The goal of the project is to increase public safety for drivers, pedestrians and the general public by alerting motorists who are driving too fast, said Lutz. The project is part of a $5 million B.C. government investment for safety projects in and near B.C. communities. “These are just the kinds of safety improvement projects that are important to families. The Village of Granisle received an early Christmas gift of $51,153 last week from Minister of State for Western Economic D i v e r s i f i c a t i o n , Lynne Yelich.

The funds are earmarked for the expansion of the winter community trail into a multi-seasonal trail.

The project, at a total cost of $102,306, is designed to improve the trail and make it accessible for all residents regardless of age or ability.

Over the past couple of weeks, I’ve been talking about the precautions, the safety measures, and the selection criteria involved in the marine elements of the Gateway project — all of them intended to prevent an oil spill on water. I’ve also mentioned, in recent weeks, how Gateway’s marine safety program was examined by an independent risk-assessment group, which determined that the chances of a major spill are once in more than 15,000 years.

Although statistics and reports suggest a marine oil spill is unlikely, you want to know — what if one does occur? How will Gateway be prepared? While the chances are slim, we continue to develop a world-class marine response program.

The Northern Gateway Project includes a spill response capacity that’s more than three times the Canadian regulation. And while the Canadian requirement for oil spill response is 72 hours plus travel time, our response time will be a fraction of that number — 6 to 12 hours in the marine channels. This is a signifi cant increase to the response capability available to B.C.’s north coast. Additionally, for immediate response, our tug escorts will be

equipped with booms, oil skimmers, and fi refi ghting equipment to provide enhanced initial containment, and they will be available to all marine traffi c in the event of an incident.

We will store equipment, such as containment and absorbent booms, skimmers, and waste storage, in multiple well-maintained, readily accessible response bases, providing a wider area of coverage in a shorter amount of time. Barges will also be located throughout the marine channels for additional storage and equipment mobilization. We are committed to having staff, contractors, and partners in place to maintain that enhanced state of readiness.

The Gateway project will likely never see a major marine oil spill. But if it does, we’ll be prepared to protect our coastline.

Canfor and HFP collect food to meet growing need

With the local food bank struggling to meet the growing need, local sawmills Canfor and Houston Forest Products are having a Christmas food hamper challenge over the next few weeks.

The Canfor Health and Wellness Committee, a committee that started this year to support Canfor employees in healthy living, challenged HFP earlier this month on who could collect the most nonperishable food for the Food Bank from Nov. 16 to 30, said Alex Walsh, Houston Canfor safety designate.

“Christmas is always is a particular time of struggle for low income families that are accessing the food bank so we thought ‘wouldn’t it be great if there was just an excess and abundance of stuff that they could have

through our efforts?’” said Walsh.

But an abundance may be somewhat unlikely given the

struggles of the Salvation Army to make ends meet this year.

Salvation Army Director Rick Apperson says that last year the Salvation Army gave out $26,000 worth of food in the first nine months; this year they’ve given $45,000 worth - a 70% increase.

Apperson says it’s partially because of people moving in and partially because many who have never accessed the services before are being forced to go to the food bank because of the economy.

He expects this

holiday season to be tough for the Salvation Army, he said, adding that every bit of food will

help. T h a n k f u l l y ,

Canfor and HFP, among others, are rising to try meet the need during this holiday season.

Having raised $31,120.70 in a United Way Campaign this October, Walsh says he is amazed by the continuing generosity of Canfor employees, who have already started filling the food hampers around the mill.

Lori Saretsky, HFP Safety Coordinator says they were eager to join the challenge with Canfor, and have actually started a challenge within the challenge, with

the sawmill and the planer and the a d m i n i s t r a t i o n departments all competing for who

can collect the most and promising a sweet treat for the winner.

With the Canfor and HFP competitions - winner determined Dec. 3 - and the usual Christmas hamper donations, the food bank will hopefully be able to meet the increased need.

As Apperson said, every bit of food helps.

Anyone else willing to donate can drop off nonperishable food items at the Salvation Army Thrift Store between 10 a.m. and 4 p.m. Monday to Friday.

Should pipelines proceed: Mulcair

Neither of the oil pipeline projects proposed to cross B.C. should go ahead unless the federal government’s environmental assessment sys-tem is restored after Conservative government amendments, NDP leader Thomas Mulcair said Tuesday.

Speaking to reporters on a campaign swing to back Murray Rankin’s run in a Nov. 26 by-election, Mulcair said the Conservative govern-ment’s proposed exemption of most lakes and rivers from federal environmental scrutiny is added to earlier changes that weaken the process too much for it to be reliable.

