I. INTRODUCTIONThis document contains the general rules and policies that govern how the EastBrunswick Baseball League (EBBL) manages its programs.The purpose of our organization is to provide a safe and structured environment for children to play ball, learn proper technique, and have fun. They should grow both physically and personally through their experience on the field. They should develop skills, create friendships, and learn the values of teamwork.We as managers and coaches must always remember that children areextremely impressionable. They will learn from the examples that adults set forthem through actions and words. If we can provide a quality experience for thechildren, and their families, we will have achieved our primary goal.

II. PURPOSEThe purpose of this document is to establish and set forth the rules and certain policies and procedures under which baseball, softball, and buddy ball games will be sanctioned by EBBL.

III. SCOPE AND AUTHORITYEBBL primarily follows playing rules published by Babe Ruth Baseball Inc.The rules and procedures contained herein take precedence over all otherhandbooks and documents.This document will be reviewed annually, prior to the start of the regular operating season. It will be made available to all board members, managers, and umpires.In the event that a situation arises that is not covered or stipulated herein, andwhich requires action prior to a regular meeting of the Board of Directors, aninterim rule may be adopted and implemented by majority vote of the ExecutiveBoard. The Rules Committee must evaluate the interim rule and present it to theBoard of Directors at the next scheduled board meeting with recommendationsfor adoption or change.

IV. RULES COMMITTEEThe EBBL Rules Committee will evaluate rules governing EBBL programs. TheExecutive Board will appoint the Rules Committee annually. The Committee shallconsist of not more than 10 people and be representative of all League interests.The Committee should be comprised of Executive Board, Board, and coaches of the League. The committee should be representative of all branches of play, and ideally, across all age brackets. Members of the Committee may meet in person or by other telephonic or electronic means. Voting shall be by majority. The duties of the Rules Committee are as follows:a)To review, on an ongoing basis, the rules and policies/procedures that currently exist.b) To develop and make recommendations for new policies/procedures, rules, oramendments to same, to the Board of Directors at its regularly scheduledmeetings.

c) To keep the Executive Board apprised of any recommendationsd) Publish for distribution via the EBBL Website, a comprehensiveLeague rules and policy handbook. Divisional rule supplements clearlydefining the playing rules of the organization are to be included.e) Monitor the rules, procedures, and policies that govern league play.f) To act in accordance with this document and fulfill any collateral dutiesas herein specified.g) Resolve all matters related to conduct

V. CONDUCTGood conduct and sportsmanship will be observed at all League sanctionedevents, at all times. The League maintains a zero tolerance policy for goodconduct rules to preserve the safety and proper environment for playing ball andhaving fun.Managers and coaches are required to sign and abide by the EBBL Code ofConduct found in XXIX.The League reserves the right to eject any person or persons, engaged infighting, using abusive and/or profane language, or acting in a disorderly mannerfrom its property and/or league sanctioned activity. The League may take what it deems to be appropriate disciplinary action against any individual. The Rules Committee will recommend disciplinary actions to the Executive Board. The Executive Board will make the final decisions regarding such actions.The game umpire, head umpire, or League official has the authority to eject anyplayer, manager or spectator from the playing field and/or complex. Umpires arerequired to report all ejections to the Rules Committee, or any Executive Board member, or the day’s BMOD, within 24 hours.Report should include:a) Dateb) Name and title of person ejectedc) Reason for ejectiond) Umpire’s name and contact phone number and email addresse) Any witness that consent to having their name(s) included in the reportAny Executive Board member has the authority to temporarily suspend anyplayer, manager, coach or spectator for breach of conduct pending review by theRules Committee. Review will be conducted by quorum within a reasonableamount of time with disciplinary recommendation to the Executive Board.Log of Conduct to be kept by the League President. Any physical or abusivecontact or conduct by any regular (adult) league member, parent or spectator onthe playing field will result in immediate suspension from EBBL, until such time that the rules committee and executive board can review the contributing circumstances and decide upon a final length or suspension, and/or other remedies. In addition, that individual may be brought before the Rules Committee to determine if the individual shall be banned from all future participation of EBBL

activities. Player altercations will be reviewed separately. The Rules Committee will make its recommendation to the Executive Board.

