The main question here is
whether anyone can get any
thing out of the Tory Gov
ernment in the present
period. The answer to that is
NO. Nothing that is, except
further attacks on one's
standard of living and demo
cratic rights.
According to a survey by
a City Stockbrokers food
prices rose on average 2 . 6 3
per cent last week alone —
unlike workers' claims to the
Pay Board and students'
claims to the DES, most of
these price increases pass
through the Tory Price Com
mission untouched.
This isn't just nasty Tories
being mean to the workers,
the reason why this present
government is making these
swingeing attacks is because
they are driven on by the
rapidly deepening economic
crisis. In order to protect
their profits, they have to
drive down the living stan
dards of the working class,
cut back on domestic expen
diture, and of course to do
this they have to emasculate
the trades unions and orga
nisations of the working class.
Hence the Industrial Rela
tions Act, Phase I, Phase III
and Gilbert Longden's anti-
autonomy green paper.
To protect our rights and
our living standards we
must remove these left-
talkers in the NUS and the
trade unions and replace
them with a leadership who
will mobilise students and
workers around a platform of
removing this government
and replacing it with a La
bour government pledged to
socialist policies, including
immediate cash supplemen
tary grants to beat inflation.

COUNCIL REPRESENTATIVE TO THE TENTH WORLD FESTIVAL OF DEMOCRATIC YOUTH REPORTS BACK
As a representative of ICU
(elected by council) I took part
in The 10th World Festival of
Youth and Students which was
held in East Berlin, the Capital
of the German Democratic Re
public. The festival did not
receive much coverage from
the press so I will start my re
port by explaining briefly the
historical background of the
Festival.
In 1 9 4 5 after the war , 4 3 7 repre
senta t i ves of 3 0 m i l l i o n y o u n g peop le
f r om 63 countr i es met in London at
the inaugura l congress of an inter
na t i ona l y ou th o rgan i sa t i on , w h i c h
was to be c a l l e d W o r l d F ede ra t i on
o f D e m o c r a t i c You th ( W F D Y ) .
Friendship
The a i m of th is Organ i sa t i on was
to uni te a l l d emoc ra t i c and progres
s i v e youth in the w o r l d in a c o m m o n
f ight aga inst war , f a s c i s m , imper i a l
i s m and oppress i on . A t the con fe rence
the de legates p l e d g e d to " e r a d i c a t e
a l l t races of f a s c i s m and create a
deep and las t ing f r i endsh ip be tween
a l l peop les on e a r t h " and to " K e e p
a just and last ing peace and f ight
a ga ins t pover ty , exp lo i ta t i on a n d u n
e m p l o y m e n t " . The de legates further
a g r e ed on a p rog ramme of ac t i on for
the W F D Y and i t s tar ted its work i m
m e d i a t e l y a f t e rwards . F r o m the start
the W F D Y took severa l in i t i a t i ves ,
but the mos t important w a s the organ
i sa t i on at the first f es t iva l in Prague
in 1 9 4 7 . S i n c e then the w o r l d fest i
va l s have been a recur r ing feature.
Unity
The first f e s t i va l , in w h i c h 1 7 , 0 0 0
people f r om 7 2 count r i es took part,
s h o w e d the de t e rmina t i on and unity
o f w i d e layers of young peop le to
f ight aga inst a l l fo rms of f a s c i s m
a n d to r ebu i l d a peace fu l w o r l d after
the des t ruc t i on of the war . In spi te of
dif ferent po l i t i c a l c o n v i c t i o n s , r e l i
g ious be l i e f s a n d dif ferent s y s t ems of
soc i e t y severa l f ru i t fu l d i s c u s s i o n s
a n d so l i da r i t y mee t ings w e r e h e l d .
F r o m these emerged the fee l ing of
uni ty w h i c h was to charac te r i se a l l
s u c c e s s i v e f es t i va ls .
Solidarity
The par t i c ipants at the f irst f es t i
va l a l so c o n d e m n e d the " T r u m a n
D o c t r i n e " of the Pres iden t of the
U S A w h o w a s respons ib l e for drop
p i n g a t o m i c bombs on H i r o s h i m a a n d
N a g a s a k i . S i n c e then ten W o r l d Fes
t i va l s have b e e n he ld and the m a i n
s l ogans of these have changed in
a c c o r d a n c e w i th the internat ional
s i tua t i on . A l t h o u g h the latter has
changed s ince that f i rst f es t i va l , the
need to ho ld them is as great as ever.
The U S imper i a l i s t agg ress i on in
V i e t n a m has been de feated , bu t the
v ic tory is not yet tota l , it Is s t i l l neces
sary to organ ise internat ional s o l i
dar i ty for the r ight of the V i e tnamese
peop l e to se l f -de t e rmina t i on , for the
imp l emen ta t i on of the Par i s Ag ree
ment and for the l ibera t ion of 2 0 0 , 0 0 0
po l i t i c a l p r i soners he ld in Th i eu ' s
j a i l s . In A f r i c a , Po r tuga l is m a s s a c r i n g
the A f r i c a n s w i t h weapons s u p p l i e d
b y N A T O , l iberat ion movements s u c h
as the P A I G C and F R E L I M O are
ac t i v e l y invo l v ed in war fa re aga ins t
Po r tuga l . In S o u t h A f r i c a and Rho
des ia the apar the id reg imes are sup
press ing the major i ty of the popu la
t i on w i t h the b a c k i n g of b ig B r i t i s h
and A m e r i c a n c o m p a n i e s .
Peace A l l th is s h o w s that the forces of
i m p e r i a l i s m are s t i l l very s t rong and
it is therefore v i ta l that a l l ant i -
imper ia l i s t f o r ces s h o u l d be un i t ed in
a w i d e of fensive aga ins t these re
ac t i onary f o rces . It is in the crea t i on
of th is uni ty that the fes t iva ls now
can p lay an impor tan t ro le . The ma in
s logan of the Tenth Fes t i va l w a s thus
" F o r ant i - Imper ia l i s t s o l i da r i t y , peace
and f r i e n d s h i p " .
Christian
The B r i t i s h de l ega t ion for the Fes
t iva l w a s o rgan i sed by a commi t t e e
d r a w n f rom w i d e sec t i ons of the
Y o u t h and S tudent movements , rang
ing f rom the Y o u n g L ibera ls to the
Y o u n g C o m m u n i s t League, f rom the
N U S to the S tudent Chr i s t i an M o v e
ment . The on ly c ond i t i ons for pa r t i c i
pat ing was agreement on the ma in
s l ogan of the f es t i va l .

