A lot was happening last week in Taft. Last Thursday, May 20th, the Fort (left) celebrated their 70th birthday with a “Fabulous 40’s” theme. The event was entertained by the Vintage Notes band. On Friday, May 21st Taft College held their

graduation ceremony for the Class of 2010. John Miller, retired Taft College Board Member (bottom left) was awarded your “not so average” plaque as he has received many in the past and Taft College wanted to give him the biggest plaque

yet. On Saturday, May 22nd, the Bikers For Christ held a bike rally. All funds raised go towards injured bikers from the Westside when hospitalized. Also

on Saturday, the Taft Soroptimists held their annual Garden Tour. One of the stops was the Taft Community Garden located

on 9th Street (right).

Letters to the Editor

Every Friday is Ribeye Steak Dinner Night

Dear Editor:

I returned to Taft about a year ago. While here I have read about and viewed council meeting, lawyer reports, city staff concerns, etc. And I have read the Kern County Grand Jury reports emanating from Bakersfield with more than a little interest. Now, I am of the opinion that the Grand Jury is ill informed, misguided and ignorant of Taft governing procedures and affairs. It is time for them to withdraw and focus on other areas in our county where their input may be, hopefully constructive.

John Landers

Editor:

The Taft Chamber of Commerce wants to charge a non profit group $1500.00 rent to put a fireworks stand in there parking lot this year. I know that the chamber needs money too, except I fill that with a Chamber like this that would charge another non profit rent in this community is very wrong, why should anyone want to join the Taft Chamber of Commerce.

Rick Connick

Editor:

Over the years I have done my best to try and be a good citizen, help when I can. I found 2 stray kittens and tried to find them a home, but nobody I knew wanted them so I tried to take them to animal control. Well, the dispatcher said because they were 100 feet out of city limits that it wasn’t her problem and to leave them in the field. We went directly to the Taft animal shelter and was told the dispatcher had already called her and informed her to refuse the kittens and that she wasn’t taking them and to release them in a field or I should have left them there to die. Taft PD says they are over capacity of stray animals, but yet refuse to take them in and even when the police dept was called they also suggested that we should have left them in a field or just go and release them in a field anyway. When did we as humans and as a city department decide that instead of tackling the problem of stray animals directly that we should contribute to the problem by encouraging additional abandonment. It is the job of the animal shelter to shelter stray or lost animals not actually abandon them. Someone needs to say something to fix this problem. Releasing or leaving an animal that is not neutered or spayed contributes to the already high population of feral / abandoned cats and kittens in the city of taft.

West Kern Water District Endorses Water Bond for November 2010 BallotTaft, CA – The West Kern Water District Board of Directors today voted to adopt a position of support for an $11.14 billion water bond set for the November 2010 ballot. Titled the Safe, Clean and Reliable Drinking Water Supply Act of 2010, the bond measure would provide funding for water supply reliability, Delta sustainability, water recycling, conservation, surface and groundwater storage, groundwater protection and cleanup and drought relief. The measure is part of a landmark legislative package on water approved by the California Legislature and signed by the Governor in November 2009. The package addressed long-term improvements in statewide water management and water supply reliability, particularly in the Sacramento-San Joaquin Delta, the hub of the state’s water system. “Our statewide water system faces a growing list of challenges that threaten our long-term water supply reliability,” said General Manager, Harry O. Starkey. “There is an urgent need to reinvest in our statewide system, and this bond will help us do that. It will also help us expand local and regional projects such as conservation, recycling, desalination and groundwater cleanup so we can meet the water needs of our growing state.” If approved by voters, the bond measure would fund projects and programs to improve water supply reliability, sustain and restore the Delta, improve the operation of the state’s water infrastructure, expand water conservation and recycling, and protect groundwater and watersheds. It includes funding for all regions of California. “There is nothing more critical to our future than a reliable water supply” Mr. Starkey said. “The projects funded by this bond represent the comprehensive approach experts agree is needed to improve both water supply reliability and ecosystem health in the Delta.” Find out more about the Safe, Clean and Reliable Drinking Water Supply Act of 2010, visit www.waterforca.com or www.acwa.com.