Both Mulcair and B.C. NDP leader Adrian Dix have strongly opposed Enbridge’s Northern Gateway oil pipeline planned from Alberta to Kitimat. Dix has refrained from making a simi-lar call on Kinder Morgan’s proposal to twin the TransMountain pipeline from Edmonton to Burnaby. But Mulcair said there is no way such an expansion could proceed with the rules the way they are.

“To the extent that you can’t even discuss these things in the absence of a thorough, cred-ible, complete assessment process, you can’t therefore even discuss an increase in � ow and an increase in tanker traf� c, because the condi-tion is carrying out a thorough examination,” Mulcair said. “And the Conservatives have gut-ted that. They’ve rendered it meaningless.”

Rankin, a lawyer who advised the B.C. NDP on its plan to withdraw B.C. from the joint re-view of Northern Gateway, is running in a by-election to replace retired Victoria MP Denise Savoie. Rankin agreed with Mulcair that the Kinder Morgan proposal shouldn’t proceed with the current system, adding that there has not yet been a formal application for the TransMountain expansion.

Mulcair said the most damaging change is making assessments subject to cabinet approval, so even if an expert panel rejects a project, it can be overruled.

Prime Minister Stephen Harper has insisted that Northern Gateway and other projects will still be approved or denied on scienti� c grounds only.

When federal Transport Minister Denis Lebel announced changes to the Navigable Waters Protection Act in October, he said the 1882 leg-islation had greatly overextended its original intent. Lebel cited a lake near Edmonton that required 80 separate federal assessments to build boat docks for cottages.

Other environmental laws still apply to pro-tect lakes and rivers, whether they are navigable or not, he said.

A princess at the gas pumpsTwelve years ago

I lived in Richmond, BC, where all the gas stations were full serve and I couldn’t pump my own fuel even if I wanted to. It was perfect, because I cer-tainly had no desire to do so, but in the fall of 2000 I moved to the Okanagan and that all changed. 

“Your completely self serve?” I asked a cashier in horror after � lling my own tank on a cold, windy day.

“Yup,” she said dismissively. “There aren’t any full serve stations around here, Princess.”

Turns out, that wasn’t exactly true. I didn’t realize that, though, until just this year.

“Hello?” I said suspiciously when a man in a uniform ap-proached me at Super Save Gas a few months ago.

“What can I get for you ma’am?” he asked smiling as we both

stood awkwardly be-side my car.

“What can you get for me?” I replied, con-fused with his ques-tion.

“Would you like a � ll up?” he asked. “Regular?”

“This is full serve?” I asked in shock. “Seriously?”

After � nding out they’d been in busi-ness for almost 30 years and were full serve that entire time I looked at their road sign and there it was: WE SERVE. How had I not noticed this be-fore?

“‘SUPER SAVE GAS’ is huge and ‘WE SERVE’ is tiny,” I said, trying to jus-tify my lame observa-tion skills. “I would have been coming here the last 12 years if I’d known.”

Joyfully I got back in the car as my fuel was pumped and my windows were washed. Good old fashioned service – ah.  

Attempting to cal-culate in my head a weekly $60 � ll-up mul-tiplied by 12 years, my brain began to throb. To honour my relaxed state, I grabbed my calculator and � gured out how much money I could have spent at this station had I known they existed all that time: $37,440.

“You need to get your ‘WE SERVE’ sign way bigger and in � ashing lights,” I said, handing the attendant a tip. “If there are other people like me around, it will be well worth the investment.”

Later that day I posted on Facebook a picture of my new favourite gas station which was not only in the town that I lived, but close to my house and near the grocery store where I shopped.

The fact that I just discovered this gem for the � rst time after a dozen years was ridiculous to some and a revelation to others.

“I had no idea there was a full serve station here in West Kelowna!” one of my Facebook friends said excitedly after reading my post.

“You’re a natural blonde aren’t you?” asked another friend sarcastically. Someone else called me lazy.

I didn’t care. I was just happy that I didn’t have to pump my own gas anymore and I wanted everyone around me to know they didn’t have to ei-ther.

Of course, some people said they’d rather do it themselves. People like my husband.

These are often the same folks who don’t mind checking in their own luggage at the airport, booking their own vacations online or scanning and bag-ging their own grocer-ies at the supermarket. 

I despise doing all of those things and not just because I’m

lazy. I like dealing with real people rather than the isolated feeling of always interacting alone with a machine. I dislike that many service jobs have been cut in recent years with their duties being heaped onto the consumer, often at no extra savings. 

