Chantilly Highlands Homes Association Board of Directors Meeting

Minutes are tentative and will be reviewed and approved at the upcoming Board of Directors’ meeting.

Board Attendees: Chris Tacinelli, Wendy Osborn, Mark Hassinger, Wendy Hunt, Larry Miller, Jon Roe, Jeff Boehlert and Darin Welt

Absent Board members: Paul Thurneysen Homeowner attendees: 6 Chris Tacinelli called the meeting to order at 7:37pm. Meeting Minutes Approval: A motion was made by Mark

Hassinger to approve the March minutes as read. The mo-tion was seconded by Larry Miller. The Board approved the motion.

Treasurer’s Report: There are approximately 50 outstanding homeowner dues.

Theses homeowners will be contacted and assessed late fees. Income from HOA dues is low due to this fact and because a number of payments were posted after the March 31 reporting date on the distributed spreadsheet.

Community Facilities: COMFAC is finalizing on concrete contractors bid for pool

deck repairs. Two bids have been received. Jeff needs to meet with one of the bidders and is seeking a third bid. Jeff has 2 bids for pool fence repair, Long Fence and Splash and is seeking a third bid. All repairs are expected to be completed prior to pool opening.

Jeff is contacting the phone company, trash removal service, and Pepsi Company and is changing the schedule from non-operational to operational service. The trash service will be the same as last year. We will have trash pick up twice a week. Once Splash has placed the lounge chairs, we will determine how many new chairs are needed. Everything seems to be going as scheduled.

Jeff submitted the pool contract to the board and asked that board members please get back with him about the 2006 pool contract in the next two weeks. A couple board members submitted their comments. Jeff said this com-pany did an excellent job last year and if this year goes well, we could consider a multi-year contract for coming years. The pool staff will have little turnover from last year with all the same staff except for two people.

The swim team submitted a schedule to use the pool for a few days during normal pool hours. After some discus-sion and a determination that the request was consistent with previous years, Mark Hassinger moved to approve the request by the swim team for practice and meet sched-ules. Jeff Boehlert seconded it and the Board approved the motion

Last month the Swim Team requested that the Board contribute $1500 toward a new PA system for the pool that

could be used by both the swim team and the pool staff. The ComFac committee identified that the PA system would benefit the pool and suggested allocating the $1000 budgeted for the Swim Team under community activities toward the PA system. The Board agreed with the recom-mendation of the ComFac committee and would allocate the previously budgeted funds. This was communicated to the Swim Team Representative present to be passed on to the Swim Team Board.

Land Management: A homeowner mentioned that the bushes under the Chantilly

Highlands entrance signs are too high and are covering the letters. This will be addressed. The lights on signs need-ing repair are also being addressed and bids are being taken by Jeff Boehlert at this time.

Land Management had 3 requests for removal of trees that have fallen onto people’s property. Wendy Osborn walked the grounds and says the common grounds need to be addressed for dead brush removal and general clean up. Wendy is seeking volunteers to work on the common ground clean up. A resident suggestion was made that perhaps a truck could come to haul debris. Wendy will look into that and see what the interest/agreement is. Trash pick up along the roads is also an issue. A clean up day is being considered, but participation has dwindled seriously in the past years. A resident mentioned that scouts could be given an opportunity to participate with the clean up to fulfill service hour requirements.

Garden Club originally owned the Adopt a Spot, how-ever, they are no longer supporting it. We need volunteers to help us address this. As this area is not ours, Wendy will call Franklin Farms to address the area on Stone Heather and the fence that needs maintenance on that road.

Architectural Control Committee: The board reviewed 2 cases and adopted a sub-committee to

continue to work through the violation cases and work on hearings in the future.

The ACC needs more volunteers to log and track the results of the walk through. A board member volunteered to help with this effort. Letters to homeowners with ACC violations from the walk through is delayed while the ACC reviews these cases. The ACC requested assistance with processing these letters.

The ACC committee was thanked for their hard work and efforts on behalf of the community.

