NATIONAL VET REQUIREMENTS - KEY CHANGES

• The Australian Skills Quality Authority (ASQA) is the national regulator for Australia’s vocational education and training sector

• The National Vocational Education and Training Regulator Act 2011 has established a new approach to national regulation of the vocational education and training (VET) sector in Australia.

• While the approach is new, most of the regulatory requirements have not changed at all.

• Part of the new approach is the creation of a national regulator, the Australian Skills Quality Authority (ASQA), which is responsible for registering training organisations and accrediting courses.

LEGISLATION AND STANDARDS

ASQA was established through the enactment of three pieces of legislation:• National Vocational Education and Training Regulator Act 2011 • National

Vocational Education and Training (Consequential Amendments) Act 2011 • National

Vocational Education and Training Regulator (Transitional Provisions) Act 2011 The legislative framework established by this, and related, legislation:• gives ASQA the power to audit an RTO at any time • gives ASQA the power to apply sanctions (including applying conditions to,

suspending or cancelling a registration) • allows providers to seek a review of ASQA decisions.

RISK ASSESSMENT

ASQA continually assesses risks presented by RTOs, courses, qualifications and the VET system. This analysis is informed by:• the Risk Assessment Framework (s.190 of the National Vocational

Education and Training Regulator Act 2011) • structured risk assessments of initial, renewal and scope applications • advice from auditors on trends in non-compliance • feedback from industry regulators and associations • complaints data • information provided by Australian, state and territory governments,

and • analysis of data, including data on student and employer outcomes, and

visa data

THE AUSTRALIAN QUALIFICATIONS FRAMEWORK (AQF) The AQF is the national policy for regulated

qualifications in Australian education and training. Incorporating qualifications from each education and

training sector into a single comprehensive national qualifications framework

The AQF was first introduced in 1995 Re-issued in 2011 with some key changes

o one comprehensive framework which underpins the Australian qualification system.

AN INTEGRATED POLICY

The learning outcomes for each AQF level and qualification type The specifications for the application of the AQF in the accreditation and

development of qualifications The policy requirements for issuing AQF qualifications The policy requirements for qualification linkages and student pathways The policy requirements for the registers of:

- organisations authorised to accredit AQF qualifications- organisations authorised to issue AQF qualifications- AQF qualifications and qualification pathways

The policy requirements for the addition or removal of qualification types in the AQF, and

The definitions of the terminology used in the policy
