The following resolutions were offered and placed in the Committee on Rules.


Offered by Representative Moeller:

WHEREAS, Enbridge, a Canadian pipeline company, has pipelines running through Illinois carrying crude

oil and tar sands oil; this poses a risk of leaks and spills to the towns and cities, the farms and waterways, and

the wetlands of Illinois and to Illinois residents; and

WHEREAS, Enbridge was responsible for the 2010 Kalamazoo Oil Spill in Michigan, the largest inland

oil spill in the United States, and while it claims that it has fully cleaned up the spill, local residents say that

the river is toxic and unsafe for fishing and for all the recreational uses that they enjoyed before the 2010

spill; and

WHEREAS, Enbridge has a history of 800 other spills, including the 2010 spill in the Village of

Romeoville, litigation about which is still ongoing; and

WHEREAS, The Illinois Commerce Commission has given Enbridge a certificate of "good standing" to

expand and build additional sections of pipeline, using the rationale that the citizens of Illinois urgently need

the oil that Enbridge is transporting; and

WHEREAS, The notion that the citizens of Illinois urgently need the oil that Enbridge is transporting is

belied by the fact that a large portion of that oil is being refined and exported to other countries; and

WHEREAS, The decision that a constant supply of oil is a "public good" is further belied by the looming

threat of climate change and the impending climate crisis; and

WHEREAS, The public good of the citizens of Illinois would be better served by massive investments in

renewable energy and conservation; and

WHEREAS, The certificate of "good standing" gives Enbridge the right to use Illinois courts to demand

that landowners give it easements to put new sections of pipeline across their lands and to use eminent domain

to force the landowners to comply on terms largely favorable to Enbridge; and

WHEREAS, Enbridge is using that power of eminent domain in a bullying fashion, forcing landowners

who do not want that pipeline to accept the pipeline and Enbridge's terms for it; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-NINTH GENERAL

ASSEMBLY OF THE STATE OF ILLINOIS, that we urge Enbridge and any other pipeline company

transporting fossil fuels to have an environmental impact study conducted by a third-party scientific

organization with no ties to the industry before they lay any new section of pipe and before any section of

existing pipe begins to transport tar sands oil or natural gas extracted by fracking; and be it further

RESOLVED, That any environmental impact study must include the long-term impact of burning fossil

fuels on the looming climate crisis; and be it further

RESOLVED, That Enbridge and any other pipeline company must be held fully responsible for any

favorite causes, build a stronger community, and think about other people; and

the State of Illinois and encourage all citizens to join together to give back to the community in any way that

is personally meaningful.

WHEREAS, The growing trade deficits, driven by the North American Free Trade Agreement (NAFTA),

China's accession to the World Trade Organization, and the U.S.-Korea Free Trade Agreement, have

displaced 700,000 jobs, 3.2 million jobs, and 75,000 jobs respectively; and

WHEREAS, U.S. employment in manufacturing dropped by 5 million from 2000 to 2015; and

WHEREAS, Jobs lost due to trade devastate families and entire communities and can permanently reduce

lifetime earnings for hundreds of thousands of workers; and

WHEREAS, The long decline of the American manufacturing base, exacerbated by bad trade policies that

reward outsourcing, has undermined our economic security and poses a direct threat to our national security;

and

WHEREAS, The offshoring of manufacturing and service jobs deprives local and state governments of

sorely needed revenues, jeopardizing the livelihoods of millions of public servants, as well as construction

workers whose jobs depend upon infrastructure building, repair, and maintenance; and

WHEREAS, The U.S. annual trade deficit has increased dramatically from $70 billion in 1993, the year

before NAFTA went into effect, to more than $508 billion in 2014; and

WHEREAS, Foreign investors have already used NAFTA's investor-to-state dispute settlement (ISDS)

provisions to challenge decisions regarding local building permits, environmental regulations, and state bans

on toxic chemicals and decisions of state courts; and

WHEREAS, Climate change and environmental degradation threaten communities across the globe and

ISDS provisions in the Trans-Pacific Partnership (TPP) may expose nations enacting policies to fight climate

change to ISDS cases that undermine these efforts; and

WHEREAS, Promoting economic growth with equity in Illinois requires an approach that reforms the

entire trade negotiation process to ensure that the voices of workers, farmers, small businesses, families, and

communities are heard and their interests addressed; and

WHEREAS, The TPP has effectively shut state and local governments out of the process, limiting our

ability to influence its rules to ensure the people of Illinois can participate in the benefits of trade; and

WHEREAS, Given the enactment of fast track trade negotiating authority, states, localities, and their

citizens will have no opportunity to correct shortcomings in the TPP; and

WHEREAS, Repeating old mistakes in negotiating new trade agreements such as the TPP represents a

missed opportunity to strengthen our economy, reduce income inequality, and promote sustainable growth;

therefore, be it


ASSEMBLY OF THE STATE OF ILLINOIS, that we call upon our elected officials in the U.S. Senate and