Community Activities: The Easter Egg Hunt/Spring event will be held April 15th as

rain is expected on the 8th. The Yard Sale will be held May 13th with a rain date of

May 20th. Advertisements have been put in the Post, The Times and The Connection. The Observer will not take ads this early.

board member and a homeowner who wants to turn it into a fundraising event for MS, which is a nice idea. So this event will be canceled this year due to lack of community interest..

David Purchik is working on Wendy Hunt’s database request for an accurate list of homeowners so Wendy can call to try to find volunteers for future events.

Purchasing a moon bounce was discussed, but the com-mercial ones cost $5,000 and storage is an issue. The ones typically seen for about $300 to $500 are for home use only.

Wendy requested that the board review the budgets for fun activities. $1.60 per child was budgeted for the spring event, which is insufficient for an event that includes crafts, bunny pictures, snacks, favors, face painting, bal-loons and games. For this scope of the event the actual cost was $3.20 a child. While Wendy got corporate assis-tance, bought from the cheapest sources possible and per-sonally donated time and resources, the event scales need to be reviewed or the budget needs to be increased for the future. The board expressed a desire to keep the events this year within the budgets available, perhaps by combin-ing some events if necessary. The board suggested that a group be formed to review the event scopes and budget to optimize events for this year and provide guidance for next year’s budgeting.

Civic Affairs: There will be a public hearing on April 20th for a plan

amendment for the property south of Wall Road to change the plan designation from industrial to age restricted resi-dential.

Neighborhood Watch: No business to discuss at this time. Communications - Newsletter and Website: The Newsletter went out on time and all went well this

month. The Newsletter will be very full this time. Items for newsletter were discussed. Printing options were also discussed. A potential trial of an alternative publishing format will be discussed with the newsletter editor.

Larry will explore improvements/updates to the web-site.

A new directory will be published before next school year. An announcement will be placed in an upcoming newsletter for people to update their information.

Long Range Planning: Jon Roe wants to update the long range planning spreadsheet

and life expectancy costs before looking to outside con-sultants. Jeff and Jon will work on it.

Database: Jon Roe will handle future database requests. Database in-

formation is confidential and he will ensure that there are

BOARD MINUTES from page 2 no issues before passing requests on to/from the database manager.

Old Business: Email procedures and requests from homeowners were

discussed. The President will initially address requests, get back to the homeowners and then forward the request to specific board member(s) needed or address it at the board meeting, whichever is appropriate.

The fence issue on Centreville Road was discussed again. The roadway widening project will likely remove many, if not all, of the existing fences facing Centerville Road. It is assumed that the homeowners will be compen-sated for this taking. The board agreed to encourage the affected homeowners to work together to install a consis-tent fence line, perhaps negotiating a discounted deal with a fence company. Chris will contact one of the affected homeowners on the issue to see if they can work together to build a consensus on a consistent fence line.

New Business: A dues exemption request was made. The issue was re-

viewed by the board and it was decided that the waiver was not warranted.

Meeting Adjournment: Mark Hassinger made a motion to adjourn the meeting and

Jeff Boehlert seconded it. The meeting was adjourned at 9:50pm.

Gardens Tour UPDATE and Meeting The date of the spring garden club tour of our

members’ gardens was changed to Sunday, May 7th. We will meet at the Community Center at 1 PM for a brief meeting, and then begin the tour. Contact President Jim Skaptason at 703-742-6228 for details.

The regular Garden Club meeting will be on Tuesday, May 16, at 7:30 PM. However, it will NOT be at the Community Center. The topic is Vegetable Gardening. Are you curious about what asparagus looks like at different stages of growth? Have you ever tasted rhubarb? Get a tour of a local garden and learn about asparagus and rhubarb. Receive favorite recipes for these vegetables. In addition, someone will take home a home-grown doorprize! Call Amy at 703-435-9409 for directions. Tour will start at 7:15 PM.