EBBL has adopted a strict Policy on Conduct as per NJ Statute5:17-3. Athletic code of conduct established by certain sports teams,agreement required for participation.“Any sports teams organized pursuant to a nonprofit or similar charter or whichare member teams in a league organized or affiliated with county or municipalrecreation department may require that all youth athletes, coaches, officials, orparents of youth athletes as a condition of participation in any athletic program bythe youth athlete agree in writing to a code of conduct established pursuant tosection 1 of P.L.2002, c.74 (C.5:17-I) which would require the youth athleteparent, coach, or official to refrain from verbal or physical threats or abuse aimedat any student, coach, official or parent, or from initiating any fight or scuffle withany person. The sports team shall have the power to ban the presence of anyyouth athlete, coach, paren1, or official at any subsequent youth sports eventthat shall violate the code of conduct. “

VI. COACHING REQUIREMENTS1) Any Manager or Coach must either have a current child enrolled and playing in the league, or have been a prior manager and/or coach whose son or daughter has aged out of playing eligibility or decided not to play, or has a qualified and verified reason(s) to participate in youth sports for the township and has been interviewed and approved by the Executive Board. Regardless, all must be found to be in good standing of the league, and must have completed the Rutgers S.A.F.E.T.Y course prior to coaching or managing any team before or during the season. The season begins at the first practice.2) All Managers and Coaches are responsible for conducting themselvesaccording to the published Babe Ruth / Cal Ripken League Rules, and/or published house rules of the league..Further, Managers and coaches are responsible for the conduct of theirplayers as well.3) All managers and coaches have the responsibility of teaching and training allplayers on their roster in fair play and fundamentals of baseball and/or softball.4) All managers and coaches are responsible for the execution of competitionrules for their division, without exception. Further, Managers and Coaches areresponsible for managing equal playing time for all registered players on their rosters, assuming there aren’t any discipline and/or safety concerns that would preclude same.5) All managers and coaches must pass league administered background checks and take concussion training – without exception. First Responder personnel may submit proof of higher level medical certification training as a means of satisfying concussion testing – however, ALL managers and primary coaches MUST submit to the then in force background screening procedures documented by the league.

6) To be eligible for consideration as a Manager of any travel team you must volunteer to coach or manage in the EBBL Recreation Program within the same operating calendar year.

VII. REGISTRATIONAll participants in league-sanctioned activities must be registered with theLeague prior to commencement of the activity. Participants must have theappropriate registration form on file with the League, via the official league website database, and all fees must be paid in order for a participant to be considered registered and eligible for league participation. EBBL reserves the right to declare any player ineligible due to disciplinary actions or failure to satisfy registration requirements.All requests for registration refunds must be made prior to the beginning of theplaying season, or as communicated to the league participants by email or website specification, by email to the appropriate board member(s) as listed on the ‘contact us’ page of the ebbl.org website.

EBBL does not discriminate on the basis of race, creed, color, religious, or sexualaffiliation and/or self-identification.

VIII. UNIFORMS AND EQUIPMENTEBBL may provide the following equipment when available for players in theLeague: Uniforms are distributed to each player at the beginning of the season.Bats, balls, bases, batting helmets, and catcher’s mitts, catchers mask, chestprotector, and shin guards may be provided by the League for each team whenavailable. Players must provide their own gloves and mitts, batting gloves,mandatory protective gear, footwear (no metal cleats are permitted) EXCEPTFOR THE SENIOR DIVISION, safety glasses (optional), batting helmet with faceguard (optional for baseball mandatory for softball).

Mandatory protective gear:Protective cup is required for all boys/all ages.Face Guard for all girls who are pitching.Heart Guard required when players start pitching beginning with the 7 year olddivision.

Player uniforms and team equipment will be distributed to each team managerprior to the start of the season. Dates and times for distribution will be at thediscretion of the League’s equipment manager. Distribution of equipment will bemade to the team manager or his/her designee.The team manager is responsible for the return of all equipment,provided by the League, at the conclusion of the season. The coordination forand announcement of collection dates and times will be at the discretion of theLeague’s equipment manager. Allowing for normal wear and tear, the equipment

must be returned in the same condition as it was received. Satisfactory inspection of returned equipment by league equipment manager will result in manager’s bond check being returned.Any manager’s failure to return all received equipment will be grounds for disqualification from future participation in the League as a manager or coach. Further, the current season’s bond may be cashed as a result of same.

