The purpose of this Public Meeting is to provide information on the status of the proposed project. Representatives of NLCOG and the project team will be present to receive comments and answer questions related to the proposed project. All interested parties are invited and encouraged to attend. The Public Meeting is scheduled for the time, date, and location below.

The Northwest Louisiana Council of Governments (NLCOG) will conduct an open
house format Public Meeting next week for a proposed I-49 Inner City Connector
near downtown Shreveport.
The purpose of this Public Meeting is to provide information on the status of the
proposed project. Representatives of NLCOG and the project team will be
present to receive comments and answer questions related to the proposed
project. All interested parties are invited and encouraged to attend. The Public
Meeting is scheduled for:

The Public Meeting is part of a feasibility study currently being conducted by the
Northwest Louisiana Council of Governments to determine if an Inner City
Connector should be constructed to link current I-49 with the future I-49 North.
The project is presently in Stage 0 of the six-stage Louisiana Department of
Transportation and Development (LDOTD) Project Development Process, with
construction beginning in Stage 5. The feasibility study defines the purpose and
need for an Inner City Connector, inclusive of public input and a preliminary
environmental review.
The Public Meeting will include a brief, continuously-running slide presentation.

Project Purpose and Need
The purpose and need of the proposed facility are:
�To provide connectivity between the existing I-49 and the future presently designated I-49 North that is proposed to terminate at I-220 in Shreveport.
�To improve the safety of present routes (I-20 at I-49) and to provide an alternate route for hazardous materials currently being transported acrossmaterials, currently being transported across Cross Lake, the designated water supply for the City of Shreveport.
�To support economic development by providing improved access to downtown from the west and a continuous I-49 route through Shreveport-Bossier to encourage development through Louisiana, Arkansas, and Texas.

I-49 Inner City Connector
Public Meetings were held in June and September of 2009. During these meetings, the public selected the three corridors studied and o oprovided input on Context Sensitive Solutions.
Such solutions include architectural design, crosswalks, green space, and parks.

The current stage, Stage 0 is the Feasibility Study and Environmental Inventory. It’s normally an 18 month process.

The Project Timeline is as follows:
Step 1 tasks include, Development of Public Involvement Plan, Development of Interagency Involvement Plan, Define Study Area, Preliminary Data Collection, and Scoping Meetings
Step 2 tasks include, conducting Traffic studies, Refinement of Purpose and Need, and Development of Preliminary Alternatives
Step 3 tasks include, Selection of Alternatives for Detailed Study, Field Studies, Evaluation of Alternatives and Technical Reports, and Environmental Documentation
Step 4 tasks include, Draft Environmental Inventory, Utilities and Cost Analysis, Public Meeting (we are currently working on tasks in step 4)
Step 5 tasks include, Review Comments on the FS/EI. Finalize the Stage 0 document, develop a Project Implementation Plan
A copy of the Draft Feasibility Study and Environmental Inventory document for this project is available for your review in the Comment Area – copies are also available at NLCOG’s downtown office and the ??? Library.

Information that will be gained from the Stage 0 process includes:
A preliminary purpose and need statement, which is a description of the transportation problem, or other needs that the proposed project is intended to address
The preliminary alternatives and an initial feasibility analysis which areThe preliminary alternatives and an initial feasibility analysis, which areconceptual alternatives considered technically feasible, including potential impacts analysis, and the discussion of project challenges
A preliminary environmental review (also know as an Environmental Inventory) in which all potential environmental “show stopping” constraints or iss es that infl ence earl determinations of project feasibilit timing and cost areissues, that influence early determinations of project feasibility, timing, and cost, areidentified, along with any major community issues, that could be impacted by the project during construction and/or operation
To develop design criteria and initial context determination - which is the preliminary basic design criteria, and may include functional roadway classification, d i d d h i t l d ti l t i t l ith i d

design speeds, and horizontal and vertical constraints, along with requiredwaterway, levee or railroad clearances
An agency and public involvement plan that addresses jurisdictional review agencies, and interested public or private parties
There must be a purpose and need to support the study of a new facility

I-49 Inner City Connector Build Corridors

The blue line outlines the proposed corridor study area.
For this study, three Build Corridors, Build Corridor 1 (Elevated), Build Corridor 2 (At-Grade), Build Corridor 3 (Combination), and the No Build were analyzed.