U.S. House of Representatives to oppose the Trans-Pacific Partnership and any similar trade deals if they fail

to restructure the misguided and failed policies of the past; and be it further

RESOLVED, That we call upon our elected officials in the U.S. Senate and U.S. House of Representatives

to support new trade deals such as the TPP only if they do the following:

(1) protect and promote traditional state and local prerogatives and authority under our

federal system by ensuring that states and localities will not be required to comply with certain

commitments, including any restrictions on preferences for local, state, or U.S. goods or services, without

prior informed consent of the legislature or local lawmaking body;

(2) ensure balanced trade and address the excessive, job-killing U.S. trade deficit;

(3) include enforceable rules against currency manipulation;

(4) exclude investor-to-state dispute settlement (ISDS) and other provisions that favor

foreign companies over domestic ones and undermine public choices;

(5) ensure that countries cannot undercut U.S.-based producers with weaker labor and

environmental laws and enforcement;

(6) ensure that the U.S. will engage in robust enforcement of trade rules, including

labor and environmental rules;

(7) include strong rules of origin to promote economic growth and job creation in the

U.S.;

(8) promote high standards of protection for workplaces, products, and natural resources

rather than promoting a race to the bottom; and

(9) put the interests of people over the interests of private profit; and be it further

RESOLVED, That suitable copies of this resolution be delivered to the President pro tempore of the U.S.

Senate, the Speaker of the U.S. House of Representatives, and each member of the Illinois congressional

delegation.

WHEREAS, It is highly fitting that we remember those who contributed to the betterment of the State of

Illinois; and

WHEREAS, Captain Joseph Laur was born in Indian Village, St. Francois, Lower Canada on March 14,

1814, one of 6 children of Charles and Luch Laur; and

WHEREAS, Captain Joseph Laur emigrated from Canada to Lincoln, Massachusetts in 1833; after

working there for a few years, he began flat-boating around 1839 on the Ohio and Mississippi rivers, hauling

merchandise from Pittsburgh, Pennsylvania to New Orleans, Louisiana, where he would sell the merchandise,

dismantle the boat, sell the lumber, and return on foot by way of the Natchez Trace, which was being traversed

by a constant stream of boatman during that era; and

WHEREAS, Captain Joseph Laur established a permanent home in Knob Prairie in Jefferson County in

1841; and

WHEREAS, Captain Joseph Laur mustered into the Union Army on October 19, 1861 as a First Lieutenant

in Company K, Illinois Volunteer Infantry Regiment, commanded by Col. W.R. Morrison; and

WHEREAS, Captain Joseph Laur was promoted to Captain on June 10, 1862 and thus earned the

nickname "Cap"; he fought at the battles of Fort Donelson, Shiloh, Corinth, the Red River expedition, and

the siege of Vicksburg; he was injured in combat and discharged in September of 1865; and

WHEREAS, Captain Joseph Laur was awarded the contract on Star Route 11799 and served each post

office from Ashley to Moore's Prairie; and

WHEREAS, Captain Joseph Laur died on June 8, 1895; during his time, Williamsburg became Old Town

and was superseded by Waltonville; and

WHEREAS, Captain Joseph Laur's service to the United States and the State of Illinois has greatly

benefited the surrounding communities; therefore, be it

the Big Muddy Bridge east of Waltonville on IL Route 148 as the "Captain Joseph Laur Memorial Bridge";

consistent with State and federal regulations, appropriate plaques or signs giving notice of the name "Captain

Joseph Laur Memorial Bridge"; and be it further

WHEREAS, The State of Illinois has a prison population of over 47,000 inmates in 25 adult facilities, with

a staff of 10,200, at an annual cost of $1.3 billion; and

WHEREAS, The State's correctional system is among the most crowded in the nation and is operating at

more than 150% of its capacity, according to the Bureau of Justice Statistics; and

WHEREAS, The State's high prison population and overcrowding is fueled by a high recidivism rate, with

48% of adults and 53% of juveniles returning to incarceration within 3 years; and

WHEREAS, Article I, Section 11 of the Illinois Constitution requires that the determination of the State's

criminal penalties address both the seriousness of the crime as well as the return of the offender to productive

citizenship; and

WHEREAS, The administration has set a goal for the State to reduce its prison population by 25% by

2025; and

WHEREAS, The Governor's creation of the Illinois State Commission on Criminal Justice and Sentencing

Reform recognized the importance of a comprehensive and evidence-based approach to reduce the State's

prison population, while improving public safety; and

WHEREAS, The Illinois Department of Corrections currently maintains 7 Work Camps among its

facilities as a transfer alternative for inmates preparing for re-entry into society; and

