Founded in 1992 with funding from the MEDIA programme and from the Centrenational du cinéma et de l'image animée (CNC), Europa Cinemas is the first filmtheatre network focusing on European films. Its objective is to provide operational and financial support to cinemas thatcommit themselves to screen a significant number of European non-nationalfilms, to offer events and initiatives as well as promotional activities targetedat Young Audiences.Thanks to the support of Eurimages and the French Ministry of Foreign Affairs,the influence of Europa Cinemas extends to Eastern European countries, to theBalkans and to Turkey. European culture, cinema, television, music, literature, performing arts, heri -tage and related areas benefit from increased support under the EuropeanCommission's Creative Europe programme.With a budget of ¤1.46 billion overseven years – 9% more than previous levels – the programme provides a boostfor the cultural and creative sectors, which are a major source of jobs andgrowth. Creative Europe provides funding for at least 250 000 artists and cul-tural professionals, 2 000 cinemas, 800 films and 4 500 book translations. Itwill also launch a new financial guarantee facility enabling small cultural andcreative businesses to access up to ¤750 million in bank loans.Creative Europe builds on the experience and success of the Culture andMEDIA programmes, which have supported the cultural and audiovisual sectors for more than 20 years. The new programme includes a Culture sub-programme,supporting performing and visual arts, heritage and other areas, and a MEDIAsub-programme, which will provide funding for the cinema and audiovisualsector. A new cross-sectoral strand will support policy cooperation, transversalmeasures and the new financial guarantee facility, which will beoperationalfrom 2016.
Creative Europe supports:• 250 000 artists and cultural professionals and their work, allowing them to reach
new audiences beyond their home countries;• More than 800 European films will receive distribution support so that they can be
seen by audiences throughout Europe and the world;• At least 2 000 European cinemas will benefit from funding, provided that at least
50% of the films they screen are European;• More than 4 500 books and other literary works will receive translation support,
allowing authors to break into new markets and readers to enjoy them in their mothertongue;
• Thousands of cultural and audiovisual organisations and professionals will benefitfrom funding for training to gain new skills and to strengthen their capacity to workinternationally.

THE FILM TAX INCENTIVEFilms (for cinema and television) produced in Hungary are eligible for a 25 %rebate based on their expenditure emerged in the country■ The incentive is available through local business companies who receive
significant tax relief after their support of films■ The scheme is part of the film support programme approved by the European
Commission in September 2013 for six years
WHAT PRODUCTIONS CAN BENEFIT?- Films of all genres made for cinema release- Feature films, series, documentaries and animations made for televisions orother distribution platforms- Porn and extreme violent films, commercials, reality shows and daily soapoperas are excluded
CULTURAL TEST■ Films applying for the incentive have to be submitted to a cultural test■ Films must contain European content or cultural values and additional points
are granted if EU nationals are either making or financing the movie (pointsystem)
■ 16 points has to be earned to pass
REGISTRATION OF COMPANY AND PRODUCTION■ Hungarian companies, registered with the National Film Office (NFO) are
eligible to apply■ Foreign companies should conclude coproduction or service agreements
with Hungarian registered company■ Production has to be registered at NFO■ Start of filming has to be reported to NFO
The Hungarian National Film Fund (MNF) is the new public film funding organi-zation of Hungary, conceived by Andrew G. Vajna, the government commissionerfor the renewal of the Hungarian film industry. The fund is a public institutiongoverned by Hungarian law and its activities are regulated according to theMotion Picture Act (II) of 2004.The fund’s main purpose is to support the production and distribution of Hun -garian films and co-productions that provide art and entertainment for moviegoersand achieving significant success both domestically and internationally. It also focuses on the development of the national film industry and representsHungary at international film forums.The Hungarian National Film Fund was founded by the Hungarian government in2011. The chief executive of the fund is Ágnes Havas, who was appointed by thefounder. The financing for the fund is automatically derived from the tax revenueearned by the no.6 National Lottery.The fund’s budget for 2015 is HUF 5.1 billion (EUR 16 million).As of the end of January 2015, the fund has granted production funding for 39projects, including 14 international co-productions, 11 debut features and 6 documentaries, and more than 100 projects got developement support.

WHO PROVIDES THE FINANCIAL SUPPORT?■ Corporate-tax-paying domestic companies that may reduce their tax payab-
le and tax base by the financial support they provide (double write-off) -16% profit realized
■ The financial support is provided in the form of a cash refund (post-financing)
ELIGIBLE EXPENSES■ All the direct film production costs are eligible except those excluded by the
film law; other costs are limited by the law (see below)■ The producer is free to spend 20% of the budget outside Hungary without
suffering a reduction in the amount of the incentive. This means that notonly the spend made to Hungarian taxpayers will qualify, but also some ofthe services provided by foreign taxpayers - up to 20% of the total produc-tion budget. (Consequently 25% of the Hungarian spend will be refunded)
EXCLUDED OR LIMITED COSTS■ Part of copyright costs over 4% of the budget■ Travel costs are limited to trips from and to Hungary, stopover possible■ P&A is limited up to 2% of the budget (but max 5m HUF)■ Cost of services delivered by non-Hungarian sub-contractors limited up to
25% of eligible Hungarian spend.■ Producersʼ fee maximum up to 4%
