Hello Yongsan! Quick reminder to all that Courageous Channel 2017 kicks off Oct. 23. It is critical everyone in the Area II community participates in this important NEO exercise (page 5). Please see your NEO warden to update your NEO packets. Bring your packet and protective mask with you when you go through the NEO site (Collier Fitness Center). Williams Ave. and part of the parking lot in front of Seoul American Elementary School is closed to facilitate the exercise, so please drive carefully. There were many traffic violations issued in the month of September (page 6). Be aware of ongoing road work, and be sure to stop at crosswalks or you will be ticketed. Repair work of water lines is also taking place throughout the installation. Please note the scheduled water outages starting Oct. 26 until Nov. 3 (page 7). From Nov. 14 until Nov. 22, USAG Yongsan will conduct Fall Cleanup (pages 8-14). Please ensure you do your part to keep Yongsan clean, healthy and safe for all. All Soldiers, U.S. Civilians, KATUSAs and Korean Nationals are required to attend annual SHARP training. Please see the attached schedule to plan your next attendance (page 15). November 13 marks the beginning of federal benefits open season. This is an opportunity for our DA Civilians to enroll in or change their health and insurance benefits options (pages 16-18). Flu vaccinations do not require health insurance and are free to the DOD community (page 19). Please see the attached schedule for times and locations. The community will conduct Retiree Appreciation Weekend Nov. 17-19. We have a lot of events planned to recognize the service of our retirees (page 20). If you know any retirees, please acknowledge and thank them for their service. If you have children and are among those moving to USAG Humphreys, please keep in mind that it takes at least two weeks to process and prepare student records (page 21). These past few months have seen an increase in natural disasters that have hit close to home. The Combined Federal Campaign-Overseas kicked off Oct. 16 and goes through Dec. 15. Don’t forget to “show some love” for disaster relief and fill out your pledge card to give to a charity of your choice or help the victims and areas devastated by recent events (page 22). The United States Marine Corps Forces, Korea, is pleased to announce tickets to the 242nd Marine Birthday Ball are on sale until Nov. 7, at Building #2680 (pages 23-24). The uniform pageant takes place Nov. 8 at Knight Field. As we approach the end of October, many of us are getting ready for Halloween. Please see pages 25-27 for information on community Halloween events. K-16 trick-or-treating takes place Oct. 27, 5:30-8:30 p.m. The Religious Support Office is also hosting Hallelujah Night Oct. 31 at Picnic Area #7. Trunk or Treat and an on-site haunted house will be located at the SAES parking lot starting at 5:30 p.m., Oct. 31. November is just around the corner, and there is a lot going on at USAG Yongsan. Thanksgiving Story Hour with USAG Yongsan Commander COL. J. Scott Peterson will take place at the Yongsan Library Nov. 4, 11 a.m. (page 28) On Nov. 7, the Deputy Commander of the Combined Forces Command will host the 2017 Korean Friendship Night Concert at Collier Community Fitness Center (page 29). Please join us at our planned town hall meetings in early November. Garrison leaders will host the K-16 Town Hall Nov. 2 and USAG Yongsan Town Hall Nov. 8 (pages 30-31). These town halls are great opportunities to get information on community events and planned changes to garrison services. They are also great opportunities to address concerns community members may have. The holidays are almost upon us, and we look forward to sharing more news with you in the coming weeks. 8A OPORD 17-09-18-01 (USAG Yongsan / Area II Fall Cleanup) References: None.

Time Zone Used Throughout the OPORD: INDIA. Task Organization: No Change. 1. Situation. Fall Cleanup is scheduled for 14-22NOV17. This period is designed to coordinate resources of all units’ activities, Directorate of Public Works (DPW), unit sponsors, building coordinators, and post police detail in a concentrated effort to clean and repair areas of responsibility of trash, clutter, and other miscellaneous items. Units unable to perform Fall Cleanup during the designated week are required to coordinate other times with the Garrison Command Sergeant Major (CSM). 2. Mission. Area II Tenant Units execute cleanup of their assigned areas of responsibility from 14-17NOV17 and BOQ/BEQ/Family Quarters on 20NOV17 utilizing available unit and garrison resources. The Garrison CSM conducts an inspection of unit areas of responsibilities 21-22NOV17. 3. Execution.

a. Commander’s Intent. Purpose: USAG Yongsan is home for numerous Service members, Family Members, and Civilians. As ambassadors of the United States, it is imperative that our military community maintain a clean, military appearance that proudly represents United States Forces Korea and USAG Yongsan.