REMINDERS FOR ALL As the young people in your household become old enough to roam the neighborhood unsupervised, make sure they are aware of the expectations and rules imposed by our community and county, and refresh your memory as well. We have received a few too many comments from your neighbors complaining about various topics. Be a good neighbor! ⇒ Remind your children that it is not polite, and is actually trespassing, to cut through a neighbor’s yard without their

permission to get to the school bus stop, pool, school, or friend’s house: Get permission, or walk around! ⇒ Immediately pick up your pet’s waste, even if on common area (be prepared with bags when walking your dog). ⇒ Monitor outdoor noise levels in the evenings, be it when hosting a party/BBQ or just walking the streets with friends.

Neighbors may have windows open; realize that sounds travel. Be considerate of others who may have to work early or even on weekends, early sports games the next morning, or young children with early bedtimes! Fairfax County has a Noise Ordinance—self-monitor your noise level so the police don’t have to.

⇒ STOP at STOP signs. They are NOT optional! A ‘rolling stop’ is not considered a valid stop. If there are pedestrians waiting to cross the street, they have the right-of-way. Do not try to roll through the stop sign so you don’t have to wait an extra 15 seconds for them to cross. It also makes it difficult for residents to back out of their driveways.

⇒ Our Speed Limit is 25 mph. That is the Maximum speed, not the Minimum! Watch for children, too! ⇒ Don’t block driveways, crosswalks, or mailboxes, especially around Oak Hill Elementary School. Be considerate. ⇒ When gathering on the sidewalk at the school bus stop or just to chat, share the sidewalk and step aside for others. ⇒ If you have your windshield wipers on during rain, you must have your headlights on as well. Fairfax County Police, in response to its numerous parking related calls, has developed a Parking Matrix to minimize con-fusion. This matrix will soon be available on its website to review. Here are some common parking violations: Blocking or parking within 10 feet of a public or private driveway; parking within an intersection; parking on a crosswalk or within 20 feet of a crosswalk at an intersection; parking within 30 feet of a traffic sign or signal; blocking the use of curb ramps; parking on wrong side of two-way roads (vehicles must be parked facing direction of travel lane). Of course there are oth-ers and if there is any question contact the Fairfax County Police Non-Emergency phone number at 703-691-2131.

CHANTILLY HIGHLANDS POOL FACILITY 2006 RULES AND REGULATIONS

These rules and regulations were approved by the Community Facilities Committee in coordination with the Board of Directors.

Their purpose is to assure that everyone has a safe and enjoyable time at Chantilly Highlands Pool. All Homeowners, their families, and guests must abide by these rules. Revisions may be made at any time by the Community Facilities Committee.

The safe operation of the pool depends on every parent being responsible for his or her own children and that the Pool Manager has adequate enforcement authority. These rules are not intended to replace or diminish the parents’ responsibility for the safety of their children. Non-swimmers and novice swimmers require special attention of their parents. Children using the baby pool, which is not guarded, require constant supervision.

Throughout these rules, the term “Pool Manager” will be used to denote the actual Pool Manager or, when not present, his/her designated assistant. A “Responsible Person” is defined as a parent, guardian, or other individual, 14 years old or older, designated by a parent.

Section I. ENFORCEMENT OF RULES A. The Pool Manager has complete authority and responsibility for the safety and orderly operation of the pool. He/She may deny

the use of a section of the pool to any person of any age that does not exhibit adequate proficiency for that section. Any situa-tion not covered within these rules will be subject to the judgment of the Pool Manager. Failure to obey the direction of a life-guard is cause for removal from the pool facility. If you see a rule infraction please bring it to the attention of the Pool Manager and if the situation isn’t resolved immediately, please contact (posted out front) the Pool Company’s Manager or Mr. Boehlert so that it can be dealt with and corrected.

B. The Pool Manager has complete authority to eject anyone at any time from the pool enclosure for the remainder of the day. Such action will be documented on a special form and reported to the Community Facilities Committee within a timely manner. If the offender is under 13 years of age, he/she must stay within the pool enclosure until a Responsible Person is contacted.

C. Serious or repeated infractions of the rules and regulations will be documented in a log and will result in dismissal from the pool for the remainder of the day. A second dismissal will result in a one week suspension from the pool. A third dismissal will re-sult in suspension from the pool for the remainder of the summer. Parents will be notified after each incident.