Diplomatic
On the 27 th A u g u s t the de l ega t ion
depar ted for B e r l i n . The tr ip was not
unevent fu l . W e s t G e r m a n border
Po l i c e f o r ced , w i t h no apparent rea
son , s ome Iraqi s tudents on the de le
ga t i on to leave the t ra in w i th their
luggage. T h i s was q u i c k l y s topped by
the p loy of mak ing half the de lega
t ion leave the train and leav ing the
other hal f ins ide , mean ing that the
Wes t Ge rmans c o u l d not move the
tra in w i thout sp l i t t ing up the de lega
t ion and m a k i n g themse l ves s ome
d i p l o m a t i c t roub le w i t h the G D R . The
ac t i on p roved t o b e ef fect ive, and
ten m inu t e s later the Iraqis w e r e
r e l eased .

G D R , how the State had b r a i n w a s h e d
its young peop le in spe c i a l c a m p s
before the fes t iva l so that they w o u l d
be ab le to m i x w i t h representa t i ves of
the so -ca l l ed free w o r l d . Howeve r ,
w e s aw noth ing of that. W h a t w e s a w
was a r i ch country w i t h an ac t i v e ,
o p e n - m i n d e d popu la t i on , w h o s e e m e d
to take great interest in w h a t w a s
happen ing in . the w o r l d a n d w h o d i d
not s e em to suffer f r o m a n y h a r d s h i p
or lack of f r e edom as the B r i t i s h
e s t ab l i shment de f ines it. U s u a l l y
w h e n peop le f r o m the w e s t go to
soc i a l i s t count r i es they report on h o w
they c o u l d exchange money on the
b lack market , and h o w peop le c a m e
up to them and asked if they c o u l d
buy c l o thes , e tc . B u t the shops w e r e
f u l l , and no peop l e seeme'd to be lack
ing . The average wage in the G D R is
only s l i gh t l y h igher than here, bu t
this does not take a c coun t of the g ood
soc i a l s e r v i c es , very l o w taxes a n d
lower pr i ces than here.