The No-Build is being considered in this analysis because it provides a baseline condition for comparing the impacts of the Build Corridors. Additionally, the No-Build condition is the projected future situation that would exist if the proposed project were not constructed.

This figure shows all three Build Corridors.
All three corridors represent a 1000-foot wide corridor by approximately 3.8 miles in length, originating at the Pete Harris interchange with I-20 and terminating at I-220.
Corridor width exceeds that which would be necessary for the construction of the highway in order to obtain the data necessary to move this project into a Stage 1highway in order to obtain the data necessary to move this project into a Stage 1analysis while providing maximum flexibility in the design of a connecting highway.
All the corridors follow the same general alignment, as this alignment was overwhelmingly defined by the public as the only appropriate location within which to develop the I-49 Inner City Connector route.

Build Corridor 1 – Elevated
This corridor involves the construction of a completely elevated roadway from its origin at the Pete Harris interchange with I-20 to its terminus at I-220.
Consideration of an entirely elevated route was determined essential given the residential and potential wetland nature of the study arearesidential and potential wetland nature of the study area.
Public support for the elevated option was high.

Build Corridor 2 – At-Grade
Build Corridor 2 represents an entirely at-grade corridor originating at the Pete Harris interchange with I-20 and also terminating at I-220.
While the community has voiced concerns about community disruption and safety associated with Build Corridor 2 the cheaper cost and comparable footprintassociated with Build Corridor 2, the cheaper cost and comparable footprintcontinue to make this a feasible alternative

The public was interested in developing a corridor that incorporated a highway that could be both elevated and at-grade.
Therefore, Build Corridor 3 represents an Inner City Connector that is elevated from Pete Harris at I 20 to the general vicinity of Abbie StreetPete Harris at I-20 to the general vicinity of Abbie Street.
The corridor represents an at-grade road from Abbie Street north, then northwesterly, until it reaches Chester Street at SWEPCO Park on the northern end and Clay Street at Webster Street on the southernmost end, at which time the route becomes elevated once again.
The combined elevation Build Corridor 3 received the most public support.

I-49 Inner City Connector ConsiderationsThe public provided invaluable input during the two rounds of Community Input Meetings held in 2009.The corridors selected for study were defined during the June meetings; the September meetings provided insight on design considerations and other Context Sensitive Solutions that make the project more community friendly, such as crosswalks, green space, and parks.

Environmental considerations that were studied for all the corridors as well as the no build alternative, included: social; economic; historic, cultural, and archeological resources; hazardous materials; noise; air; farmland; recreational rescources; wetlands; water resources; flood plains; and endangered or threatened species, and/or their habitat.
The Alternatives Comparison Matrix summarizes these results and can be viewed in the map display area. It is also is located in the Draft Feasibility and Environmental Inventory document which is available for review in the comment area.

Since the goal of a Stage 0 study is to assess the feasibility of a project, all three corridor options are consider feasible and are recommended to move forward to more detailed study in Stage 1

An Interchange Justification Study will be required to address the feasibility and acceptability of constructing four new interchanges, two to connect the new freeway with I-49 and I-220 (future I-49 north) and two for local traffic to exit the connector – this can be done as the next step or concurrent with the Stage 1 analysis, where multiple build alternatives and the no build alternative will be studied within the selected corridors.
Public involvement will be necessary to ensure the successful development of build alternatives, much the same as it was in the development of the corridors presented today
Context sensitive solutions will be considered during the development of the build alternatives – (these include such things as design aesthetics, linear parks, green( g g gspace, common space)
The Stage 1 Environmental Document will recommend a build alternative for approval by the LDOTD – conclusion of this process will allow for the project to move forward into Stage 2 for funding and Stage 3 for final design
