Situated in a quiet corner of Chinsurah, the headquarters of Burdwan Division and Hooghly District, Hooghly Mohsin College is one of the premier academic institutions in India, promoting the cause of higher education for one hundred and seventy eight long years. Following a blueprint prepared by Macaulay and with the help of a trust fund of the legendary philanthropist Haji Mohammad Mohsin the college started its journey on 1st August 1836 in Perron’s house, a magnificent piece of architecture overlooking river Hooghly.
For the first one hundred years of its existence the college was known as New Hooghly College. On the occasion of its centenary celebration the college was renamed as Hooghly Mohsin College.
This glorious House of Learning nurtured some of the doyens of nineteenth century Indian Renaissance. Bankim Chandra Chattopadhyay, the composer of “Bande Mataram” and other eminent writers of Bengal like Dwijendralal Roy, Sanjib Chandra Chattopadhyay, Rangalal Bandyopadhyay were distinguished students of this college. Biplabacharya Jyotis Chandra Ghosh, Mujaffar Ahmed, Kanailal Dutta, Bhupati Mujumder, Charu Chandra Roy, Pramathanath Mitra, Brahmabandhab Upadhyay, Debendranath Mondal who were associated with this College as students or teachers, dedicated their lives to the cause of Indian Freedom Movement. A versatile genius, the Indian Muslim Judge and Jurist, wise leader, writer and historian, Syed Amir Ali was an eminent alumnus of this college of national heritage. Famous scientists such as Dr. Upendra Nath Brahmachari, Sahairam Basu and J. N. Bhar significantly contributed to Science & Medicine in the global perspective. Noted singers of India like Shyamal Mitra and Satinath
Mukhopadhyay who contributed immensely to the cultural world, were students of this college. Since its historic inception as the first Seat of English Education in India in 1836 to date this college has been nurturing talents who have always done our country proud. The main building, the Science Blocks and the cheerful college garden lend quite a unique touch to the ambience of the college campus. Besides the Under Graduate and Post–Graduate Departments, the college has a separate Law section. The college provides its students an excellent setting where they can recognize and utilize their full potential to pursue higher education, become professional and eventually play their own role in the enrichment of the intellectual resources of the country to drive and shape her future. By fostering a family environment where educational, social, and emotional needs are addressed through a holistic approach, the college constantly strives to mould its students into successful and responsible citizens.
Affiliation
The college was affiliated to the University of Calcutta since 1857. The College was later affiliated to the University of Burdwan since its inception in 1960. Since then the College is a constituent college of the University of Burdwan.
gLoRIoUS joURnEY THRoUgH 179 YEARS Our College is our inspiration. A few years back we observed the 175th
Anniversary Celebrations of our college and as a way we remembered a few of the luminaries of this college: Bankim Chandra Chattopadhyay, Dwijendralal Roy, Satinath Mukhopadhyay, Manabendra Mukhopadhyay, Syed Amir Ali and UN Brahmachari on 19-20 March, 2010. 150th Anniversary of Rabindranath Tagore was observed on 9th May in that same year. We organized a Grand Rally on 31st July to mark the beginning of final phase of the celebrations on August 1-3, 2010. We began the foundation day by placing wreaths of flowers on the Majar of Haji Mohammed
Mohsin. Sri Sudarshan Raychoudhuri, MIC of Higher Education, Govt. of W.B, inaugurated the day’s program later, attended by various dignitaries. Hon’ble Governor of WB, Sri M.K.Narayanan attended the program on 2nd August and unveiled the statue of Haji Mohammed Mohsin. The 3rd day was started by planting siblings of plants in the college campus under the chairmanship of Sri Naren Dey, MIC of Agriculture & Consumer Affairs, Govt of WB, who remained present on all the programmes as a well wisher alumnus. Seminars and attractive cultural programmes were held on all the three days.

The LL.B. course consisting of 28 papers is of three years duration. The entire course is divided into six semesters –
Semester-I to Semester-VI. At the Intermediate and Final stages, students are required to attend moot courts and undergo
practical training at Lok Adalat, District Courts, High Courts and the Supreme Court. Training in paralegal services is also
compulsory during the last two semesters of the course.

It was observed that not more than 05% law graduates of West Bengal were getting the opportunity to pursue higher
education in law i.e. LL.M. within West Bengal. Hence, a timely decision was taken by the West Bengal Government and the
University of Burdwan to introduce LL.M. Course in Hooghly Mohsin College from 2011-12 academic sessions with 25 seats.
Prof. Bratya Basu, the Honourable Education Minister, announced the introduction of the LL.M. Course in this College in
his speech in the Closing Ceremony of the 175th Anniversary Celebration Programme and Prof. Shorosimohan Dan, the
Honourable Vice Chancellor, the University of Burdwan opened a Plaque for introduction of this LL.M. Course from the
2011-12 academic sessions in Hooghly Mohsin College.

