existing water system Is theamount of leakage. Estimatesare the village loses up to 30percent of its water throuchleaks, inelndlrae-_ leaks in theGrindstone dam itself. National standards for leakage isabout US percent. This is dueto the asing water linee andthe many pressure zones.

The report shows that chal·lenges to the iYiIlq.gB watersystem in the next" 20 yearsinclude an inadequate wencapacity to provide enoughwater in CBBe of a prolongeddrought that would drain ~he

reservoirs, a disparity between the number of waterrights and actual water 8I,1P-.ply, higher EPA standards ondrinking water resulting inthe need for more testing andtreatment, and leakaee due todeteriorating water lk1es,

The biggest issue for thevllJage is the cost to 'make allthe needed improvements.Acquisition of addftional ~ water rights is estimated to cost$200,000. Rehabilitation ofboth treatment plants is estimated to cost $3.9 million, incrbased storage will costabout $2.3 million, water Hnereplacement estimated 01.$300,000 for a total of about$16 million needed over thenext 20 years. .

Also included In the reportare recommendations on howthe village can pay for theseneeded improvements. Currently, Ole village has a bondthat provides about $1.6 million a year. Of that $1 milliongoes to pay for bonds thatwere issued to finance variouswater projects, leaving about$600,000 to be used for capitalimprovements. The bond money and remaining funds havebeen used to improve storage, upgrade the Grindstone treatment plant and finance about.half of the cost of the waterlines t.hat have been replacedso far.

Brand said the villageneeds to continue the supplemental gross receipt tax forthe water system. The biggestadvantage of the gross receipttax is it requires visitors toshare in the cost of improvingthe water system withoutimpacting property taxes orrai9ing water rates. However,if voters turn down the grossreceipt tax, and the village isforced to comply to morestringent- EPA regulations, the village will have no choicebut to rate its water rates,".Brand added,

"In the long run once wehave a healthy system we willhave costs built in so we won'tneed the gross receipt tax,"said mayor Robert Donaldsonat the end of the report. "Butwe don't have that ability