IX. BONDSDuring the then current operating season each player’s family that plays at the complex will be required to provide staffing for the snack bar or perform a work detail for a minimum of at least 2 hours, but a potential maximum of 3 hours.. A bond of $200 will be posted by the parents of each player prior to the commencement of the season. A maximum of 2 bonds per family. Any child’s parent who fails to fulfill his/her snack bar or work detail responsibility will forfeit their $200 bond. Substitutions with other parents are permitted, however it is the responsibility of the parent originally assigned to ensure that proper staffing assignment has been completed.Specific staffing requirements and operating procedures will be posted in the snack bar.Parents are responsible for setting up and cleaning up snack bar each day.Instructions for setup and clean up will be posted. Due to safety requirements, persons younger than sixteen are not permitted tobe in the snack bar under any circumstance. Behavior that compromises safetyof the operation of the snack bar is not acceptable to the League and is subjectto disciplinary action not limited to forfeiture of bond.Each player’s bond can be satisfied by working EITHER a snack bar duty OR a work detail offering.

X. REGULAR SEASON GAMESAll teams are scheduled to play at least 10 games in playoff ages and at least 12games in non-playoff ages during the regular season. All teams must play aminimum of 10 games before the playoffs can begin in the division. Any gamesthat are scheduled and cannot be played during the regular season (rainouts,field conditions, etc.) will only be made up to ensure that the affected teams playthe minimum 10 games. Teams are permitted to make up all rained out gamesas long as the schedule permits.

Make up games will be played as follows:a) For any team that has not played 10 games, make up games will beplayed against teams that the affected team has not played because ofrainouts, cancellations, etc.b) In the event that there are more than 1 team that the affected team hasnot played (as determined by criteria number 1.) make up games willbe played against teams that have played the least number of games.c) In the event that criteria 1 and 2 does not resolve the issue, the makeup game will be based on the last un-played and moving backwards.

(Game 15 followed by game 14, etc., etc.)

XI. 10 – RUN RULEIf a team is leading by 10 runs after four complete innings (3 ½ with the hometeam ahead) for the 8u, 10u, & 12u baseball divisions and all softballdivisions, or after five complete innings (4 ½ with the home team ahead) for theJUNIORS and SENIOR baseball divisions the game will be concluded. Under nocircumstances will the game be permitted to continue beyond its normal timelimit.In addition to the above, a team cannot steal or take an extra base on a walkonce they are up by 10 runs at any time. These additional rules will help topromote good sportsmanship, and also help to build additional pitchingcapabilities.

XII. IN THE EVENT THAT A TEAM CAN NOT FIELD 9 PLAYERS (9yrs and older)If a team does not have enough players or is not prepared to play a game 15minutes after the scheduled start time. The team will forfeit and game will count as a win for other team and loss for said team. NOTE: If a game must be relocated due to scheduling conflict and parent notifications were not completed, allowance will be made for transporting players to the new location.A minimum of eight (8) players, on each side must be available to play an umpireofficiated game. Softball requires a minimum of seven (7) players oneach side. A manager or coach from each team must be present for the durationof the game.

XIII. CANCELLATIONSUnless canceled by the GM or President of the League, a game is considered scheduled and teams are responsible to field a sufficient number of players toplay the game. Games must be cancelled 3 days prior to the scheduled game fornon weather related issues by notification to the GM. Managers and coaches cannot unilaterally decide to cancel or postpone a set game.

XIV. JEWELRY, GUM AND TOBACCOExcessive, distracting, and/or unsafe Jewelry (chain necklaces, bracelets, earrings, etc…) and any item judged dangerous by the umpire may not be worn during the game. Players will not chew gum while participating in practice or games. Violation of these rules will cause players to be removed from the game. As per Babe Ruth Rules, tobacco of any type will not be permitted on the playing field.

XV. PLAYER CONTACTPlayers must slide, feet first, to avoid contact on a close play. Violations as per Babe Ruth, Inc. rules.

XVI. HELMETSPlayers catching, batting on deck, coaching and running must wear helmets at alltimes. Softball helmets must have a chinstrap. All softball helmets will have afaceguard. The helmets must not be removed until the player is safely back within the protective confines of the dugout structure.