Freedom The purpose of the Fes t i va l w a s
s u m m e d up in 'the m a i n s l o gan . It
m u s t have been a n eno rmous encour
agement for the representat ives of the
l iberat ion movements in A f r i c a and
Indo-China who are invo l v ed in a war
to gain their f r e e d o m to see y o u n g
people f rom a l l over the w o r l d ac
t i ve l y express ing their so l i da r i t y w i th
th em and s h o w that they we r e not
a l one . It was cer ta in ly a great encour
agement to us more fortunate people
to see and meet peop l e invo l v ed in
greater yet s im i l a r s t rugg les to our
o w n . It is now the duty of a l l the
organisat ions who suppor t ed the fes
t i va l to use the exper i ences ga ined
f r o m there to strengthen the ant i -
imper ia l i s t s o l i da r i t y movement in
their countr ies . The fact that many
different o rgan isa t i ons par t i c ipa ted
make it poss ib l e to broaden the
bas i s of that s t rugg le and invo lve yet
more people. The work of the Tenth
Fest iva l is not over, for the ' d i s cuss i on

The ar t i c l e further quotes P. Tat

happened was that P. Ta tche l l refus
ed to ab ide by the d e c i s i o n of the
de l ega t i on and that a group of peop le
therefore went i n t o ac t i on and r ip
ped the p laca rd to p i eces . The v io
lence he speaks about las ted about
3 0 sees, a n d f rom whe r e I s t ood
(about 15 yards f r om P . Tatche l l ) it
d i dn ' t look as if a n y b o d y ' s safety, or
for that matter , l i fe, was threatened.
The a r t i c l e a l so speaks about a
rumour w h i c h w e n t r ound be fore the
vote took p l a c e . It is s u p p o s e d to
have s a i d that the p l a ca rd read " G D R
persecutes h o m o s e x u a l s " . Howeve r ,
I d i d not hear that rumour .
I cannot c o m m e n t about what hap
pened after th is p o i n t as I had to take
a n ear l ier t ra in to go to Switzer land. .
Opportunist I have spent so m u c h space c o m -
• ment ing on what may seem a re la
t i ve ly m inor inc ident in the context
of the fest iva l for two reasons .
One is that s ome groups w i th in the
N U S are us ing these inc iden t s to
wage strugg le aga inst s ome m e m b e r s
of the N U S execut i ve w h o were pre
sent at the f es t i va l . These g roups are
•not so m u c h conce rned about gay
r ights to w h i c h the execut i ve is a l
ready f i rmly c o m m i t t e d as about
k i c k i n g s ome i nd i v i dua l s out of the
execut i ve . These k i n d s o f oppor tun
i s t i c t a c t i c s mus t be f i rm ly r es i s t ed
because they c o u l d do harm to the
N U S as a who l e , spec i a l l y now when
the N U S is invo l ved in the grants
c a m p a i g n and the m a x i m u m degree of
un i t y a n d invo l vement is essent ia l .
The other reason i s that the inc i
dent is a l so used by other groups to
attack the fest iva l as a who l e , and
thereby d iver t the at tent ion away
f rom the ant i - imper ia l i s t aspect of the
f es t i va l . The ar t ic le w h i c h appeared
in Fe l i x last week was such an exam-
pie of that tac t i c . A r t i c l e s a t tack ing

These short stories are the
fruits born of lengthy study
by the author Bather than an
imaginative exercise. That is
not to say they are devoid
of imaginat ion, tout Borges
uses his inventive power to
weave his theme into a story.
His themes are often drawn
from the philosophies and
religions of the w o r l d both
ancient and modern. The
story is manipulated as a ve
hicle to realise his idea.
In pursuit of this Borges
disregards description and
character development not
central to his 'purpose. lit fo l
lows he does not feel bound
to represent society as it is
and h is characters are not
constrained to real i ty.
The product of all this is
never more than ia dozen
pages. Borges' attitude there
fore produces a concise math
ematical style requiring care
fu l reading to appreciate the
almost endless allusions.
F o r those famil iar with
Borge however wi l l find this
work easier reading than his
earlier publications as a result
of a new approach to the
translations which he has per
sonally dissected.
The book leaves the reader
wi th sympathy and under
standing for concepts from
foreign cultures he previously
felt, f rom .logical necessity,

out plot which unfolds neatly,
almost too neatly. The local
police in a 'small Yorkshire
town are faced -with the mur
der of a young Italian mi l l
g ir l . The death is s imilar to
an unsolved murder of an
other g i r l two years previous-,
ly. C lues drop out from all
over the place and soon all
the suspects are rounded up.
The presence of a nearby
h igh secur i ty Amer i c an base
adds a hint of international
espionage which livens the
story up a hi t . The police are
portrayed as a band of burly,
clumsy policemen, continual ly
fal l ing over each other, some
th ing wh ich was a bit over
done, i think.
Surprises are popped in
regularly usually at the end
of a chapter to add to the
suspense. There's even quite
a big surprise in the last para
graph. Overal l i t 's an easily
readable, interesting and en
joyable book.