If I have a choice between two businesses and one can provide service with a smile, that’s where I’ll spend my money. Smiles might be free, but they’re worth a whole lot to a princess like me.

Discussing the Cohen Commission report on the decline

of Fraser River sockeye salmon runs, Tom Fletcher writes, “Poaching on the Fraser? Cohen didn’t get around to that.” This is inaccurate.

In volume two,

chapter two, page 35, B.C. Supreme Court Justice Bruce Cohen states: “I am also concerned that Fisheries and Oceans Canada (DFO) does not estimate illegal or unauthorized catch to use in its management of the � shery. This information could be helpful to � sheries managers in a variety of ways

– for example, in directing enforcement activities, allocating � shing access, and providing post-season accounting of returns.”

Justice Cohen goes on to say: “I accept the evidence of those witnesses who said that conservation is best served by proactively preventing � sh

from being taken illegally from the water. Preventing the illegal taking of � sh will likely involve a combination of community education and stewardship and on-the-ground e n f o r c e m e n t activities.

“Effective catch monitoring of all sectors is an important component

of this plan, as is the realistic allocation and identi� cation of food, social and ceremonial � sh to Aboriginal groups. I do not want to suggest that after-the-fact investigations are not also important; they are. Indeed, enforcement activities aimed at illegal sales may provide an effective deterrent to

taking � sh illegally out of the water.”

On page 54 of the same volume: “In my view, preventing the illegal taking of � sh should be the priority consideration when DFO is faced with focusing its resource expenditure within any of the three pillars.”

Standard has been reporting that Coastal Gas Link Pipeline Ltd. wants to build a natural gas pipeline from the Dawson Creek area to an LNG facility in Kitimat.

It would be yet another LNG plant for Kitimat. Two were announced earlier.

A week earlier another company announced it wanted to build an LNG plant in Prince Rupert with its natural gas pipeline being located in the Nass Valley.

This is a second LNG plant proposed for Prince Rupert.

Pacific Trails

Pipelines Ltd. has received a permit to construct a natural gas pipeline from Summit Lake to an LNG plant at Bish Cove.

Three (or more) new natural gas pipelines plus the existing PNG line could end their lines in Kitimat.

Three would traverse the Morice River Watershed and snake their way through the Burnie Pass, than along the Kitimat River to Kitimat.

If the Enbridge oil and condensate pipelines are approved that would add two more lines along that route.

The existing PNG

line follows the Telkwa River through to the Zymoetz River and onto Terrace and where it branch’s off to Kitimat and Prince Rupert.

Much wild and pristine land will be chewed up and thousands of streams will be crossed.

The mountainous terrain and narrow river valleys, highways and other development leaves little room for pipelines forcing them to be in close proximity to each other.

The Northern Branch of the Steelhead Society is questioning the lack of planning by the provincial government.

A stampede of investment and development has been created that threatens the world renowned river recreational

fishery that bases its bounty and international status upon the health of the Skeena River, the second largest salmon producing river in B.C.

No one from government talks about these special sport fisheries or appears to care if “they” and the largest population of wild steelhead in North America and possibly the world are going to be affected in a negative way.

We are not opposed to the construction of LNG plants but why

so many within such a short time frame, with so many implications?

The plants will use a vast amount of electrical energy.

The total electrical output from the yet

approved Site C Dam on the Peace River could be consumed by the LNG production in Kitimat.

Is this a wise use of electrical power?

The future supply of natural gas for Canadians, the second coldest country on earth is going to be compromised.

This gas will be required for home

and business heating 50 and 100 years from now?

Has any thought been given how long the gas will last as result of the export to Asian countries?

Strange that few years ago there was a shortage of this cleanest fossil fuel now there is a huge surplus.

Has the controversial use of hydraulic fracturing tapping the so called vast underground layers of gas turned the tables?

Many more questions should be asked.

Natural gas is a finite resource that someday will be totally consumed.

Would a more conservative approach make more sense, rather than trying to sell vast quantities as quickly as possible?

It time to talk about the fragmentation of narrow river valleys and the environmental impact.

The provincial government must take a leadership role and limit the level of activity and frenzy and begin an open public discussion on the repercussions and benefits of exploiting the sale of natural gas.

Imperial Oil is remediating an old bulk plant site in the Industrial Park, planning to sell the property after it’s clean. Leanne Dohy, spokesman for Imperial Oil, says they will be working with the B.C. Ministry of Environment to clean up the site, excavating approximately 2000 cubic metres of contaminated soil to a certified landfill site. Dohy says the remediation work is contracted at a national level and the cost of the project is confidential business information. The remediation is an ongoing process and it’s difficult to predict how long it will take to clean up the site, Dohy said.