LIBRARY
The Central Library of the College has a rich collection of
approximately 2,00,000 books. New text books and reference books
are added every year to the existing stock with grants from the state
Government and the University Grants Commission. The library
boasts of a good collection of some rare and old documents, which
includes, among others, Ackermann’s Cambridge (1815) in two
volumes with beautiful aquatint etching, Thornton’s Elementary
Botanical Plates (1810) with magnificent steel engravings, Illustrated
London News from 1842 to 1850, a set of the Philosophical
Transactions of the Royal Society from 1665 to 1800. Akbarname
translated by Revereje, many first edition books of Rabindranath
Tagore, Sarat Chandra Chattopadhyay, Haraprasad Shastri,
Nagandranath Basu and others. These valuable documents are set to
be digitized under the auspice of C–DAC.
The College library presently subscribes to a number of International
as well as National journals. The list includes New Scientist,
International Studies, Science and Calculus, Current Science, The
Chartered Accountant, Charted Financial Analyst, Records of the
Zoological Survey of India, Monthly abstract of statistics, Annals of
Library and Information Studies and University News. From the year
2000 computerization of the library is in progress. In 2014-15
session about 2000 books have been purchased and added to
Library collection. Total number of journals subscribed at present is
more than 30.
Library Facilities:

2. Reading – The Library offers reading room facility to bona
fide students on production of their College identity cards.
The Reading Room remains open from 7.30 a.m. to
5.30 p.m.
3. Audio-visual system with speaker
Seminar Libraries:
In addition to the general library, each Department maintains a
seminar library, which caters to Honours students. Post
graduate students are also entitled to this facility from the
respective Departments.
LABORATORY
The college has well-equipped laboratories with all the science
departments. Department of Zoology has a museum.
COMPUTER
Computer facility is available in almost all the science
departments, as well as in the Library. Separate computer labs
are present at the Department of Commerce, Department of
Mathematics and Department of Geology. Broadband internet
facility is available in all the science departments as well as
this facility provided to the teachers and the students by the
Library computers.
COMMON ROOM
There are separate common rooms for the girls and boys
students, both equipped with various indoor games
facilities. Several journals, magazines and newspapers are
subscribed to and kept in the common rooms for the use of
students.
HEALTH
There is a Medical Officer (part – time) attached to this College. Treatment facilities are available in the District Govt. Hospital. Dr. Debanjan De (MBBS) is acting as the Part-time Medical Officer.

One centralized Canteen for students, with a separate canteen
building located in the college premises, and a Teachers’ Canteen
within the Staff Room provide Tiffin, snacks and lunch to the
students and staffs at nominal rate.

Hostel (accommodation: 53) and Zachariah Hostel

NATIONAL SERVICE SCHEME (NSS)
The College has an active NSS unit which functions under the guidance of a Program Officer (a teacher of this College) with an advisory committee of two teachers. Approximately, hundred students are engaged as volunteers in various social activities regularly along with their usual study curriculum. During the last one year, NSS unit organized special camp at Kanagarh and adjoining rural areas in Hooghly district. Volunteers were also participated in a number of seminars, workshops organized by Burdwan University, District Administration- Hooghly, Health Department – Govt. of West Bengal, Hooghly Women’s College etc. Volunteers are involved throughout the year in various social activities either independently or in collaboration with students’ union or NGOs like Health and Environmental awareness program, plantation, drawing classes, cultural program in rural areas, cleaning, blood donation camp, road safety awareness, free legal aid service and health check up camps etc.
CAREER COUNSELLING & PLACEMENT CELL
There is a cell consisting of a group of dedicated teachers to provide personalized attention to students’ problem and help outgoing students find future openings.
INTERNAL QUALITY ASSURANCE CELL (IQAC)
The IQAC of Hooghly Mohsin College was established in 2007 as per the recommendation of the National Assessment and Accreditation Council (NAAC), an autonomous body under the University Grants Commission. The college got accredited by the NAAC in the year 2007. As a post accreditation measure the IQAC monitors the overall development programme of the college and takes active role in academic and administrative affairs by finding out the areas of weakness and providing positive suggestions to
the administration for overcoming the same. It also prepares the future project and plays the pivotal role in sustaining and improving the institutional quality.
GRIEVANCE REDRESSAL CELL
Complaints and suggestions in public interest regarding the College may be sent to this College either by post or via e-mail [email protected] or [email protected]. A drop–box is also located at the main building for this purpose.
GUARDIANS – TEACHERS MEET
This meet is conducted in the middle of each session for monitoring students’ attendance and performance.
HOPE
The Law Department of the College has recently opened “Hope” – a legal aid clinic to provide free legal help to anybody seeking such help in need.
COMMITTEE FOR GENDER SENSITIZATION & PREVENTION OF SEXUAL HARASSMENT
A unit named ‘Bisakha’ has been formed in 2005 to prevent sexual harassment within the College campus. Appropriate disciplinary action is to be taken against the accused person(s). The unit keeps close watch on the overall atmosphere in the College and undertakes necessary counseling to prevent untoward incidents relating to the sexual harassment.

