The University of South Wales has along history of providing an excellentexperience for its students. Key to thisfirst class service is a dedicated HRfunction leading and promotingexcellence in people managementand the enhancement of the staffexperience.

This post is key to that service, coordinating our HRtransactional services around recruitment, contractadministration, general HR advice and guidance. You will also spearhead our approaches in 2 key areas: businessprocess review and service excellence.

We seek a creative individual who has led in similar areaspreviously and who can bring a positive and proactiveapproach to the various strands. The ability to establishrelationships and influence managers at all levels will beevident, based on personal credibility and a desire to make adifference in how the HR function at the University of SouthWales meets these challenges.

The University of South Wales (USW) is a major player in theHigher Education market. USW has achieved nationalrecognition in a number of areas, notably for its work in studentsupport and widening participation. The University has one ofthe largest student populations in Wales. Within its Groupstructure are included the Royal Welsh College of Music andDrama (the National Conservatoire of Wales) and a majorcollege of further education (College @ Merthyr Tydfil). TheUniversity is seen as a strong vocational institution, winningmany awards and plaudits for its work in widening access tohigher education.

The University’s various League Table positions (whilst anundoubted target for improvement), are regarded by many staffacross the institution as an under-representation of theexcellent work that goes on here. In our staff survey of 201778% of staff thought USW was a great place to work. NationalStudent Survey results is another target area for improvement –bringing some under-performing courses up to the standard ofour many excellent offerings.

The HR Department is part of theOrganisational DevelopmentDirectorate which also includes theCentre for Enhancement of Learningand Teaching. The Executive Director(Catherine Thomas) has a HRbackground and leads on manystrategic HR elements, with a strongfocus on workforce planning andcorporate OD matters.

The HR Department itself is led by Robert Baker (Director of HR)and is located in one large open plan office on the maincampus at the Pontypridd (Treforest) site. The DepartmentalStructure is outlined on Page 7.

The OD and HR remits have value and status within theUniversity and the department is regularly and appropriatelyconsulted on a variety of matters. We are working hard totransform our “brand” across the university, and have achievedgreat success with our HR Partner model. We therefore believewe are meeting this challenge.

The HR Business Partners and the Advisory/transactional teamhave the 4 faculties and 7 corporate areas of the universityallocated between them and they provide a rounded servicecovering most aspects of delivery. The Advisers handle firstlevel HR queries and work directly with a number of areaswithin the department, liaising with the Business Partners, asnecessary. Our Payroll Team provides a corporate service whichincludes pension administration.

The HR Operations Manager will be expected to overseetransactional matters in a number of areas and thereforedevelop a good working knowledge of a variety of issues. Asstated in the job advertisement, two key issues will challengethe postholder – business process review, to enable smarterworking and full utilisation of our HR/Payroll system (iTrent);and service excellence – looking to enhance our brand andreputation across the Group through improved staff experience.

Our Client relationships are fundamental to how we deliver ouradvice and transactional services, and the HR OperationsManager will also target such relationships to further our claimof adding value to the University.

The postholder will demonstrate the Core Values of theorganisation through personal role modelling and teamcoaching, ensuring the Operations Team discharge theirfunctional requirements in line with the Values (See Page 5).It is an exciting role and the right candidate will thrive in apositive environment both departmentally and corporately.

MAIN PURPOSE OF JOBTo lead the operational elements of the Department’s HRcontractual and transactional areas, with particular emphasis oncontinually reviewing and improving business processes anddeveloping a strong customer focus. In essence the postholderwill be an accomplished ‘change agent’ who will:

• Drive continuous improvement through procedural and business process change

• Develop a customer charter to act as a focus for improving and enhancing the ‘customer’ (staff) experience

• Lead the recruitment function acting as lead contact for the Harbour e-recruitment system

• Effectively line manage a team of advisers and administratorsproviding service excellence and appropriate development and performance enhancing opportunities

PRINCIPAL RESPONSIBILITIES AND DUTIES• To be responsible for reviewing, improving and developing

the HR processes around policies and procedures, contractualrequirements and system utilisation (iTrent, Harbour, and Optimum) to maximum capability within available resources (working with the Systems Team as required)

• To enhance iTrent and Harbour knowledge within self and within the team, so that optimum service capability and lessreliance on the systems team is achieved

• To effectively manage workload issues amongst the Team, coordinating interactions with HR Business Partners, and the Payroll and Systems areas, developing a strong team culture and ethos

• To plan, organise and execute operational plans that take thedepartment forward and improve reputational profile

• To develop a strategic approach for enhancing customer service, adopting an agreed customer charter in conjunction with our clients

• To identify, develop and use the HR analytics arising from this approach as supporting evidence to bring about further service improvements, driving forward high quality customer service in a highly professional manner.

• To manage the Point of Business (PoB) facility for dealing withcustomer queries (customer ‘helpline’)

• To lead a full and highly effective recruitment service that is innovative in approach and consistently attracts high calibre candidates. To manage the contract with 3D Marcomms (system supplier)

• To ensure the General Data Protection Regulations are implemented within the areas of responsibility

• To lead the implementation of the Welsh Language Standards and subsequent adherence to the requirements

• To oversee the Departmental budgetary and finance procedures, ensuring all ordering and payments are processedefficiently, and that expenditure is tightly monitored

• To manage the Employee Assistance Programme contract with ‘Care First’ via the Welsh Government Procurement contract

• To provide support and cover for the Payroll & Benefits Manager as appropriate, to ensure commitments to finalising the monthly payroll are achieved

• To be a role model for continuous improvement• To promote the value of equality and diversity through all

activities• To promote good health and safety practice with self,

colleagues and visitors, assuming H&S responsibility forimmediate area

• To represent the HR Department on appropriate working groups

• Other duties which may arise from time to time commensurate with the grade for the role