Key Tasks:

(1) A thorough cleanup of USAG Yongsan and outlying installations to include: CP

TANGO, K-16 Airfield, Sung Nam Golf Course, Madison Site, and FED Compound. Maximum participation and support is required at all levels. Occupants are responsible for cleanup of 50 feet out from their building or area of work. Conduct cleanup of assigned areas to include billets, motor pools, and work areas.

(2) Priority for clean-up is placed on high visibility and quality of life areas such as main entrances, administrative areas, housing areas, community service areas, main community streets, barracks, BEQ, BOQ and drainage ditches.

End state: When a thorough cleanup of USAG Yongsan has been completed, all

areas are in a high state of police and prepared for winter destructive weather. b. Concept of Operations.

(1) Collect all garbage and trash and place inside trash bins, barrels or receptacles. (2) Collect all dead grass, leaves, and small tree limbs in trash bags and deposit in trash bins. (3) Cut tree limbs/branches to three foot lengths and neatly stack inside the bins. Separate all other items such as rocks, lumber and metal into different stacks next to the bins. (4) Dispose of all hazardous material and waste IAW USAG Yongsan and USFK SOPs. (5) Units requiring special trash pick-up, i.e. large furniture, must coordinate with DPW at DSN 724-3503. (6) Remove and trim all weeds and grass from between cracks/seams in sidewalks and curbs. (7) Rake all gravel areas and flowerbeds in order to present a clean and neat appearance. (8) Clear garbage, debris, weeds/brush from all drainage ditches and gutters. (9) Remove all abandoned bicycles from bicycle racks for disposal.

c. Tasks to Subordinate Units and 8A Staff. (1) USAG Yongsan Tenant Units: All units at Brigade, Battalion, and Company level located in Yongsan and Area II, to include agencies activities, contractors, BEQs/BOQs/Family Quarters occupants are responsible for cleanup of 50 feet out from their building or area of work. Conduct cleanup of assigned areas to include billets, motor pools, and work areas. At a minimum, complete the following:

(a) Sweep sand and debris from roads, curbs, parking lots and walkways. Place debris into plastic trash bags and dispose on designated trash bins/dumpsters.

(b) Contact DPW Roads and Grounds Division at DSN 724-4168 for pickup of tree branches and limbs and other large objects.

(c) Rake grassy areas to remove all dead grass and leaves; place into trash bags and

dispose of in designated trash bins/dumpsters. (d) Rake all flowerbeds and dirt/gravel areas in order to present a clean and neat

appearance. (e) Edge along all sidewalks, curb, and parking lots. Remove grass and weeds from

joints in cement and asphalt, etc. (do not dig ditches). (f) Clean all accessible drainage ditches 50 feet out from building or area of work. (g) Police in and around all trash bins and containers. (h) Clean oil spots and stains from vehicle parking areas and motor pools. DO NOT

use solvents, use only authorized bio-degreasers. (i) Straighten and repair unit/activity signs. Decide whether the sign is necessary. If

not, remove it. Call for DPW Service Order Desk for repairs or removals. (j) Remove all unauthorized signs (keep off the grass, reserved parking, etc.). The

only authorized signs are those made by DPW. (k) Straighten and repair all fences. For metal or chain link fences, place a work order

with the DPW Service Order Desk. (l) Paint where necessary, but do not over paint. Use only DPW approved colors. (m) Remove all material and equipment stacked along the sides and behind

buildings. All excess material and equipment is turned in through supply channels. (n) Unsightly and overcrowded trash bins requiring service should be reported to

DPW Sanitation Branch at DSN 736-3503. (o) CONEX containers, MILVANS, or similar storage containers must be marked with

unit designator, cleaned around and Unit Identifier Code (UIC) painted IAW AR 420-18, dated 03JAN92, Subject: Facilities Engineering Materials, Equipment, and Relocatable Building Management on USAG Yongsan Installation (external).

