Overnight Emergency Shelter Locations

As recovery efforts continue, we have consolidated Hurricane Sandy public shelters. The public shelters are available to anyone who requires overnight shelter including food, water, and shower facilities. There are some shelters limited to individuals with special medical needs. Please see the current list of shelters below.

Bus Transportation to Select Overnight Shelter Locations The below transportation to shelters is available as long as space is available. Public transportation is also available to shelter locations. Staten Island For transportation to: Tottenville High School, 100 Luten Avenue between Deisius and Billiou Streets, one bus pickup starts at Hylan Boulevard at Richmond Avenue. A second bus starts pickups at Mill Road and New Dorp Lane, making pickups along Mill all the way to Guyon Avenue. For transportation to Susan Wagner High School, 1200 Manor Road and Brielle avenue, bus pickup starts at Hylan Boulevard and New Dorp Lane and makes stops along Hylan all the way to Steuben Street. There will also be warming buses available at: Miller Field, adjacent to New Dorp High School Father Capodanno Boulevard and Hunter Avenue Queens For transportation to: Hillcrest High School, 160-05 Highland Avenue between Parsons Boulevard and 162nd Street, and to other shelter sites, bus pickup starts at Beach Channel Drive and Beach 144th Street and at the Waldbaums parking lot at Beach Channel Drive and 112th Street There will also be warming buses available at: Beach 112th Street Davenport Court near 104th Street, at the West Hamilton Beach Volunteer Fire Department 100-05 159th Avenue at Our Lady of Grace between 100th and 101st Streets 112-15 Beach Channel Drive between Beach 130th and Beach 131

Disaster Assistance Service Centers

Please check nyc.gov for updates.* The Mayor's Office and Human Resources Administration (HRA) have set up full-service sites with information about applying for emergency social and economic assistance. These sites can help individuals affected by the storm to access City benefits such as Medicaid, Supplemental Nutrition Assistance Program (SNAP), and temporary cash assistance. Disaster Assistance Information New York City Small Business Services & Economic Development Corporation New York City, including the Department of Small Business Services (SBS) and the New York City Economic Development Corporation (NYCEDC), is coordinating a set of services to assist small businesses in recovering from Hurricane Sandy. Below is an outline of available programs and relevant contact information. For small- to mid-sized businesses that have experienced business interruption: An emergency loan for businesses will be available, patterned after similar programs deployed in past emergencies. Loans will be capped at $25,000. Please contact an NYC Business Solutions Account Manager or call 311 and ask for NYC Business Emergency Loan: http://www.nyc.gov/html/sbs/nycbiz/html/contact/manager.shtml For mid- to large-sized businesses that need to undertake rebuilding: An emergency sales tax letter from New York City Industrial Development Authority (IDA) will be available allowing businesses to avoid payment of New York City and New York State sales taxes on materials purchased for rebuilding. IDA will also waive all fees and, while following State law, look to streamline its normal procedure. This program is expected to offer economic benefits to reconstruction projects costing $500,000 or more. Please contact Shin Mitsugi at [email protected] for further information on this program. Free Temporary Space, Supplies and Services: Short-term "swing" office space is available in all five boroughs. NYCEDC has identified private commercial space that will be offered at no rent to businesses displaced by Hurricane Sandy. Temporary space is also available at no rent at Brooklyn Army Terminal and the Sunshine Bronx business incubator. Additionally, NYCEDC has received offers of other free services and supplies for impacted businesses. For any business in need of other emergency assistance: The SBS Business Outreach Team and Emergency Response Unit’s Large Scale Response Team will be deployed after the storm to help all impacted small businesses. This team is currently on-call for any storm-related business inquiries and is closely coordinating with the NYC Office of Emergency Management. Please contact an NYC Business Solutions Account Manager or call 311 and ask for NYC Business Solutions: http://www.nyc.gov/html/sbs/nycbiz/html/contact/manager.shtml Supplemental Nutrition Assistance Program (SNAP) / Food Stamps If you are currently receiving Supplemental Nutrition Assistance Program (SNAP) benefits in New York City and have been affected by Hurricane Sandy, you are eligible to automatically receive replacement benefits of up to 50% of your allotment for spoiled food due to power outages and floods. You will not need to apply, however, you must be a current food stamp client as of October 31 and live in an area of the City affected by the storm to qualify for this replacement benefit. The areas in New York City that will receive automatic replacement benefits include severely affected areas where flooding and power outages occurred, such as the Rockaways, Staten Island and Lower Manhattan. zipcodes, visit HRA’s website at NYC.gov. Additional zip codes in New York City that experienced extended power loss may be added as more details about the number of households affected become available. If you are eligible, replacement benefits will be placed onto your EBT card during the week of November 5, 2012. Because your replacement benefits will be put on your EBT card automatically, you do not need to travel to apply at a local Supplemental Nutrition Assistance Program office for this benefit. You may also apply for up to the full allotment of your monthly grant if you are eligible and meet the following criteria:

You must have an active SNAP case by October 31;