D. The penalty for extreme incidents may include suspension of pool privileges for the individual or the entire household. E. Any matter requiring immediate action should be discussed with the Pool Manager. Homeowners with comments or complaints

about the operation of the pool should submit them in writing to: Chris Taccinelli -Board of Director’s President Jeff Boehlert, Board of Director’s Liaison

The photographs of each lifeguard with their names, The Pool Company Manager and Jeff Boehlert’s as well as phone numbers will be posted at the entryway into the pool. Any incidents or comments can be directed to the Pool Company Manager and/or Jeff Boehlert. If the need is immediate or there is a serious safety issue that needs to be addressed the Pool Company Manager or Mr. Boehlert can be called.

Section II. MEMBERSHIP A. Membership is available to all persons whose primary residence is located in Chantilly Highlands. Membership privileges will

be withheld for all persons residing in a home for which the homeowner’s dues (including late fees) are not fully paid, pool guest fees are unpaid, or failure to complete registration. Funding for the Pool comes directly from homeowner’s dues.

B. Baby-sitters, 14 years old or older, will be admitted with a note of authorization from a parent. C. Members must provide up-to-date membership data and a recent family photo for pool entry. D. All members must sign in at the front desk before entering the pool area.

Section III. POOL SCHEDULE AND HOURS A. The Pool will open for the season at 11 a.m. on Saturday, May 27, and close at 8 p.m. on Monday, September 4. B. The Pool hours from May 27 through June 24: Monday through Saturday 11 a.m. – 8 p.m. Sundays 12 noon - 8 p.m. C. The Pool hours from June 25 though September 5: Monday through Friday 11 a.m. - 9 p.m. Saturdays 11 a.m. - 8 p.m. Sundays 12 noon - 8 p.m. D. Special hours of pool operation and special events will be posted at the pool. The pool will close at 4:45 p.m. on the following dates: July 6, July 14th and July 20. The pool will be opening at 1pm on Saturday, July 30th.

Section IV. GUESTS A. Guests must be accompanied by a homeowner who is a Responsible Person and must depart the pool facility when the home-

owner departs. B. Guest Fees: The cost of guests will be paid at the pool at the time of admission. The rates are: Adults /Children (over 2 yrs.) $3.00/day Monday - Friday

$5.00/day Saturday & Sunday, Memorial Day, July 4, and Labor Day Pool pass cards may be purchased at the pool house for $20.00. Each card will have ten punches equivalent to $2.00 per punch. Weekday admissions with pool pass card is one (1) punch ($2.00/day) per person Saturday & Sunday admissions with pool pass card is two (2) punches ($4.00/day) per person C. A maximum of five (5) guests per homeowner household will be admitted per day. D. Homeowners will be responsible for the conduct of their guests and responsible for any damage to pool property. If a guest

damages pool property, the cost of the damage will be charged to the homeowner.

Section V. HEALTH AND SANITATION A. All persons must wear proper bathing attire and take a shower before entering the pool. B. Admission will be refused to all persons having colds, coughs, inflamed eyes or infections, or individuals wearing bandages. C. No pets are allowed within the pool enclosure. D. No smoking is allowed within the pool enclosure. E. Eating, drinking, and gum chewing will be confined to the umbrella picnic areas. F. No eating, drinking around the concrete pool deck or baby pool. G. All children using the pool facilities who are not reliably toilet-trained must wear swim diapers and an appropriate bathing suit.

DISPOSABLE AND CLOTH DIAPERS ARE PROHIBITED IN THE POOL. All persons are encouraged to use the diaper-changing tables located in the dressing rooms.

Section VI. DIVING A. Divers will not dive until the previous diver has cleared the area below the board. AND ARE AT THE LADDER EXITING B. After surfacing, a diver must swim directly to the nearest ladder without delay. C. Only one person is permitted on a diving board or ladder at any time. D. Excessive bouncing or horseplay of any kind is prohibited on the diving boards. E. Flotation devices of any type are prohibited in the diving area, even when such devices are authorized for other parts of the pool. F. The diving boards can not be closed if any one person wishes to dive.