XVII. PROTESTSProtests of EBBL sanctioned games are permitted subject to the following:Only a rule violation may be protested. A protest may not be lodged for anyjudgmental decisions made during the course of a game by an umpire or leagueofficial. In the event that there is no rule covering a game situation that arises, thedecision of the umpires will be final and the situation will be brought to theattention of the Rules Committee for review and recommendation.Protests must be lodged in the following manner:With respect to rule violations concerning a specific play or an incorrect callbased on a rule, the protest must be made to the head field umpire prior to thenext play. The opposing coach must be notified. If the protest is not resolved onthe field, it must be submitted in writing to the Division Director, Divisional VicePresident or General Manager within 24 hours of the incident. With respect toplayer eligibility, the protest must be made in writing and submitted within 24hours to the VP of Rules and Policy, President and/or General Manager.(Note: Umpires will not resolve player eligibility issues at the time of the incident.The game will continue to its conclusion.)Refer to “Pitching” Log section of this document for protests regardingpitching eligibility .Resolution of protest:a) Protest is to be reviewed in timely fashion by a protest committeeconsisting of the head umpire, the Division Director and Division VicePresident from the division involved. If one of these people is notavailable, the VP of Rules and Policy, President or General Manager may fill in.b) Protests must be resolved within one week of the occurrence or before theinvolved teams have their next scheduled game. EXCEPTION: In allcases, the protest committee will be allowed at least 72 hours to conveneand make a ruling. In the event that the protest committee does not fulfillthis obligation, the President of the League will make the resolution of theprotest.c) The decision of the protest committee is to be made in writing andforwarded to the League secretary. The decision of the protest committeeis final.

XVIII. PLAYER RATINGSIn order to have a fair draft and to promote parity among the teams in the variousage groups, managers of teams age 9 and above are required to assess theirplayers’ abilities. Rating worksheets will be distributed to each manager prior to

the conclusion of the season, or as soon after as then practical, but at least 30 days prior to the next occurring draft. It is the responsibility of the Manager and the Division Manager to ensure that they are turned in to the General Manager when the managers return the team’s equipment. Managers are requested to give objective impartial ratings to their players. Under no circumstances are players to be allowed to see their ratings. Specific guidelines for rating scales and criteria will be issued, and may be revised from time to time, by the league.

XIX. TRADESThe trading of players is only permitted prior to leaving the draft location, immediately after the draft. Each team must observe the two trade maximum. The Division Director, or President, may approve an additional 48 hours from the time of the draft at his/her discretion. Under no circumstances are any players to be notified of their team selection until AFTER the team roster has been established and confirmed as such by the current league President. Teams may not begin practicing until after the trading deadline. The executive board, and VP of Rules must be notified of any final roster draft trades, as well as the division director(s) for the impacted age bracket(s).

XX. PLAYING TIMEFor teams with 12 players eligible and available for a game, each player mustplay at least four (4) innings of the game, unless the game is forfeited orshortened for any reason. For teams with 13 or more players eligible andavailable for a game, each player must play at least three (3) innings of eachgame, unless the game is forfeited or shortened for any reason. In either case, ifa child does not play the required number of innings in a game, he/she must bein the starting lineup of the next game for which he/she is available. Managersmust start each player in the field a minimum of every other game that the child isavailable to play.Although the league requires that all team members play the minimum amount oftime listed in his rule, all managers are STRONGLY recommended to play asmany children in as many innings as possible for each game. Every effort mustbe made to ensure an equitable amount of time is spent by all players both in thefield and on the bench. The lone exception to this rule will be in cases of disciplinary issues with a player and/or lack of appropriate cooperation by the parent(s) / guardian for same.

Note: Any protest with regard to this rule will be filed in writing in accordance withthis document. Under no circumstances will a game be discontinued for aviolation of this rule.

XXI. NEW YOUTH BAT RULES FOR 2018

All EBBL baseball players, 15 and younger, must comply with the new 2018 USA baseball bat rule for the upcoming season. The new standard will bring a more wood like performance standard to youth baseball bats. All bats, for players 15 and younger, must have the USA Baseball stamp.

Here is how the new rule will apply:

Ages 12 and under: All bats must have the USA baseball stamp. Bats can either be 2 1/4” or 2 5/8”.

Ages 13-15: Bats must have either the USA Baseball stamp or be BBCOR .50

Softball: The new bat rule does NOT apply to softball.

XXII. PITCHING RESTRICTIONS

A. BASEBALLRecording Pitching and Game Results:It is the winning manager’s responsibility to inform the Division Director of thegame results and the pitch/count records within 24 hours of the game. Thismay be accomplished electronically if means to do so are available or in writtenform if electronic means are not available. Managers failing to comply may bedirected to the Rules Committee for disciplinary action.Any pitcher who hits 2 batters in one inning, or 3 batters in a game must be removed from pitching.