Thanks Arizona for Protecting Our Constitution

By Dr. Harold Pease

A country ceases to remain a country when it ceases to protect its borders. The Roman Empire ceased to exist for that very reason, coupled with moral decay. Two places in the Constitution reference the need to protect our borders: the Preamble identifies as a purpose of the federal government to “provide for the common defense” and Article IV requires that they ”protect each of them (the states) against invasion.” With more than half a million illegals crossing the border a year, this is an invasion, and the federal government is not doing its job. Too many people who are totally ignorant of their governing document want to weigh in on this issue. Fortunately, Arizonians understand. Arizona did not make illegal immigration illegal, the federal government did. The new bill, “Support Our Law Enforcement and Safe Neighborhoods Act,” is the direct result of the Federal Government not protecting its citizens from invasion. It has nothing to do with race or any other subject. It has to do with enforcing an already existing law. It simply codifies federal law into state law. If the feds won’t protect us, the state government will. Thank you Arizona for protecting our Constitution, and other states should follow. For a person to be stopped, he or she must already be offending the law. Once stopped, those suspected of being illegal immigrants are asked to provide papers. But the stop itself must be for other reasons. The actual law reads: “For any lawful contact made by a law enforcement official or agency of this state or a county, city, town or other political subdivision of this state where reasonable suspicion exists that the person is an alien who is unlawfully present in the United States, a reasonable attempt shall be made, when practicable, to determine the immigration status of the person, except if the determination may hinder or obstruct an investigation.” This procedure is similar to that followed when a driver is weaving from one side of the road to another. The stopping officer demands a breathalyzer test and asks to see a drivers license and vehicle registration papers. If something does not feel right the officer may also check the vehicle against those that have been reported stolen or the individual against a wanted list. The Constitutionally

ignorant have made a case for the unconstitionality of the law on the basis of the 4th Amendment, which prohibits unreasonable searches and seizures. Such could be argued for any of the regular aforementioned police activities. But as noted the law prohibits unreasonable searches. For individuals or cities showing sympathy for those breaking federal law, Arizona would remind them that they are accomplices to a crime and now break state law as well. The bill reads: “No official or agency of this state or a county, city, town or other political subdivision of this state may limit or restrict the enforcement of federal immigration laws to less than the full extent permitted by federal law.” All this could be avoided if the federal government did its Constitutionally mandated function and provided for the common defense by protecting us against invasion. Under pressure, President Obama has finally agreed to send 1,200 National Guardsmen to the border. However, that is about one seventh of what is needed. The phrase too little too late comes to mind. All are encouraged to spend their vacation time in the lovely state of Arizona to soften the blow of the boycott against them.

Elementary School playground. What is the Community Day School? Well, the Community Day School provides an education to students who are unable to be successfully taught in a regular classroom, usually due to serious behavioral problems. There are currently 9 students enrolled, all in seventh and eighth grades. Most all of us that know about this plan cannot understand why the district is placing these junior high school students inappropriately at any elementary school site. Our young (5-9 year old) students should not be on the same campus as these older students with behavioral issues. While I am sure there will be an effort made to keep them separated, they will be sharing the same cafeteria, office, exit, entrance, and be separated on the playground by a chain link fence. Would you like your child or grandchild on the same playground with junior high school students who are misbehaving? Of course not! The district DOES have other inexpensive CHOICES on where to place this school. Nobody has asked how the parents of Conley students feel about this! If you feel that this is a bad idea, and not in the best interest of the children whom attend Conley School; speak out and voice your opinion! You may write letters and/or call the superintendent, as well as the school board members. The number for the District Office is 763-1521. Shannon R. Macaulay Concerned Parent

John Miller was presented with a plaque. The anouncer (Name??? Guy pictured holding the plaque) said, John has had many plaques, we did not want to give him just another plaque, so

we decided to give him the biggest plaque he’s ever seen!”

