Text of the Hon’ble Union Minister’s Speech to the Employees of NLC India at Lignite Hall
VIP Visit
Thank you Mr.Acharya and all my very very very dear and
near colleagues of NLC family.
My heartiest greetings and good wishes to all of you. I am
extremely amazed at what I have seen today. Its probably
one of the finest visits I have had in my 2 and a half years.
Now I understand why Mr.Acharya has been behind me that
(a) first you come very late, you come 2 years after you
become Minister, (b) you come only for such a short time. He
is very angry with me. But after seeing the whole NLC
facility, now I understand his anger is genuine.
I am sorry, I have taken time to come to NLC, but you have
seen the number of challenges and lot of issues that one
after the other the new government had to grapple with. We
are trying to do a honest job, we are trying to work sincerely
in the interest of the nation and we are trying to change the
mindset of this country from one of pessimism and cynicism,
to one of confidence, to one of self reliance, to one of
optimism in the future of this country and I think when I meet
all of you, I only feel more empowered, I feel blessed to have
a team like you, working head and shoulders day and night
for the welfare of this country, welfare of the poor of this
country and delighted that thanks to the effort you all have
put in, today this country does not have power shortages,
today this country does not have coal shortages and this
country is poised to grow from strength to strength to change
the image of this country in the whole world and make India a
super power in the world. Thanks to the effort of all of you.
Infact I was very very delighted when I first came to know
that Neyveli was discovered in 1935 and most of this land
belonged to a freedom fighter Jambulinga Mudaliarji.
Jambulinga Mudaliarji donated this land free of charge so
that it could serve the people of India. It could generate
power, it could serve the people and NLC in 1956 when it was
set up 60 years ago, I don't think anybody could have
imagined what a vibrant, what a powerful organisation NLC
will become, I must compliment each and everyone of the
15000 employees and the contract workers, over the years,
who have worked, who have given their life and breath and
blood and toiled day and night to make NLC the power
house that it is today.

VIP Visit
And as I discussed with the management and I hear the growth
plans in the next 7 or 8, 10 years, I am extremely impressed. The
plans by 2019, particularly, in the area of reneweable energy
are very very heartening, very satisfying, very
encouraging. And my confidence after meeting
all of you today has only doubled that you will
achieve your targets by 2019 and by 2020 you will also become a
Maharatna from the Navratna status that you have.
NLC contributes in a big way to the economy in this region, infact
I have found that everytime when we discuss mining and we
discuss quality mining, environment-friendly mining,
Neyveli stands first. Mr.Acharya knows I was just talking
to my wife about one hour ago when I was seeing the
ecopark, eco-tourism park and I told her my God, this
is something else altogether. I have never seen a mine
like this in my life. And I have promised to your
colleagues that I will come next time with my wife,
because she needs to see also. How this country does
mining in an efficient manner, effective manner with
high level of integrity and honesty, caring for the
environment so that what we will leave behind for this
next generation, for all the children in the next
generation will be a better environment than the one
we have inherited from our fathers.
And I think you are doing wonderful work towards
improving the environment, lakhs of trees that I saw all
across the place, the deer park is so beautiful and I
have been promised by your management that the next
time I come here I will also see a lotus pond over here. Now
don't take a meaning out of lotus that it is any political, I
think we all like lotus, we pray with lotus and
mahalakshmi, we go to mahalakshmi temple we go with a
lotus flower. And NLC is our mata, mata lakshmi. It
provides us our family income, our bread and butter, our
childrens future, so I think there is no harm in making a
lotus pond. I hope I have your agreement on that.
But a lot of people outside have some false notions that
Public Sector cannot run efficiently, cannot run honestly,
public sector employees are often seen with distress. I
am on record not today, but on many occasions, today
I am only reconfirming after visiting NLC and meeting
all of you, my own confidence in public sector
undertakings has improved, has increased after
seeing what you all have done. We have to correct this
false perception outside that a Government servant or
a public sector employee does not know what honesty
is or does not work hard for the welfare of the country.
And I think I told my colleagues we will get all the
press from Delhi to come and visit NLC and see your
good work, so that the world can see what you all have
been able to achieve through sheer dent of honest hard
work and through commitment to the environment,
commitment to the great international effort to address the
challenge of climate change. The world tries to close down
mines, I think after visiting NLC the world will say no we
should open more mines, but we should open them like
N L C . I h a v e d i r e c t e d C o a l I n d i a L t d . a l s o ,
which is the country's largest miner to send teams to NLC, to
study how you have been able to improve the environment here.
While planting a sapling at Mine-I...

And I have requested Mr. Acharya, your Managing Director
who has given leadership to all of these efforts, before that
Mr.Surender Mohan also gave leadership. I would not
know al l the erstwhile CMDs, but I am sure 60 years of
great effort has gone in to make this such a vibrant
organisation. I have requested them to give us some
engineers and give us some of the officials who have
created this lovely eco-tourism park, lovely deer park,
lovely lakes, who have reclaimed all this mined out land,
who have efficiently done the mine closure. I have
requested them to give me some of these bright people
from NLC, so that I can send them across the
count ry and b r ing in the same leve l o f
improvements in wherever mining is taking place
in the country.