Pitch count rules according to the Cal Ripken Rule Book.

Pitch Counts as follows:

1. League Age 7-8 - Pitcher shall not deliver more than 50 pitches in the same game or on the same day. Exception: If the pitcher reaches the maximum pitch count limit while facing a batter, he may continue to pitch until the batter reaches base safely or is put out. 2 innings max per game for any pitcher.

Rest Period is as follows: 1-20 pitches = 0 days of rest; 21-35 pitches = 1 day of rest; 36+ pitches = 2 days of rest

2. League Age 9-10 - Pitcher shall not deliver more than 75 pitches in the same game or on the same day. Exception: If the pitcher reaches the maximum pitch count limit while facing a batter, the pitcher may continue to pitch until the batter reaches base safely or is put out. 2 innings max per game for any pitcher.

Rest Period is as follows: 1-40 pitches = 0 days of rest; 41-65 pitches = 1 day of rest; 66+ pitches = 2 days of rest

3. League Age 11-12 - Pitcher shall not deliver more than 85 pitches in the same game or on the same day. Exception: If the pitcher reaches the maximum pitch count limit while facing a batter, the pitcher may continue to pitch until the batter reaches base safely or is put out. 2 innings max per game for any pitcher.

Rest Period is as follows: 1-40 pitches = 0 days of rest; 41-65 pitches = 1 day of rest; 66+ pitches = 2 days of rest

4. League Age 13-15 - Pitcher shall not deliver more than 95 pitches in the same game or on the same day. Exception: If the pitcher reaches the maximum pitch count limit while facing a batter, the pitcher may continue to pitch until the batter reaches base safely or is put out. 3 innings max per game for any pitcher.

5. League Age 16-18 - Pitcher shall not deliver more than 105 pitches in the same game or on the same day. Exception: If the pitcher reaches the maximum pitch count limit while facing a batter, the pitcher may continue to pitch until the batter reaches base safely or is put out.

Rest Period is as follows: 1-45 pitches = 0 days of rest; 46-75 pitches = 1 day of rest; 76+ pitches = 2 days of rest

B. SOFTBALL:1. Farm 7-8No player is permitted to pitch more than two innings per game. Thereis no rest requirement. Coach pitch is permitted.2. Minors 9-10No player is permitted to pitch more than three innings per game. Thereis no rest requirement. 2 innings max per game for any pitcher.3. Majors 11-12No player is permitted to pitch more than three innings per game. Thereis no rest requirement. 2 innings max per game for any pitcher. 4. Seniors 13+No player is permitted to pitch more than three innings per game. Thereis no rest requirement. 16 year olds may not pitch (league age of 16,not actual age). 2 innings max per game for any pitcher.SCHOOL PITCHING RULEThe League will honor any request made by a school coach in baseball orsoftball that a player who is participating as a pitcher for a school team not pitchfor a League team.

XXIII. CALL OVERS – See applicable divisions for guidelines

XXIV. BASEBALL AND SOFTBALL DRAFT RULESThe designated board member and Division Director (DD) responsible forthe division will conduct division drafts. The same will review ratings,coordinate with managers, and render all decisions with respect to eligibility and draft procedure. Manager selection and number of teams in a division will bepredetermined based upon the number of registrants.

A. Blind Draft Procedure -all Divisions1. Pre-Draft ProceduresPrior to the draft, the designated board member, Division Director, and Team Managers will:a) Review player ratings and adjust as appropriateb) Identify Pitchers (P1 & P2)

Sequence and OrderThe sequence that each team picks in the draft will be determined twice duringthe draft:a) Prior to the pitcher and catcher rounds the order will be determinedby the average sum of the ratings of the protected players on a team, inascending order. For example: Manager of team 1 does not have a coachbefore entering the draft. His protected player is rated 11. The averagesum for his team is 11. Team 2 has a manager and coach before enteringthe draft. One player is rated 11 and the other player is rated 12. Theaverage sum for team 2 is 11.5. Team 3 has a coach and siblings on histeam before entering the draft resulting in 3 protected players. The playerratings are: 9, 11, and 12. The average sum for team 3 is 10.6. As a resultthe draft order will be Team 3, followed by team 1, followed by team 2.b) Prior to the general draft rounds the order will be determined by theaverage sum of the ratings of players from the pitcher and catcher rounds,including protected players only if those players would have been selectedin those pitcher/catcher rounds, in ascending order.c) Ties will be settled by coin-flipd) Draft selection will proceed following the order; team l-x, x-I, l-x, etc.