(p) Remove all paper or cloth posters attached on utility poles, doors, or buildings (exterior).

(q) Inspect all sidewalks within your area. Report all broken or missing

the DPW Service Desk at DSN 724-4198. (r) Repair or remove unsightly picnic tables and barbecue grills. Personal

tables and grills are placed out of sight from roads. Identify these items early and turn in to the place of issue for possible repair or re-issue. Items must be turned in by the hand receipt holder.

(s) Clean gutters and down spouts of leaves and debris. Tools and

equipment are available at the SHSC (Self Help Services Center). Gutters and down spouts at the second story and higher are cleaned by DPW, Buildings and Grounds. Place service orders at DSN 724-4168.

(t) All unit sand bags used for monsoon season are stacked and palletized

and stored in unit areas. Sand bags that have become damaged or worn are replaced with serviceable bags. Unwanted filled sandbags picked up by DPW after sand bags have been palletized and coordinated with DPW at DSN 724-4168.

(u) Discarded furniture turned in through appropriate supply channels.

Discarded furniture will not be placed in trash containers. (v) Keep all hazardous waste materials (e.g. paints, oils, petroleum

products, insecticides, vehicle batteries, bleaches, cleansers, and other chemicals) separate and call DPW, Environmental Office at DSN 724-6151 for turn-in to DRMO.

(w) Required materials for self-help projects can be obtained from the

installation SHSC located on South Post in Bldg. 5274 at DSN 736-7818/5513. (x) Clean all windows inside and out and replace all unserviceable

windows. (2) Family Quarters, BEQ and BOQ Occupants: (a) Ensure yard furniture is in good condition and pleasing to the eye. (b) Place a DPW Service Order to repair all torn screens. Clean building exteriors. (c) Rake grassy areas to remove all dead grass and leaves. Place into trash bags and dispose in designated dumpsters.

(d) Edge along all sidewalks, curbs, and parking lots. Remove grass and weeds from joints in concrete and asphalt on sidewalks and drives. (e) Police areas around trash containers and trash bins. (f) Remove all material and equipment that is stacked along the sides and behind buildings. All excess material and equipment turned in through supply channels or the SHSC for re-issue. (g) Unsightly and overcrowded trash bins requiring service should be called in to the DPW Sanitation branch at DSN 736-3503. (h) Inspect all sidewalks within your areas. Report all broken or missing sections to DPW Service branch at DSN 736-3503. (i) Clean gutters and down spouts. Gutters and down spouts on the second story and higher are cleaned by DPW Building and Grounds. Place service orders at DSN 724-4168. (j) Remove paper or clothe posters attached to utility poles, doors, or buildings (exterior). (k) Pick up of large household type items can be arranged by calling DPW Sanitation Branch at DSN 724-3503. Pick up of large amounts of yard debris or tree trimmings can be arranged by calling the DPW Buildings and Grounds Division at DSN 724-4168. (l) Keep all hazardous waste materials (e.g. paints, oils, petroleum products, insecticides, vehicle batteries, bleaches, cleansers, and other chemicals) separate and call DPW, Environmental Office at DSN 724-6151 for turn-in to DRMO. (m) Required materials for self-help projects can be obtained from the installation SHSC located on South Post in Bldg. 5274, at DSN 736-7818/5513. (3) USAG Yongsan Directorate of Plans, Training, Mobilization, & Security (DPTMS). (a) Office of Primary Responsibility (OPR) for the Fall Cleanup. (b) Prepare OPORD and issue FRAGOs as necessary. (c) Track completion of tenant unit assigned areas of responsibility and provide updates to the Garrison Command Sergeant Major. (4) USAG Yongsan Directorate of Public Works (DPW).