You know Einstein had once said the true sign of
intellegence is not knowledge, but imagination and I
think the world will be very impressed to see the
imaginative ways in which NLC has done its work,
done its work at very cost-effective and affordable
means so that power cost remains low, but at the
same time with the consciousness that Mahatma
Gandhi used to preach, in fact, Mahatma Gandhi was
always very concerned about the environment, about
the way water resources are used, about the
pollution that we are leaving behind and Mahatma
Gandhi had said "Be the change you wish to see in the
world, don't just preach to the world, act yourself, do
what you are preaching to others” and I can see in NLC
that spirit of doing good for society, of doing good work
so that the world can see India is a responsible global
citizen caring for the environment, working for a better
future for the people of India.
This v is i t is a short visit, but I promise Mr.Acharya, I will
come for a longer visit, may be a overnight stay, spend time
with all of you, get to know each one of you better, may be even
get to thank some of you for the good work that you are
doing. I must acknowledge the children who have taken
Swachh Bharat Mission seriously from 2nd October.
This effort to clean the entire environment, to keep the
entire district of Neyveli and the near neighbouring
villages clean has been taken up. Today we had almost
over a 1000 children going in a march for creating
awareness about Swachh Bharat which is a dream of
Prime Minister Shri Narendra Modi. I am delighted that
NLC has become an active part of his dream.
I compliment each one of you, infact ever since I landed
in NLC, I found the highest degrees of cleanliness and
swachhta, for which I must compliment all of you.
Similarly, I do wish this will become a catalyst of rapid
transformation in India and I have no doubt in my mind that
when we write the history of transformation and rapid growth
of India under the leadership of Prime Minister Modi, NLC's
efforts and your efforts will outshine a lot of others. My
compliments to all of you, good wishes for Navratri. These are
good days when I have had the privilege of coming here, good
wishes for Dussera, Diwali. This is the festive season starting.
We will have Christmas, we will have New Year. I wish you and
your families a wonderful festive season ahead and seasons
greetings to all of you.
Thank you very much.

CMD Message
From the Desk of CMD
07 Brown Coal I July - December 2016
My Dear Brothers and Sisters,
Vanakkam and Namaskar,
We are at the threshold to welcome the New Year 2017. While
we eagerly look forward to the arrival of the new dawn of the
New Year with enthusiasm and new aspirations, it is also time
for us to take stock of our highs and lows that we went through
last year and to take the strength forward for better and
brighter tomorrows in the New Year that is heralding in with
new promises.
The year that has gone by was eventful for us in many ways.
We gave us a new name – NLC India Ltd., with a new logo and
redefined our motto to ‘harness energy and to spread smiles’.
We worked hand in hand together to live our big dreams and
taking our company to new heights. We created a new identity
for us as an organisation in constant pursuit of excellence.
On the operation front we stabilised our generating units at
Barsingsar, Rajasthan and also good efforts were made to
stabilise the units of TPSII Expansion Power Station. On
project front, we made rapid strides. We awarded contracts for
power generation capacity addition of 1980 MW through our
NUPPL JV at Kanpur, UP and 500 MW through Barsingsar
Expansion and Bithnok Green Field Project in Rajasthan.
With our Government allotting us 20.5 MTPA Talabira mine
blocks in Odisha, we have taken up a plan of 4000 MW capacity
addition in coal based power generation through a pit head
power station near the mine complex there in two phases.
Further, for a capacity addition of 1380 MW lignite based
power generation here at Neyveli complex, actions are in
advanced stage and NIT is likely to be floated by March in the
New Year. Coming to the capacity addition plan on renewable
energy front, while the construction works for 130 MW Solar
Power Generating facility are going on at Neyveli complex, we
have floated tenders for 500 MW in Tamilnadu and 250 MW
Solar Power installations in Odisha. Solar installations in the
States of UP, MP and Maharastra to the tune of 1000 MW each
are also on hand and we are planning to add 200 MW more
Wind power generating capacity in the State of Tamilnadu.
While on the physical front our growth remained positive, on the
financial front we were severely impacted due to huge power
surrender by beneficiary DISCOMS and States in past nine
months. Faced with the challenge of power surrender, we
embarked upon the new initiative of Power Trading and we
could salvage only a fraction of what we lost. This has given us
a great learning, though in a hard way, that in the newly
emerging merit order scenario in power market we have to be
highly cost competitive to remain profitable. Also as a power
generator, keeping in view the shift of focus to green and
renewable energy, our business portfolio should include
substantial strength on that front and we cannot continue only
with fossil fuel based generation for long time to come.