GAMES & SPORTS
The College offers various sporting amenities including Football, Cricket, Badminton, Volleyball, Table Tennis, Multi – Gym, Athletic and other facilities. There is a common room for the students for playing indoor games like Table tennis, Carom etc. and a standard Football cum Cricket ground near the premises. Annual athletic meet of the College is held in January.
PUBLICATION
The College brings out an annual magazine with an impressive collection of creative and critical writings by its students, teachers and members of non – teaching staff. Academic Journals and seminar proceedings are published from time to time. The College has been publishing an Academic Journal since 2006. “The Academic Journal of Hooghly Mohsin College” (ISSN: 0973-6212) is a biannual multi-disciplinary journal publishing original works of the faculty members. A book entitled “Basic Science: Prospects and future challenges” (ISBN: 978-81-908801-1-4) has been published by the College in February, 2011.
CULTURAL PROGRAMMES AND EXHIBITIONS
Cultural programs are held on the occasions of the Independence Day, College Foundation Day, Annual Cultural Meet and Fresher’s Welcome Ceremony. Bankim-Parishad of the College organizes cultural competitions and debates on the occasion of Bankim Chandra Chattopadhyay’s Birthday. The NSS unit of the College arranges debate competitions among students on issues of social concern. A two–day Science and Art Exhibition is held every year with participation from students of different schools and Colleges. SEMINARS
Seminars are regularly organized by different departments, the College Seminar Committee and the College NSS unit. Two memorial lectures are delivered by eminent social scientists every year – Prof. Jyotish Chandra Ghosh Memorial Lecture and Prof. Prasanta Kumar Ghosh Memorial Lecture.

STUDENTS’ COUNCIL
The College has a students’ Council. This representative body of the students consists of elected student members, who are elected by general students for a term of one year. Principal of the College is its ex – officio President. The students’ Council plays an useful role in activities such as inter class Cultural Competition, Freshers’ Welcome, Annual Athletic Meet, Publication of Magazine, Sarswati Puja with a Grand Feast involving all students, conduct of Bankim Parisad, Annual Cultural Programme and organization of all Bengal Science and Arts Exhibition under the guidance of a Teacher-in-Charge. The students’ also help the needy students through Aid–Fund and by providing text and reference books. It also runs a library of its own.
ALUMNI ASSOCIATION
The prestigious heritage Hooghly Mohsin College has produced a galaxy of alumni in various fields glorifying the institution since 1836 including Bankim Chandra Chattopadhyay, the composer of” BandeMataram”. The Alumni Association is actively involved in fostering academic, social and cultural activities every year arranging seminars, workshops, awareness programmes, nature study, cultural programmes, helping teaching-learning process, providing prizes and medals to the meritorious and needy students.
Mention may be made to the significant financial assistance made by Dr. Mohanlal Ghosh (An Alumnus and Ex-Teacher) introducing ”Dr. Mohanlal Ghosh Sponsored One-Day Seminar on Plant Science” in 2014 in the P.G. Department of Botany to be held every year as desired by him for the promotion of teaching-learning process including P.G. studies. Dr. Ghosh, after his retirement, is also engaged to help academic activities in the P.G. Department of Botany with his knowledge and experience as an honorary Guest Teacher. Reunion is held every year in the month of January/February.
UGC-INSTRUMENTATION MAINTENANCE FACILITY (IMF)
Under the Instrumentation Maintenance Facility (IMF) of the UGC the College will receive funds to appoint trained personnel on contract basis for the maintenance of equipment and infrastructure. The focus of this facility is to ensure that the equipments used in various departments and offices of the college are maintained systematically and efficiently. This unit organizes seminars and workshops in regular intervals with an objective to develop skilled laboratory personnel for proper maintenance of the laboratory instruments and electronic hardwares of this institution and the surrounding.

in the current changing global scenario. To meet this challenge this college has introduced two UGC-Sponsored one –year Certificate Courses namely Tools and
Techniques in Biotechnology and Plant Tissue Culture for the students of natural sciences of this college as Add-on Courses besides acquiring their B.Sc. or M.Sc.