The food you lost must have been purchased with SNAP benefits;

You must have lived in an affected area and had power outages or flooding caused by Hurricane Sandy;

You must complete and sign appropriate paperwork explaining your loss within 10 days of you reporting the loss. You will need to verify you live in a storm-affected area. HRA will review your request and if approved, benefits will be issued to you through your Electronic Benefit Transfer (EBT) card. The application can be downloaded at http://www.nyc.gov/html/hra/downloads/pdf/snap_form_2291a.pdf and faxed, mailed or dropped off at an HRA office. For more information, call 311. Effective immediately, food stamp SNAP benefits can be used to purchase hot and prepared foods at already approved retailers that accept EBT cards throughout New York City. Hot and prepared foods purchases are not usually permitted under the United States Department of Agriculture guidelines, however, a federal waiver was given to allow this in order to help recipients in storm-affected areas with no ability to refrigerate or cook. The waiver will be in effect through November 30. For food stamp SNAP benefits recertification that are scheduled to expire 10/31, it is expected that they will be extended through November 28. Federal Assistance Federal Emergency Management Agency (FEMA) FEMA Application Information http://www.fema.gov/apply-assistance Disaster assistance is financial or direct assistance to individuals and families whose property has been damaged or destroyed as a result of a federally-declared disaster, and whose losses are not covered by insurance. It is meant to help you with critical expenses that cannot be covered in other ways. This assistance is not intended to restore your damaged property to its condition before the disaster. While some housing assistance funds are available through our Individuals and Households Program, most disaster assistance from the Federal government is in the form of loans administered by the Small Business Administration. Additional forms of assistance offered by the Federal government can be found on DisasterAssistance.gov. First, your losses must have occurred in an area covered by a disaster declaration. Second, you need to apply to FEMA in one of three ways:

If you are undocumented, you will not be personally eligible for FEMA cash assistance programs (Individuals and Households Program Assistance). However, your household may still be eligible to receive assistance as you may apply on behalf of your U.S. citizen child, or another adult household member may qualify the household for assistance. (NOTE: If you, your co-applicant or a minor child in the household are a U.S. Citizen, Non-Citizen National, or a Qualified Alien and do not have a social security number, FEMA will not be able to complete a registration. The Social Security number is required for Identity Verification purposes.) If you are registering for a business, enter the social security number of the responsible party for the business, the social security number will be used for an identifier only. Electronic Funds Transfer (EFT) Direct Deposit Information (optional) If you are determined to be eligible for assistance and would prefer that funds be transferred to your account, you will be asked for your banking information, which includes; the institution name, type of account, routing and account number. Cora Brown Fund This unique fund directs payments to individuals and groups for disaster-related needs that have not been or will not be met by government agencies or other organizations.

Crisis Counseling This program provides grants that enable states to offer immediate crisis counseling services, when required, to victims of a major federally declared disaster for the purpose of relieving mental health problems caused or aggravated by a major disaster or its aftermath. Assistance is short-term and community-oriented.

Community Disaster Loans This program provides loans to local governments that have suffered substantial loss of tax and other revenue in areas included in a major disaster declaration. The funds can only be used to maintain existing functions of a municipal operating character.

Department of Labor, Employment and Training Administration Disaster Unemployment Assistance Disaster Unemployment Assistance (DUA) provides benefits to previously employed or self-employed individuals rendered jobless as a direct result of a major disaster, and who are not eligible for regular federal/state unemployment compensation (UC). In certain cases, individuals who have no work history or are unable to work may also be eligible for DUA benefits.

Small Business Administration Physical Disaster Loans—Residential SBA Disaster Loans Available to Homeowners and Renters SBA’s Home Disaster Loan Program falls into two categories: personal property loans and real property loans. These loans cover only uninsured or underinsured property and primary residences. Loan maturities may be up to 30 years.

Personal Property Loans A personal property loan provides a creditworthy homeowner or renter with up to $40,000 to repair or replace personal property items, such as furniture, clothing, or automobiles, damaged or lost in a disaster.

Real Property Loans A creditworthy homeowner may apply for a “real property loan” of up to $200,000 to repair or restore the homeowner’s primary residence to its pre-disaster condition. Assistance for Small Businesses & Nonprofit Organizations Economic Injury Disaster Loans This program assists small businesses suffering economic injury as a result of disasters by

offering loans and loan guarantees. Businesses must be located in disaster areas declared by the

President, the Small Business Administration, or the Secretary of Agriculture.

Physical Disaster Loans—Businesses This program provides loans to small and large businesses in declared disaster areas for uninsured physical damage and losses. The maximum loan amount is $2 million.

Internal Revenue Service Tax Relief Individuals and businesses located in areas included in major disaster declarations are allowed extra time (four years for homes and two years for business property) to replace property due to involuntary conversion (e.g., destruction from wind or floods, theft, or property ordered to be demolished). Casualty losses can also be deducted against income in the prior tax year, and certain disaster relief grants are not taxable.

This tax relief is automatic for affected taxpayers whose address of record is in the Federally declared disaster area.
