HUMAN RIGHTS WATCH coordinates the Campaign to Stop Killer Robots, a coalition of nongovernmental organizations that is working to ban fully autonomous weapons and thereby retain meaningful human control over the use of force. MIND THE GAP Killer robots would select and destroy specific targets without further human intervention. But if a robot broke the law, who could be held responsible for its actions and the harm caused? The programmer, manufacturer, military commander, and robot would likely escape trial.