(a) Provide equipment/materials through Self-Help Services as requested. (b) Stock additional lawn supplies and equipment in the Self-Help store as needed. (c) Be prepared to provide dump trucks and dumpsters as needed. (d) Conduct special trash, debris pickup, and hauling as requested from units. (5) USAG Yongsan Directorate of Family, Morale, Welfare, & Recreation (DFMWR). Clean around all buildings, work areas, and facilities. Clean accessible drainage and gutters of leaves and debris. (6) USAG Yongsan Safety Office. (a) Provide safety oversight to all cleanup operations. (b) Ensure tenant units are aware of, and operating equipment within prescribed safety guidelines to include required use of Personal Protective Equipment (PPE) during equipment operation, licensing requirements, etc. (c) Provide safety reminders and public awareness information to Area II tenant mission units and agencies. (7) USAG Yongsan Public Affairs Office (PAO). Provide public awareness to the community by posting the Fall Cleanup schedule on marquees, Facebook, and other Social networks.

What to Consider During the Federal Benefits Open Season (November 13 – December 11, 2017)

Open Season is the time of year when you have the opportunity to make decisions about your benefitsunder the Federal Flexible Spending Account Program (FSAFEDS), the Federal Employees Dental and Vision Insurance Program (FEDVIP), and the Federal Employees Health Benefits (FEHB) Program.

If you already have an FSAFEDS account, it will not continue automatically: you must re-enroll for 2018.

If you take no action, your current enrollment in FEDVIP and/or FEHB will continue automatically for 2018. You will be subject to any changes in premiums, benefits, and service areas.

We strongly recommend you evaluate your current enrollment status in the Programs. We have listed three basic questions to ask yourself. All are equally important and should be considered carefully.

1. What are my and/or my family’s expected health care needs for 2018?

• Federal Flexible Spending Account Program (FSAFEDS)

What are my out-of-pocket expenses going to be (e.g., deductibles, copays, coinsurances, day care and elder care expenses, over-the-counter drugs and medicines [prescription required except for insulin] and other over-the-counter products)? Does my child need braces or use acne treatments? Will I send my children (under age 13) to a non-overnight summer camp next year?

• Federal Employees Dental and Vision Insurance Program (FEDVIP)

Do I only need routine dental care? Will I need a crown or a root canal? Does my child needbraces?

Do I need glasses and/or contact lenses? Am I considering Lasik surgery?

• Federal Employees Health Benefits (FEHB) Program

Am I expecting a new baby? Do I need surgery? Will my medication needs change?

2. What benefits are available in 2018?

Now that you have an idea of what services you may need, the next step is to determine what benefits the plans provide in 2018. If you are already enrolled, please review the “How We Have Changed for 2018” section of your 2018 FEDVIP brochure and Section 2 “Changes for 2018” of your 2018FEHB plan brochure for any benefit changes.

• Should I enroll in a health care account and/or a dependent care account? How much should I contribute to my FSAFEDS account(s)?

FEDVIP and FEHB

• Are there plan limitations (i.e., number of visits or dollar maximums) which will result in out-of-pocket expenses?

• Are any services I may need (such as chiropractic care or Lasik surgery) not covered?• What is my share of the cost of prescription drugs? (FEHB only)• What deductibles, copays, and coinsurances must I pay?• Do I have enough coverage for extensive dental work?• Do I have enough coverage for glasses, exams, contact lenses, or other vision services?

3. How much will it cost?

Now that you have an idea of what services you may need and what types of benefits are provided by FSAFEDS, FEDVIP, and/or FEHB plans, the third consideration is cost.

Enrolling in FSAFEDS is free to you. You just have to decide how much (from a minimum of $100 to a maximum of $2,600 per participant for a health care account and/or $5,000 per household for a dependent care account) to contribute from your salary, which you’ll get back when you incur eligible expenses.

Look at the 2018 premiums for the FEDVIP and/or FEHB plan you are already enrolled in orconsidering enrolling in. You can find the premiums in the 2017 FEDVIP and FEHB brochures and on our website at www.opm.gov/insure.

4. What do I do now?

Now that you have considered these questions, you are on your way to making more informed decisions about your benefit choices for 2018. If you want to participate in FSAFEDS for 2018, you must make a new election. If you are satisfied with your FEDVIP plan and/or FEHB plan, you do not have to do anything. Your FEDVIP and/or FEHB enrollment(s) will continue for 2018. If you are not satisfied with your current enrollment status, please visit our website and your human resources office and look at the following resources to assist you in making decisions.
