Overview
> INSPIRE & HydroSpatial <> INSPIRE conference 2011, Edinburgh, UK <
> BETTER DATA, BETTER SCIENCE, IMPROVED DECISIONS <
• Definitive ‘single source’ marine reference base
• Specially design for Marine & Coastal planning applications and decision making processes
• Offers ‘best available’ & authoritative marine geographic information for all users not requiring navigation data
SeaZone HydroSpatial II - Marine Base Map
> INSPIRE & HydroSpatial <> INSPIRE conference 2011, Edinburgh, UK <
> BETTER DATA, BETTER SCIENCE, IMPROVED DECISIONS <
• Navigational charts traditionally used for marine planning– not best practice as underlying Features designed for navigation and not suitable to all marine
planning purposes
– Data tailored for navigation safety purpose
– Products cartographically designed to aid navigation
• Marine planners need an accurate picture of reality - a marine base
• Hydrospatial is designed for multi-purpose use within marine environment.

> INSPIRE & HydroSpatial <> INSPIRE conference 2011, Edinburgh, UK <
> BETTER DATA, BETTER SCIENCE, IMPROVED DECISIONS <
• Complex and informative data product– >500 marine feature types across topics:
• Bathymetry
• Hydrology and Geology
• Habitats, Heritage and Environmental protection
• Infrastructures and Marine use
• Others
• Design to meet SDI requirements
• Implement the INSPIRE Directive and Implementing Rules in their marine data use
• Marine reference base for BLAST (Bringing Land and Sea Together)
HydroSpatial II – Data Specification
> INSPIRE & HydroSpatial <> INSPIRE conference 2011, Edinburgh, UK <
> BETTER DATA, BETTER SCIENCE, IMPROVED DECISIONS <
• INSPIRE need to be a balance– not too complex – to be adopted
– not too simple – to be valid specification
• To achieve this balance INSPIRE typically less complex than a topic data specification – (e.g. full data specification for marine planning)
• HydroSpatial II designed to be a flexible superset of marine spatial data– Can deliver marine data product that meet INSPIRE
– And more precise domain products beyond INSPIRE scope.
• HydroSpatial is designed to be international and therefore needs to address non-EU approaches

INSPIRE mapping to HydroSpatial II
1st stage
• Understanding & assessing INSPIRE specification
– SeaZone experts on INSPIRE for marine applications
– Working closely with Sea Regions theme WG
• SeaZone Feature to INSPIRE Feature mapping
– User can query feature based on INSPIRE

> BETTER DATA, BETTER SCIENCE, IMPROVED DECISIONS <
• Wrecks– Def: Ship or aircraft lying on the seabed
• Has navigation, construction, recreation and heritage use case
– Does not seem to fit in any of the Inspire themes
• Suggestions welcome
• Hulk– Def: Permanently berthed ship
• Has recreational, heritage and residential use case, e.g. HMSBelfast near Tower Bridge in London
– Closest match is ‘ShorelineConstruction’ in HY Theme
• ShoreLineConstruction has no attributes so information that is a hulk is lost.
• Seabed Features– Def: The covering of the seabed, e.g. sand, rock, sand waves
• Has navigation, recreation, construction and biotope use case
• Not part of Land Cover or Geology
– Added to SR as part of V2.0 revision
• Possible move to BiologicalGeographicalRegions?

• SeaZone Attribute to INSPIRE Attribute
• HydroSpatial II can then:
– Contain complex data specification with a linkage to INSPIRE specification (e.g. Themes, features, attributes)
Or
– INSPIRE constraint data specification
(e.g. Fully compliant)

> BETTER DATA, BETTER SCIENCE, IMPROVED DECISIONS <
• HydroSpatial marine base reference - ‘best practice’– Best available data and licence in one package
• Working closely with the INSPIRE drafting teams to ensure marine features are not orphaned
• HydroSpatial II is a flexible marine data product– Design for Marine applications
– Capable to deliver to the INSPIRE specification
– Adaptable to evolve with INSPIRE
