Bush, 43rd President of the United States, will accept the 2010 Semper Fidelis Award at the Foundation’s annual Semper Fidelis Award Dinner. Since leaving office, President Bush has focused on launching the George W. Bush Presidential Center at Southern Methodist University. As part of that Center, President Bush recently announced the George W. Bush Institute to advance the principles that guided his time in public service. The four initial major areas of focus for Institute programming will be education, global health, human freedom, and economic growth. Most recently, at the request of President Barack Obama, President Bush has partnered with President Bill Clinton to lead a private sector fundraising effort to help the Haitian people reclaim their country and rebuild their lives after the devastating earthquake. The Clinton Bush Haiti Fund will work to provide immediate relief and long-term support to earthquake survivors and will help the people of Haiti rebuild their cities, their neighborhoods, and their families. For the fourth year, The Clorox Company is the Dinner Sponsor and Foundation Trustee and Chairman and CEO of Clorox, Mr. Donald R. Knauss, is the Dinner Chairman. Russell Leadership Award Luncheon onOctober28thwas another success ineveryrespect.TheUnionLeagueClubinNewYorkCitywasthevenueforthisannualeventhonoringagreatAmerican.The2009Honoree,TheHonorableJohnC.Whitehead,wasaperfectchoice!HeservedintheU.S.NavyatNormandy,IwoJima,andOkinawabeforejoiningGoldmanSachswhereheretiredasCo-ChairmanandCo-SeniorPartner.HealsoservedasaDeputySecretaryofStateintheReaganAdministration.HisremarksabouthiswartimeserviceandsuccessagainsttheSovietUnion’s“EvilEmpire”wereinspirationalandwarmlyreceivedbyall.Mr.andMrs.ThomasA.Saunders,IIIonceagainsponsoredtheluncheon.

Throughout2009wefocusedonraisingfundstokeepusafloat. Inadditiontotheevents I’vementioned,wewagedamajorcampaigninoursolicitationsinJuneandNovember.Thoseefforts,alongwithsupportofour loyalCorporateSponsors,haveprovidedusthemeanstocarryoutourmissiontoenhanceandenrichProfessionalMilitaryEducationandLeadership.Letmecitesomeexamples:

The list ofparticipantswasa “Who’sWho”ofcounterinsurgency: Dr.MarkMoyar (the formerKim T. Adamson Chair of Insurgency and TerrorismattheMarineCorpsUniversityandsymposiumcoordinator);Dr.ElliotCohenofJohnHopkinsUniversity;BrigadierGeneralH.R.McMaster,USA;TheHonorableBingWest;AuthorsTomRicks,NathanielFick,andLieutenantColonelJohnNagl,USA(Ret);andLieutenantGeneralBernardE.Trainor,USMC(Ret),moderatorforthekeynoteraddressgivenbyGeneralDavidPetraeus,USA,CENTCOMCommander.Allwhoattendedwereimpressedbythisthoroughandtimelysymposium.

OnJanuary7th,MCUFandtheMarineCorpsUniversity (MCU)co-sponsoredtheGeneral Graves B. Erskine Distinguished LecturewithJudgeWilliamWebsterasthespeaker.UniqueinbeingtheonlyformerDirectoroftheCIAandtheFBI,hegaveathoroughreviewofsomeofhischallengesasDirectorofeach.Hewasrefreshinglyfrankinhisanswerstosomedifficult,goodquestionsfromthestudents–fromColoneltoSergeant.ItwasatrueeducationalexperiencefortheMCUstudentsandmanyguests.OurnextErskineLecturerwillbeStevenPressfield,formerMarineandauthorofGates of Fire, Tides of WarandThe Afghan Campaign,amongotherworks.PleasejoinusonFebruary2ndatLittleHall,MarineCorpsBaseQuantico,at3:30p.m.

The Quatrefoil Club meetings continue to provide selected Captains an opportunity to dine and have anexchangewith talented, experienced officers and professors in our area. Recent quests includeDr.MarkMoyar,ColonelT.X.Hammes,USMC(Ret),andColonelsRoyalMortenson(MarineCorpsCombatDevelopmentCommandChiefofStaff),BrianBeaudreault (DirectorofExpeditionaryWarfareSchool),andDavidFurness(MarineCorpsLiaisontotheHouseofRepresentatives).ColonelsMortenson,Beaudreault,andFurnesswereBattalion Commanders in Iraq and Afghanistan. They clearly spelled out what is expected of a CompanyCommanderincombat–thenextassignmentformostofourCaptains.

Counterinsurgency Leadership in Afghanistan, Iraq, and Beyond By: Major Andrew D. Hamilton, USMC

On September 23, 2009, theMarineCorpsUniversity, inconjunctionwiththeMarineCorpsUniversityFoundation,hosted

a one-day symposium entitled, “Counterinsurgency Leadership in Afghanistan, Iraq, and Beyond.” Bringing together world-

renownedpractitionersandscholarsattheNationalPressClubinWashington,D.C.,thesymposiumfeaturedGeneralDavid

Petraeus,USAasthekeynotespeaker.