WHEREAS, Work Camps provide adult education, high school equivalency classes, vocational

educational programs, and community service opportunities to participants, as well as job skills and an

experience that may improve an inmate's reintroduction to productive citizenship and may reduce the

likelihood of a return to the correctional system; and

WHEREAS, Work Camps provide thousands of hours of service to the community; and

WHEREAS, The determination of the effectiveness of job training, educational opportunities, and

community service should be included in the State's evidence-based effort to reduce the recidivism rate,

decrease the prison population, and increase public safety; therefore, be it


ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there is

created the Task Force on Work Camp Rehabilitation, consisting of the following members:

(1) the Governor or his or her designee;

(2) the Director of Corrections or his or her designee;

(3) one member of the Illinois House of Representatives chosen by the Speaker of the

Illinois House of Representatives;

(4) one member of the Illinois House of Representatives chosen by the Minority Leader of

the Illinois House of Representatives;

(5) one member of the Illinois Senate chosen by the President of the Illinois Senate;

(6) one member of the Illinois Senate chosen by the Minority Leader of the Illinois

Senate;

(7) the Chair of the Illinois Sentencing Policy Advisory Council or his or her designee;

(8) one member of an association conducting independent oversight of the State's adult

and juvenile correctional facilities chosen by the Governor;

(9) the Director of the Administrative Office of the Illinois Courts or his or her

designee;

(10) one member of a not-for-profit foundation that uses evidence-based programs to

assist clients with criminal records to achieve employment, successfully re-enter society, and reduce

recidivism chosen by the Governor; and

(11) the Director of the Illinois Criminal Justice Information Authority or his or her

designee; and be it further

RESOLVED, That all appointments shall be made no later than 45 days following the adoption of this

resolution; the Task Force shall hold its first meeting no later than 90 days following the adoption of this

resolution and shall at that time elect a chair from among the members; and be it further

RESOLVED, That the Task Force shall study and determine the effectiveness of Work Camps; and be it

further

RESOLVED, That the Task Force shall conduct an evidence-based analysis of the State's current Work

Camps and a comparative analysis between Work Camps and other forms of incarceration and rehabilitation;

and be it further

RESOLVED, That the Task Force shall study and determine the extent to which the educational, job

training, and community service options of Work Camps and other transitional programs would be beneficial

to the State's effort to reduce recidivism, decrease the prison population, and improve public safety; and be

it further

RESOLVED, That the Task Force may utilize evidence-based analysis of other rehabilitative services,

including, but not limited to, mental health services, addiction recovery services, work-release programs,

adult transition centers, Illinois correctional industries, vocational programs, and educational programs; and

be it further

RESOLVED, That the members of the Task Force shall serve without compensation; and be it further

RESOLVED, That the Illinois Criminal Justice Information Authority shall provide administrative and

other support to the Task Force; and be it further

RESOLVED, That the Task Force shall report its findings and any recommendations to the Governor, the

General Assembly, and the Director of Corrections on or before December 31, 2016; and be it further

RESOLVED, That suitable copies of this resolution be delivered to the Speaker and Minority Leader of

the Illinois House of Representatives, the President and Minority Leader of the Illinois Senate, the Governor,

and the Director of Corrections.

WHEREAS, It is important to recognize those who contributed to the betterment of the State of Illinois

through public service; and

WHEREAS, Suzanne Deuchler is a 60-year member of the Aurora branch of the American Association

of University Women (AAUW) and credits the organization with helping her accomplish many things in her

life; she held 2 portfolios while with the AAUW: (1) Global Interdependence and International Relations;

and (2) State Board of AAUW for Global Interdependence; and

WHEREAS, Suzanne Deuchler was a member of the Kane County Board from 1976 to 1980; and

WHEREAS, Suzanne Deuchler was elected to the Illinois General Assembly in 1980 and served for 18

years; during that time, she co-founded the Illinois Mathematics and Science Academy; promoted the

Orchard Road/Toll Road Interchange; organized the Northeast Flood Project; supported water wells in

surrounding towns; participated in the White House Conference on Small Businesses; co-chaired the General

Assembly's Conference of Women Legislators; championed the ratification of the Equal Rights Amendment;

received the Golden Apple Award from the Illinois Education Association; supported a business-friendly

environment in Illinois; backed environmental legislation that promoted clean air and clean water; and

spearheaded Kane County's establishment of the Nelson Lake Nature Preserve; and

WHEREAS, Suzanne Deuchler served on the boards of the following organizations: the National Alliance

for the Mentally Ill, the Aurora Coordinating Council of Community Organizations, the Aurora Historical

Society, the Kane-Kendall Mental Health Association, the Sci-Tech Museum, and the Rush-Copley Medical

Center; she also served as President of the League of Women Voters; and

WHEREAS, Suzanne Deuchler graduated with honors in 1951 from the University of Illinois with a

Bachelor of Arts in Liberal Arts with a major in Spanish and a minor in speech; she received an honorary

doctorate from Aurora University on June 6, 1999; therefore, be it
