INTER-AMERICAN DEFENSE BOARD WORKING PLAN

(January 01, 2015 – December 31,2015)

I. PURPOSE

The purpose of the current Working Plan of the Inter-American Defense Board is to develop the activities necessary for achieving the objectives and goals set forth in the IADB Strategic Plan.

II. FUNDAMENTALS

For the creation of the current plan, the following governing documents and mandates were taken into account:

A. The resolutions issued at the OAS General Assembly in 2013 and in the Forty-Fourth ordinary period of sessions, held from June 3 to 5, 2014 in Asuncion, Paraguay.

B. Strategic vision of the OAS. C. Statute of the IADB (15 March 2006) D. Requirements of member states (specify the requirements). E. IADB Strategic Plan (Updated October 2014). F. Resolution of the Council of Delegates Number 012/14 of March 25, 2014 -

Goals and Objectives Committee. G. Resolution of the Council of Delegates Number 024/14 of October 21, 2014 -

Goals and Objectives Committee.

III. GENERAL CONSIDERATIONS

A. The IADB Working Plan is a consolidation of the Working Plan of the Council of Delegates, the Secretariat and the Inter-American Defense College, reviewed, amended and approved by the Goals and Objectives Committee.

B. All the actions declared in this plan are detailed in Annex A: IADB Annual Activity Calendar to December 31, 2015.

IV. MISSION OF THE IADB

Consists of "lending the OAS and its member states, technical, consulting and educational consultation services on matters related to military and defense issues in the hemisphere to contribute to the fulfillment of the OAS Charter”.

V. STRATEGIC OBJECTIVES

To create the following plan, the IADB Strategic Plan was used as reference, which indicates the strategic objectives as follows:

A. Consolidate and plan the role of the Inter-American Defense Board as an entity of the Organization of American States, which works proactively and timely before its political authorities and for member states, to continue providing educational and consulting technical consultation services on matters related to military and defense issues, in accordance with their statute, mandates from the General Assembly and the Permanent Council.

B. Consolidate the Inter-American Defense College as a dynamic educational institution of excellence and high level academic [college] in the hemisphere, on matters related to military and defense issues and related disciplines pertinent to the IADB purpose in the Inter-American System.

C. Adapt and optimize the organizational structure of the Inter-American Defense Board to increase the level of its internal management and take advantage of the available human and financial resources so that it can effectively carry out its tasks assigned by the Council of Delegates, the functions defined in its statute and the external requirements related to the hemispheric situation.

VI. TIME PERIOD

The working plan covers the period of January 1 to December 31, 2015, reflecting all the activities during this time period in order to align with the annual budgetary cycle.

VII. DEVELOPMENT OF THE PLAN

This plan was created based on the strategic objectives, goals and specific objectives of the IADB Strategic Plan, which represents the road map of the IADB agencies for the development of tasks and actions that enable the fulfillment of their mission. The Strategic Plan establishes those responsible for the fulfillment of said strategic objectives. Additionally, a strategic objective may cover the responsibility of more than one IADB agency.

A. Strategic Objective Nº 1 of the Strategic Plan

Consolidate and plan the role of the Inter-American Defense Board as an entity of the Organization of American States, which works proactively and timely before its political authorities and for member states, to continue lending technical, consulting, and educational consultation services on matters related to military and defense issues, in accordance with their statute, mandates from the General Assembly and the Permanent Council.

1. SPECIFIC OBJECTIVES AND ACTIONS TO BE FULFILLED IN RELATION TO STRATEGIC OBJECTIVE Nº 1:

a) For Goal No. 1.1: Proactively and continuously increase, as appropriate, the IADB's relationship with the different OAS agencies and member states in order to strengthen the relationship and civil-military cooperation, with a special emphasis on military and defense matters and similar disciplines related to the hemisphere.

1. Participate in OAS and Defense Ministry conferences, seminars and working meetings to promote the capabilities and activities developed by the IADB in accordance with what is stipulated by the Council of Delegates. (AGO 2014 / pages 3-5)

a. Participate in OAS meetings on the creation of an Integral Strategic Plan and thus ensure that the OAS, through the HSC or another one of its agencies, considers the IADB Strategic Plan. (Chairman and Delegates)

c. Represent the IADB in the Ordinary Session of the 45th General Assembly of the OAS, which will be held in Haiti in June 2015 (Chairman).

