IINTRODUCTION

Chapter 9, Book III of the Local Government Code of 1991 states that there shallbe an organization of all the Pederasyon ng mga Sangguniang Kabataan at all levels,which shall elect from among themselves the president, vice president and otherofficers as may be necessary.

Represerltatives of the National Youth Comrnission (NYC) shall act as officialobservers during the actlJal conduct of the federation elections at the local level.

IIIDUTIES and AUTHORITY of the BES at all Levels

In addition to the provisions of Section 3. Article I of DILG MC No. 2002-123, callupon the Philippine National Police (PNP), if the situation warrants, for assistance toE:nsure the smooth conduct of the Federation Elections. .

DILG Memorandum Circular No. 2002-123, dated August S, 2002 re:Implementing Rules and Guidelines for the Conduct of the Sangguniang KabataanPederasyon Ejections at all Levels shall be observed in the conduct of the federationelection at all levels. (copy attached).

The payment of registration fee of participants is authorized chargeable againsttheir respective SK funds, subject to the usual accounting and auditing rules and

regulations.

All DILG Field Officers are hereby enjoined to disseminate this memorandumcircular in their respective area of jurisdiction and extend technical assistance to theoutgQing SK Federation Officials as may be necessary and appropriate.