AAnd the people oBritish Columbia have told us that we must exceed safety standards if it is to cross this beautiful province. We’ve heard their concerns

and have continually incorporated their feedback into our plans. We have added $500 million in extra safety measures–like thicker pipe, more isolation valves, meticulous pipeline construction techniques, and plans for around the clock monitoring by real people,

in real time, with sophisticated technology.

We will have advanced monitoring and response systems...Constant, diligent monitoring is vital for safe pipeline operation. Northern

Gateway will be monitored on-site and via the control centre 24/7, in

real time to allow operators to rapidly respond to any incidents. As

well, extensive geotechnical investigation and route planning

has taken place and this, combined with sophisticated

monitoring techniques, will provide protection against

geotechnical and other natural hazards. Pump stations in

remote areas will be staffed around the

clock. Dual leak detection systems

will be installed and remotely

operated isolation valves will be used,

increasing their number in BC by 50%.

We will use thicker pipe...Northern Gateway pipe will have

an average thickness of 0.80 inches.

That’s 20% over and above current

Canadian safety standard requirements

for the Northern Gateway Project. The pipe

will be even thicker when it crosses major rivers and tributaries.

It will be welded with exacting precision and its integrity checked

using ultrasonic inspection and hydrostatic testing methods. And

to ensure safe operation, the frequency of high resolution, in-line

inspection surveys will be increased across the entire pipeline system

by a minimum of 50% over and above current practices.

We will practice and be prepared for incidents...Our goal is always zero spills. To help achieve that, the

pipeline will be monitored from the air and the ground and

routinely inspected inside and out to identify and address

any integrity issues. But that doesn’t mean we will not

prepare for an incident. We will adhere to world-leading

practices for oil spill response and recovery systems. Emergency response equipment

and training will be provided and constantly updated and upgraded. Training exercises

with our own operations personnel and local emergency providers will be conducted on a

regular basis. Can we guarantee that there will never be a signifi cant pipeline failure? Our

original pledge to build a safe pipeline combined with further enhancements made after

hearing the concerns of British Columbians puts us closer than any other pipeline system

in the world to providing that guarantee.

We will respect wildlife habitats and migration routes... To address concerns from the public that the construction of the pipeline will affect the

environment, we have pledged to build it in such a way that natural wildlife habitats,

migration routes and fi sh spawning sites will be respected. During the building phase,

disturbances will be kept to a minimum by having construction vehicles access most of

the pipeline using existing forestry roads. Instead of building all new bridge structures, it

will use existing watercourse crossings where possible. When construction is completed

on each section, soil will be returned and shrubs and grasses native to the region will be

planted. If any large trees are removed to make way for the pipeline, a new tree will be

planted in another location as part of Enbridge’s commitment to plant a tree for every

tree we remove to build our projects.

Northern Gateway will be one of the safest energy pipelines because it’s been designed by engineers, safety experts and the people of British Columbia.

The RCMP discovered last week Wednesday that the Houston Amphitheatre has been vandalized.

RCMP Corporal Aaron Geary said all the power sockets

were broken and there was evidence of attempts to start a fire.

D i s c o v e r e d during a routine check by the District of Houston, Corporal Geary says the RCMP has no clues about when it may have

happened. No one has seen,

heard or reported anything and the last routine check of the Amphitheatre was before Halloween, he said.

Anyone with clues or information is asked to call the Houston RCMP at 250-845-2204 or Crime Stoppers at 1-800-222-8477.

Wolf management planThe Ministry of

Forests, Lands and Natural Resource Operations today re-leased the province’s draft wolf manage-ment plan, invit-ing public comment on its contents un-til Wednesday, Dec. 5, 2012.

The plan proposes a balanced approach to wolf management in B.C., which ensures a self-sustaining popu-lation where wolves can ful� l their ecologi-cal role, and meet the cultural, recreational, and economic needs of society.

The B.C. govern-ment is committed to ensuring sustainable wildlife populations and healthy predator-prey relationships throughout the prov-ince.

The government is also committed to helping stakeholders, ranchers and First Nations manage the impacts of wolves on livestock and protect-ing endangered spe-cies.

The plan indicates

wolf populations are likely stable or increas-ing across the province and are not considered an ‘at-risk’ species.

The current wolf population estimate is approximately 8,500 which is similar to an earlier estimate of 8,100 in 1991.

The draft plan will be open to public com-ment until Dec. 5 at http://www.env.gov.bc.ca/fw/public-con-sultation/grey-wolf/.