Section VII. SPECIAL RULES FOR CHILDREN A. Children under 16: In order to prevent excessive fatigue or chilling, children under 16 are required to leave the main pool,

upon signal of the lifeguards, for a 10-15 minute break period once every hour. This rule will not apply to the baby pool. This rule will apply whether or not a child displays the swim test emblem.

B. Children under 13: (1) To encourage children to develop strong swimming skills, a swim test emblem will be awarded to any child 12 and under

who demonstrates swimming proficiency by passing a swim test conducted under the supervision of the Pool Manager. This test consists of:

- Swimming one length using any combination of strokes - Treading water for one minute in an upright position EMBLEMS MUST BE ATTACHED TO BATHING SUITS TO BE VALID. (2) Children 11 years old may come to the pool unaccompanied only if they display the swim test emblem. (3) Any child 12 and under who does not display the swim test emblem must remain in the roped-in shallow section of the

main pool or must be accompanied by a responsible person who will remain within easy reaching distance of the child. Children 12 and under may use the diving boards only if they display the swim test emblem.

C. Children under 11: Children 10 years or younger will not be admitted to the Pool unless accompanied by a Responsible Person.

Section VIII. BABY POOL A. Only children 5 years of age or younger may use the baby pool. B. All children using the baby pool must be accompanied by a Responsible Person who must remain within the baby pool enclo-

sure at all times. C. Food is not allowed in the baby pool enclosure. D. No chairs are allowed in the baby pool.

Section IX. CAPACITY Maximum pool capacity is 244. The Pool Manager will post a notice at the pool entrance when the maximum capacity is reached. When the number of members and guests within the pool enclosure reaches 180, only members will be admitted. Guests will not be

admitted until the attendance declines to below 180. When the pool attendance is at capacity, members must wait in the parking lot area and will be admitted as others leave the pool fa-

cility. Members will be admitted in the order in which they arrived.

Section X. RULES OF CONDUCT A. Running, pushing, wrestling, dunking, fence jumping or causing undue disturbance in or around the pool area is prohibited. B. Abusive, offensive, or profane language is prohibited. Unruly, offensive behavior is prohibited. C. No skateboards, scooters, roller blades, bicycles, etc. are allowed on the pool grounds. D. No persons under the influence of alcoholic beverages or drugs will be permitted on the pool property. E. The cost of any property damage will be charged to the member responsible. F. Swimming goggles are permitted for eyewear usage only. They must not be used as projectiles or diving toys.

Section XI. ACCESSORIES (Floats & Toys) A. No snorkels, hard balls, rafts, canoes, inner tubes, or any other type of aquatic equipment is permitted in the main pool, except

upon specific approval of the Pool Manager and on designated float nights. The size of floats used on float nights must not exceed 5 feet by 3 feet. Snow tubes are prohibited, regardless of size. Nerf and Koosh balls are allowed unless the situation becomes unruly as determined by the lifeguards.

B. Children with water wings must be under adult supervision. C. Radios, tape players and CD players are prohibited except when earphones are used. D. No heavy sports equipment will be allowed in pool enclosure, (i.e. bats, baseballs, footballs, basketballs, lacrosse equipment,

soccer balls, etc.). E. Masks must be of the plastic or tempered-glass type. F. All bicycle riders will park their bicycles in the designated area. Bicycles, strollers, etc. are prohibited on all sidewalks to allow

for access of emergency vehicles. G. Lifeguards may remove a toy at any time if it is being misused or causing safety problems. H. Tuesday and Thursday’s will be Noodle Day from pool opening to closing. I. Float nights will be July 8, July 22, August 5 and August 19 from 4 p.m. to 8 p.m.

Section XII. FOOD A. Food is permitted only in the umbrella picnic areas. B. Glass bottles, jars or other glass containers are prohibited in the pool enclosure. C. No alcoholic beverages are permitted anywhere on the pool premises, including the parking area. D. Snack sales occur during break time. There are no snack sales during the last break of the day. Bills larger than a $10 will not

be accepted.