In addressing the current conflicts in Afghanistan and Iraq, the symposium examined how leadership - indigenous and

foreign - hasoftenmeant thedifferencebetweensuccessand failure.Symposiumparticipants identifiedbestpractices in

counterinsurgencyleadershipandexploredmethodsfor improvingindividual leaders. Inaddition,theytackledthequestion

of how to put the most suitable leaders into the most critical commands, an especially daunting challenge for nascent

governmentsconfrontedwithinsurgency,asnationalandlocalpoliticsregularlyinfluencetheselectionofcounterinsurgency

leaders.Paneltopicsrangedfromcommandatthelocalleveltocommandatthelevelofchiefofstate,thelatterparticularly

timelyduetotheevent’sproximitywiththenationalelectionsinAfghanistan.

ThesymposiumalsoexploredthecurrentdebateovertheprioritizationofcounterinsurgencyinthedevelopmentofAmerica’s

nationalsecurityorganizationsandstrategy.Whilemuchofthatdebatehasfocusedontheallocationoffundingformilitary

equipmentoroninternationalpolitics,thissymposiumfocusedontheformidableleadershiprequirementsforcounterinsurgency

andotherchallengesthattheUnitedStatesanditsalliesmayconfront.

Brigadier General Thomas Draude, USMC (Ret), President and CEO of the Marine Corps University Foundation, offered the introductory comments to

the symposium.

Brigade Command Panel Chairman, Dr. Kalev I. Sepp, of the Naval Postgraduate School, looks on as Brigadier General H. R. McMaster recounts his experiences as a Brigade Commander in Counterinsurgency Operations. Brigadier General W. Blake Crowe, USMC, and Dr. Peter Mansoor were the

other members of the panel.

On October 28th, The Honorable John C. Whitehead

receivedthe2009 Major General John H. Russell Leadership

Award at the Foundation’s annual Award Luncheon at The

UnionLeagueClubinNewYorkCity.Theawardispresented

annually to a distinguished American whose commitment

to personal and professional excellence embodies those

qualities of leadership and character uniquely associated

withtheUnitedStatesMarineCorps.

John C. Whitehead graduated from Haverford College

in 1943, and served in the U. S. Navy, participating in

the invasions of Normandy, Southern France, Iwo Jima

andOkinawa. While still in theNavy,Mr.Whiteheadwas

assignedasaninstructoratHarvardBusinessSchool. He

received hisM.B.A. degree,with distinction, fromHarvard

in1947andholdshonorarydegreesfromHaverford,Pace,

Rutgers, Amherst, Harvard,General Theological Seminary,

BereaCollegeandBatesCollege.

Mr. Whitehead began his professional career in 1947 at

Goldman,Sachs&Co.,whereheworked for38 years. He

rosequicklywithinthecompanyandwasnamedPartner in

1956,andCo-ChairmanandSeniorPartnerin1976.Hehas

alsoservedasaDirectoroftheNewYorkStockExchangeand

ChairmanoftheSecuritiesIndustryAssociation.

FromApril1985until January1989,Mr.Whiteheadserved

as the Deputy Secretary of State, second-in-command to

SecretaryGeorgeShultz. Hewasawarded thePresidential

CitizensMedalbyPresidentReagan.

In late 2001, Mr. Whitehead was appointed Chairman

of the Board of the Lower Manhattan Development

Corporation,theorganizationresponsiblefortherebuilding

andrevitalizationofLowerManhattan. Heservedinthat

positionuntilMay2006.HeisalsotheFoundingChairman

oftheNationalSeptember11thMemorialandMuseumat

theWorldTradeCenter.

Representing the Commandant, the Military Guest of

Honorwas LieutenantGeneralGeorge J. Flynn, theDeputy

Commandant for Combat Development and Integration.

General Flynn is a graduate of the United States Naval

Academy.HeholdsaMasterofArtsDegreeinInternational

RelationsfromSalveReginaCollege,aMasterofArtsDegree

in National Security and Strategic Studies from the Naval

War College, and a Master of Science Degree in National

SecurityandStrategyfromtheNationalWarCollege. He is

aDistinguishedGraduateoftheCollegeofNavalCommand

andStaffandtheNationalWarCollege.

Five former Major General John H. Russell Leadership Award

recipients were in attendance: The Honorable J. P.Walter

Curley(1993);Mr.JohnPhelan(2000);AmbassadorAnthony

Marshall(2005);Dr.JamesGoodrich(2006);andMr.Thomas

Saunders(2008).

The Foundation’s Vice Chairman,Mr. Guy P.Wyser-Pratte,

and Mr. and Mrs. Thomas A. Saunders, III were the

Luncheon Chairpersons. Proceeds from the Luncheon

support Foundation sponsored professional military

education and leadership programs for students at the

MarineCorpsUniversity.