We were deeply moved by the huge welcoming event organized for us by all of you today. I have reported to the Yeong Cheon City Mayor’s office (Mayor Kim, Young Suk) and Mr. Choi, Jung Hwan President of YeongCheon Community Youth Assn who had provided the financial support enabling the two special needs students and a teacher to travel to U.S., Seung Ouk Hwang teacher, about the delivery of the YeongCheon Mayor’s gift to Taft College with the Mayor’s message, supporting the exchanges. “Daniel” Sangyoon Song, and his mother, Young Nam, along with the intern college “mentoring” students, Gyoung Hun Lee, Hee Sun Kim, and Eric Ahn were visibly touched and are so glad to be a part of your pioneering vision for the “Best Buddy” learning system we are trying to establish with the TIL program model to succeed in Korea. We were very happy to meet with the Independent Newspaper reporter of Taft, Jessica Wallis, and we hope to include her to travel to Korea to cover this wonderful story of all the developments occuring due to your initial vision and support to work with us in Korea. This could not develop without the generous support of your wonderful President, Mr. Duncan, and Vice President Brock McMurray’s stamp of approval, combined with such wonderful team of staff who worked extra hours to execute and make it a seemless result, and placed a cream on top to make it proceed with ease of flexibility whenever situation came up. Yeong Cheon City is in full support of our future exchanges and have made a commitment to collaborate in the future when the sister city relationship is formally established with the city of Santa Clara. The gifts from the Yeoung Cheon City Kim Young Suk’s Mayor’s office, albeit humble, are filled with the well meaning wishes for all of you. Last 3 years have been a wonderful journey, working side by side with the Taft College faculty and the students. We should be able to finalize the “One of Us” documentary film soon, with Taft College TIL graduates and students coming to Korea to participate in Korean TIL programs and job training/job placements when the exchange funds are created. The wonderful speeches made by Katie and Jeffrey summed it all. We were scared...but we made it thru, because we are together in friendship to encourage one another and help to fill in the gaps. Since 2007, when Mr. Hwang sent me an SOS to help in creating a better future for his high school student graduates, your help now has opened a better future for our students as they graduate, as they will have TIL to go to, rather than stay at home or enter a facility. The first Korea TIL pilot will begin on August 5th at Jeju Island for 10 days! If I can find some funding, I am hoping to sponsor 2 of your student graduates to come as student mentors at that time. It is our turn to say thank you and hope to create a happy place for your graduates and students here in Korea thru international exchanges. Soroptimist Young Women of Achievement

Marriage Proposal at Taft College Graduation Friday May 21st was a special day for all the Graduating students of Taft College, It was extra special for one particular young lady in the Graduating class of 2010. My family and close friends found our seats right in the middle of the bleachers. As the Taft College Teacher announced all names, I noticed hot pink signs from the corner of my eye. I looked at the row behind us and saw a group of people with 6 hot pink signs. I could only read the last two signs, and they said “Marry” and “Me?” I knew it! This day was going to be memorable for not only the happy couple, but everyone else who is fortunate to witness the proposal. I told my friends and family about the signs and told them to cheer on to help get her attention. As soon as they called her name, “Jennifer Lujan;” Her family stood up with the signs and cheered, we cheered along, and as soon as more people on the bleachers realized what was happening, they cheered as well. Jennifer, being shy was looking down smiling and didn’t see the signs at first, Her mother yelled out, “Jennifer!” Jennifer looked up, hand over her mouth and gasped. She looked around for her Boyfriend, Andy Cemo and caught a glimps of him running down the stairs toward her. Everyone cheered. They shared a hug and Andy got down on one knee. We could not hear what she said, Jennifer nodded and they hugged again. The Taft College Teacher had since then announced two other names, but the crowd was still cheering. The Taft College Teacher then took a pause, and said, “She said Yes!” The crowd went crazy again cheering on the newly engaged couple. “Andy’s proposal was the best moment of my life and it was even more special since our families got to share it with us. I am so blessed to be engaged to such a wonderful man and i cannot wait to become his wife,” said Jennifer. Jennifer’s sister Lisa Murphy hosted their Graduation/ Engagement party at her house following the Graduation Ceremony and Proposal. Jennifer and Andy’s

family were there to support them and congratulate them. A very heartfelt toast was given by Jennifer’s father, Richard Lujan. Jennifer is very happy and excited to share her future with her best friend and fiancé Andy Cemo. Jennifer and Andy plan for a Beach Wedding in the summer of 2012, after Jennifer graduates from the Dental Hygiene Program at Taft College.

A special reception was held Monday evening at Elk Hills Elementary School for Mr. Charles Isaacs, 7th and 8th grade teacher. Issacs is retiring after having taught at the small Tupman school for 25 years. During that time, he has served as student council advisor, coach for Whiz Kids Competition, athletic coach, test coordinator, even as the bus driver. Many former staff, administrators, and students attended the reception along with current staff and students. He plans to spend more time fishing, but admits that he wll miss the students and his colleagues.

On Tuesday, 14 young women were honored at the annual Soroptimist International of Taft Young Women of Achievement Luncheon. The Young Women of Achievement recognizes that outstanding young women from our community, young women that make the effort to be involved with their schools, their community and are all around young women. A young woman from grades 7-12 was selected from each school around the Westside to accept their achievement award at a special luncheon at OT’s. The young women applied for this recognition through their schools, where they were selected by their councilors. Many of the young women currently volunteer with the Soroptimist group around town. The young women honored were Chelsea Martin, 7th grade, Midway School, Maddison Rubadeau, 7th grade, McKittrick School, Haylee Tracy, 8th grade, McKittrick School, Caitlyn Emberson, 7th grade, Lincoln Jr. High, Desiree Ponce, 8th grade, Lincoln Jr. High, Kayla Houston, 8th grade, Maricopa Middle School, Emily Phillips, 9th grade, Maricopa High School, Christina Moore, 10th grade, MAricopa High School, Heidi Wise, 11th grade, Maricopa High School, Maria Calvag, 12th grade, Maricopa High School, Kennedy Kunce, 9th grade, TUHS, Jessica Dahlgren, 10th grade, TUHS, Nicole Frost, 11th grade, TUHS, and Jordan Mead, 12th grade, TUHS.

