The Urban Revitalization Agency – URA – Established 1980

HistoryThe mission of the URA, since its inception, has been to preserve and pro-mote the cultural resources of the district while eliminating blight and promoting economic development and an increased tax base. The Agency has been a partner and driver for many projects during the past 30 years – including renovations of the Metals Bank Building, the Sears Building, the M&M Cigar Store, the Original Mine Yard and sidewalk replacements, just to highlight a few.

ProgramsThe Urban Revitalization Agency, funded through tax increment financ-ing, has set aside a portion of its revenues for Redevelopment Programs including façades, building conservation and interior renovation programs, as well as sidewalk replacement. This Redevelopment Program consists of both matching grants and loans to eligible applicants. The goal of the Program is to encourage voluntary repair of existing commercial property within the District. Objectives of the program are to:

1. Encourage elimination of conditions that could be a serious and growing menace, injurious to public health, safety and welfare;

2. Encourage private investment in commercial property within the District through the use of public incentives;

3. Stimulate economic and business development within the District by providing safe environments for workers, businesses and the pub-lic; and,

4. Retain and expand safe employment opportunities with economic development assistance.

5. Preservation and promotion of cultural and historical resources.

Redevelopment Grants and LoansIncludes all Private Sector Projects (exterior, interior improvements limited to only the following; heating, plumbing or electrical systems, elevator or stair renovations).

• URA Participation will not exceed 20% of the totalproject costs or a maximum of $200,000 – unless determined by the URA Board.

The URA Board of Directors meets the third Friday of each month in the Courthouse at 8:30 AM. A project must be reviewed and approved by the board before it is eligible for funding reimbursement.

The Dangers of Secondhand Smoke in Living EnvironmentsSecondhand smoke - the smoke that comes from a lighted tobacco product or from a person who is smoking tobacco - contains more than 4,000 chemicals. Of these chemicals, 11 are known cancer-causing poisons and 250 are know tox-ins. the 2006 U.S. Surgeon General’s Report, The Health Consequences of Involuntary Exposure to Tobacco Smoke (available online at http://www.sur-geongeneral.gov/library/secondhandsmoke/), con-cluded that there is no risk-free level of secondhand smoke, and the only way to protect people from the dangers of secondhand smoke is to eliminate the smoke exposure.

The U.S. Centers for Dis-ease Control (CDC) and the U.S. Surgeon General have created a guide, titled Secondhand Smoke: What it Means to You (http://www.surgeongeneral.gov/library/secondhandsmoke/secondhandsmoke.pdf ), that summarizes the 2006 Surgeon General’s Re-port and explains how people can take action to improve their health. the CDC and Surgeon Gen-eral have also created a factsheet, titled Second-hand Smoke is Toxic and Poisonous (http://www.surgeongeneral.gov/library/secondhandsmoke/factsheets/factsheet9.html), outlining the dan-gerous chemical components in secondhand smoke.

A minimum of 38,000 and up to 65,000 deaths occur each year in the U.S. as a result of diseases caused by exposure to secondhand smoke. Thou-sands of other people in the U.S. suffer from con-ditions caused by or made worse by secondhand smoke.

As many as 175 Montanans die annually from ex-posure to secondhand tobacco smoke.

With the passage of Montana’s Clean Indoor Act

in 2005 and full implementation in October of 2009 all workplaces and public places are now required to be smokefree.

People of all ages and backgrounds can be af-fected by secondhand smoke. But vulnerable populations, such as senior citizens and children, are at increased risk from health problems such as heart attack in seniors and slow lung growth in children. The U.S. Centers for Disease Control

recommends anyone with heart-related diseases avoid any exposure to second-hand smoke.

Why are Smokefree Living Environments so Important?Secondhand smoke knows no boundaries. While 85%of Montana households control their exposure by not permitting smoking in-side the home, residents in multi-unit housing cannot control their exposure to secondhand tobacco smoke if their neighbors are smok-ing. Smokefree policies en-sure that residents in multi-unit housing households

are not exposed.

According to the 2008 Montana Adult Tobacco Survey:Approximately 18% of Montanans rent theirhome.

Among renters, an estimated 48,000 live in an apartmentorduplexandoverone-third(36%)ofrespondents living in multi-unit housing also had children 17 years or younger living with them. Lessthan20%ofMontananslivinginmulti-unithousing are protected by a smokefree policy set by their landlord.

Of Montana multi-unit renters who do not have a smokefree policy in their building or complex, themajority(85%)wereinfavoroftheirlandlordsadopting a smokefree policy.

Low-income Montanans with rent-assisted hous-

ing are at particular risk since their housing op-tions may be limited.

Ventilation and air purifiers cannot end the harm caused by expo-sure to secondhand smoke. The American Society of Heating, Refrigerating, and Air Conditioning Engineers has commented on the need to eliminate smoking rather than try to ventilate it stating that “the only means of ef-fectively eliminating health risk associated with indoor exposure is to ban smoking activity.”

Exposure to secondhand smoke in multi-unit housing complexes poses a public health prob-lem because the smoke from one unit can enter other units. The only way to eliminate this expo-sure to secondhand smoke in multi-unit housing complexes is to have a comprehensive smokefree policy.
