maintenance of equipment and building shall be ensured
as “Life Time Care” with planned maintenance schedule, procedures, self-
audit and continuous improvement, precisely determining most appropriate
type and level of services.

3.4 For ease of understanding, this section highlights the levels of various Ser-
vices required.
A) Basic Services : These are critical to the functioning of the build-
ings, including security, cleaning, maintenance
and operation of the Development and co-
ordination of all the operation and maintenance of
the IT services provided by HKSTP. Provide pre-
management services (as stated in Stage I & II
Works) before actual operation of the buildings;
B) Value Added Ser-
vices :
These are management of services for the R&D
offices, wet/medical laboratories, shops, food and
beverage restaurants, the atrium-link/vitality hub,
smart and innovative technology facilities, issues
concerning the Environment, Health and Safety
and provision of minor repair work service for
tenants of the Development;
C) Administration
Services :
These involve handling complete administration
on behalf of HKSTP, such as collection of rents,
carpark income, venue income, monthly admin-
istration services reporting etc.
D) Services for Refur-
bishing and Im-
provement Works:
These involve procurement of Consultancy
and/or Contracting services for refurbishing and
converting units and tenants areas due to change
of tenancy.
E) Services for Statu-
tory Compliance
and Improvement
Works :
These involve procurement of Consultant and
Contracting Services to carry out the statutory
compliance and improvement work to the Park
4. Proposed Term of Assignment
4.1 Tentatively, the assignment shall be divided into 3 stages as stipulated in Para.
3.2. Subject to the actual site progress, the tentative commencement periods
of the respective stages are as follow:-
Construction Stage - December 2018
Handover Stage - February 2019
Operation Stage - April 2019 for a term of three years.

4.2 HKSTP has the option to extend the term for a further three years upon com-
pletion of the first 3-year period of operation stage subject to HKSTP’s deci-
sion as an ongoing exercise in Asset Value Maximization and Asset Life Pro-
longation.
5. Submission of Expression of Interest
5.1. Interested company is requested to submit Expression of Interest (EOI) and
Pre-qualification (PQ) Submission in accordance with the Proforma in Annex
I.
5.2. The PQ submission shall generally cover the following aspects for assess-
ment:-
a) Relevant Experience:
To provide the specified facility management experiences undertaken by
your company with information such as
Experience of FM services in Hong Kong and overseas together
with information on the extent and nature of the services provided,
which should be relevant to the specified job references required in
PQ criteria
List of the relevant property/facilities with total area currently
managed by your company in Hong Kong and overseas. For each
of job reference submitted for PQ assessment, briefly describe the
services provided and the relevant contract period.
Details of experience and expertise in managing electrical and me-
chanical maintenance work, including preparation of specifica-
tions, conducting of tender process, tender evaluation works super-
vision and contract administration
Details of experience and expertise in operating central chiller
plant system
Details of experience and expertise in pre-management and hando-
ver of new project
b) Staff Resources:
To provide the staff resource information, including
Knowledge, experience and capability of the required Core Per-
sonnel and other key staff proposed for the Services
Total number of staff directly employed by your company in Hong
Kong, Asia-Pacific and overseas (excluding staff from out-sourced
subcontracts)
Organisation Chart of your company in Hong Kong showing the
company structure and number of staff;

The curriculum vitae of the Core Personnel and other proposed key
staff likely to be employed for the services with proven track rec-
ords of experiences.
c) General Performance Record:
To provide general performance record information, such as
Performance record and award
Valid certificates of quality management, environmental manage-
ment, health and safety management standards and etc. (e.g.
ISO/OHSAS standards)
Letters from different clients with positive response (i.e. indicating
above average performance) for reference
List of properties in which clients will willing to renew the proper-
ty/ facilities management contract
d) Innovative Ideas on Smart/Green & Sustainable and smart-FM Best Prac-
tices:
To provide a description of any innovative ideas on smart,
green/sustainable and safety initiatives; management of properties with
multiple uses; application of BIM in FM as well as integrated facility
management techniques to improve the customer service and HKSTP’s
image for management of the SPX1 such as
Mobile-First Design, e.g. indoor navigation for people / car, facili-
ties booking / ordering, Access Control, etc.
High-Tech Security Features, e.g. Facial recognition security / QR
Code, vehicle plate registration, etc.
Good FM practices, e.g. BIM Asset Management, Robotic Cus-
tomer Services, Internet-of-Things (IoT) for big data analytic etc.
State-of-Art Technologies, e.g. Automatic Robot Parking System,
Smart Bus Stop / Lamp post, Mixed Reality (MR), etc.
5.2 Late submissions or submissions that do not conform to the requirements may
not be considered. At this stage, the submission is NOT intended to be com-
prehensive, please limit your submission to the requested items above and to
the format of the Proforma.
6. Pre-Qualification Criteria
6.1 Suitable firms will be short-listed for submission of detailed technical and fee
proposals.
6.2 HKSTP will solely base on the self-contained submission as mentioned above
for short-listing. The selection criteria are set as follows:

single contract package; and

for at least 3 years in the past 10 years

Note 1
Interested company shall have at least ONE (1) qualifying job references for
each of the above Criteria 1(a) and 1(b). In case that the company fails to
submit the sufficient number of qualifying job references for consideration
OR the submitted job references are found to be not qualifying for the re-
spective criterion due to absence/inadequate substantiations to support the
relevancy/competency of company’s experience, the PQ submission of the
company shall not be further considered.
Note 2
Laboratories may include research laboratories in tertiary educational insti-
tution, bio-medical/ chemistry/ bio-chemical/ material laboratories, research
and/or test laboratories associated with industrial production or any other
laboratories relevant/similar to the laboratory facilities in the proposed de-
velopment. HKSTP shall have the sole discretion to accept/reject the la-
boratory job reference(s) submitted subject to the relevancy to the new la-
boratory facilities. In general, the interested company should demonstrate
such relevancy by means of level of building provisions, mode of operation
and services interfacing with the generic FM services for consideration.