With the business environment becoming more and more
dynamic and competitive, for a steady growth harnessing
competitive advantage, we have to adopt a multipronged
approach of increasing our operational efficiency and
minimising the cost. We have to be innovative in all spheres of
our activities and to think of new ways to manage cost, improve
quality and ramp up efficiency in production and power
generation with renewed focus on all round safety which
remained a low point for us in 2016.
With an aim to spread learnings and build people capability, we
organised National Level Seminars of Excellence in the domains
of HR, Mines, Power and Contracts Management and also
conducted Leadership Excellence Lecture series by inviting
eminent thought leaders from various fields. These seminars
and leadership excellence lecture series will continue through
the New Year also and in the beginning of New Year, we plan to
organise best practice seminar in the domain of Finance and
eminent personality lectures by renowned thought leaders of
India like Sri Sri Ravishankarji and Sadhguru Sri Jaggi Vasudevji
in the month of January and February 2017 respectively.
Through the above activities, we are trying to build a better
society by promoting all round excellences.
As a responsible corporate citizen, we are engaged in
sustainable and inclusive development initiatives like
promoting health, education and infrastructure in surrounding
areas, organic/bio farming in mined out land ,aquaculture,
augmentation of water resources, development Eco Tourism
and herbal plantations and gardens. In our endeavour to
contribute to ‘Skill India mission’ of our Hon’ble Prime Minister
to create a skill pool, that is very essential for Nation Building
and transformation of our country, apart from our own skill
building programmes in Learning & Development Centres, ITI
and VTCs that we run, we have, in collaboration with
Annamalai University, launched a course for Diploma in
Mining for the benefit local youth specifically for PAPs.
We dedicate ourselves to make good things happen for the
growth of our nation and to make the dream of ‘transformation
of Indian nation’ come true. Let’s welcome the New Year with
the wish that every day of the New Year will be a better day and
let us work for the same.
“The softest and the loudest way to tell the world you had
arrived is only by Performance”. Let us all commit to make our
performance to stand tall. On this note of hope of thinking big,
doing big and doing well for the well being of humanity, I wish
all the best to you and your family, my dear friends, for the New
Year 2017 that will be heralding in a few hours from now.
2017 is going to be yet another year of achievements for
NLC India.
Jai NLC India, Jai Hind.
New Project
With an expertise of six decades in mining and power
generation at Neyveli, down South, NLC India has now crossed its
geographical boundaries by spreading its wings to the northern
part of the Nation. In 2010, the company had established a
Mine-cum-Lignite based Thermal Power Station at
Barsingsar, Bikaner District of Rajasthan.
In its next venture, the company has diversified by switching its
fuel from lignite to coal by establishing a Coal-based TPS at
Thoothukudi, Tamil Nadu,
in 2015. Its next project is to
fulfill its mission of
achieving Pan India
Stature by setting up a
Coal-based Thermal
Power Project at Uttar
Pradesh.

Lignite Eyes
Corruption is a social evil - in its simplest sense
may be defined as an act of bribery or misuse
of public position or power for the fulfillment of
selfish motive and for personal gain.
In legal sense - corruption means - public
servant taking gratification other than legal
remuneration in respect of an official act.
C o r r u p t i o n c o m e s i n t h e w a y o f
implementation of the welfare schemes
launched by the Government of India and
causes hindrance in getting the desired
results. Ultimately, the poor and the needy
countrymen fall victims to this menace -
resulting in poor infrastructure/poor Public
Distribution System/poor Health services and so on. A public
servant may take bribe, but when we look at the issue closely
the question may arise: who offers bribe to the public servant?
It is only the common public. If there is no bribe giver how can
the public servant get it?
Another point is - why the public offer bribes? There could be
many reasons as follows: to get some advantage, viz., speedy
h a n d l i n g / n o n s u b m i s s i o n o f c e r t a i n r e q u i r e d
documents/avoiding going directly to the office concerned
/jumping the queue/considering oneself as a privileged one
and so on. As receiving bribe is illegal/immoral/unethical for a
publ ic servant , o f fer ing br ibe is a lso equal ly
illegal/immoral/unethical.
The Central Vigilance Commission (CVC), the nodal agency of
the country entrusted with the task of eradicating corruption
CVO's message on Vigilance Awareness Week 2016
from the Central Public Sector Enterprises
(CPSE), has very rightly chosen the theme
“Public participation in promoting integrity
and eradicating corruption” during Vigilance
Awareness Week-2016.
In the fight against corruption NLC India
Vigilance Department has undertaken various
long-term measures such as displaying
hoardings and anti-corruption quotes at
prominent locations in Neyveli Township,
screening anti-corruption short films during
the annual book fair and conducting Ethical
Awareness Programme for the school
children, all meant for the benefit of the society. But all these
measures will bear fruits and will be successful only with the
cooperation of common public.
Therefore, I request the fellow citizens to swear in the name of
God, that
* We shall not offer any bribe to any public servant
* We shall not violate any rule of the company
* We shall also encourage others not to offer bribe and in
case any such issue comes to our knowledge
* We shall inform Vigilance Department for corrective action
With best wishes to all
