Ray Lehr, PI Fellow, Nationwide Public Safety Broadband—Ray Lehr has more than 40 years of professional experience in Public Safety. He served as the Maryland Statewide Interoperability Director from 2009 to 2014, where he directed a Program Management Office responsible for projects to improve public safety communications including a Statewide 700 MHz Land Mobile Radio (LMR) project. He also served as Maryland’s State Point of Contact (SPOC) for FirstNet and initiated the first State Initial Consultation process with FirstNet that provided a framework for future engagements with the nation’s public safety leaders and State officials. Prior to the creation of FirstNet, Ray served as a Board member of the Public Safety Spectrum Trust (PSST) representing the National Governors Association.

Alma Cole, PI Fellow, Cybersecurity—Alma Cole has over eight years of professional experience in the cyber security field. Highly influential in the establishment of DHS-wide information security policy, and DHS common security architecture including Continuous Monitoring, Policy Enforcement Points, and computer network defense, he conducts research on government cyber risk issues and policy and delivers enterprise wide solutions. As the Chief Systems Security Officer at CBP Alma was responsible for applying information assurance risk management strategies ensuring consistent and secure delivery of IT systems and information supporting CBP’s strategic goals and objectives for carrying out its critical missions. He served as Director, DHS Security Operations Center where he led the protection, confidentiality, availability, and integrity of DHS information and information systems at the DHS Security Operations Center (SOC), CBP Computer Security Incident Response Center.