4. Pitcher and Catcher SelectionROUND 1: All bona fide pitchers will be identified prior to initiating round 1. (If atall possible, the managers and division director should identify an amount ofpitchers so that each team in the draft will end round 1 with at least one pitcheron their roster.) Prior to initiating the round 1 draft, the pitchers will be divided intoindividual groups with identical player ratings.All identically rated pitchers will be placed into a hat and be subjected to the blinddraft in accordance with Section 3a. The 10 pitchers have player ratings as follows: One playerrated as a 13, 3 rated as 12, 5 rated as 11, and 1 rated as 10. The first team toselect in round 1 will automatically receive the pitcher rated 13. Teams 2, 3, and4 will blindly select from the pool of the three players rated as a 12. Teams 4, 6,7, 8, and 9 will blindly select from the pool of 5 players rated as 11. Team 10 willautomatically receive pitcher rated as 10.In the above example, in the event that there are 3 pitchers rated 10, then team10 will pick blindly from the 3 10 rated pitchers at the end of round 1 and will alsopick first in round 2 from the two remaining 10 rated pitchers. Team 9 will thenreceive the last remaining 10 rated player.ROUND 2: Any remaining additional pitchers will be identified prior to round 2. Inthe event that there are not enough bona fide pitchers available for round 2,every effort will be made to identify pitchers to insure that there is an equalamount for each team in the division. Round 2 will follow the same guidelines asround 1 as it relates to rating pools.Next Round: Catchers will be identified prior to the start of the next round andeach team must receive a catcher.GENERAL SELECTION -Players will be grouped by total rating in descendingorder and picked randomly (1st all 15 rated players. next all 14 rated players,etc.). In divisions where multiple age groups exist, the oldest age group will bepicked by this method before proceeding to the youngest.5. Unrated PlayersEvery effort will be made by the league to provide ratings for all eligible playersprior to the draft. If a player is unrated at the time of the draft his rating will bedetermined based on the average ratings of all players remaining before thegeneral selection rounds. For example, if there are 100 players available for thegeneral selection rounds, the total sum of the ratings for all general selectionround players divided by 100 will be the rating assigned to all unrated players.The “unrated” players will then be placed into the appropriate round(s) for thegeneral selection draft. All unrated players will be in a separate pool, not mixedwith rated players.6. Sibling RuleIf siblings are eligible for the draft in one division, the manager who drafts the firstsibling will automatically receive the other sibling(s). This will be in lieu of a pickin the round that the other sibling(s) is/are normally eligible for, or the managers’next available slot, whichever is lower. Note: Siblings will be identified prior to thedraft. The only exception is by prior notification from the children’s’ parent’s thatthey are not to be on the same team.7. TradesA maximum of two trades are permitted per team (note: siblings count as onetrade.) A team may trade no more then two players from their original draftedroster. All trades must be approved by the Divisional VP, General Manager orPresident before they are finalized. Division director may extend trade deadlinefor not more the 48 hours due to extenuating circumstances.8. Team size limitations

In all divisions teams will continue drafting until all eligible players have beenselected to a team. Team rosters may be uneven. The optimum roster size forteams in this league is 12. The League does not recommend teams with morethan 13 players. The number of teams created will be dependent upon thenumber of registrants and number of volunteers to manage teams.9. Special RequestsSpecial requests for team placement based upon transportation or car-poolingpurposes will not be honored in divisions governed by a draft. These requests willbe honored, to the extent practical in divisions not regulated by a draft. However,the decision is solely at the discretion of the respective division director withconsent from the respective manager and approved by the General manager.10. VacancyWhen a vacancy occurs during the playing season, the Division Director, with thePresident and General manager’s approval, will assign a replacementplayer, if available, from a waiting list of late registrants. The replacement playerbecomes a permanent member of that team, governed by the same regulationsas all members of the team selected in the draft.11. Late RegistrantsIt is the policy of EBBL that all children should be given the opportunity toparticipate. When a child attempts to register after the close of registration orafter the draft has been completed. It is incumbent on the Division Director toplace the child on a team. The selection of team assignment is at the discretionof the Division Director.NOTE 1: The Division Director should attempt to achieve parity by assignment oflate registrants.