West Kern Water District’s Board of Directors at their monthly meeting Tuesday approved a consulting services contract with the agency’s former general manager and passed a resolution supporting the Safe, Clean and Reliable Drinking Water Supply Act of 2010 on the November ballot. Each measure stirred a degree of controversy. The contract with Jerry W. Pearson calls for a rate of $225 an hour for consulting services, with a maximum of $20,000 over 12 months – unless more is authorized by the board. “I have a problem with this,” said Director Gary J. Morris, who cast the only no vote on the measure. “I see the expertise in-house. (The contract is) a waste of our customers’ money. I oppose it.” But Director Charles H. Comfort said, “It is best to keep Jerry in the mix. Having him as a resource is beneficial.” District General Manager Harry Starkey, who replaced the retiring Pearson, said he was able to work with the out-going general manager for about six weeks.“He is a valuable asset to us,” Starkey said. “(But) I like to work in-staff. He would be a last resource.” Board President Stephen J. Steinhoffer, Vice President David A. Wells and Director Thomas M. LeClair joined with Comfort in approving the agreement.“Pearson has resources on on-going issues,” Steinhoffer said. “He is a tool this board should provide you (Starkey).” Another matter that generated considerable discussion before being approved by a board vote of 5 to zero was the resolution supporting the Water Safety Act.According to the resolution, The act “would provide $11.4 billion in funding for projects and programs throughout the state to increase water supply and reliability, address ecological problems in the (Sacramento-San Joaquin River) Delta, add operational flexibility to the state’s water storage and deliver system, and expand recycling and conservation. “California’s water system is outdated and straining to meet the needs of its residents, farms, businesses and environment. (It was) designed 30 years ago to serve 16 million residents. Our water system now serves more than 38.7 million.”LeClair and Morris had concerns about then size of the bond; and Morris asked how would it benefit West Kern Water District. “It is the best thing that is available for solving (the state’s) water problems,” Steinhoffer said. There have been millions of dollars in agricultural production lost in the last few years because of the limitations of the current water supply system, he said. “It is the only way to get the Peripheral Canal (around the Delta),” Wells said.Starkey said: “We have to get out of the Delta (and go to a peripheral canal). There are opportunities for the district through the bond beyond the Delta fix.”In other matters, the board: * Approved by a vote of 5 to zero the Tehachapi-Cummings Agreement to purchase 2,000 acre-feet of State Water Project water for $270 per acre-foot; * Heard a report on the district’s 16-member Walking to Keep Dreams Alive team in the recent Relay For Life event. The 24-hour relay held at the Taft Union High School football field raised $108,000 to fight cancer; * Heard a report on the district’s water supply, which shows the falling water table and the margin of safety that is being maintained.

El Jacalito Mexican RestaurantReviewed by Jessica G. Miller

The family owned and operated El Jacalito Restaurant opened its doors in November of 2009 and has since been spreading the word of their diverse menu of authentic Mexican cuisine and their excellent service. “We take a lot of pride in what we do,” manager, Miguel Garcia said. And it shows in the quality of the meals and the manner in which it is served. Located on the corner B St. and 10th, El Jacalito is small but inviting and comfortable. The welcome environment is enhanced by the modest décor and relatively quiet atmosphere offering the perfect spot for a quick lunch or supper with the family, especially with their lunch buffet offered during the business week and special Sunday brunches. Whether in the buffet or the menu, El Jacalito uses only fresh ingredients in their food, creating a homemade taste that is exemplified in their handmade chips and salsa, beans, and corn tortillas and their phenomenal guacamole, created tableside by a friendly server. Garcia’s workforce consists of family members who, like himself, possess experience in Mexican cuisine and one other unique talent, Norma Arias. Many may recognize her as over the last 20 years she has worked at the Hacienda Grill, La Mina, El Gordo, the Tumbleweed and more recently, Center St. Café. It’s no surprise El Jacalito runs so efficiently. Garcia, who started as a dishwasher, has been in the business for over 35 years where he gained his expertise from working in various restaurants like his own place, Garcia’s Restaurant, El Torito and Mauricio’s, where he was before being approached by El Jacalito owner, Francisco Pinto. Garcia is confident in his restaurant. “We’re the new kid on the block but we have a good product and the best service possible,” he said. “There are a lot of loyal people here, people who have come since we first opened up and people who are still coming in.” In just one lunch, this new restaurant made an impression on my brother, Jordan and I. Our meals were outstanding. “It wasn’t like anything typical,” Jordan said. “It tasted a little more upscale.” However, taste buds can be deceiving. Although the meals are of high caliber quality, the menu is very reasonably priced. El Jacalito is a terrific addition to the restaurant ring of Taft. “We’re here to stay,” Garcia said and with their great service and fine culinary creations, this new place will certainly be no flash in the pan.

