How can street lighting owners benefit from the TALQ standard?
Street lighting “owners”…
• Cities/Municipalities
• Provinces/States
• Construction companies
• Maintenance companies
• Utilities
• Road/Highway Authorities
• Energy Service Companies (ESCOs)
• Managed Service companies
• Private owners (Business Parks, Campuses)

1. Outdoor Lighting Market
© 2013-12-01 TALQ Consortium 4
Trends in outdoor lighting
• The introduction of full electronic LED luminaires in outdoor enables the possibilities for (remote) controls and dimming
• The demand for cost savings through energy reduction and the reduction of CO2 emissions is increasing
• There is a need for reducing light levels without compromising road safety and security
• There is a need to automate workflows and reduce labor costs
• A concentration/reorganization of city management systems, including lighting, is ongoing
A move to „intelligent networks‟ in (public) outdoor
lighting

Problem in current market
• Multiple proprietary systems and interfaces
• Interoperability problem
– Different management systems in one area/city
– Difficult to integrate, operate and maintain
• Lack of standards slows down the growth of OLNs

2. TALQ consortium introduced
© 2013-12-01 TALQ Consortium 8
• The TALQ consortium standardizes the application protocol at the
interface between the Central Management System and Outdoor
Lighting Networks
• TALQ delivers a software protocol specification for this interface that
covers parameters and behavior of end-points at the OLN and CMS
side, needed for interoperability at application level
• TALQ shall not specify any physical aspect of the connection or
connectivity nor how to achieve the required illumination behavior
• TALQ shall allow for vendor specific function or feature
implementations of the local/segment controllers and management
systems, fostering competition and differentiation of vendors
What is the TALQ consortium?
© 2013-12-01 TALQ Consortium 9
The TALQ consortium members
• Global co-operation of major industry members
• TALQ promotes the deployment of OLN systems by
– Delivering and governing a well defined interface specification
– Managing a certification and compliance program

Why was TALQ founded?
• Accelerate the adoption of outdoor lighting networks to provide:
– Energy savings and CO2 reduction
– Improved monitoring and maintenance
– Highly adaptive and programmable controls
– Simplified data collection
• Enable system interoperability
• Avoid the fear of vendor lock-in

What is OLN interoperability?
The TALQ Application Protocol enables management of multi-vendor OLNs by one single CMS

Key features of the TALQ specification
• Multi-level control
• Extensive calendar and programming functions
• Adaptive lighting
• Monitoring
• Measurements and data logging
• System configuration and upgrades
• Scalability and security

Mandatory, optional and vendor specific functionality
• Next to the mandatory functionality, vendors can make their own choices from the optional functionality specified in TALQ and are able to add own unique functionality.
• Functionality is split in three different categories:
Vendor specific Not specified in TALQ, format defined Optional Vendor can make choice from the optional TALQ functionality Mandatory Basic functionality needed for outdoor lighting operation to be acted upon by every TALQ compliant OLN/CMS

TALQ certification
• The TALQ consortium will manage a certification and compliance program
• Product interfaces must pass a TALQ certification process to hold the TALQ certification symbol
• The certification process is under development and it may include a combination of
– Tests with a certification tool-suite
– Plug-fests for interoperability verification

4. Benefits for owners by specifying TALQ
© 2013-12-01 TALQ Consortium 17
Benefits of TALQ for owners
• Specifying TALQ in a tender will guarantee…
– That over 20 qualified vendors can reply
– System interoperability between all of them
– Certified and approved vendors
– Freedom of choice for future expansion
– No vendor lock-in
© 2013-12-01 TALQ Consortium 18
Example
• First tender includes 10k light points – Vendor A* is selected and offers a CMS and OLN
• 3 years later a second tender is issued for another 15k light points – Vendor A has raised its prices so this time Vendor
B* is selected
– Vendor B offers an OLN for 15k light points that can be connected to the CMS of Vendor A
• 5 years later Vendor A goes out of business – A new CMS from Vendor C* can be purchased to
connect to the OLNs of Vendor A and Vendor B
* These vendors are all TALQ certified © 2013-12-01 TALQ Consortium 19
x.y The lighting control system shall comply to the TALQ
standards as defined by the TALQ consortium described in
version y.z. It must be possible to connect lighting control
devices from other TALQ compliant suppliers….The supplier shall
prove that the overall system has been TALQ certified….The
supplier shall list projects where it has successfully connected its
CMS to control devices from another vendor…etc.