XXV. GAME TIME LIMITS (Baseball & Softball)Curfew: School nights 10:30pmNon-school nights 11:00pmThe following will apply to all Baseball and Softball Divisions unless otherwisenoted:All games that are immediately followed by another game (or have the sameumpire crew assigned to the following game) are limited to 2 Hours and 15minutes from the scheduled start time. No new inning to start 1 hour and 50minutes after the scheduled game time, regardless of the actual Start time.Example: 6:00 p.m. game and 8:00 p.m. game. No new inning may begin after7:50 p.m. regardless of actual start time. After 2 hours and 15 minutes from thescheduled start time, the game will be halted, and the score at the end of the lastcompleted inning will become the official score.8:00pm school-night game: No new inning will begin more than 2 hours afterthe actual start time of the game on weekdays.8:00 pm non-school night game: No new inning will begin more than 2 hoursand 30 minutes after the actual start time of the game on non- school night.Game with NO game behind it or other field schedule conflict: No new inningcan start more than 2 hours and 30 minutes after the actual start time of thegame, unless mutually agreed upon by both managers, and acting BMOD.

XXVI. PLAYOFFSAt the conclusion of the regular season, playoffs will be conducted in the 9through 15-year-old divisions. All teams will qualify for playoffs. For playoffs in 9/10yr olds and 11/12yr olds for example based on 7 teams (varies based on number of teams in division each season):The 1 and 2 seed will get a bye to start. The 6 seed plays 7 seed in 1st game. The winner of 6 v 7 will play 3 seed.The 4 seed plays 5 seed. After those games, lowest remaining seed plays 1 seed, highest remaining seed plays 2 seed. Winners of those games play in finals.6 games total for playoffs and final.

Miscellaneous Playoff Rules:a) No game will end in a tie. Games stopped due to weather, curfew, etcshall be resumed from the point of stoppage. If a game is tied and has hitthe time limit (game after), the Board Member on Duty will decide tocomplete the first game or suspend that game and begin the second gameon time. The second game would then begin at an adjusted start time.(This may be necessary in various playoff rounds. Ex. Minors Semi-Finalgame is suspended to allow AAA Quarter Final game to complete sincethe AAA game has been rained out once already). The B.M.O.D willconsult with the Tournament Director and their decision is final.b) Time Limits as per Game Time Limits rulec) The 10 Run Rule as per Babe Ruth Rules is applicable except during thechampionship game.d) If school baseball season is not complete, then the regular season schoolpitching rules apply.

It is suggested that a firm commitment be made as itis extremely important to have consistent help on the field both during practicesand games.Pals will he positioned behind their assigned player and may not be further thanone foot from the player at all times. Pals are encouraged not to play the gamefor the players, but to assist them in the game. They must not catch a fly orground ball unless a player is in danger of being struck. If the Pal catches a fly orfields a grounder, the ball is considered dead and the batter is awarded the base.Any base runners will advance to the next base.A Pal may only handle a ball when assisting a player in a wheelchair after ittouches the wheelchair or the player. A Pal may throw a ball (underhand orrolled) for a player who is unable to do so on their own after that player has had

At the start of the pitcher's motion, she must bring her hands together for one to 10 seconds. She may drop one arm to the side before starting the windmill motion. Pitchers are required to drag the back foot along the ground, avoiding an illegal crow hop or leap.c) No pitcher will be allowed to continue to pitch in a game if she hits 3 batters in one inning or 5 batters during a game. It is expected that all Coaches of East Brunswick Recreation and/orTravel Baseball read and understand the Coaches Code of Conduct and continue to observe and follow all the principles contained within the Code throughout the season.1. I will ensure the well - being and safety of each player above all other considerations.2. I will lead by example and always demonstrate good sportsmanship on and off the field.3. I will teach all players the skills of the game, values of teamwork and the meaning of good sportsmanship.4. I will communicate with the parents on the team of all team rules, practices and games5. I will never use profanity, abusive language or threatening behavior towards any player, parent, coach or official.6. I will respect and accept the decisions and authority of the Umpires during games. I will instruct all players, parents and other team spectators to do the same.7. I will be responsible for my behavior and understand that if I am ejected from any game, I will not be able to return to that event, suspended from next scheduled game and subject to disciplinary action by EBBL.8. XXXI. All-Star SelectionManager selection and try-outs results will not be made public until all fall travel leagues are complete. In order to be a manager or player you must manage or play on a rec team in the upcoming spring season. Failure to do so will result in dismissal from the team.