THREE YEAR (HONOURS / GENERAL) DEGREE COURSE
This course is meant for those who have passed the Higher Secondary Examination conducted by the West Bengal Council of Higher Secondary Education or an equivalent examination. Candidates fulfilling the following marks criteria may apply for admission provided they have passed the H.S. or equivalent examination in 2015 and 2014.
TWO–YEAR POST GRADUATE DEGREE COURSE
This course is meant for those who have passed the Three – Year (Honours) Degree Course with Honours in the respective subject from any recognized University. Selection of candidates for admission at the college is controlled by the University of Burdwan. THREE – YEAR LL.B. COURSE
A candidate seeking admission to the Preliminary LL.B. course must have obtained at least 45% marks in a Bachelor’s Degree course of not less than three years’ duration in Arts / Science / Commerce / Medicine / Engineering. One applicant can fill up a maximum of four forms (three for Honours subjects and one for General Course, supplied with each
prospectus) on the basis of minimum marks (subject wise) mentioned in the College Prospectus. Each Application should accompany a
set of attested copies of relevant documents.
Applicants are also required to return the form or forms over the counter with the indication of “X” in case those are not filled in on
account of either lack of qualifying marks or absence of interest in the subject other than the one for which one has exercised option.
On the RECEIPT the candidate should clearly mention his/her name, and the subjects and categories of forms in which he/she

Following instruction issued by the University of Burdwan vide Circular No. RC/PERM/ ADM/539 dated 08.05.07, the formula for
calculation of aggregate for admission to the 1st year courses at UG level (Session 2015-2016) will be:
Aggregate = Language 1 + Language 2 + Sum of best 3 electives out of 4
Marks secured by WBCHSE candidates in Environmental Studies will not be counted for calculating aggregate. However, marks secured in Environmental
Studies by non-WBCHSE candidates may be counted for calculating aggregate if that marks comes within the best three Electives.
If there is just one language, aggregate will have to be calculated with the single language and four best Electives. If there are only four Electives apart from
the language, all the Four Electives should be considered for calculating aggregate.
(a) Candidates who have passed (10+2) Final Examination conducted by NOS/ IGNOU/ Rabindra Mukta Vidayalaya/NETAJI SUBHAS OPEN
UNIVERSITY with at least five subjects of 100 marks each including at least one language subject (English or Bengali) and three conventional
subjects will be considered for admission in the 1st year if found eligible.
(b) No candidate prior to 2014 will be entertained.
(c) In case of the candidates who passed HS Examination (Old Pattern/Old–Syllabus of WBCHSE) in 2014, aggregate calculation should be made
by taking marks obtained in two languages subjects and best of the three elective subjects out of four subjects (including additional subject).
This aggregate has to be converted to 500 from 1000 and the subject marks has to be converted to 100 from 200.

ATTENDANCE
Serious notice is taken of unwarranted absence from classes and college examinations. The College Authority reserves the right to strike off the name of the student if he / she is found to be continuously absent without intimation for 21 days after the commencement of classes.
UG & PG Course : The University norms stipulates that to appear as a regular candidate in a University examination a student must have a minimum 75% attendance in each subject. If this requirement is not met, the student can still appear in the final examination as a non – collegiate candidate on payment of a fee provided he / she has a minimum attendance of 50% in each subject. In keeping with the
University norms at least 50% attendance in each subject is necessary to sit for tests for UG courses.
LL.B. Course: A student shall be required to attend at least 70% of the lectures delivered on each of the subjects in an academic year.
DISCIPLINE
Loitering or gossiping or shouting in the corridors, college – hall, classrooms and in the adjoining garden is strictly prohibited. There is a disciplinary committee consisting of a group of teachers to look after the discipline amongst the students of the college.
CODE OF CONDUCT
In accordance with the University of Burdwan ordinance number U.Ord.18 (Adm), students with less than 75% attendance in lecture classes (and practical classes in Science) and with less than 60% attendance in tutorial classes will be declared Non-collegiate. Such students will have to seek permission from the University of Burdwan to take the University Examinations on payment of requisite fees.
A student absent from college for three continuous months without notice will be struck off from the college roll as per the University of Burdwan ordinance number U. Ord. 13 (Adm).
Students of this college will abide by the rules of the college and must conduct themselves with decorum decency.
“Students must also note that it is mandatory as per the Hon. Supreme Court & the UGC Regulations that all students should fill in an Anti Ragging Affidavit, each year. To make the process easy MHRD has developed an ONLINE Facility.”
STUDENTS MUST REMEMBER
Admission to the college binds a student to observe college rules and directions that may be issued from time to time by the college authority.
Students must carry their identity cards and he/she should produce the identity card on prosecution at any time for any reason.
Students are required to attend the lectures regularly and punctually.
Loitering in the corridor/campus without any valid reason and attending to cell-phone calls inside the classroom are strictly prohibited.
Students are required to see the notice board every day for relevant information.
Students have to attend classes as per norms and should qualify in the College Test(s) to be allowed to write the Final University Examination.