3. Strengthen the link with the HSC and SSM of the OAS.

b. Create and present to the Council of Delegates in January a monthly timetable with liaison activities with the OAS and its agencies.

3. Create recommendations and reports for the HSC on the participation of authorities and civilians at IADB activities. (Explicit Task Nº 8: Make recommendations - reports for the HSC on the participation of authorities and civilians and promote civilian-military relations)

5. Strengthen links with the CMDA at the technical level. (Explicit Task Nº 7: The IADB must continue strengthening the links with Ministries of Defense)

a. Conserve institutional memory of the CMDA within the financial resources and existing personnel.

b. Support the Pro Tempore Secretariat in the preparation of support documents on matters to be considered in the agenda of the XII CMDA.

c. Establish an IADB liaison and send documentation to the Pro Tempore Secretariat of the CMDA.

d. Support the Pro Tempore Secretariat in the planning, coordination and realization of the XII CMDA.

e. Prepare the participation in the XII CMDA. f. Support the Pro Tempore Secretariat in the preparation of

Work Meeting Acts, the Final Declaration and Final Conference Report.

g. Update the CMDA web page with information from the XII CMDA and disclose the next events.

h. Send documentation related to the IADB liaison to the Pro Tempore Secretariat.

6. Participate in expert conference meetings. (Explicit task Nº 10: Continue Participating in CEA, SNI and SICOFAA Conferences and Informing the HSC)

a. Prepare IADB participation at the IANC, which will be held in Canada in 2016, in coordination with the Chairman.

b. Prepare IADB participation at the SICOFAA and CAA, which will be held in 2016, in coordination with the Chairman.

c. Prepare IADB participation at the CAA, which will be held in 2015, in coordination with the Chairman.

d. Prepare IADB participation at the CFAC, which will be held in 2015, in coordination with the Chairman.

e. Prepare IADB participation at the different SOUTHCOM conferences (CANSEC, CENTSEC, SOUTHDEC, etc), which will be held in 2015, in coordination with the Chairman.

f. Create reports on participation at regional or hemispheric specialized technical conferences and disseminate them to strengthen the facilitator role of the IADB before the hemispheric, regional and subregional agencies and conferences.

c. Establish technical communication channels with international security and defense agencies and organizations through the formal appointment of liaisons officials.

8. Strengthen the technical channels of communication among the IADB Secretariat, SSM and the HSC.

– Number of visits by persons and groups received at the IADB / Number of invitations to those that have attended the SSM and HSC with the IADB.

a. Invite the members from the HSC and SSM to IADB Secretariat activities.

b. Send reports on activities carried out by the IADB to the HSC and SSM.

c. Ensure the attendance of liaisons to meetings and activities of the HSC and SSM.

9. Participate and collaborate at the technical level at the Conference of American Armies (CAA).

a. Participate in the specialized conference on disaster aid operations in Mexico City.

b. Promote coordination meetings with hemispheric military organizations.

c. Participate in the Ad Hoc peacekeeping operations in order to update peacekeeping operation handbooks.

11. Participate and collaborate at the technical level at the Inter- American Naval Conference (IANC).

a. Participate with an advisor at the IANC Special Science and Technology Meeting in Veracruz, Mexico.

b. Promote coordination meetings with hemispheric military organizations interested in participating.

OBSERVATIONS

1. Explicit and implicit duties stipulated by the OAS for the IADB (GA/doc. 5738/13) are identified as such and emphasized, as well as what is stipulated for the IADB in the General Assembly of the OAS developed in Paraguay in June 2014.

2. The Secretariat shall strengthen technical cooperation with agencies relevant to the OAS such as: DPS, CICAD, CICTE, and CIFTA, maintaining its communication and ongoing coordination, receiving recommendations on challenges on small island States.

3. The Secretariat shall maintain pertinent technical coordination with regional and subregional organizations on matters related to particular security concerns of small States that have the Regional Security System (SSR) and Caribbean Community (CARICOM).

4. In relation to the CMDA, the IADB shall: a. Carry out what is necessary to conserve the institutional knowledge of the

CDMA. b. Support the Secretary Pro Tempore in the coordination of actions for the

completion of manuals, commitments, conclusion reports, recommendations, and other documents.

c. Keep the CMDA website updated with information from the latest conferences and [publish] information on upcoming events.
