Objectives of the Working Group
Framework for exchange of information and experience through international debates, study visits, panel discussions and/or workshops - bringing together stakeholders from all fields
Discussing practical aspects of implementing JESSICA for energy efficiency in housing (administrative processes, decision making procedures, eligibility criteria, procedures for selection of UDF, exit strategy...)
Analysing recent development of ERDF regulation related to housing and financial engineering instruments,
Objectives of the Working Group (2)
Analysing recent administrative, legal and institutional framework, strengths and weaknesses
Formulating practical recommendations for regulatory framework
Networking between countries implementing financial engineering instruments
State aid issues – in general, recommendation for the future amendments of the legal framework
Outputs
discussion on recent situation – analysis of procedures, challenges, types of projects, final beneficiaries - summary
policy recommendations for future regulations presentations to be given at JNP events or
conferences, conclusions, recommendations and/or reports
to be submitted to DG Regional Policy.
Target members
representatives of Managing authorities, EC, EIB, financial institutions, housing policy administration, social housing providers
stakeholders able to contribute with their expertise and operational experiences in implementing financial engineering instruments
interested stakeholders from all fields
Modalities
envisaged modus operandi: recurrent meetings organised mainly back-to-back to the meetings of the JESSICA Networking Platform and the JESSICA/JEREMIE Conference and/or of Horizontal Studies Steering Group meetings
opening and closing workshops complemented by conference calls and e/mail exchange WG co-ordinator: facilitating activities and sumarising
outcomes and positions of the members; reporting on findings and conclusions to the JNP, J conference, DG Regio etc.

expected duration: 2011 - 2013 June 2011: presentation of ToR to JNP mid-July: e-mail circular – call for interest to participate end of July: confirmation of interest, communication on
priorities September 2011: opening workshop October 2011: formulation of recommendations presentation and dissemination of interim deliverables
during the JNP meetings and J conferences