Pre-qualification (PQ) Criterion Weighting

2.1 The company shall nominate the following professional
staff to be the core personnel for the services:-
a) Senior Facility/Property Manager with at least 15 years of
relevant experience;

15 years relevant experience;

2.2 The required Core Personnel for the Service should have
EITHER the proven track records of in managing:-
i. Grade A office development with extensive application of
smart building features; and/or

ii. Laboratory facilities as per Note 2 in Criterion (1); and/or 4%
iii. Know-how on the use of BIM for Assessment Management 4%
2.3 CV of the proposed personnel shall be submitted for vet-
ting. Merit will be given to those Core Personnel with
proven experiences in multiple/all aspects of i) to iii)
above.

ing co-working and networking among multiple tenants; and

e) Others as proposed by the interested company, including the
proposed smart-FMS System platform to be adopted for
SPX1

6.3 It is the intention of HKSTP to short-list not more than ten (10) tenderers with
the highest score, who meet our minimum requirements of a total aggregate
score of 50%, from this PQ submission for further submission of detailed
technical and fee proposals. Any company obtaining a zero score in an indi-
vidual section will not be considered. HKSTP is NOT bound to invite any
company to further submit any bids. It should be noted that HKSTP will NOT
be responsible for the reimbursement of any cost incurred for the preparation
of the submission.
6.4 Please note that, if a company is short-listed and invited to submit Technical
and Fee Proposals for the Services, the same Core Personnel and other key
staff in proposed 2) Staff Resource of this submission shall be included in the
manning schedule of Technical Proposal of the Tender as minimum. Pro-
posed change to any personnel in the Tender Stage or subsequent stages, if
appointed for Services, shall be subject to the approval of HKSTP to the justi-
fication alongside the tender submission. The deviation of personnel noted in
tender stage may not be accepted by HKSTP and such will be reflected in the
tender assessment.
7. Closing Date
7.1 Company should submit the EOI and PQ proposal together with Non-
Collusive Tendering Certificate and Declaration Forms (as set out in Annexes
IV & V) duly signed with company chop before 12:00 noon on 06 November
2018 in three (3) sets of submission documents and one (1) set of electronic
copies in CD-ROM in a sealed envelope.
7.2 The envelope shall be marked on the face with the Subject of the Submission,
Agreement No., Agreement Title and Name of Company, and addressed to the
Chief Project Development Officer, according to the template as shown in
Annex II. The envelope shall be placed in the Tender Submission Box located
in the Reception Counter on 8th Floor of Bio-Informatics Centre, 2 Science
Park West Avenue, Hong Kong Science Park, Shatin, Hong Kong for the at-
tention of Chief Project Development Officer. Please refer to the Layout Plan
at Annex III for the location of the Tender Submission Box.
7.3 In the event that a tropical cyclone warning signal No. 8 or above is hoisted or
a black rainstorm warning signal is issued between 9:00 am and 12:00 noon on
the submission closing date, the submission closing time will be postponed to
12:00 noon on the next working day.
7.4 HKSTP does not intend to create any legal or contractual relationship with any
company with submission of EOI in this selection exercise. HKSTP reserves
the right to cancel this selection exercise for any reason, in which case the
companies with EOI will accordingly be notified. Without prejudice to the
aforesaid, the information provided by HKSTP in this selection exercise shall

not be taken as final and is subject to change in the Final Project Brief to be is-
sued to the short-listed tenderers.
8. Enquiry
8.1 Any queries regarding this EOI and PQ submission shall be submitted in writ-
ing with the cover letter and via email [email protected]. Response to the
queries will be made and post to https://www.hkstp.org/en/quick-links/tender-
notice/ within 2 working days. Only queries regarding this “Invitation of EOI
and Prequalification to Tender” raised before 5:00 pm of 01 November 2018
shall be entertained and responded.

(a) HKSTP;
(b) a joint venture partner, where joint venture arrangements relevant to the bid exist and which
are notified to HKSTP;
(c) consultants or sub-contractors, provided that the communications are held in strict confidence
and limited to the information required to facilitate the particular consultancy arrangement or
sub-contract;
(d) professional advisers, provide that the communications are held in strict confidence and
limited to the information required for the adviser to render their professional advice in
relation to the Tender;
(e) insurers or brokers for the purpose of obtaining an insurance quote, provided that the
communications are held in strict confidence and limited to the information required to
facilitate that particular insurance arrangement; and
(f) banks for the propose of obtaining financing for the Contract, provided that the
communications are held in strict confidence and limited to the information required to
facilitate that financing.
Disclosure of subcontracting
4. We understand that we are required to disclose all intended sub-contracting arrangements relating to
the Tender to HKSTP, including those which are entered into after the Contract is awarded. We
warrant that we have duly disclosed and will continue to disclose such arrangement of HKSTP.
Consequences of breach or non-compliance
5. We understand that in the event of any breach or non-compliance with any warranties or undertakings
in this certificate, HKSTP may, at its discretion, invalidate our bid, exclude us in future tenders,
pursue damages or other forms of redress from us (including but not limited to damages for delay,

6. Under the Competition Ordinance, bid-rigging is serious anti-competitive conduct. We understand

Commission (the “Commission”) and provide the Commission with any relevant information,