Section XIII. GENERAL A. All swimmers must wear appropriate bathing suits: cut-off jeans or baggy clothing will NOT be allowed in the pool. Street

shoes are not permitted on the pool deck. B. No persons will use the pool facilities unless it is officially open and the lifeguards are on duty. C. All injuries that occur on the premises must be reported immediately to the Pool Manager. D. The swimming lane nearest the diving boards will be roped off at all times for the use of those wishing to swim laps. Others

should stay clear of this area. During periods of heavy lap lane use, the Pool Manager may move the rope to include two lanes, provided that doing so would not cause undue crowding in other parts of the pool.

E. Tables may not be reserved by placing towels and/or personal belongings on them. No sitting on tables or the backs of chairs. No jumping any of the fences.

F. All members will respect the property rights of homeowners in the neighborhood. Do not use lawns for shortcuts or in any way violate the rights of others.

G. CHHA and the pool management company will not be responsible for the loss of, or damage to personal property. All lost arti-cles turned over to the Pool Manager will be held for about 15 days. All unclaimed articles will be disposed of at the discretion of the Community Facilities Committee.

Section X. PARKING AND SPEED LIMIT A. The parking lot is for the vehicles of the pool members and their guests while utilizing the pool, tennis courts, playground, or

picnic area. All other uses including overnight parking, driver training, commuter parking, and vehicle maintenance are pro-hibited.

B. Vehicles in violation will be towed. The cost for towing and storage will be the responsibility of the member. C. The speed limit on the driveway and parking lot is 5 mph.

All Chantilly Highlands committees are always looking for additional volunteers to join their com-mittees. You know the saying, “Many hands make light work.” See page 15 under Committee Info for a description of our various committees, contact the committee chair at the bottom of the page, and get involved! It’s a great way to meet new people, make a difference, feel good about yourself, and give back to the community! Or you and some friends could join a committee together. Vol-unteering is a rewarding alterna-tive to watching TV! Most com-mittees require very little time each month—so, make that call!

Jason: Help. I need your help. I was supposed to sign my boy Melvin up for the swim team in April. My wife gave me a MapQuest to the community center and $120 cash in order to register him. I don’t know how it happened but somehow my neighbor Maury and I ended up at Ruby Tuesday’s eating chili & wings and consuming adult bev-erages. The first time I looked at my watch it was 10:45 PM, my cash and wings were gone and my goose was cooked. Can you help me and does my wife need to know?

Answerman: Be at peace Jason. If this was any other sport you would be toast. We at the Swim Team are a mellow and understanding group. We have made allow-ances for a person in your situation. In fact, I believe that this is the third year in a row that this circumstance has fallen upon you. You will have to cough up a $20 late fee to pay for your sins and our inconvenience. Answerman: Yes, Nicole. Jason successfully completed his mission.

Margaret: You have written that swimming will make my daughter Jen feel good. Could you be more specific and use some of that pseudo-sports medicine terminology. I just love when you do that.

Answerman: Certainly Margaret. After a hard working set Jen will be producing excess lactic acid which will gradually dissipate during her cool down sets. Mild dis-comfort will be replaced with a feeling of relaxed loose-ness. A solid practice will raise Jen’s level of serotonin and increase the release of endorphins, leading to a state of mild euphoria.

Margaret: I think I will take up swimming!

COMMITTEE INFO Board of Directors meets on the first Thursday of every month at

7:30 PM at the Community Center. Meetings are open, and all resi-dents are welcome and encouraged to participate. To include a spe-cific item on the agenda, please contact the Board President.

Architectural Control Committee (ACC) meets monthly at the Community Center. Contact any ACC member or appropriate Board member if you have ACC questions or concerns.

Chantilly Highlander newsletter team welcomes your articles and community photos of specific events, or just whatever is going on in your neighborhood! We would also love your suggestions and ideas for new features as well as feedback on current content. Community Activities Committee identifies and schedules events for the participation of Chantilly Highlands families. The committee meets as events are scheduled, and chairpersons vary throughout the year.