Double Gold Medal Winner and Best Cabernet Sauvignon of Show at the San Francisco International Wine Competition

Now Celebrating Our 20th Year

by Jessica G. Miller

Saturday, May 22, Skydive Taft hosted a fundraiser for the Houchin Blood Bank and the Red Cross of Kern County. “We really wanted to find a way to help out the community and the county,” coordinator, Amy Sherrill said. “Red Cross and Houchin both give their supplies to everyone and to anyone and our best way to help out is to help them.” Along with donations collected in the blood drive, proceeds from tandem jumps and the barbeque were donated to the Red Cross. The Kern County chapter of the American charity was on site with their disaster relief vehicle. Members Jennifer Perfect and Bobby Salazar used the vehicle to demonstrate how the Red Cross helps support single family fires by providing clothing, shelter and meals as well as aiding in feeding devastated areas. “Today was about community awareness,” member, Jennifer Perfect, explained. “We’re trying to bring the community together and partner up with different groups outside of Bakersfield to let them know that we are here.” With over 40 donators, The Houchin Blood Bank joined the Red Cross on Saturday in providing aid to the county. “We’re out here supporting the people of Taft and collecting blood to help supply Kern County,” said one blood bank representative, Todd Morrison. Skydive Taft accrued funds by doing what they do best, helping people jump out of a perfectly good airplane. With over 85 jumps, including the tandems, “it looks like it turned out pretty good,” said skydiving veteran, Mike Martin. The event even attracted Channel 29 news when 80 year old, Ruth Shivers, crossed skydiving off of her Bucket List. “It’s nice to see all of this going on,” said Dale White of Excellent Fire Protection, who were also at the fundraiser with water filled extinguishers and a simulated fire demonstration for the whole family. “All of the kids and even the adults had fun putting the fires out,” Sherrill said. Sherrill is pleased with the turn out of the fundraiser, “I’m just happy everyone showed up,” she said. “It’s been fun and we’re going to try to do it again next year.” If you missed out on Saturday’s event and would still like to volunteer or donate to the Red Cross, you can call the Kern County chapter at 661-324-6427 or visit their website, www.KernRedCross.org. For more information on donating blood, you can check out the Houchin Blood Bank website, www.hcbb.com, or drop by their donation center located at 5901 Truxton Ave. in Bakersfield.

Cancer ( June 21-July 22): It’s easy to feel frustrated, but try to look at the bigger picture and I think you’ll realize this is all for the best.

Leo ( July 23-August 22): If you constantly refuse to believe or see that you may have a problem, then there’s no hope for you to ever get better.

Virgo (August 23-September 22): A loved one is going to need you now more than ever, and as tempting as it will be to offer advice, what you’re really needed for here are your listening skills.

Libra (September 23-October 22): There are some big changes coming for you at work. Try to soak up this next week, because it will be the last one in this particular environment.

Scorpio (October 23-November 22): While things have gotten better with a certain co-worker, don’t completely let your guard down yet. In fact, I’d consider keeping it up permanently.

Sagittarius (November 23-December 21): Before you start making judgments, wait until you know the whole story. Filling in the blanks with assumptions isn’t filling them in at all.

Capricorn (December 22-January 19): There few things more frustrating than being ready to take that next major step in life, but being unable to do so. Just be patient a little while longer.

Aquarius ( January 20-February 19): It won’t be easy to rein in your temper, but do what you must to avoid antagonizing a certain someone. They aren’t entirely stable as it is.

Pisces (February 20-March 20: You’ve got some demons to fight right now, but that doesn’t mean you have to fight them alone. Don’t be afraid to ask for some help.

If your birthday is this week: That whole “don’t frown because it’s over, smile because it’s happened” cliché is a cliché for a reason – because it’s true. In this particular case especially, you knew this was coming and you couldn’t have asked for a more satisfying conclusion to this chapter in your life. It’s okay to feel sad, but you really should feel happy and grateful too.