After public comment has been reviewed, the wolf management plan will be � nalized.

Species manage-ment plans, such as the wolf management plan, summarize the best available science-based information on the biology and threats to the species and in-form the development of a management framework.

They set goals and objectives, and recommend a p p r o a c h e s appropriate for species or ecosystem conservation.

H o u s t o n Secondary School got $740,000 to rebuild the outside perimeter of the gym, a project that will begin next April or May.

Funding came through the Building Envelope R e m e d i a t i o n

Program from the Ministry of Education for the gym exterior, something they’ve been applying for since 2002, said Ed Hildebrandt, Supervisor of Operation.

He said they will dig another foundation outside of the existing slanted wall and build ten-

foot, straight up and down walls that will then be connected to the existing gym roof.

The external wall is being rebuilt only up to ten feet high because that’s the area with minor leaking spots, Hildebrandt said.

He said the interior of the gym won’t change

because the gym was designed with slanted walls and to change it would be impossible unless you took the whole gym down.

Hildebrandt says the project will get started in April or May next year and will buff up the gym exterior and take care of the water leaks.

DOUG KELLERNovember 11, 2012

Doug Keller, longtime resident and friend to many in Houston and Burns Lake, passed away peacefully on Remembrance Day, Sunday, November 11. As a veteran of fi ve years in the Royal Canadian Navy during WWII, he chose his day.

Doug is survived by Sheila, his loving wife of 64 years, children Josh (Teresa) and Syndra (Darrell), grandchildren Aaron, Bronwyn (Kurt), Tannis (Warren), Samantha, Jonathon and Deanna and great grandchildren Raelyn Ashlee Pozinkoff and Sawyer Kinsley Hall.

Returning to his hometown of Prince George after serving his country during the war on convoy escort duties in the North Atlantic, Doug met and married his life partner and began a career in the forest industry. That led him and his family to Decker Lake, Burns Lake and fi nally to Houston where they have lived for the past 42 years.

Since his retirement years ago, Doug was an active volunteer in support of the United Church and many different community organizations, including some 15 years of service to his favorite charity, the Canadian Cancer Society. His many honours include the BC Library Trustees Association “Library Advocate Award” for his contribution to the Houston Public Library, and more recently he was formally recognized by the Cancer Society.

In 2007, he was honoured by his community with the ‘Freedom of the Municipality’ award from the District of Houston.

At his request, the family will hold a private memorial at some point in the future. Those wishing to remember and honour Doug can do so by making a donation to his charity of choice, the Canadian Cancer Society.

For many years as a registered guide, I took

hunters, � shermen and persons who wanted to holiday and take pictures in real wilderness areas.

Two young married couples from USA I had come to know phoned me. “Eddy” they said “We want to come for ten days to � sh and take pictures where we might see bear, moose and mountain goat.”

I knew the perfect place for this would be at the western end of Morice Lake. Hardly anyone went there at that time, but here was the bite - the couples wanted to come in � ve days and I would need a small cabin to accommodate them.

I needed help. Who would come help build a cabin?

I had a sawmill and all the necessary tools to hurry and prefabricate a structure, but who would come with me to the western end of Morice Lake to assemble it, make an outside toilet, a rock circle for evening � re place and so forth?

Just who could I get? Suddenly it came to me, from every angle of my speculation, I knew the perfect choice of my consideration was one of my best young friends, Jack Sullivan. I had hunted big game with Jack

we had prospected for mineral, gone on � shing trips, holidayed and done business deals.

In every respect of pleasure and business you couldn’t � nd a better person.

With high hopes, I went to see Jack and told him my story. He thought for a few minutes then said “Ed, I’ll come and help you.”

We put the whole prefab cabin in my 21 foot crew cab, wide bottomed boat with a � ll barrel of gas on top. The lake got rough and we both agreed if it got only a little worse, we would dump the full gas barrel out. We never did that and were both glad when we got to the beach at Atna Bay.

Now let me tell you why Jack Sullivan and I were able to

assemble the cabin so fast, it was because my wonderful wife Edna came with us and dragged most of the structure up the beach as we nailed it together. Before dark it was up, two beds, a table, some shelves. We lit the propane lantern, ate our prepared lunch, drank coffee, cooked on a campers gas propane stove, and slept where we felt happy and safe from the Grizzly bears that were common in that area.

My young couples from USA came and stayed in the cabin for ten days, � shed, saw a grizzly bear, many mountain goat and had a beautiful holiday, thanks to Jack Sullivan who was such a good friend.
